The existing visual screening between the abutting home to the north would not be retained; however, the land use is the same type and intensity. f. The trees being removed potentially constitute a hazardous situation, as the property owners have taken care to maintain the trees, by performing selective pruning to withstand winds; however, branches continue to fall during wind events. The owners considered retaining some of the fir trees, and determined that removal of some of the trees could compromise the ability of the others to withstand wind events. The trees are in reasonable health, and were planted in a grouping. Thinning of the trees would not accomplish the applicant's goal to improve safety. The trees while large, are not considered to be outstanding specimens or distinctive landmark trees. Of 13 existing trees on the site, 8 would be removed. In order to compensate for the loss of 60% of the trees on the property, staff recommends that a condition of approval be required, where the applicant would plant 2 new ornamental trees either within the rear yard or within the planting strip in the right-of-way. DECISION: The Nagamatsu Routine Vegetation Management Permit is approved subject to the following condition: 1. Two ornamental trees, a minimum of 1-1/2" caliper shall be planted within either within the rear yard, or within the landscape strip between the street and sidewalk. The trees shall be selected from the City's approved tree list; and shall be installed within 90 days of the approval of the permit. Appeals must be filed in writing, together with the required fee to.the City of Renton Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057. City of Renton Municipal Code Section 4-8-110 governs appeals to the Hearing Examiner. Additional information regarding the appeal process may be obtained from the Renton City Clerk's Office, (425) 430-6510. RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be reopened by the approval body. T he approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day appeal time frame. An extension may be granted by the Planning Division for a period of one year upon application by the property owner or manager. Application for such an extension must be made at least thirty (30) days in advance of the expiration of the original permit and shall include a statement of justification for the extension. City of Renton Planning Division MAf2nulz Description of Proposed Project The project is located at 231 Vashon Avenue Southeast, Renton, Washington. The property is approximately 7500 square feet with a single residential structure approximately 1900 square feet. It is not capable of any future subdivision and any future improvement would be a stand-alone shed and a ground level non- concrete patio. The only type of vegetation to be removed for this project would be the eight (8) Douglas Fir trees in our backyard. Three of the trees are approximately 70 feet tall with trunk diameters of 24 inches. The five smaller trees are 50 feet tall with 18-inch diameters. One of the 70-footer is on our rear property line while the other is about 15 feet from our house. We feel that if we remove the three taller trees that the five smaller ones would be susceptible to the northerly winds. Our property is located in a residential area with lots averaging 7000 to 8000 square feet with no special site features such as wetlands, streams or steep slopes. The work will not be situated near a green belt or areas with high landslide potential. A gas chain saw will be used to remove the limbs and trunks. The smaller limbs would be sent through a wood chipper and used for landscape. The bigger limbs . and trunks will be cut to 16 to 18-inch lengths and used for firewood. Neighbors and friends will be taking the firewood. We will have minimal waste from these trees. The estimated time of completion to bring down the trees is 2 days (June 4th and 5th ) and no real time for neighbors and friends to take the logs. One of the reasons we bought this house was these tall fir trees (my wife and I are from Hawaii and we don't have trees like this). We lived with them for over 20 years and the last snow/wind storm brought some big branches down. We had the trees wind sailed about 10 years ago. We also have two dogs that we keep them from going under these trees when it's windy. We hope you understand our position and grant this tree removal permit.
