The City of Renton has received your request to modify the parking design standards for the
single-family residence on the property located at 811 Grant Avenue South in the Residential-8
dwelling units per acre (R-8) zone (Exhibits 1 and 2). The following summarizes your request,
project background, analysis, and decision.
Summary of Request
James Frost has requested a modification from the Residential Parking Location Requirements
(RMC 4-4-080F.7.b) for an existing single-family house located at 811 Grant Avenue South. The
modification would be from the standard which specifies that for lots abutting an alley, all
parking areas and/or attached or detached garages shall not occur in front of the building
and/or in the area between the front lot line and the front building line; parking areas and
garages must occur at the rear or side of the building, and vehicular access shall be taken from
the alley. A modification from RMC 4-4-080F.7.b is requested in order to allow vehicular access
from the south side of the existing house via a new 16-foot driveway from South 9th Street
(Exhibits 3 and 4).
Background
The property is located at 811 Grant Avenue South and is in the Residential - 8 dwelling units
per acre (R-8) zone. The subject proposal would result in a parking lot design standard
modification for an existing single-family residence on a site which currently uses an alley for
access to an attached garage.
Currently, vehicular access to the existing attached garage is taken via a driveway from an alley
along the western (rear) side of the subject property. The property slopes upward from west to
east. The existing driveway has an upslope in excess of 15 percent.
The proposal would allow vehicular access to the garage to be oriented toward the south.
Access would then be via a new 16-foot wide driveway from South 9th Street. The proposal
would eliminate the existing steep access to the existing garage.

RMC 4-9-250D.2 requires that the following criteria must be met for modifications:
,1. Substantially implements the policy direction of the policies and objectives of the
Comprehensive Plan Land Use Element and the Community Design Element and the'
proposed modification is the minimum adjustment necessary to implement these
policies and objectives; and
2. Will meet the objectives and safety, function, appearance, environmental protection
and maintainability intended by the Code requirements, based upon sound engineering
judgment; and
3. Will not be injurious to other property(ies) in the vicinity; and
4. Conforms to the intent and purpose of the Code; and
5. Can be shown to be justified and required for the use and situation intended; and,
6. \I\Iill not create adverse impacts to other property(ies) ih the Vicinity.
Aniilys,is and Decision
The purpose of the Parking, Loading, and Driyeway Regulations (RMC 4-4"080) is to Rrovide a
means of regulating parking to, promote the. health, safety, morals, general welfare and
aesthetics of the City of Renton by specifying the off-street parking and loading requirements
for all uses permitted and to describe design standa'rds and' other required improvements. The
Residential Parking Location Requirement fo'r R-8 Zones (RMC 4-4-080F.7.b) requires that for
lots abutting analley, all parking must take access from the alley.
While the proposal does not meet the Residential Parking Location Requirement for R-8 zones, it
eliminates a steep garage access which cU'rrently precludes the reasonable use of the garage.
, Staff recognizes that the size of the subject property may be. such that a future subdivision may
be proposed. Should an application be made for a short plat which has a lot abutting the . .
existing alley, that lot would be required to take vehicular access from the alley.
The proposal satisfies the' criteria listed iri RMC 4-9-250D.2 for approval of modifications in that
it substantially implements the policy direction of the policies and objectives of the
Comprehensive Plan Land Use Element and Community Design Element and is the minimum
adjustment necessary to implement these policies and objectives; meets the intent and purpose
of the Code; does not result in injury or adverse impacts, and is justified in this instance.
Therefore, the 'modificatio~ of the parking lot design standards for parking location
requirements in the R-8 zone for the Single-family residential structure located at 811 Grant
Avenue South is approved subject to the following condition:
1. Should the subject property be subdivided in the future, any lot abutting the existing
alley shall take vehicular access from the alley.

to the Hearing Examiner on or before 5:00 pm, May 24,2012. Additional information regarding

Pursuant to our conversation I have prepared this letter for submission to Mr. C. Vincent, Planning
Director requesting a modification to Code section R-8 Residential Parking Requirements allowing access
to a planned garage remodel from South 9th Street. This change would replace the current access from
the alley on the west side of the dwelling.

Concept: The current structure is a single family residence with a single car garage entering the
lower floor of the house from the alley on the west side of the property. The process to gain approval to
change the access to a remodeled garage from South 9th Street started in September 2010. In March
2012, I was advised that authority to change the entrance of the garage from the alley on the west to
coming off 9th Avenue South from the south had been approved.
The proposed remodel would continue the structure and the property as a single family
residence. The drawings enclosed show the remodel concept to enter the house from South 9th Street
into a two car garage. By doing this, off street parking is increased to two cars from one and the steep
slope from the alley entering the existing single car garage is eliminated.
This remodel concept would also add a third floor master bedroom and bath above the
south end of the main floor structure. This additional space would be supported by the remodeled
garage from South 9th Street.
