This letter is to provide additional information regarding the impact of Dun1ap Baptist
Church (DBC) on parking at the location at 1000 -SW 1" Ave in the City of Renton. The
church has been operating at another location in Renton for 10 months and the
community impact relative to parking and traffic has been established. The current
landlord has had no complaints as to the number of parking spaces being used by DBC.
DBC has approximately 25 members. Our service times that are of concern are on
Wednesday fi:om lOam to 12pm (with approximately 5 cars being parked) and 7 to Spm (
with 2-3 cars being parked). We have counted cars being parked during these hours and
have found that we would be able to park without any problem. During the evening we
have counted 27 to 37 parlcing spaces being used. There are 54 on site, that leaves
between 17 and 27 available, with 14 of those coming with our lease. There is an
additional 33+ spaces available on Powell, to the west of the building. During the day,
there is roughly the same number of spaces being used although it fluctuates throughout
the day.
Parlcing requirements for Dunlap Baptist are 1 parlcing space for every 5 chairs in the
place of assembly.
Currently we have 70 seats in our meeting place. There are 54 parlcing spaces around the
building. Our lease gives us 14 spaces with use of additional spaces on Sunday. At the
requirement of 1 space for 5 seats we need 14 spaces.

I am writing on behalf of the owner of the property where the Dunlap Baptist Church has
made their application for a Conditional Use Permit. Our company is the property
manager of the building. Thank you for hearing our request for a Conditional Use Permit
in the case of Dunlap Baptist Church and the site located at 1000 SW 7th St, in Renton.
In light of some of the concerns raised by Elizabeth Higgins we would appreciate your
consideration of the following items.
A) We feel it is important to note that Ms. Higgins testimony was in conflict with her
own department's report to the Hearing Examiner. This fact combined with the
fact that we had no indication that parking, or anything else for that matter, was an
issue. The City received no written responses to the application and the City's
own recommendation to the Hearing Examiner recommended approval of
Dunlap's application. We received a copy of the recommendation along with the
agenda and felt we were adequately prepared for the Hearing based on those
facts. Had we known of Ms. Higgir,s contradictory' testimony wo would have
submitted the terms of the parking agreement between the Landlord and Dunlap at
the time of the hearing.
B.) The Landlord and Dunlap addressed the parking issue in the lease to ensure
protection of the other Tenants' interest. It is in the Landlord's interest that the
other tenants not be disturbed by this use, because if parking is a problem the
neighboring tenants will likely move out when their leases expire. Below you will
see that this matter was addressed in the lease. Had Ms. Higgins asked us we
would have provided her with the language noted below. Instead it appears that
her impression has been swayed by what might happen as opposed to what is in
an executed lease. Further, it appears that her testimony was also contrary to the
City's own provision regarding parking for religious institutions which calls for 1
parking stall for every 5 seats. (RMC #4-4-080(F) (10) (e)). Staff's own report
goes on to say,

"According to RMC 4-4-080.F.10 the parking requirements for a religious institution
are less than the requirements for a professional office. Therefore, the impact of
the proposed church on the existing parking lot is not likely to exceed the impact of
the previous office use."
Below is the language in the lease that addresses the agreement between the Landlord
and Dunlap Church regarding this matter. This is from the Landlord's "Standard Form
Lease" so some of the language is not really applicable to this use but the issue regarding
Dunlap was highlighted in its final execution form.
"24. PARKING. Tenant shall be liable for all vehicles owned, rented or used by
Tenant or Tenant's agents and invitees in or about the Property. Tenant shall not
store any equipment, inventory or other property in any trucks, nor store any trucks
on the parking lot of the Property. Notwithstanding the aforesaid, in the event the
Premises have access to a loading dock which exclusively services the Premises,
and no other space, Tenant may store one or more of its vehicles in and about such
dock area, provided such storage does not restrict truck access or maneuverability
for any other tenant or person to or from any other loading dock servicing the
Property. In the event the Premises have access to a loading dock which does not
exclusively service the Premises, Tenant shall not park its trucks in the dock area
longer than the time it takes to reasonably load or unload its trucks. In no event
shall Tenant park any vehicle in or about a loading dock which exclusively services
another tenant within the Property, or in a thoroughfare, driveway, street, or other
area not specifically designated for parking. Landlord reserves the right to establish
uniform rules and regulations for parking and for the loading and unloading of trucks
upon the Property, which rules may include the right to designate specific parking
spaces for Tenants' use and/or the use of other tenants and occupants of space
within the building.
Upon request by Landlord, Tenant shall move its trucks and vehicles if, in Landlord's
reasonable opinion, said vehicles are in violation of any of the above restrictions.
Tenant and Landlord acknowledge that Tenant's Use is conditioned upon
Tenant not using more than 3.1 parking stalls per 1.000 rentable square feet of
space leased (fourteen [14D stalls on a ongoing basis on Monday through
Saturday of every week. Tenant shall have the right to use up to 20 stalls on
Sundays. In the event that Tenant's use exceeds this amount on site and it
becomes a nuisance for other tenants at the propertv. Tenant will take all
necessary actions to ensure that no more parking than allowed is used by
Tenant. "
Another concern raised by Elizabeth Higgins was the potential conflict between Lakeside
Milam's large group meetings and Dunlap's Wednesday evening service. We believe
there is already sufficient parking to accommodate both tenants during this peak time
when both tenants may have a demand for parking. However, if there is still any question

