1.0 INTRODUCTION
As part ofthe federal and state environmental review process, the Department of Archaeology
and Historic Preservation (DAHP) requested, in a letter dated February 19, 2014, that an
archaeological survey be conducted within the Runway Blast Wall Replacement Project (Project)
area due to the high potential for archaeological resources. Because of the presence of pavement
and construction fill throughout the Project area, an archaeological survey was not feasible.
Therefore, archaeological monitoring is recommended during several activities associated with the
Project. This Archaeological Resources Monitoring and Inadvertent Discovery Plan describe the
procedures to be used during construction activities associated with the Project.
1.1 Project Description
Renton Municipal Airport proposes to replace the existing runway blast wall at the south end of
Runway 34 within the Renton Municipal Airport, Clayton Scott Field. The existing blast wall is
approximately 190 feet wide by 22 feet tall, and was originally built to provide jet blast protection
for West Perimeter Road and Airport Way, both south of the airfield. The original design aircraft
for the existing blast wall was the Boeing 727, necessitating protection from the center jet of the
three-engine plane. The Boeing 727 has since been replaced at Renton by production of the
Boeing 737, which has a dual-engine configuration and hence no center jet.
Additionally, the existing blast wall penetrates Runway 34's Future Non-Precision Approach
Surface by approximately 7 feet. In order to establish the Future 34:1 Approach Surface, the
existing wall needs to be replaced with a new, lower blast wall which does not penetrate the
Future Non-Precision Approach Surface.
West Perimeter Road, located south of the blast wall, contains two bends in the alignment around
the existing blast wall that hinders optimalline-of-sight. The new blast wall will be constructed in
a curved configuration loosely following the curve of West Perimeter Road. The curved
configuration will also provide the surrounding community with a unique focal point highlighting
the historic importance of Clayton Scott Field. Several art pieces will be constructed on the
pedestrian side of the wall. The art would consist of both static historic Boeing aircraft pieces as
well as a kinetic art boundary. Landscaping would also be added to the pedestrian side of the wall.
Landscaping and artwork would be in accordance with future capital improvement projects at the
airport.
Ground-disturbing activities associated with the Project include: 1) the demolition of the existing
blast wall, perimeter fence, and pavement north of the wall; 2) installation of drainage features
and electrical items; 3) installation of the new blast wall and security fence; and 4) grading,
irrigation, and landscaping to the west and south of the new blast wall and grass berms south of

West Perimeter Road. The ground-disturbing activities will occur in an area that was previously
disturbed by the construction of the existing wall, landscaping features, and road. In addition, the
blast wall is situated on fill material from the development of the airport.
The Project is being funded primarily with FAA Airport Improvement Program funds. All work will
be performed in accordance with applicable FAA regulations and FAA Advisory Circulars.
1.2 ProjectLocation
The Project is located on Parcel Number 0723059007 in Section 7, Township 23 North, Range 5
East in Renton, King County, Washington (Figure 1). The blast wall is near the northwest part of
Renton Municipal Airport at 616 West Perimeter Road, Renton, WA 98057. The project area is
located north of West Perimeter Road and generally northeast of the intersection of Airport Way
and Rainier Avenue North. The cumulative project impact area, including all ground-disturbing
activities, is approximately 1.97 acres.
1.3 Regulatory Context
Cultural resources, which include archaeological, ethnographic, and historical sites, are protected
by a variety of federal and state laws, rules, and regulations. The Project is being carried out by
Renton Municipal Airport under federal funds from the FAA; and therefore, the Project is subject
to Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended, and its
implementing regulations (36 CFR 800). Section 106 requires federal agencies to identify and
assess the effects of their undertaking on historic properties. Historic properties are those that are
listed, or are eligible for listing, in the National Register of Historic Places (NRHP) and may include
historic buildings or structures, archaeological sites, or traditional cultural properties. Eligible
properties generally must be at least 50 years old, possess integrity of physical characteristics, and
meet at least one of the four criteria of significance list in 36 C.F.R. § 60.4.
In addition to federal laws and regulations, several Washington State laws address archaeological
sites and Native American burials. The Archaeological Sites and Resources Act [RCW 27.53]
prohibits knowingly excavating or disturbing prehistoric and historic archaeological sites on public
or private land. The Indian Graves and Records Act [RCW 27.44] prohibits knowingly destroying
American Indian graves and provides that inadvertent disturbance of human remains through
construction or other activity requires re-interment under supervision of the appropriate Indian
tribe. The Washington State Environmental Policy Act {SEPAl requires identification and evaluation
of cultural resources as well as the development of plans for appropriate mitigation of cultural
resources as part of the environmental review process. The Washington DAHP reviews projects
subject to SEPA for their potential impacts to significant cultural resources and works with state
agencies to avoid, minimize, and mitigate significant impacts.

2.0 EXISTING AND POTENTIAL ARCHAEOLOGICAL RESOURCES
The Project area and its vicinity was traditionally inhabited by the Ouwamish, who were one of
over 50 southern Coast Salish tribal groups that traditionally frequented the Puget Sound Basin.
The Ouwamish practiced a seasonal round that involved wintering in villages along the
Ouwamish, Black, and Cedar Rivers as well as Lake Washington, Lake Union, and Elliot Bay, and
camping during the warmer months to hunt, fish, and gather food (Suttles and Lane 1990; Ruby
and Brown 1992). Intensive Euro-American historic use of the area occurred by the middle
1800s, when emigrants claimed land throughout the region and engaged in agricultural
practices. Historic maps, including an 1865 GLO plat, show that the Project was located in the
Cedar River fan and within the donation land claim (OLe) of H. H. Tobin.
Previous cultural resource investigations have documented archaeological sites and isolates,
demonstrating archaeological sensitivity within the vicinity of the Project. A search of records
on file at the Washington OAHP identified 12 archaeological sites within one mile of the Project.
The sites consist of five precontact, five historic period, and two mUltiple component
archaeological sites. Nine of the archaeological sites are listed as unevaluated for listing in the
NRHP, and one site is listed as ineligible for listing in the NRHP (Table 1).
The five historic-period archaeological sites are 4sKIs38, the Columbia and Puget Sound
Railroad grade; 4sKIs42, a debris scatter and concrete foundations; 4sKI7s9, ca. 1900-1940
debris scatter; 4sKI848, remnants of the Renton Glass Company Factory; and 4sKl1009, the
Moses homestead consisting of a domestic debris concentration from the early to mid-20th
century. The closest historic-period archaeological site to the Project is 4sKI009, the Moses
Homestead, located approximately 0.15 south of the APE. The historic-period archaeological
deposits at the Moses Homestead were concentrated between 30 and 120 centimeters below
surface (cm) along the eastern edge of a former flood channel in front of the former house. No
evidence of the house or associated outbuildings was observed (Shong and Rinck 2011).
The precontact sites include 4sKIOs9, a late precontact-period camp or winter village; 4sKIs01
(Renton High School Indian Site), a shell midden site as identified in two strata; 4sKIs87, the ca.
500-300 BP Little Cedar River Fishing Station site (Oexudidew); 4sKI686, two precontact hearth
features; and 4sKI1010 (Renton High School Ballfield Site), a camp with lithic material identified
in two loci. Sites 4sKIs01 and 4sKI101O are located approximately 0.25 and 0.19 mile to the
south of the APE, respectively. The archaeological deposits at 4sKIs01 were identified
approximately three feet below the ground surface and separated by layers of culturally-sterile
flood alluvium and represented several precontact occupations. The occupation surfaces,
dating between 500 and 200 BP, were marked by discrete areas of burned sediments
containing small fragments of charcoal, ash, and calcined fish, and mammal bone (Kramer et al.

