DESCRIPTION: The applicant Is requesting Environmental (SEPAl Review for a project which
would provide primary disinfection of source water from Wells PW-8, PW-9, and EW-3 prior to its entry into the
water distribution system.
Wells PW·8 and PW-9 are located In Cedar River Park in the Commercial/Office/Residential (COR) lone. Work in
this area would Involve Installation of approximately 520 feet of buried 36 inch welded steel pipe and 40 feet of
buried 24 Inch welded steel pipe including valves. elbows, couplings and other appurtenances as well as
manholes, air vacuums, sampling ports, and sample lines. The work in this area also involves the Installation of
approximately 253 feet of burled 12 inch ductile iron water main pipe and associated valves and flttlngs near the
west side of the Renton Community Center. The footprint for this work is approximately 0.46 acres.
Well EW-3 is located In liberty. Park in the Commercial Arterial (CA) lone. Work in this area would involve
installation of approximately 425 feet of burled 241nch ductile iron water main pipe and 65 feet of buried 10 inch
ductile iron water main pipe including valves, elbows, couplings, and other appurtenances as well as manholes,
air vacuums, sampling ports, and sample lines. The footprint for this work is approximately 0.22 acres.
THE CITY OF RENTON ENVIRONMENTAL REVIEW COMMITIEE (ERe) HAS DETERMINED THAT THE PROPOSED
ACTION DOES NOT HAVE A SIGNIFICANT ADVERSE IMPACT ON THE ENVIRONMENT.

Advisory Notes to Applicant:
The /ol/owing notes are supplemental in/ormation provided in conjunction with the environmental
determination. Because these notes are provided as in/ormation only, they are not subject to the appeal
process for environmental determinations.
Planning:
1. Construction activities shall be restricted to the hours of 7:00 am and 8:00 pm, Monday through Friday.
Work on Saturdays shall be between the hours of 9:00 am and 8:00 pm. No work shall be permitted on
Sundays.
2. RMC Section 4-4-030.C.2 limits haul hours between the hours of 8:30 a.m. and 3:30 p.m., Monday through
Friday unless otherwise approved by the Department of Community and Economic Development.

PART ONE: PROJECT DESCRIPTION I BACKGROUND
The project would provide primary disinfection to the source water from Wells PW-8, PW-9, AND EW-3.
The purpose of primary disinfection is to provide 4-I~g (99.99%) inactivation of viruses to the source water
prior to entry into the water distribution system.
Wells PW-8 and PW-9 are located in Cedar River Park in the Commercial/Office/Residential (COR) zone.
Work in this area would involve installation of approximately 520 feet of buried 36 inch welded steel pipe
and 40 feet of buried 24 inch welded steel pipe including valves, elbows, couplings and other
appurtenances as well as manholes, air vacuums, sampling ports, and sample lines. The work in this area

The project is scheduled to commence construction in mid-October, 2012 and be completed by mid-May,
2013. Project construction would be limited to 7:00 am to 6:00 pm, Monday through Friday. A limited
amount of work would be scheduled for weekends in order to minimize disruption of the use of public
facilities at Liberty and Cedar River Parks; for example, when new water service is connected to the Rent'on
Community Center in Cedar River Park.
Construction transport to the site would be via Houser Way North and Maple Valley Highway. large
construction materials would be delivered via Maple Valley Highway. The construction corridor would be
approximately in width. A total of approximately 1,755 cubic yards of excavated material would be
stored on site. No imported fill material would be used.
The project contractor will be responsible for ensuring that a traffic control plan is in place during
construction to ensure access for residents and emergency vehicles.
I PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations:

D. Environmentallmpacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development. Staff reviewers have identified that the proposal
is likely to have the following probable impacts:
1. Earth
Impacts: As the project consists of water pipes and associated appurtenances which are located
outside of public rights-of-way, no significant impacts are anticipated. Soils consist of organic
materials, silt, sand, and some gravels. The project is located in an area of flat terrain.
Construction corridors would be approximately 3 to 5 feet in width. Trench depth would be a
maximum of 10 feet in depth. A total of approximately 1,755 cubic yards of material would be
excavated and stored on the project sites; and no imported fill material would be used for this
project. Erosion potential is minimal. Standard erosion control for utility excavation would be
employed including filter fabric fences, covering soil stockpiles, mulch and catch basin inlet
protection.
No change in impervious surface coverage would result from completion of this project.
Mitigation Measures: No additional mitigation is required.
Nexus: Not applicable.
Z. Water
Impacts: The project site "is within Aquifer Protection Zone 1. The contractor for this project would
store diesel fuel and other hazardous material on the project site in properly secured structures
with secondary containment. The contractor would notify the City and the Washington State
Department of Ecology immediately upon discovery of any release of hazardous materials. The
groundwater table is located over 10 feet below the project construction. No groundwater would
be withdrawn for construction of the project and no intentional discharges to the groundwater are
planned.

The water table at the project locations varies seasonally, but is approximately 20 feet deep. While
waste material could enter the groundwater, it would have to travel through at least 10 feet of soil.
Waste material could enter surface water via storm drain systems, but lack of slope at the project
site and the scarcity of storm drain inlets near the project site make it unlikely that waste material
would enter the storm drain system. Construction of the project is expected to generate minimal
waste material and no waste material would be generated after project completion.
Filter fabric would be installed in the storm drain inlets near the project sites. Stockpiled excavated
material would be covered to prevent erosion via precipitation. Additionally, the project sites
would be inspected frequently for erosion.
Pursuant to RMC 4-9-015C.1 pipelines are exempt from operating and closure permits.
Mitigation Measures: No additional mitigation is necessary.
Nexus: Not applicable.
3. Air
Impacts: Because construction activities would take place during the wet winter and spring
seasons, there would be minimal impacts resulting from dust. Engine emissions will be created as a
result of digging by construction equipment. Standard emission control devices will be utilized by
construction equipment and standby generators will be used during construction and operational
phases of the project.
Mitigation Measures: No additional mitigation is required.
Nexus: Not applicable.
4. Noise
Impacts: There may be short term noise associated with construction equipment. Construction
schedules will adhere to Renton Municipal Code regulations in regards to hours of construction
operation.

5. Historic and Cultural Preservation
Impacts; The proposed project is located in an area with a high probability of archaeological sites.
While the site has previously been disturbed, there remains a potential for subsurface
archaeological deposits. Staff recommends that work shall immediately cease and the Washington
State Department of Archaeology and Historic Preservation shall be contacted at (360) 586-3065
should any archaeological artifacts be discovered during earthwork activities.

Impacts: Traffic impacts near the construction site would be minimal. All three wells have large
areas outside of the public right-of-way which can be used for unloading materials and loading and
unloading of construction equipment. Mud may be an issue at the construction sites; trucks and
other equipment leaving the muddy areas of the project would have their wheels cleaned prior to
entering public parking areas and roadways.
The construction areas will be fenced during construction activities and the project contractor
would maintain a traffic control plan which would ensure emergency vehicle access during
construction activities.
During construction several parking spaces on the east side of Liberty Park and on the west side of
the Renton Community Center would be occupied with construction or construction staging
materials. The parking spaces in Liberty Park would be occupied during what is considered to be
the "off season" and are anticipated to have minor impact on recreation activities. The parking
spaces on the west side of the Renton Community Center are in an area of low use and are
anticipated to have minor impact on recreation activities.
Mitigation Measures: No additional mitigation is required.
Nexus: Not applicable.
7. Parks and Recreation
Impacts: The project site is within both Liberty Park and Cedar River Park. Construction will be in
the vicinity of the ball fields, the Renton Community Center, walking, running, and play areas.
During construction activities, some non-scheduled recreation activities may be disrupted. The
applicant has coordinated and will continue to coordinate with the Community Services
Department to ensure that scheduled activities are not impacted by construction activities.
Mitigation Measures: No additional mitigation measure is required.

