ED70717 CASE# 23-6540 OF COLLISION 06/08/23 15:15 OF CbLLI510N NARRATIVE 23-6540 On 06/08/2023 at approximately 1516 hours, I was dispatched to an unknown-if-injury vehicle collision JEO the intersection at NE 4th Street and Jericho Avenue NE, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that there was a vehicle versus motorcyclist collision at the intersection and that Renton Fire would be responding for precautionary evaluation due to a motorcyclist being involved. Upon arrival, Renton Fire was on scene triaging the involved parties. Renton Fire evaluated the motorcyclist and treated him at the scene where he was later released. There, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 was identified by pictured WADL and stated he was the sole occupant of his vehicle. The driver of Unit#1 stated he was attempting to exit the private parking lot southeast of the intersection mentioned above, specifically in the 5300 block of NE 4th ST. The driver of Unit#1 stated he was intending to turn eastbound (right) onto NE 4th ST. While approaching the intersection of NE 4th ST, the driver of Unit#1 stated that he stopped at the intersecting roadway and looked for oncoming traffic. The driver of Unit#1 said he noticed an uninvolved vehicle turning into the same parking lot that Unit#1 was attempting to exit from. The driver of Unit#1 proceeded forward thinking traffic was clear for him to proceed. Upon Unit#1 turning out into the roadway, which the driver of Unit#1 admitted was a wide turn, the driver of Unit#1 suddenly observed Unit#2 (motorcycle) traveling eastbound on NE 4th ST. The driver of Unit#1 stated he immediately brought his vehicle to a stop to avoid contact with Unit#2. Per Unit#1, it appeared that Unit#2 had already taken action and suddenly stopped to avoid contact with Unit#1. The driver of Unit#1 stated that the motorcyclist braked and was ejected from his motorcycle in the roadway. The driver of Unit#2 was identified by pictured WADL and was the sole rider of his motorcycle. The driver of Unit#2 stated that he was traveling eastbound on NE 4th ST and had just passed through the intersection of Jericho Ave NE in lane 2 of 2. The driver of Unit#2 stated he was intending to continue east when Unit#1 entered the roadway and began approaching the same lane that Unit#2 was occupying. The driver of Unit#2 stated that he began to take emergency evasive action by applying the brakes on his motorcycle. As a result, the rider of Unit#2 was ejected off of his motorcycle and landed in the roadway. The motorcyclist sustained minor injuries listed in the collision report. The motorcycle sustained moderate damage. Unit#1 and Unit#2 never contacted each other. There was a couple of witnesses that observed that incident and their information has been added to this report. The witnesses believed the motorcyclist was traveling at the posted speed limit and that the vehicle exiting the parking lot began to turn into the motorcyclist. Based on the above statements, I determined that the Driver of Unit#1 (Akstin) was the predominant factor for the cause of collision as Akstin did not grant the right of way to traffic already in the roadway and underway. Akstin violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. Unit#1 was able to be driven away from the scene without further incident. Unit#2 was moved off of the roadway and into the private parking lot where the owner stated he would make arrangements for PAGE 3 OF 5 REPORT NO.