2001; Lewarch 2006). The archaeological deposits at 45Kl1010 are composed of two distinct
cultural components, Locus A and Locus B. Locus A consists of lithic artifacts restricted to the
upper 60 cm of interbedded, non-organic silty sediments that overlay coarse sand and gravels,
and Locus B consists of charcoal-rich sediments, fire modified rock, lithic artifacts, and calcined
(burned) fish remains between approximately 140 and 200 cmbs (Shong and Rinck 2011). The
coarse sand and gravel encountered during the field study demarcate the bottom of abandoned
flood channels (flood event), which were in-filled with fine-grain alluvium. The occupation
surfaces were found in the fine-grained flood alluvium above and below well-drained sandy
soils (Shong and Rinck 2011).
The background research suggests that the Project area has a potential for containing
precontact, ethnohistoric, and historic-period archaeological resources. The Project is close to a
number of late precontact and historic-period archaeological sites situated along the former
banks of the Black and Cedar rivers. Despite the potential for archaeological findings within the
undisturbed native material, the construction effort for the proposed projects is believed to be
within the envelope of previously disturbed material and consequently does not pose a strong
likelihood for archaeological findings. Due to the nature and depth of construction, URS
recommends an on-site professional archaeologist be present when excavations occur below
the fill material in native deposits. Boring logs and record drawings indicate fill material at least
three feet below grade. Shallow surface excavation, clearing and grubbing, and similar grading
will be governed by standard excavation protocols in relation to discovery of archaeological
findings per Project contract specifications, Section 1.07.16(4}.

3.0 ARCHAEOLOGICAL MONITORING PLAN
Construction monitoring for archaeological resources will occur during excavation below fill
material as indicated in Section 2.0. Archaeological monitoring will be conducted by a
professional archaeologist who meets the Secretary of Interior's Professional Qualification
Standards (36 CFR Part 61) and Washington State Statutes (RCW 27.S3.030[l1]). The
professional archaeologist will be present to observe excavation activities and examine soil for
potential archaeological resources.
Monitoring will apply to the replacement of the runway blast wall and associated ground-
disturbing activities (Figure 2). The airport's engineer or the construction contractor will brief
the archeologist on any health and safety elements under which the archaeologist will perform
the monitoring. The archaeologist will wear the proper personal protective equipment (e.g.,
hard hat, steel toed shoes, and safety glasses) as required for project health and safety. The
airport will arrange for the archaeologist to brief the construction supervisor(s) about the
procedures for the event of encountering archaeological deposits and human remains
described herein.
Renton Municipal Airport will inform all construction contractor(s) about the archaeological
monitoring procedures and protocols. The airport will authorize the archaeologist to pause
ground disturbing and earth moving construction activities periodically, as needed, for a closer
examination of newly exposed sediments and/or historic-period and precontact period
artifacts. When on site, the archaeologist shall check in daily with contractor and owner's
representative to coordinate inspection activities. Archaeologists interacting with heavy
equipment operations will comply with the following rules of engagement:
a. Wear high-visibility protective vests and proper personal protective equipment
when in work areas with any operating equipment.
b. No standing or working in the equipment operator's blind spots.
c. May only enter the work area of any operating equipment when:
1. They have attracted the operator's attention and made eye contact.
2. The operator has idled the equipment down, placed it in neutral,
grounded engaging tools, and set brakes.
3. The operator gives the ground personnel permission to approach.
d. Never walk or position themselves between any fixed object and operating
equipment, or between two operating pieces of equipment.
During construction, the archaeological monitor will examine soils, including excavations and
back-dirt piles. Equipment will include, as appropriate, a shovel, trowel, and screen of X-inch
mesh hardware cloth. The archaeologist will monitor for prehistoric or historic-period artifacts

or layers/lenses of organic material, or organically enriched soils that might indicate past
human use. The airport will inform the construction contractor(s) about the archaeologist's
monitoring work and this monitoring plan. The archaeological monitor will have copy of the
monitoring plan and the health and safety plan on site.
The archaeologist will record the details of the activities on monitoring forms for each day on
which monitoring is conducted. Activities recorded will include descriptions of the construction
area, excavation methods, cultural materials, soil profiles, sketches, and photographs. The
archaeological monitor will submit a daily monitoring report to the Airport Engineer at the
Renton Municipal Airport.
When monitoring work has been completed, the archaeologist will prepare a final monitoring
report discussing the methods and results of the work. The report will be submitted to the
consulting parties. State of Washington Archaeological Site inventory Forms or Archaeological
Isolate Forms will be included as necessary. These documents are confidential and exempt from
disclosure under federal and state law (Section 304 of the NHPA; RCW 27.53.070 and RCW
42.56.300).

4.0 PROTOCOL FOR INADVERTENT DISCOVERY OF ARCHAEOLOGICAL
RESOURCES
Potentially significant archaeological materials have been identified in the vicinity and may be
present within the Project area. Types of archaeological materials that may be encountered
could include, but are not limited to: flaked stone tools and lithic debitage, charcoal-rich
sediments, fire-modified rock, concentrations of shell or faunal remains, organic materials
(basketry, wooden posts, bone and wooden artifacts), and concentrations of historic-period
bottles, ceramics, and cans. This section identifies the key responsibilities in the event of a
discovery of an item of potential cultural significance during the Project. In the unanticipated
event of a discovery, the following steps shall be taken:
Step 1. Stop Work and Protect the Discovery Site. If any agency employee, contractor, or
subcontractor believes that he or she has uncovered any cultural resources, all work within a
minimum of 50 feet of the discovery ("discovery site") shall be stopped to provide for its
security, protection, and integrity. The discovery site shall be secured. Vehicles, equipment,
and unauthorized personnel will not be permitted to traverse the discovery site.
Step 2. Notify Project Management. The individual making the discovery shall immediately
contact the Airport Engineer and notify him or her of the discovery site. If the Airport Engineer
is not immediately available, then the Airport Manager shall be contacted.
Step 3. Notify Project Archaeologist. Immediately following the work stoppage and
notification to Project Management, the Project Archaeologist, if not already present at the
site, shall be contacted.
Step 4. Assess Find. The Project Archaeologist shall be qualified as a professional archaeologist
under 36 CFR Part 61 and RCW 27.53.030(11), and as such, is qualified to examine the find to
determine if it is an archaeological site. If the Project Archaeologist determines that the find is
not an archaeological resource, work may proceed with no further delay.
If the Project Archaeologist determines the discovery potentially eligible for listing in the NRHP
and the archaeological deposits cannot be avoided, archaeological site testing and evaluation to
determine the significance of the cultural resource may be required. All work will be suspended
in the area and the area protected until a permit from DAHP can be applied for and issued
(RCW 27.53). Any type of archaeological testing or mitigation will depend upon the nature of
the resource and would be developed as part of the DAHP permit, in consultation with the FAA
and the appropriate Tribes.
Step 5. Notify Additional Parties. If the discovery is determined by the Project Archaeologist to
be a potentially NRHP-eligible archaeological resource, the Airport Engineer will continue with

notification to the FAA and DAHP within one (1) working day. If the remains are precontact or
Native American, the FAA will notify and consult with the affected Tribes. If the find may relate
to human remains or funerary objects, protocol outlined in the following section regarding
human remains shall be enacted. Confidentiality of the find shall be maintained by Renton
Municipal Airport and its contractors.
Step 6. Obtain Consent to Proceed with Construction. Construction work shall not
recommence at the discovery site until treatment has been completed and the FAA, DAHP, and
the Tribes, as appropriate, have provided written or verbal consent to proceed.