Community Services Dept. I Parks Division & Recreation Division comments:
o November 2012 -February 2013 time frame for the Liberty Park portion of the Primary
Disinfection Project -there are no conflicts with programs/events scheduled in the
park. Pipe installation to follow agreed upon route in "foul" territory area of turf noted
on site plan as EW-3:
o Driveway cut-in/excavation for installation of ductile iron water main at Cedar River
Park/Renton Community Center, and again for the driveway on the west side of the
Renton Community Center (RCC) must not impact noted times, programs and events
listed below:
o Coordinate with Parks, Facilities and Recreation Divisions to schedule water shut-
off for new mainline connection.
o Dates to avoid any interruption due to volume of traffic at the RCC are:
a Saturday -10/27
a Saturday -11/10/12 -Wedding rental untillOpm
a November 14th -17th -Annual Holiday Bazaar (big event)
o November 30 & December 15t -Major event
o Recreation programs and pre-school are scheduled Monday -Friday from
6am to lOpm.
o Options for alternative work windows for water shut off/ new mainline install:
o The RCC is closed on Sunday's -(typically work is not allowed on Sundays,
but this may be an option)
a Holidays -RCC is closed -Veterans Day (11/12), the day after
Thanksgiving (11/23)
a Working evening hours after lOpm for new water main installation.
o The "back", west side driveway would at a minimum need to have access for
Fire/Emergency traffic. At the completion of each work day the driveway would
need to be open to "through" traffic.
o Forward confirmation -will the water shut-off effect the Carco Theater(other
rental factors) or the Henry Moses pool? (pumps and systems may need to be
reset, etc.)
o Contact Steve Brown (ext. 6767), Parks Maint. Supervisor to coordinate irrigation
locates in both Liberty and Cedar River Parks
o Contact Steve Brown for specific turf or seed specifications in repair areas.
o Kelly Beymer (ext. 6617) and Steve Brown (ext. 6767) to be included in all project/ pre-
construction meetings and correspondence moving forward so that potential issues are
addressed.

Public Approvals.

PROJECT NAME: Wells Primary Disinfection Project
PROJECT DESCRIPTION: The applicant is requesting Environmental {SEPAl Review for a project which
would provide primary disinfection of source water from Wells PW-8, PW-9, and EW-3 prior to its entry into the water
distribution system. Wells PW-8 and PW-9 are located in Cedar River Park in the Commercial/Office/Residential (COR)
lone. Work in this area would involve installation of approximately 520 feet of buried 36 inch welded steel pipe and 40
feet of buried 24 inch welded steel pipe including valves. elbows, couplings and other appurtenances as well as
manholes, air vacuums, sampling ports, and sample lines. The work in this area also involves the installation of
approximately 252 feet of buried 12 inch ductile iron water main pipe and associated valves and fittings near the west
side of the Renton Community Center. The footrprint for this work Is approximately 0.46 acres. Well EW-3 is located in
Uberty Park in the Commercial Arterial (CA) zone. Work in this area would involve installation of approximately 425
feet of buried 24 inch ductile iron water main pipe and 65 feet of buried 10 inch ductile iron water main pipe including
valves, elbows, couplings, and other appurtenances as well as manholes, air vacuums, sampling ports, and sample lines.
The footprint for this work is approximately 0.22 acres.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DN5-M): As the lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as
permitted under the RCW 43.21(.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-
M is likely to be-issued. Comment periods for the project and the proposed DNS-M are integrated into a single
comment period. There will be no comment period following the issuance of the Threshold Determination of Non-
Significance-Mitigated (DNS-M). A 14-day appeal period will follow the issuance of the DNS-M.