as to whether there will be enough parking, it should be noted that at this time of the
evening Decor Carpet One is closed. They operate 9:30-6:00 Monday through Friday and
10:00 -2:00 PM on Saturdays. They are closed on Sundays as is Lakeside Milam.
The Landlord is aware of the parking concern and feels it had already adequately
addressed the matter in the Lease. We strongly recommend that the Hearing Examiner
approve the Conditional Use Permit as requested by Dunlap Baptist Church and as
recommended by the Staff Report.

The following Utility and Transportation comments concern the Environmental and
Development Application review for the subject project.
EXISTING CONDITIONS
WATER -The site is within the City of Renton water service area. There do exist 12-
inch watermains currently serving this building. The building is located in the
196-water pressure zone. The site is outside of the Aquifer Protection Area.
Fire Flow available to the site is approximately 5,000 gpm. Static water
pressure is approximately 77 psi.
SEWER -There are 8-inch sewer mains currently serving the site.
STORM -There exist storm water drainage systems currently serving the site.
STREET -There is currently a paved and fully improved public right-of-way along the
frontage of this site.

SUBJECT: Dunlop Baptist Church
General: We have completed a preliminary review of the pre-application for the above-referenced
development proposal. The following comments on development and permitting issues are based
on the pre-application submittals made to the City of Renton by the applicant and the codes in
effect on the date of review. The applicant is cautioned that information contained in this summary may
be subject to modification and/or concurrence by official decision-makers (e.g., Hearing Examiner, Zoning
Administrator, Planning/Building/Public Works Administrator, and City Council). Review comments may
also need to be revised based on site planning and other design changes required by City staff or made
by the applicant. The applicant is encouraged to review all applicable sections of the Renton Municipal
Code. The Development Regulations are available for purchase for $50.00 plus tax, from the Finance
Division on the first floor of City Hall.
Project Proposal: The proposed project is located within the Medium Industrial (1M) zoning designation
at the southeast corner of the intersection of SW 7'h Street and Powell Avenue SW, and is addressed as
1000 SW 7''' Street'. The proposal is to lease an existing 4,700 square foot office space for the Dunlop
Baptist Church. Parking is proposed to occur on-site within the existing surface parking lot. .,
Zoning Requirements: The subject site is located within the Medium Industrial (1M) zoning designation.
The proposed church use is permitted as a conditional use granted by the Hearing Examiner and is to
comply with the requirements of the 1M zoning district.
Development Standards: The subject site is currently developed with an existing structure along with
associated parking and utility improvements. The proposed change of use would require the existing
structure to be brought into compliance with all Fire Safety and Building Occupancy requirements.
Access/Parking: Access to the structure is from existing driveways off of Powell Avenue SW and SW 7'h
Street. Any change to the driveway is to comply with the driveway design standards of RMC4-4-0801.
Parking regulations .require a specific number of off-street parking stalls based on the amount of square
footage dedicated to specific uses. Parking requirements may be based on one of the following uses:
Religious Institutions:
1 for each 5. seats in the main auditorium, however, in no case shall there be less than 10 spaces.
For all existing institutions enlarging the seating capacity of their auditoriums, 1 additional parking
space shall'-be provided for each 5 additional seats provided by the new construction. For all
institutions making structural alterations or additions, which do not increase the seating capacity
of the auditorium, see "outdoor and indoor sports arenas, auditoriums, stadiums, movie theaters,
and entertainment clubs".
A parking analysis including the number of seats proposed for the congregation as well as the
number of parking spaces available within the existing surface lot shall be provided with the
formal land use application,
Sensitive Areas: The City's Critical Areas Maps indicate the site is located in a seismic hazard area. The
seismic hazard is related to potential liquefaction of soils during an earthquake event. Based on the
proposal, additional studies related to this hazard would not be required for the existing structure unless
the structure would undergo exterior modifications or additions.
Permit Requirements: The proposal would require approval of a Hearing Examiner Conditional Use
permit. The review process would require a public hearing and would be completed in an estimated time
frame of 10-12 weeks once a complete application is accepted. The application fee for the Hearing
Examiner Conditional Use would be $2,000. Detailed information regarding the land use application
submittal is provided in the attached handouts.
Conditional Use Criteria: In order to obtain approval of a conditional use and expansion of the
conditional use, the: proposal must satisfy specific criteria. The purpose of a conditional use permit is to
allow certain uses in districts from which they are normally prohibited. The evaluation of the proposed use
mList be deemed consistent with other existing and potential uses within the general area of the site. It is
the applicant's responsibility to adequately demonstrate the facts justifying the approval of the
conditional use permit based on the use's compatibility with ALL of the following criteria (RMC
section 4-9-030G):
• Comprehensive Plan
• Community Need
• Effect on Adjacent Properties, including lot coverage, yards and height
• Compatibility
• Parking
• Traffic
• Noise, Glare
• Landscaping
• Accessory Uses
• Conversion
• Public Improvements
The criteria listed above must be clearly and thoroughly substantiated. Staff examines the existing uses
located adjacent to'.: the subject site when evaluating the conditional use criteria. It is the burden of the
applicant to demon~trate that this site is appropriate for the use proposed. It is important to note that staff
is only able to maKe a recommendation and that the Hearing Examiner makes the final decision for a
conditional use permit.