5.0 PROTOCOL FOR INADVERTENT DISCOVERY OF HUMAN REMAINS
If likely or confirmed human remains are encountered, all further ground-disturbing activities
will cease immediately. Any human remains that are discovered during construction of the
project will be treated with dignity and respect. The following procedures will be enacted:
Step 1. Stop Work and Protect the Discovery Site. In the event that an employee, contractor,
or subcontractor believes that he or she has uncovered any human skeletal remains, the
Construction Supervisor will stop all work within a minimum of 50 feet of the remains to
provide for their total security, protection, and integrity. Remains will immediately be covered
with a tarp only, for temporary protection in place and to shield them from being
photographed. The discovery location will not be left unsecured at any time, and confidentiality
will be maintained by the Renton Municipal Airport and its contractors. The Project
Archaeologist, if on site at the time of the discovery, can assist with implementation of these
procedures.
Step 2. Notify Project Management. The Construction Supervisor will immediately contact the
Renton Municipal Airport's Engineer and notify him or her of the situation. If the Airport
Engineer is not immediately available, then the Airport Manager will be contacted.
Step 3. Notify Law Enforcement and County Coroner's Office. If human remains are known or
suspected, the Airport Engineer or his/her designee will notify the City of Renton Police
Department and the King County Medical Examiner's Office in the most expeditious manner
possible (RCW 27.44; 68.S0; 68.60). The County Coroner will determine ifthe remains are
human, whether the discovery site constitutes a crime scene, and will notify DAHP if the
remains are non-forensic. Local law enforcement and/or the County Medical Examiner may
need to access the discovery area to make any determinations and cannot be prohibited from
doing so.
Step 4. Notify Tribes, FAA, and DAHP. Concurrently, the Airport Engineer will immediately
notify the affected Tribes, DAHP, FAA, and the Project Archaeologist. Per RCW 27.44, 68.S0,
and 68.60, DAHP will have jurisdiction over non-forensic human remains from non-Federal and
non-Tribal land and report them to cemeteries and affected Tribes. The State Physical
Anthropologist will make a determination of whether the remains are Indian or Non-Indian and
report that finding to any appropriate cemeteries and affected tribes (RCW 27.44, 68.50,
68.60). DAHP will handle all consultation with affected parties as to the preservation,
excavation, and disposition of the remains.
Step 6. Obtain Consent to Proceed with Construction. Ground-disturbing activities will not
resume at the location of the discovery area and the construction buffer until the FAA, DAHP,

and the affected Tribes, as appropriate, have provided written consent to proceed. The
archaeological monitor will prepare a report describing the treatment actions as part of the
Monitoring Report.

The project area is located north ofW Perimeter Rd and is generally northeast of the intersection of Airport Way and Rainier Ave N. The
820 Building is located at 820 W Perimeter Rd, south of the entrance to the airport from Rainier Ave N (APN 0723059007). The demolition
would result in the removal of approximately 800 cy of concrete, asphalt, and native base/foundation bedding rock. Grading would occur
following demolition and would result in filling the site at-grade with approx. 1,400 tons of WSDOT crushed surfacing base course.
The existing 22-foot high blast wall is located at the south end of the airport (616 W Perimeter Road, APN 0723059007). Regrading of the
infield and grass areas would be required for the project. In addition, limited grading would occur within the blast pad pavement to
provide positive drainage while lowering the end of the existing grade adjacent to the new blast wall in order to ensure that the new blast
wall is below the Future Non-Precision Approach Surface. A new blast wall, approximately 12.75 feet in height would be constructed in
the vicinity of the new wall. Approximately 500 cubic yards of fill would be needed for the project, and would be provided from approved
borrow sources.
The site is zoned 1M, and is located within the 500-year flood hazard area. There is a landslide hazard area south of the existing blast
wall and a seismic area in the vicinity.

from Gretchen and Stephanie, we have verbal approval.
Attached are the SHPO determinations of the 800 and 820 buildings -DAHP has determined both resources to Not be
eligible on 3-13-2014 (on page 1 of each of the Historical Inventory Report (Detail Report) forms almost at the bottom of
the page). Due to proximity of the 800 building to the 820 we had to evaluate both.
I understand that with these approvals/determinations from DAHP that I have met my 820 building demolition SEPA
requirements and can move forward with the 820 demo work. If not please advise.

I think the attached is fine with a few revisions:
• Remove the last two sentences on Pg. 2 that deals with NHPA. I am not sure of its purpose. This is not a Section
106 project and I think this is just going to confuse people.
• On page 10, under Step 4. Assess Find; replace the word "significance" with "nature". Since the resources that
are most likely to be present are precontact, significance does not matter as they are considered protected
under state laws.

1.0 INTRODUCTION
As part ofthe Washington State Environmental Policy Act (SEPA) review process, the Department
of Archaeology and Historic Preservation (DAHP) requested, in a letter dated February 19, 2014,
that an archaeological survey be conducted within the 820 Building Demolition Project area due to
the high potential for archaeological resources. Because of the presence of pavement throughout
the Project area, an archaeological survey was not feasible. Therefore, archaeological monitoring
is recommended during several activities associated with the Project. This Archaeological
Resources Monitoring and Inadvertent Discovery Plan describe the procedures to be used during
construction activities associated with the 820 Building Demolition Project.
1.1 Project Description
Renton Municipal Airport proposes to demolish the 820 building within airport property in Renton,
King County, Washington. The 820 Building is located on the west side of the airport and north of
the airport's maintenance building. The building contains, from ground up: first floor and second
floor mezzanine. The building was originally constructed in 1963 as an electronics manufacturing
facility known as Electronics Laboratory Building 5-14 for Boeing. However, over the years the
primary use has changed, and the building is now vacant.
The demolition of the 820 building includes the removal of the building from the airport property,
removal of hazardous materials from the building, structural changes required due to connection
of the building to the adjacent building, modifications to the existing utilities, and adjustments to
the site necessary due to the building removal. The ground-disturbing activities, including the
building demolition, the utility disconnects, and limited excavation to remove the column footings
to 3 feet below ground surface, will occur in an area that was previously disturbed by the
construction of the original building. In addition, the 820 building is situated on fill material from
the development of the airport. There are no plans at this time for new construction at the
building site.
The demolition of the 820 Building is anticipated to begin in March 2014, and the total duration of
the demolition would be approximately 90 working days.
1.2 Project Location
The Project is located on Parcel Number 0723059007 in Section 7, Township 23 North, Range 5
East in Renton, King County, Washington (Figure 1). The 820 building is near the northwest part of
Renton Municipal Airport at 820 West Perimeter Road, Renton, WA 98057. The Project is located
south of the airport entrance from Rainier Avenue North. The cumulative project impact area,
including all ground-disturbing activities, is approximately 0.51 acre.

1.3 Regulatory Context
Cultural resources, which include archaeological, ethnographic, and historical sites, are protected
by a variety of federal and state laws, rules, and regulations. No federal funds, licenses, or permits
are required for this Project; however, several Washington State laws address archaeological sites
and Native American burials. The Archaeological Sites and Resources Act [RCW 27.53] prohibits
knowingly excavating or disturbing prehistoric and historic archaeological sites on public or private
land. The Indian Graves and Records Act [RCW 27.44] prohibits knowingly destroying American
Indian graves and provides that inadvertent disturbance of human remains through construction
or other activity requires re-interment under supervision of the appropriate Indian tribe. The
Washington State Environmental Policy Act (SEPA) requires identification and evaluation of
cultural resources as well as the development of plans for appropriate mitigation of cultural
resources as part of the environmental review process. The Washington Department of
Archaeology and Historic Preservation (DAHP) reviews projects subject to SEPA for their potential
impacts to significant cultural resources and works with state agencies to avoid, minimize, and
mitigate significant impacts. Although there is no Federal nexus for the 820 Building Demolition
Project, regulations for implementing Section 106 of the NHPA (36 CFR 800) provide useful
guidelines for this assessment.

