ED70720 CASE# 23-6829 OF COLLISION 06/15/23 11:46 OF CbLLI510N NARRATIVE 23-6829 On 06/15/2023 at approximately 1148 hours, I was dispatched to a blocking vehicle collision at the intersection of NE 10th Street and Union Ave NE, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised of a two-vehicle blocking collision with unknown injuries. Upon arrival, I confirmed there were no complaints of injury requiring immediate medical response at the time of report. There, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 was identified by pictured WADL and was the sole occupant of her vehicle. The driver of Unit#1 stated that she was traveling westbound on NE 9th CT and was approaching the intersection of Union Ave NE. The driver of Unit#1 stated she was intending to turn south (left) onto Union Ave NE. The driver of Unit#1 stated that she stopped at the intersecting roadway and believed the intersection was clear for her to proceed, admittedly not seeing Unit#2 traveling in the roadway. Upon entering the intersection, Unit#1 collided with Unit#2 causing moderate damage to the front passenger side bumper and fender of Unit#1. The driver of Unit#2 was identified by pictured WADL and was the sole occupant of his vehicle. The driver of Unit#2 stated he was traveling southbound on Union Ave NE and was approaching the uncontrolled intersection of NE 10th ST. The driver of Unit#2 stated he was intending to continue south on Union Ave NE. The driver of Unit#2 stated that upon reaching the intersection, Unit#1 contacted Unit#2 in the intersection causing moderate damage to the rear driver side wheel and fender of Unit#2. 1 reviewed the intersection and determined that only westbound and eastbound traffic on NE 10th ST (aka NE 9th CT) were controlled by a posted stop sign and an intersecting driveway requiring a vehicle to stop, respectively. Unit#1's direction of travel was at an intersecting roadway therefore Unit #1 should have stopped and granted the right of way to traffic in the roadway. Northbound and Southbound traffic on Union Ave NE were not controlled therefore Unit#2 had the right of way to continue through the intersection. Based on the above statements, I determined that the Driver of Unit#1 (Chau) was the predominant factor for the cause of collision as Chau did not grant the right of way to traffic already in the roadway and underway. Chau violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. Unit#1 was able to be driven away from the scene without further incident. Unit#2 had to be impounded due to extensive damage. An exchange of information was provided to all involved parties. I cited the driver of Unit#1 in-person for Failing to Stop at an Intersection (RCW 46.61.190.2) and causing a collision.