Consistency with the Comprehensive Plan: The subject site is located within the Center Village (CV)
Comprehensive Pla'n Land Use designation. The following proposed policies are applicable to the
proposal:

Conditional Use Permit Justification
Dunlap Baptist Church (DBC) is requesting approval of a conditional use permit. We
have been operating as a church in the Seattle area for over 100 years, most recently at
4180 Lind Ave SW, Renton. We sold our Seattle property about a year ago then during
the last 10 months have been in Renton in a business park and the community impact
concerning parking and traffic is understood.
The traffic patterns generated by the church are very compatible and fit well into the
traffic of the neighborhood because of our staggered business hours. In fact, we believe
that our impact on traffic is smaller than that of the prior occupants, as their business was
run at peak hours.
Because there is little to no business being conducted on Wednesdays from the hours of
7:00 to 8:00 pm and on Sundays from lOam to 12:30 pm, DBC assembly hours fit well
into the character of the neighborhood and will have little or no effect on traffic in the
area.
For following reasons parking will not be a problem: There are 54 parking stalls at the
property. Dunlap will have seating for 70. At the requirement of 1 parking space for
every 5 chairs we need only 14 spaces. Per the lease, we are to have rights to 14 stalls.
The landlord has given us permission to use other stalls during non-peak hours.
Noise, Glare: The neighborhood is not residential but commercial in character and is
frequented by trucks and large vehicles. In addition, the freeway, train and airplanes
drown out most noise. Moreover, our building and the existing foliage block much of the
visual effect from the road.
The line between properties is well defined and we have no intention of adding to or

Project Narrative
The subject property for this requirement is the Washington Technical Center Building 3,
located on 1000 SW 7th St. in Renton, WA, 9S055. The building totals 16,474 rentable
square feet of Commercial Office space. The building sits on Parcel Number 91SS00-
0020. The parcel is roughly 1.52 acres in size and it is located in the Blackriver area of
Renton. The Zoning for this area is "IH" or Heavy industrial; however, commercial
office properties sit adjacent to the subject property. The property has two existing
ingress/egress locations, one accesses 7'" 8t on the south side of the property, and the
other accesses Powell St. on the west side of the property. The building was constructed
in 19S3.
The proposed use for this location is a Dunlap Baptist Church would like to lease
approximately 4,700 square feet. There will be no improvements done to the exterior of
the property to accommodate this use. Within the space itself, there will be minimal
tenant improvements done, including items like new carpet, new paint and some light
demolition.
DunlaJ,' Baptist Church (DBC) requests a conditional use permit for its location at 1000
8W 7 Ave in the City of Renton. The church has been operating at another location in
Renton for 10 months and the community impact relative to parking and traffic has been
established.
DBC has approximately 25 members. Our services are on Wednesday from lOam to
12pm and 7 to Spm and Sunday from I Dam to 12pm. The business hours for the other
businesses at 1000 SW 7th are Sam to 6 pm Monday through Friday. Thus, our business
hours are mostly staggered with those of the other suites, and thus will not have any
parking or traffic problems.
We have just learned, in the midst of making the move from 41S0 Lind Ave SW to
1000 SW 7th, that we needed a conditional use permit.
Parking requirements for Dunlap Baptist are 1 parking space for every 5 chairs in the
place of assembly.
Currently we have 70 seats in our meeting place. There are 54 parking spaces around the
building. Our lease gives us 14 spaces with use of additional spaces on Sunday. At the
requirement of 1 space for 5 seats we need 14 spaces.
Because of our meeting times the traffic we produce fits well in the traffic patterns of the ~G
neighborhood, and we believe our impact on traffic is actually less than that of the prio~ I'~~~\
occupant, which did business during normal business hours and crated traffic at~~ \'.\:.~o