2.0 EXISTING AND POTENTIAL ARCHAEOLOGICAL RESOURCES
The Project area and its vicinity was traditionally inhabited by the Duwamish, who were one of
over SO southern Coast Salish tribal groups that traditionally frequented the Puget Sound Basin.
The Duwamish practiced a seasonal round that involved wintering in villages along the
Duwamish, Black, and Cedar Rivers as well as Lake Washington, Lake Union, and Elliot Bay, and
camping during the warmer months to hunt, fish, and gather food (Suttles and Lane 1990; Ruby
and Brown 1992). Intensive Euro-American historic use of the area occurred by the middle
1800s, when emigrants claimed land throughout the region and engaged in agricultural
practices. Historic maps, including an 1865 GLO map, show that the Project was located in the
Cedar River fan, and a historic trail extended approximately 0.25 mile to the south of the
Project.
Previous cultural resource investigations have documented archaeological sites and isolates,
demonstrating archaeological sensitivity within the vicinity of the Project. A search of records
on file at the Washington DAHP identified four archaeological sites within one mile of the
Project. The sites consist of two historic-period and two precontact-era archaeological sites. All
four of the archaeological sites are listed as unevaluated for listing in the NRHP (Table 1).
The two historic-period archaeological sites are 45K1404, a military property consisting of an
aircraft submerged in Lake Washington, and 4SK11009, the Moses homestead consisting of a
domestic debris concentration from the early to mid-20th century. The historic-period
archaeological deposits at the Moses Homestead were concentrated between 30 and 120
centimeters below surface (cm) along the eastern edge of a former flood channel in front of the
former house. No evidence of the house or associated outbuildings was observed (Shong and
Rinck 2011).
The precontact sites are 45KIS01 (Renton High School Indian Site), a shell midden site as
identified in two strata, and 45KIl010 (Renton High School Ballfield Site), a camp with lithic
material identified in two loci. The archaeological deposits at 45KI501 were identified
approximately three feet below the ground surface and separated by layers of culturally-sterile
flood alluvium and represented several precontact occupations. The occupation surfaces,
dating between 500 and 200 BP, were marked by discrete areas of burned sediments
containing small fragments of charcoal, ash, and calcined fish, and mammal bone (Kramer et al.
2001; Lewarch 2006). The archaeological deposits at 45Kl1010 are composed of two distinct
cultural components, Locus A and Locus B. Locus A consists of lithic artifacts restricted to the
upper 60 cm of interbedded, non-organic silty sediments that overlay coarse sand and gravels,
and Locus B consists of charcoal-rich sediments, fire modified rock, lithic artifacts, and calcined
(burned) fish remains between approximately 140 and 200 cmbs (Shong and Rinck 2011). The

coarse sand and gravel encountered during the field study demarcate the bottom of abandoned
flood channels (flood event), which were in-filled with fine-grain alluvium. The occupation
surfaces were found in the fine-grained flood alluvium above and below well-drained sandy
soils (Shong and Rinck 2011).
The background research suggests that the Project area has a potential for containing
precontact, ethnohistoric, and historic-period archaeological resources. The Project is close to a
number of late precontact and historic-period archaeological sites situated along the former
banks of the Black and Cedar rivers. Despite the potential for archaeological findings within the
undisturbed native material, the construction effort for the proposed projects is believed to be
within the envelope of previously disturbed material and consequently does not pose a strong
likelihood for archaeological findings. Due to the nature and depth of construction, URS
recommends an on-site professional archaeologist be present when excavations occur below
the fill material in native deposits. Boring logs and record drawings indicate fill material at least
three feet below grade. Shallow surface excavation, clearing and grubbing, and similar grading
will be governed by standard excavation protocols in relation to discovery of archaeological
findings per Project contract specifications, Section 1.07.16(4).

3.0 ARCHAEOLOGICAL MONITORING PLAN
Construction monitoring for archaeological resources will occur during excavation below fill
material as indicated in Section 2.0. Archaeological monitoring will be conducted by a
professional archaeologist as defined in RCW 27.53.030(11). The professional archaeologist will
be present to observe excavation activities and examine soil for potential archaeological
resources.
Monitoring will apply to the 820 Building demolition and associated ground-disturbing activities
(Figure 2). The airport's engineer or the construction contractor will brief the archeologist on
any health and safety elements under which the archaeologist will perform the monitoring.
The archaeologist will wear the proper personal protective equipment (e.g., hard hat, steel toed
shoes, and safety glasses) as required for project health and safety. The airport will arrange for
the archaeologist to brief the construction supervisor(s) about the procedures for the event of
encountering archaeological deposits and human remains described herein.
Renton Municipal Airport will inform all construction contractor(s) about the archaeological
monitoring procedures and protocols. The airport will authorize the archaeologist to pause
ground disturbing and earth moving construction activities periodically, as needed, for a closer
examination of newly exposed sediments and/or historic-period and precontact period
artifacts. When on site, the Archaeologist shall check in daily with contractor and owner's
representative to coordinate inspection activities. Archaeologists interacting with heavy
equipment operations will comply with the following rules of engagement:
a. Must wear high-visibility protective vests and proper personal protective
equipment when in work areas with any operating equipment.
b. No standing or working in the equipment operator's blind spots.
c. May only enter the work area of any operating equipment when:
1. They have attracted the operator's attention and made eye contact.
2. The operator has idled the equipment down, placed it in neutral,
grounded engaging tools, and set brakes.
3. The operator gives the ground personnel permission to approach.
d. Must never walk, or position themselves between, any fixed object and
operating equipment, or between two operating pieces of equipment.
During construction, the archaeological monitor will examine soils, including excavations and
back-dirt piles. Equipment will include, as appropriate, a shovel, trowel, and screen of 1/4-inch
mesh. The archaeologist will monitor for prehistoric or historic-period artifacts or layers/lenses
of organic material, or organically enriched soils that might indicate past human use. The
airport will inform the construction contractor(s) about the archaeologist's monitoring work

and this monitoring plan. The archaeological monitor will have copy of the monitoring plan and
the health and safety plan on site.
The archaeologist will record the details of the activities on monitoring forms for each day on
which monitoring is conducted. Activities recorded will include descriptions ofthe construction
area, excavation methods, cultural materials, soil profiles, sketches, and photographs. The
archaeological monitor will submit a Daily Monitoring Report to the Airport Engineer at the
Renton Municipal Airport.
When monitoring work has been completed, the archaeologist will prepare a final monitoring
report discussing the methods and results of the work. The report will be submitted to the
consulting parties. State of Washington Archaeological Site inventory Forms or Archaeological
Isolate Forms will be included as necessary. These documents are confidential and exempt from
disclosure under Washington law, RCW 27.53.070 and RCW 42.56.300.

4.0 PROTOCOL FOR INADVERTENT DISCOVERY OF ARCHAEOLOGICAL
RESOURCES
Potentially significant archaeological materials have been identified in the vicinity and may be
present within the Project area. Types of archaeological materials that may be encountered
could include, but are not limited to: flaked stone tools and lithic debitage, charcoal-rich
sediments, fire-modified rock, concentrations of shell or faunal remains, organic materials
(basketry, wooden posts, bone and wooden artifacts), and concentrations of historic-period
bottles, ceramics, and cans. This section identifies the key responsibilities in the event of a
discovery of an item of potential cultural significance during the Project. In the unanticipated
event of a discovery, the following steps shall be taken:
Step 1. Stop Work and Protect the Discovery Site. If any agency employee, contractor, or
subcontractor believes that he or she has uncovered any cultural resources, all work within a
minimum of 50 feet of the discovery ("discovery site") shall be stopped to provide for its
security, protection, and integrity. The discovery site shall be secured. Vehicles, equipment,
and unauthorized personnel will not be permitted to traverse the discovery site.
Step 2. Notify Project Management. The individual making the discovery shall immediately
contact the Airport Engineer and notify him or her of the discovery site. If the Airport Engineer
is not immediately available, then the Airport Manager shall be contacted.
Step 3. Notify Project Archaeologist. Immediately following the work stoppage and
notification to Project Management, the Project Archaeologist, if not already present at the
site, shall be contacted.
Step 4. Assess Find. The Project Archaeologist shall be qualified as a professional archaeologist
under the RCW 27.53.030(11), and as such, is qualified to examine the find to determine if it is
an archaeological site. If the find is confirmed to be an archaeological site and the
archaeological deposits cannot be avoided, evaluation and testing to determine the nature of
the cultural resource may be required. Work will be suspended in that area, and site testing will
not take place without a permit from DAHP (RCW 27.53). Any type of testing or mitigation will
depend upon the nature ofthe resource and would be developed as part of the DAHP permit. If
archaeological resources are identified during monitoring, all work must cease in the area and
the area protected until a permit from DAHP can be applied for and issued.
Step 5. Notify Additional Parties. If the discovery is determined by the Project Archaeologist to
be a cultural resource, Airport Engineer will continue with notification to DAHP, and if the
remains are precontact or Native America, the affected Tribes within one (1) working day. If
the find may relate to human remains or funerary objects, protocol outlined in the following

section regarding human remains shall be enacted. Confidentiality of the find shall be
maintained by Renton Municipal Airport and its contractors.
Step 6. Obtain Consent to Proceed with Construction. Construction work shall not
recommence at the discovery site until treatment has been completed and the Tribes, DAHP,
and/or jurisdictional agencies, as appropriate, have provided written or verbal consent to
proceed.

