SUBJECT: Request for Minor Modification to an Approved Site Plan; Safeway at 4th &
Union, File LUA12-080 (Amending Files LUA93-148 & LUA 95-095}
Dear Ms. Edwards:
We have reviewed your request to consider modification of the approved site plan(s) for the
shopping center parking lot at NE 4th Street and Union Avenue NE, to the north and west of
the existing Safeway grocery store. These approved site plans are reflected in the 4th &
Union Safeway Store Site Plan, File LUA93-148 and revisions to that site plan, recorded as
the Union Avenue Safeway Binding Site Plan, File LUA95-095. Specifically, you have
requested to add approximately 525 s.f. of paving in the northwest corner of the site in
order to accommodate 9 surface parking stalls, and add parking lot striping along the north
boundary of the site in order to accommodate parking for 14 additional compact vehicles. A
total of 23 parking stalls would be added via this request.
Your letter notes that the parking lot in this area was originally intended to be striped and
used when Safeway (4300 Building) and the connected shops,(4250 Building) were
developed in 1996 and 1997. Another building to the west (4110 Building) is now going to
be leased, and the new tenants (pet store, paint store, and medical clinic) require loading
space and .access added to the east side of that building on land that is part of the Union
Avenue Safeway Binding Site Plan.
In addition to your written request, exhibits were submitted (Exhibits A, B, C, D, E, F) and
will be referred to in the following analysis.
SUMMARIZATION OF THE REQUESTED MODIFICATION:
1. Add 14 compact surface parking stalls on the north side (northwest corner} ofthe existing
shopping center property; and, add 9 parking stalls /5 standard, and 4 handicap accessible}
along the west side /northwest corner} of the property:
RMC 4-9-200I, allows minor adjustments to an approved site plan, provided:
1. The adjustment does not involve more than a ten percent (10%} increase in area or
scale of the development in the approved site plan; or

2. The adjustment does not have a significantly greater impact on the environment and
facilities than the approved plan; or
3. The adjustment does not change the boundaries of the originally approved plan.
ANALYSIS OF SITE PLAN MODIFICATION:
The proposal to ad.d 23 surface parking stalls (5 standard, 14 compact, and 4 ADA
accessible as shown in Exhibit B) would not result in an increase of more than 10% area
or scale of the development based on existing site conditions. The modification would
implement the parking indicated on the recorded binding site plan {Exhibit D) that was
not constructed as part of the shopping center. The adjustment would not have a
significantly greater impact on the environment and facilities than the approved plan.
The parking lot circulation would continue to function as intended, as emergency
access Janes would be maintained, and the area is not used for delivery to Safeway's
loading dock. Finally, the adjustment does not alter the site boundaries.
DECISION:
The site plan modification has been evaluated in relation to the approved site plans. Based
on this analysis, we have determined that the proposed modification to pave an area for 23
additional parking stalls is approved subject to the following conditions:
1. Cross-access and cross-parking easements or covenants must grant use between
the properties and provide for maintenance of common parking ond access areas
per RMC4-4-080E.3.d.
2. Parking spaces shall meet the dimensional requirements specified in Renton
Municipal Code {9' x 20' standard, 8-1/2' x 16' compact, and ADAper the
Washington State Barrier Free Standards) with a 24-foot wide two-woy drive aisle.
This administrative land use decision will become final if not appealed in writing together
with the required appeal fee to: Hearing Examiner, City of Renton, 1055 South Grady Way, ·
Renton, WA 98057, on or beforeS:00 p.m. on November 5, 2012. Appeals to the Hearing
Examiner are governed by RMC 4-8-110 and information regarding the appeal process may
be obtained from the City Clerks' Office, (425) 430-6510. Should you have any questions

We are seeking approval to: 1) extend the paved area approximately 30 feet (green highlighted area on
the attached Exhibit A) and 2) modify the parking lot by striping as shown on the attached Exhibit B.
The parking lot was originally intended to be striped and used when the Safeway (4300 Building) and
connected Shops (4250 Building) were developed in 1996/1997 (see attached Exhibit C), but the parking
lot has not been fully utilized in subsequent years and the parking lot striping was not implemented in
that area. We have leasing interest in the vacant space of the 4110 Building, which will require it being
demised into three tenant spaces, with loading and access added to the east side of that building. There
is a need to utilize the parking lot area by these proposed new businesses, in order to make the spaces
work for these businesses. The attached architectural drawing, Exhibit B, takes into account square
footage and parking requirements of these particular tenants, as well as loading areas and ramps
required for access and deliveries (the ramps and stairs will be included and submitted with the building
permits for the tenant improvements). These tenants are interested in long-term leases and would add
to the business mix in the shopping center and the community (a pet store, paint store, and medical
clinic).
The parking lot area falls on two tax parcels, owned by two parties (shown on attached Exhibit G) --my
client (a partnership dba 4'" & Union Renton) owns the south area of the parking lot (yellow highlight)
and Safeway owns the north area (orange highlight). I have discussed this project with Safeway Real
Estate, and they will approve the proposed striping and asphalt extension, contingent on the City of
Renton approval. Both parcel owners are in agreement with the use and layout, as proposed.

Conclusion: The intention of this area of the parking lot was to be striped and used for parking. The
4110 building has been vacant a long time. We have viable businesses interested in space that requires
the use of this under-utilized parking area. We have current tenants in the 4250 Building that would
benefit from having striped parking stalls -they are currently parking back there, haphazardly. Safeway
confirms that their delivery trucks do not use this Jot to access their loading dock. The architect has
drawn in the proposed parking lot keeping fire lanes open and access to the rear of the Safeway building
open for emergency vehicles.
Please consider our request and Jet me know what is required to pave and stripe this parking Jot area as
proposed.