Current Use: The subject site is currently developed with park facilities and water utility
infrastructure.
Zoning: The portion of the project site located in Liberty Park is zoned Commercial
Arterial (CA); and the portion of the subject site located in Cedar River Park is zoned
Commercial Office Residential (COR).
Critical Areas: The proposed project area is located in Aquifer Protection Zone 1. RMC
4 -3-S0H.6.a delineates Pipeline Requirements for Aquifer Protection Zone 1; RMC 4 -3-
0505 specifies pipeline material requirements.
Because of its proximity to the Cedar River, the project site has a high probability of
archaeological deposits .
Environmental Review: Because the proposed pipelines are greater than 8-inches in
diameter, SEPA Environmental Review is required. The Environmental Review fee is
$1,030 .00 ($1,000.00 plus 3% Technology Surcharge Fee).
Permit Requirements: No land use permits would be required.

Current Use of Site: The sites are currently a city park and will remain a city park.
Special Site Features: The sites are flat. There are no water bodies, forests, wetlands or steep slopes
associated with the project.
Soil Type & Drainage: Soils are primarily silt with sand. Soils are permeable. Drainage is either via
asphalt pavement to storm drain system or by infiltration into soils.
Scope of the Project: The purpose of the project is to provide primary disinfection to the source water
from Wells PW-8, PW-9 and EW-3. The purpose of primary disinfection is to
provide 4-log (99.99%) inactivation of viruses to the source water prior to its
entry into the water distribution system.
Access:
Work at Cedar River Park includes the installation of approximately 520 feet of
buried 36-inch welded steel pipe and 40 feet of buried 24-inch welded steel
pipe including valves, elbows, couplings and other appurtenances as well as
manholes, air vacuums, sampling ports and sample lines. The work includes the
installation of approximately i52 feet of buried 12-inch ductile iron water main
and associated valves and fittings near the west side of the Renton Community
Center. The footprint for this work is approximately 0.46 acres.
Work at Liberty Park includes the installation of approximately 425 feet of
buried 24-inch ductile iron water main and 65 feet of buried lO-inch ductile iron
water main including valves, elbows, couplings and other appurtenances as well
as manholes, air vacuums, sampling ports and sample lines. The footprint for
this work is approximately 0.22 acres.
Access will be from Houser Way North via Cedar River Park Drive and from
Maple Valley Highway via Cedar River Park Drive.
Off-Site Improvements: There are no proposed off-site improvements.
Construction Cost: The estimated cost to construct the project is, $1,000,000.
Fill and Excavation: No fill or excavation materials will be used or generated on this project.
Tree Removal:
Land Dedication:

At the EW-3 site one small (6-foot) landscape tree may be removed during
trenching for the pipe installation. The tree will be replaced upon completion of
the project.
The project will be installed on City of Renton public property. No additional
land will be dedicated to the City.
Job S~ack/Materials: A job shack may be used at the EW-3 site and the PW-8 site. Materials will be
stockpiled at both sites. The job shack will be removed upon completion of the
project. The materials will be installed and become a part of the project.
Construction Mitigation Description
Wells PW-8, PW-9 & EW-3 Primary Disinfection Project
The project is scheduled to begin construction October 15, 2012 and be completed by May 15, 2013.
Dates are subject to change based on SEPA review, public bidding constraints, weather and other
outside factors. The project construction will be limited to Monday -Friday between the hours of 7:00
AM -6:00 pm. A small amount of work is scheduled for the weekend to minimize disruption to the
public, for example when a new water service is connected to the Community Center.
Transportation to the site will be via Houser Way North and Maple Valley Highway. Large items will be
delivered via Maple Valley Highway along the same route used by tanker truck deliveries of sodium
hydroxide to the Water Utility's Corrosion Control Treatment Facility.
Because the work will be performed in the wet winter and spring seasons dust is not expected to be a
problem. Traffic impacts near the site will be minimal. Both the PW-8 / PW-9 site and the EW-3 site
have large areas out of the right of way that can be used for unloading materials and loading and
unloading of construction equipment. Mud will be a problem at both sites. The sites will be fenced
from the public. Trucks and equipment leaving the muddy areas of the project will need to have their
wheels cleaned prior to entering public parking areas and roadways. This requirement will be included
in the project specifications.
The connection of the new water service to the Community Center will be scheduled for late at night or
early morning on a weekday or for a Sunday. The exact day and time will be scheduled in consultation
with the Community Services Department.