5.0 PROTOCOL FOR INADVERTENT DISCOVERY OF HUMAN REMAINS
If likely or confirmed human remains are encountered. all further ground-disturbing activities
will cease immediately. Any human remains that are discovered during construction of the
project will be treated with dignity and respect. The following procedures will be enacted:
Step 1. Stop Work and Protect the Discovery Site. In the event that an employee. contractor,
or subcontractor believes that he or she has uncovered any human skeletal remains, the
Construction Supervisor will stop all work within a minimum of 50 feet of the remains to
provide for their total security, protection, and integrity. Remains will immediately be covered
with a tarp only, for temporary protection in place and to shield them from being
photographed. The discovery location will not be left unsecured at any time, and confidentiality
will be maintained by the Renton Municipal Airport and its contractors. The Project
Archaeologist, if onsite at the time of the discovery, can assist with implementation of these
procedures.
Step 2. Notify Project Management. The Construction Supervisor will immediately contact the
Renton Municipal Airport's Engineer and notify him or her of the situation. If the Airport
Engineer is not immediately available, then the Airport Manager will be contacted.
Step 3. Notify Law Enforcement and County Coroner's Office. If human remains are known or
suspected, the Airport Engineer or his/her designee will notify the City of Renton Police
Department and the King County Medical Examiner's Office in the most expeditious manner
possible (RCW 27.44; 68.50; 68.60). The County Coroner will determine if the remains are
human, whether the discovery site constitutes a crime scene, and will notify DAHP if the
remains are non-forensic. Local law enforcement and/or the County Medical Examiner may
need to access the discovery area to make any determinations and cannot be prohibited from
doing so.
Step 4. Notify Tribes and DAHP. Concurrently, the Airport Engineer will immediately notify the
affected Tribes, DAHP, and the Project Archaeologist. Per RCW 27.44, 68.50, and 68.60, DAHP
will have jurisdiction over non-forensic human remains from non-Federal and non-Tribal land
and report them to cemeteries and affected Tribes. The State PhYSical Anthropologist will
make a determination of whether the remains are Indian or Non-Indian and report that finding
to any appropriate cemeteries and affected tribes (RCW 27.44, 68.50, 68.60). DAHP will handle
all consultation with affected parties as to the preservation, excavation, and dispOSition of the
remains.
Step 6. Obtain Consent to Proceed with Construction. Ground-disturbing activities will not
resume at the location of the discovery area and the construction buffer until the affected

Tribes, DAHP, and/or jurisdictional agencies, as appropriate, have provided written consent to
proceed. The archaeological monitor will prepare a report describing the treatment actions as
part of the Monitoring Report.

From the 1950s to 2005, Boeing leased property within the Renton Municipal Airport in order to better
serve its fleet as it neared the final stages of production. In 1963, the 820 Building was constructed to
house an electronics laboratory to support its production of military aircraft for the United States Air
Force. These aircraft included the Boeing KC-135 Stratotanker that was manufactured at the Renton
facility. To support these endeavors, the company constructed Building 5-14 beside airport Apron
"C" (now referred to as the 820 Building). Subsequent to its construction and in response to the changing
production lines of the Renton Manufacturing Plants, Boeing repurposed the building to assist with the
refitting of aircraft cabin doors for certain models of the Boeing 737 aircraft at a later date.
When constructed in 1963, the two-story building was quickly erected using precast concrete wall panels
that are often referred to as "tilt-up" walls and featured a flat roof. Concrete block was used solely on the
east elevation of the building. The interior space consisted of a large open production space on the first
floor accompanied by rooms for "military parts storage", "military platform bench test class", "shipping
and receiving", men's room, and a boiler room. The second floor was subdivided into office space that
included offices, equipment rooms, crew quarters, vendor eqUipment storage, planning offices, foreman's
office, "USAF office" and a planning office. The field investigation revealed that most of the interior
partitions within the building have been modified and due to the removal of interior equipment, the
original and subsequent functions and use of the building are not readily apparent.
The historical integrity of the 820 building has been significantly diminished since its construction in 1963.
Boeing appears to have repurposed the building at least once in order to better support its manufacturing
changes in the Renton Manufacturing Plant. These changes resulted in the reorganization of interior
spaces on the first and second floor. When Boeing did not renew its lease with the city in 2005, all
equipment once associated with the building was removed as well. With the reorganization of the
interior as well as the removal of the equipment, the building's historical associations with Boeing and its
Renton Manufacturing Plant are not effectively communicated. Furthermore, the building does not
appear to be associated with significant historical events or people and it is not a good example of the
building type. While associated with the growth and evolution of Boeing's Manufacturing Plant in the
1960s and the concomitant development of the Renton Municipal Airport, the building's lack of integrity
and its inability to communicate its historical associations with these trends renders the building not
eligible for the NRHP under Criteria A, B, and C.
The 820 building is located near the northwest part of Renton Municipal Airport at 820 West Perimeter
Road in Renton, Washington. The building is a two-story concrete panel (tilt-up) industrial building with
26,400 gross square feet of enclosed floor space. Constructed in 1963, the building exhibits a flat, asphalt
-membrane covered roof and is distinguished by the minimal number of window and door openings. Four
fixed, double pane glass windows set in aluminum frames are situated on the first floor of the east
elevation. Three metal doors with single lights are asymmetrically positioned between the two sets of
two windows. Roll-top service garage entries are situated on the west side of the building on both the
first and second floors. The rear of the building features a one-story extension that contains a boiler room
and transformer. The 820 Building is connected to the 800 Building via a corrugated metal roof. The
breezeway can be accessed via either of the buildings or from the east and west. The second floor
exhibits two sets of three aluminum-clad, dOUble-pane windows. Each set of windows is accompanied by
a single metal door that allows entry on to the first floor roof.

Most of the exterior walls are 5-1/2" thick concrete. The walls were constructed using the "tilt-up"
process wherein the concrete for the walls is cast flat, on top of the building floor slab, and is then lifted
into place after the concrete has set. The exterior ofthe concrete panels are "smooth-troweled" concrete
with paint finish. The interior surfaces of the exterior walls are finished with gypsum wall board (GWB)
attached to the concrete panels with metal furring channels. There is no insulation in the wall assembly.
One exterior wall (second floor East facing) is made of concrete block. This wall has paint finish inside and
outside with no interior GWB finish. In a number of locations the exterior walls show signs of Significant
water damage.
Galvanized metal sheeting (approximately 5' square) interrupts the concrete wall surface on the north
side ofthe building. This is a sheet metal closure covering an opening in the concrete wall. The purpose
of the opening is uncertain, but may have been related to ductwork or production equipment which has
subsequently been removed. On the interior, this opening is now obscyred by a pair of metal doors.
The interior of the building consists of a large, production-like room on the first floor that rests directly on
the original concrete slab. A series of support columns interrupt the space at regular intervals. The
second floor exhibits several office spaces as well as an additional larger production-like room. Special
electrical power systems were originally included to support production activities. Power panels for 400hz
and 28 volt panels remain but the generators/converters for special power are no longer in the building.
Otherwise the building is equipped with 120/208 panels throughout. Lighting at the first floor is provided
with ceiling-mounted fluorescent fixtures arranged in continuous rows. Similar lighting is provided in
some areas of 2nd floor, but for the most part the 2nd floor is lit with 2' x 4' fluorescent fixtures in a
suspended ceiling grid system.
Since originally constructed, the following alterations to the 820 Building have occurred:
• A breezeway has been introduced at the south side of the building.
• Minor partitioning changes have occurred at the first floor.
• Substantial changes to partitioning and interior finishes have occurred at the second floor
• Vinyl Asbestos Tile has been changed in several locations at the first floor.
• Special power and manufacturing equipment that required and served 400hz and 28v power has been
removed.
• Guardrails have been added to the roof.

