Project Location: The Renton Municipal Airport is located at 616 West Perimeter Road, Renton, WA, 98057. The section, township, range for this project is as follows: SE723N05E. The project is located on the east side of the airport, west of the Cedar River, in the vicinity of the Cedar River Hangars located at 749 A/BE Perimeter Rd. Description of Work: The proposed project will include rehabilitating the existing apron. These maintenance activities will not change the function of the apron (essentially an aircraft parking lot) or storm drain conveyance system. The apron needs to be re-graded and repaved due to differential settling and pavement failure. The pavement section will be increased to provide a more stable pavement and existing catch basin rims and covers will be re-set. The apron will be restriped and tie down anchors will be replaced. About 50' of future use electrical conduit will be installed between the two Cedar River Hangars. The project will not increase impervious surface area. Basis of Exemption Request: Normal maintenance or repair of existing structure or developments (pavement). Anticipated Dates of Work: We anticipate the work to begin in November 2013. Other Permits Required for Proposed Project: A construction permit may be required. h:\file sys\air -airport, transportation services division\03 projects\02 capital improvement projects\10-pavement mgt plan\eastside ga apron rehablitation\east ga sme.doc CEO Page3of4 9/24/2012 Current and Proposed Use of the Site: Airport apron and taxilane. No changes are proposed. Special Site Features: U(/ . .! /r,·, .. '-UI/ The site is separated from the river by a flood wall. Storm water is conveyed through the flood wall to the river through duckbill valves on the outfalls. Statement Addressing Soil Type and Drainage Condition: Surficial soil deposits in the vicinity of the airport are identified as urban or industrial land that has been modified by widespread or discontinuous artificial fill. The native subgrade beneath the apron consists predominately of medium stiff to soft organic silt. As noted above in the Description of Work, differential settling has damaged pavement. The settling has inhibited positive drainage on the apron. Total Estimated Construction Cost and Estimated Fair Market Value Of The Proposed Project: The estimated construction cost of the pavement rehabilitation is estimated to be between $160,000 -$185,000. Estimated Quantities and Type of Materials Involved If Any Fill or Excavation Is Proposed: Approximately 38,916 sf of asphalt will be removed and 750 cubic yards of import borrow material and new asphalt will be required to thicken the pavement section on the apron. Number, Type, and Size of Any Trees To Be Removed: None. Distance From Closest Area Of Work To The Ordinary High Water Mark Of The Shoreline The project is next to the flood wall that runs along the west bank of the Cedar River that discharges into Lake Washington. h:\file sys\air -airport, transportation services division\03 projects\02 capital improvement projects\10-pavernent mgt plan\eastside ga apron rehablitation\east ga sme.doc CED Page 4 of 4 9/24/2012 Nature Of The Existing Shoreline (e.g. high bank, naturalize, rip rap, bulkhead, etc.) The proposed project site is separated from the river by a flood wall. The river is channelized with a rip rap armored bank at a slope of one unit rise for every two units of run. If the proposed project exceeds a height of 35-feet above the average grade level, discuss the approximate location of and number of residential units, existing and potential, that will have an obstructed view. Until such time as FEMA can physically revise the Flaod Jnsurance Study (FIS) report and FIRM, we encourage your community to reasonably use the draft woik map entitled "City of Renton Work Map,'' prepared by Northwest Hydraulic Consultants, dated April 7, 2006, as the 1;,est available data for floodplain management purposes, in accordance with Paragraph 60.3(b)(4) of the NFJP,regulations ( copy enclosed)·· and Floodplain Management Bulletin 1-98, entitled. "US'e of Flood Insurance Study (F1S) Data as Available Data" ( copy enclosed).