The groundwater table is located over 10 feet below the project construction.
No groundwater will be withdrawn for construction of the project and no

No waste material will be discharged into the ground.

There should be no runoff generated by this project. Precipitation will soak
into the pervious surfaces where this project will be constructed.

The water table at the project locations is around 20 feet deep (varies
seasonally). Waste material could enter the groundwater but it would have to
travel through at least ten feet of soil. Waste material could enter surface
water via storm drain systems but the lack of slope at the project site and
scarcity of storm drain inlets nellr the project site make it unlikely that waste
material will enter the storm drain system. Construction of the project is
expected to generate minimal waste material. Once the project is complete no
waste material will be generated.
d. Proposed measures to reduce or control surface, ground, and runoff water
impacts, if any:
Filter fabric will be installed in the storm drain inlets near the proJect sites.
Stockpiled excavated material will be covered to prevent erosion via
precipitation. The project sites will be inspected frequently for problems
associated with erosion.

Department of Ecology immediately upon discovery of any release of

The Water Utility is working with the Community Services Department to
ensure that scheduled activities are not impacted by the construction of this

The site and its immediate surroundings were historically inhabited by Native
Americans.

The possibility exists that Native American artifacts will be discovered during
excavation of the pipeline routes. If artifacts are discovered during
construction, work will temporarily cease, the Washington State Department
of Archaeology and Historic Preservation (DAHP) will be notified and the City
will comply with the requirements of Federal and State laws addressing
excavation in archaeological sensitive areas.
14. TRANSPORTATION
a. Identify public streets and highways serving the site, and describe proposed
access to the existing street system. Show on site plans, if any.
Houser Way North and Bronson Way North run along the EW-3 site. Maple
Valley Highway and Interstate 405 run along the Wells PW-8 and PW-9 sites.

distance to the nearest transit stop?
Yes.
c. How many parking spaces would the completed project have? How many would
the project eliminate?
During construction of the project several parking spaces near the EW-3 site
and several parking spaces at the Wells PW-8 and PW-9 site near the
Community Center will be temporarily occupied with construction or
construction staging materials. The impact will be "off-season" at the EW-3

You are able to come to City Hall at any time and view the file in the City Clerk's office. I am not sure which area you are
referencing but if you have not giving permission for someone to use your property and there is not a recorded
easement that would be considered trespassing if they step foot on your property unwelcomed. Based on the title
reports provided by the applicant it appears (at first glance) that they have rights to use all of the property that is within
their proposed plat plan.
Additionally, the applicant is going to be required to accommodate all drainage from the property on site.
As for email notifications, we are not equipped to track or maintain email mailing list for our land use

In reference to the items below I have a few questions, I was out of town during these reviews but do
have a few questions and would like to be noted as a party of record due to my property (0323059161
-5118 NE 12th St, Renton, Wa 98059) being that which is directly north of this development project
and would like to ensure there will be no encroachment nor impact to my adjoining property. Mostly
my concerns are that my drive is not in any wayan easement for access to this development and the
preliminary plat appears to encroach onto it so I would like to know where I can actually view a plat
proposal that I can clearly see the dividing lines and the other having the assurance that the water
runoff plan clearly protect my property from receiving additional runoff from the development, thank
you.
Also, per the statement below, I would like to receive any additional notifications through mail and
email if possible, again, thank you.
Decision(s): Environmental (SEPA) Review -October 8, 2012; Preliminary Plat Review -November 20,
2012 Comments on the above application must be submitted in writing to Rocale Timmons, Project