From the 1950s to 2005, Boeing leased property within the Renton Municipal Airport in order to better
serve its fleet as it neared the final stages of production. While no plans or records have been found to
pinpoint the date of the 800 Building, original plans for the 820 Building confirm Building 800's presence
on site in 1953. According to the current Renton Airport Director, Ryan Zulauf, the hangar was erected by
the (James L.) Robertson Aircraft Corporation to make short takeoff and/or landing kits for aircraft. It was
subsequently purchased by Boeing for storage related to the 737 refurbishment to add an additional door
for aircraft used in European markets. Since its release by Boeing in 2005, the hangar appears to have
supported the maintenance and storage of smaller commercial aircraft and helicopters. Originally called
Building 5-50, the building was situated immediately south of Building 5-14 beside airport Apron "C".
The building's construction reflects commonly used pre-engineered building components and plans.
Using metal I-beams for vertical structural supports, the building also exhibits large steel beams along
with more slender purl ins to carry the loads necessitated by the large open spaces the building encloses.
It appears that building has served as a small aircraft and helicopter maintenance and storage building
over time. It does not appear related to Boeing's large aircraft manufacturing plant and facility although it
may have provided ancillary space to support Boeing's operations.
While the building appears to maintain its historical integrity, the hangar does not appear significant as it
does not convey its associations with significant events or people and it appears to be a common example
of a pre-engineered structure. Even though the building was situated within the Boeing Lease Area of the
Renton Municipal Airport, it remains unclear what function it served within Boeing's operations. So,
while associated with the growth and evolution of Boeing's Manufacturing Plant in the 1950s and the
concomitant development of the Renton Municipal Airport, the building's inability to communicate its
historical associations with these trends renders the building not eligible for the NRHP under Criteria A, B
and C.
The 800 building is located near the northwest part of Renton Municipal Airport at 800 West Perimeter
Road in Renton, Washington. The building (also known at the 5-60 Building) is a one story, small aircraft
hangar located to the south of the 820 Building. The building, constructed in the late 19505, is entirely
clad with raised seam metal and features a moderately pitched, gable roof sheathed with raised seam
metal. The front or east of the building exhibits a single door and a series of sliding windows that provide
light to an office space. The elevation also features a folding metal door, as well as a larger set of sliding,
corrugated metal doors for aircraft. The remaining elevations exhibit, single, metal door entries but no
windows with the exception of the south elevation that contains some additional double-pane fixed
windows near the southeastern corner of the building.
The interior consists of three bays. The southernmost bay has largely been enclosed and is used for
storage and mechanical equipment. The rear (west) part of the bay remains open. The central and north
bays consist of open work spaces. The bays are defined by steel I-beam posts that support longitudinal
steel trusses that conform to the gable roof line. Transverse metal purlins run east -west. The space
between the purlins is covered with insulation. A raised office space with windows facing the work space
is situated at the west end of the work space and is accessed via a single set of metal stairs with a
handrail.

1. RMC section 4-4-030.C.2Iimit, haul hours between 8:30 am to 3:30 pm, Monday through
Friday unless otherwise approved by the Development Services Division.
2. Commercial, multi·family, new single family and other nonresidential construction activities
shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00)
p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between
nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be permitted on
Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant
an appropriate ground cover over any portion ofthe site that is graded or cleared of
vegetation and where no further construction work will occur within ninety (90) days.
Alternative measures such as mulch, sodding, or plastic covering as specified in the current
King County Surface Water Management Design Manual as adopted by the City of Renton
may be proposed between the dates of November 1st and March 31st of each year. The
Development Services Division's approval of this work is required prior to final inspection
and approval of the permit.
4. A National Permit Discharge Elimination System (NPDES) permit is required when more than
one acre is being cleared.

1. Erosion control shall comply with the 2009 King County Surface Water Manual.

grading would occur within the blast pad pavement to provide positive drainage while lowering the end of the
existing grade adjacent to the new blast wall in order to ensure that the new blast wall is below the Future Non-
Precision Approach Surface. A new blast wall, approximately 12.75 feet in height would be constructed in the
vicinity of the new wall. Approximately 500 cubic yards of fill would be needed for the project, and would be
provided from approved borrow sources.
The site is zoned 1M, and is located within the SOD-year flood hazard area. There is a landslide hazard area south

adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW

their authority of Section 4-9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental
impacts identified during the environmental review process. Because other agencies of jurisdiction may be involved, the
lead agency will not act on this proposal for fourteen (14) days.

area is located north of W Perimeter Rd and is generally northeast of the intersection of Airport Way and
Rainier Ave N (Exhibit 1).
The 820 Building is located at 820 W Perimeter Rd, south of the entrance to the airport from Rainier Ave N
(APN 0723059007). The existing 820 building is 30,000 SF in size. The demolition would result in the
removal of approximately 800 cy of concrete, asphalt, and native base/foundation bedding rock. Grading
would occur following demolition and would result in filling the site at-grade with approx. 1,400 tons of
WSDOT crushed surfacing base course. The area would be graded flat and prepared with a sub-grade for
the potential future development. At this time, it is unknown what would be developed in this area,
additional SEPA review may be required for future development of the site.
The existing 22-foot high blast wall is located at the south end of the airport (616 W Perimeter Road, APN
0723059007). Regrading of the infield and grass areas would be required for the project. In addition,
limited grading would occur within the blast pad pavement to provide positive drainage while lowering the
end of the existing grade adjacent to the new blast wall in order to ensure that the new blast wall is below
the Future Non-Precision Approach Surface. A new blast wall, approximately 12.75 feet in height would be
constructed in the vicinity of the new wall. Approximately 500 cubic yards of fill would be needed for the

The proposed project would not change access to the Renton Municipal Airport and/or change any
airplane use of the Airport's runway. The project is located in the Airport Influence Area, Protection Zone
1, Runway Protection Zone. All portions of the project would be required to comply with the Federal
Aviation Regulations Part 77 Objects affecting navigable airspace. The applicant has indicated no trees
would be removed from the project site and neither the 820 demolition and/or the blast would is within
200 feet of the Cedar River and Lake Washington (both which boarder the Airport).
The site is zoned 1M, and is located within the 500-year flood hazard area. There is a landslide hazard area
south of the existing blast wall and a seismic area in the vicinity of the project.
I PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible

The Proposal was circulated and reviewed by various City Departments and Divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development. Staff reviewers have identified that the proposal
is likely to have the following probable impacts:
1. Earth
Impacts: The project site is generally flat for both the blast wall and the 820 demolition. The
steepest slope in the project site is associated with the berm located west ofthe existing blast wall
between West Perimeter Road and Airport Way, which is approximately 15 -25 percent.
According to the Natural Resources Conservation Service, the site is underlain by Urban Land.
Re-grading of the infield and grass area would be needed for the blast wall replacement project. In
addition, limited grading would occur within the blast pad pavement to provide positive drainage
while lowering the end of the existing grade adjacent to the new blast wall to ensure that the new
blast wall is below the future Non-Precision Approach Surface. Approximately 500 cubic yards of
fill would be needed for the project.
The 820 demotion would result in 800 cubic yards of concrete, asphalt, and native base/foundation
bedding rock to be removed for the demolition. Upon completion of the demolition the site would
be leveled and fill would be placed to prepare for future development.
All projects would occur in areas of existing impervious surfaces and there would be no net
increase in impervious surface after both projects.

Impacts: The 820 Building is known to contain asbestos, heavy metals, lead, mercury, and
polychlorinated biphenyls (PCBs). The workers' health will be protected during demolition activities
by applicable regulations regarding removal of hazardous materials from the Puget Sound Clean Air
Agency, Washington State Department of Labor and Industries, the Environmental Protection
Agency, and the Washington State Department of Ecology.
Mitigation Measures: No further mitigation needed
Nexus: N/A
b. Noise
Impacts: Temporary short-term notices impacts are anticipated related to the construction
activities. Based on the provided construction mitigation description, the 820 demolition is
anticipated to take 90 working days and the wall reconstruction is proposed to occur between April
of 2014 and June of 2014. The applicant has indicated construction would occur during daylight
hours or between 7:00 am and 10:00 pm. Due to the existing ambient noise which is characterized
of an operating airport, it is not anticipated that the proposed temporary construction noise would
be noticeable beyond regular operations at the Airport.

3. Historic and Cultural Preservation
Impacts: A letter was received from the Department of Archaeology & Historic Preservation (DAHP)
dated February 19, 2014. Based on this letter both the blast wall and the 820 building are in an
area with high potential for archaeological resources. The blast wall is adjacent to the historic
confluence of the Black and Cedar Rivers and is approximately 800 feet from a precontact
archaeological site situated on a similar land form. The 820 building has a high probability to
contain precontact resources however, the building itself is not a historic building. Finally, DAHP
requests a profeSSional archaeological survey of both the blast wall replaced and the 820 building
demolition. Based on the probability of cultural resources in the vicinity of the project and the
comments received from DAHP, staff recommends two mitigation measures that would require an
archaeologist on side during ground disturbing activities and the applicant complete a review to
determine if the 820 building is of historic significance.

We have reviewed the materials forwarded to our office for the proposed project referenced above. The
area has a high the potential for archaeological resources. Also the blast wall replacement area is adjacent
to the historic confluence of the Black and Cedar Rivers and is approximately 800 feet from a precontact
archaeological site situated on a similar landforro. Therefore, we request professional archaeological
survey of both the blast wall replacement and the 820 building replacement. We request that these
surveys be forwarded to DAHP and the interested Tribes for review prior to ground disturbing activities.
We also recommend consultation with the concerned Tribes' cultural committees and staff regarding
cultural resource issues.
We are confused as to why the proponent proposes to conduct a Determination of Eligibility and/or
prepare an historic property inventory forro for the 820 building when the checklist clearly states that
there are not object of historic interest on the site per the DAHP database. The survey for the 820
building demolition is requested based on the high probability for the area to contain precontact resources
since we do not have information that the building is historic. .

Dear Mr. Wasser:
We have reviewed the materials forwarded to our office for the proposed project referenced above. The
area has a high the potential for archaeological resources. Also the blast wall replacement area is adjacent
to the historic confluence of the Black and Cedar Rivers and is approximately 800 feet from a precontact
archaeological site situated on a similar landform. Therefore, we request professional archaeological
survey of both the blast wall replacement and the 820 building replacement. We request that these
surveys be forwarded to DAHP and the interested Tribes for review prior to ground disturbing activities.
We also recommend consultation with the concerned Tribes' cultural committees and staff regarding
cultural resource issues.
We are confused as to why the proponent proposes to conduct a Determination of Eligibility and/or
prepare an historic property inventory form for the 820 building when the checklist clearly states that
there are not object of historic interest on the site per the DAHP database. The survey for the 820
building demolition is requested based on the high probability for the area to contain precontact resources
since we do not have information that the building is historic. .

A Master Application has been filed and accepted with the Department of Community & Economic Development
(CED) -Planning Division of the City of Renton. The following briefly describes the application and the necessary
Public Approvals.

PROJECT DESCRIPTION: Applicant proposes to demolish the existing 30,000 sf 820 Building and an
existing 22·foot high blast walt at the Renton Municipal Airport. The project area is located north ofW Perimeter Rd and
is generally northeast of the intersection of Airport Way and Rainier Ave N. The 820 Building is located at 820 W
Perimeter Rd, south of the entrance to the airport from Rainier Ave N (APN 0723059007). The demolition would result
in the removal of approximately 800 cy of concrete, asphalt, and native base/foundation bedding rock. Grading would
occur following demolition and would result in filling the site at-grade with approx. 1,400 tons of WSDOT crushed
surfacing base course.
The existing 22-foot high blast waH is located at the south end of the airport (616 W Perimeter Road, APN 0723059007).
Regrading of the infield and grass areas would be required for the project. In addition, limited grading would occur
within the blast pad pavement to provide positive drainage while lowering the end of the existing grade adjacent to the
new blast wall in order to ensure that the new blast waif is below the Future Non-Precision Approach Surface. A new
blast wall, approximately 12.75 feet in height would be constructed in the vicinity of the new wall. Approximately 500
cubic yards of fill would be needed for the project, and would be provided from approved borrow sources.
The site is zoned 1M, and is located within the SOD-year flood hazard area. There is a landslide hazard area south of the
existing blast wall and a seismic area in the vicinity.
PROJECT LOCATION: 616 & 820 West Perimeter Road
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the lead Agency, the City of Renton has
determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as
permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS-
M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment
period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance-
Mitigated (ONS-M). A 14-day appeal period will follow the issuance of the DN5-M.

The Runway Blast Wall Replacement Project area (116,000 square feet) is at the southern end
of Renton Municipal Airport at 616 West Perimeter Road, Renton, WA 98057. The project area
is located north of West Perimeter Road and generally northeast of the intersection of Airport
Way and Rainier Avenue North. The project area is located on Parcel Number 0723059007 in
the Southeast Quarter of Section 7, Township 23 North, Range S East.
The following permits will be needed:
• SEPA Environmental Checklist, City of Renton; and
• Demolition Permit, City of Renton.
According to the City of Renton zoning map, the site and greater Renton Municipal Airport is
zoned 1M -Industrial Medium. Surrounding properties to the south and west are zoned CA-
Commercial Arterial.
The site is currently in use as a blast wall for the Renton Municipal Airport.

located south of the airport entrance from Rainier Avenue North. The project area is located on
Parcel Number 0723059007 in the Southeast Quarter of Section 7, Township 23 North, Range 5
East.
The following governmental approvals or permits will be needed:
• SEPA Environmental Checklist, City of Renton;
• Demolition Permit, City of Renton;
• Grading License Application, City of Renton;
• Construction Permit, City of Renton;
• National Pollutant Discharge Elimination System (NPDES) General Permit for Stormwater

Reconstruction of the wall is anticipated to begin in April 2014 and end in June 2014. The
following construction phases for the runway blast wall replacement are anticipated:
• Phase 1:
o Demolition of existing pavement north of existing blast wall;
o Form foundation and pour new foundation for new blast wall;
o Pavement rehabilitation adjacent to new blast wall foundation;
o Installation of drainage features and electrical items;
o Installation of new blast wall;
o Installation of new security fence adjacent to new blast wall; and
o Grading and seeding of infield west of the blast pad.
• Phase 2:
o Demolition and salvage of existing blast wall;
o Installation of artwork to back side of security fence on new blast wall;
o Demolition of existing perimeter fence adjacent to existing blast wall;
o Installation of all drainage features; and
o Grading, irrigation and landscaping on back side of new blast wall and grass berms
south of West Perimeter Road.
Construction is anticipated to occur during daylight hours (or between the hours of 7:00 a.m.
and 10:00 p.m.). No special hours are proposed for construction or hauling.
Likely transportation/hauling routes to the site include 1-405, SR-167, Rainier Avenue North,
Airport Way, and West Perimeter Road.
Erosion and sediment control facilities will be provided throughout the duration of
construction. Existing inlets will be protected with filter fabric inserts. During construction, the
contractor will provide positive drainage to all disturbed areas and control the quality of the
stormwater runoff. Disturbed areas will be seeded to prevent erosion and sedimentation. The
existing storm drainage system along Runway 16-34 will be retained. Three new catch basins
and associated 6-inch drainage lines will be installed around the new blast wall. The project will
comply with the maximum permissible environmental noise levels set forth in Washington
Administrative Code (WAC) 173-60-040.
Construction Mitigation Description -820 Building Demolition Project
Demolition of the 820 Building would have a total duration of 90 working days, independent
from the wall replacement project. The project will be out for construction bid soon (either late
January 2014 or in February 2014).
Construction is anticipated to occur during daylight hours (or between the hours of 7:00 a.m.
and 10:00 p.m.). No special hours are proposed for construction or hauling.

11. Give brief, complete description of your proposal, including the proposed uses and
the size of the project and site.
Blast Wall Replacement:
The project involves replacement of the existing blast wall at the south end of Runway
34, Renton Municipal Airport, Clayton Scott Field. The existing blast wall is
approximately 190 feet wide by 22 feet tall, and was originally built to provide jet blast
protection for West Perimeter Road and Airport Way, both south of the airfield. The
original design aircraft for the existing blast wall was the Boeing 727, necessitating
protection from the center jet of the three-engine plane. The Boeing 727 has since
been replaced at Renton by production of the Boeing 737, which has a dual-engine
configuration and hence no center jet.
Additionally, the existing blast wall penetrates Runway 34's Future Non-Precision
Approach Surface by approximately 7 feet. In order to establish the Future 34:1
Approach Surface, the existing wall needs to be replaced with a new, lower blast wall
which does not penetrate the Future Non-Precision Approach Surface.
West Perimeter Road, located south of the blast wall, contains two bends in the
alignment around the existing blast wall which hinders optimalline-of-sight. The new
blast wall would be constructed in a curved configuration loosely following the curve of
West Perimeter Road. The curved configuration would also provide the surrounding
community with a unique focal point highlighting the historic importance of Clayton
Scott Field. Several art pieces would be constructed on the pedestrian side of the wall.
The art would consist of both static historic aircraft pieces as well as a kinetic art
boundary. The kinetic art would mimic the flowing of waves, while the static art would
draw attention to the historical Boeing aircraft that have been integral to the
establishment of Renton Municipal Airport.
landscaping would also be added to the pedestrian side of the wall. landscaping and
artwork would be in accordance with future capital improvement projects at the
airport.
This project is being funded primarily with FAA Airport Improvement Program funds. All
work will be performed in accordance with applicable FAA regulations and FAA Advisory
Circulars.
820 Building Demolition:
The 820 Building is located on the west side of the airport and north of the airport's
maintenance building. The building contains, from ground up: first floor and second
floor mezzanine. The building was originally constructed in 1963 primarily as an
electronics manufacturing facility known as Electronics laboratory Building S-14 for
Boeing. However, over the years the primary use has changed and the building is now
vacant.
The 820 Building would be demolished. Demolition includes the removal of the
building from the airport property, removal of hazardous materials from the building,

structural changes required due to connection of the building to the adjacent building,
modifications to the utilities, and adjustments to the site necessary due to the building

Blast Wall Replacement:
The project area is at the southern end of Renton Municipal Airport at 616 West
Perimeter Road, Renton, WA 98057. The project area is located north of West
Perimeter Road and generally northeast of the intersection of Airport Way and Rainier
Avenue North. The project area is located on Parcel Number 0723059007 in the
Southeast Quarter of Section 7, Township 23 North, Range 5 East. A vicinity map is

820 Building Demolition:
The 820 building is near the northwest part of Renton Municipal Airport at 820 West
Perimeter Road, Renton, WA 98057. The project area is located south of the airport
entrance from Rainier Avenue North. The project area is located on Parcel Number

Slopes near the existing blast wall are flat. The steepest slopes are
approximately 15 to 25 percent; these steep slopes are associated with the
berm located west of the existing blast wall and between West Perimeter Road
and Airport Way. These slopes are not considered critical area steep slopes by
the City of Renton as they are less than 25 to 40 percent slope 1.
820 Building Demolition:
Slopes near the 820 Building are flat. There are steeper slopes (approximately
15 to 25 percent) northwest of the building. As these slopes are less than 25 to
40 percent slope they are not considered critical area steep slopes by the City of
Rentonl.
c. What general types of soils are found on the site (for example, clay, sand,
gravel, peat, muck)? If you know the classification of agricultural soils, specify
them and note any prime farmland.

According to the Natural Resources Conservation Service, the site is underlain by
Urban land (Ur)2. This soil type is not considered to be prime farmland.

Blast Wall Replacement:
Re-grading of the infield and grass areas would be needed for the project. In
addition, limited grading would occur within the blast pad pavement to provide
positive drainage while lowering the end of the existing grade adjacent to the
new blast wall in order to ensure that the new blast wall is below the Future
Non-Precision Approach Surface. Approximately 500 cubic yards of fill would be
needed for the project. Fill would come from approved borrow sources.
820 Building Demolition:
Approximately 800 cubic yards of concrete, asphalt, and native base/foundation
bedding rock would be removed during demolition. About 12 inches of
Washington State Department of Transportation Crushed Surfacing Base Course
would be used to fill the site at-grade (approximately 1,400 tons of crushed
surfacing base course).
f. Could erosion occur as a result of clearing, construction, or use? If so,
generally describe.

Minor erosion could occur as a result of clearing or construction activities;
however erosion and sediment control would be provided throughout the
duration of construction. See item 1.h. for more information.

Project activities would occur in areas of existing impervious surfaces. There

of construction. Existing inlets will be protected with filter fabric inserts. During

body is the Cedar River, which is located east of the airport (across East

of construction. Existing inlets will be protected with filter fabric inserts. During
construction, the contractor will provide positive drainage to all disturbed areas
and control the quality of the stormwater runoff. Disturbed areas will be
seeded to prevent erosion and sedimentation. The existing storm drainage
system along Runway 16-34 will be retained. Three new catch basins and
associated 6-inch drainage lines will be installed around the new blast wall.
820 Building Demolition:
Storm drain inlet protection will be provided. A biodegradable check dam will
be installed northwest ofthe building site.

regulations regarding removal of hazardous materials from the Puget Sound
Clean Air Agency, Washington State Department of Labor and Industries, the
Environmental Protection Agency, and the Washington State Department of
Ecology will be followed.

River Trail.
820 Building Demolition:
The site is currently in use as the Renton Municipal Airport. Uses of adjacent
properties include commercial uses to the west and multi-family residential to
the southwest (across West Perimeter Road and Rainier Avenue South), and
additional airport property to the north, east, and south.

The blast wall would be approximately 12 feet tall. The front side ofthe blast
wall would receive red and white powder coating over metal cladding. The back
side of the blast wall, visible from West Perimeter Road and Airport Way, would
have artwork (translucent material) mounted to a security fence. The sides of
the blast wall would have metal cladding with a door for access on each side.
820 Building Demolition:
No structures would remain on the site after demolition is completed.
b. What views in the immediate vicinity would be altered or obstructed?
Blast Wall Replacement and the 820 Building Demolition:
Views in the immediate vicinity would not be altered or obstructed.

Blast Wall Replacement:
Several art pieces would be constructed on the pedestrian side of the wall. The
art would consist of both static historic aircraft pieces as well as a flow wall art
boundary. The flow wall art would mimic the flowing of waves, while the static
art would draw attention to the historical Boeing aircraft that have been integral
to the establishment of Renton Municipal Airport.

order to help assess the situation and determine how to preserve the
resource(s).

A Historic Property Inventory and/or Determination of Eligibility will be

eligible for a national, state or local register, a mitigation strategy will be
proposed at that time.

approximately 0.3 mile northwest of the site at 87th Avenue South and South
155th Place, which is served by King County Metro Route 107.
