ED71255 CASE# 23-6923 OF COLLISION 06/18/23 09:20 OF CbLLI510N NARRATIVE On 06/18/2023 at 0923 hours I was dispatched to S 2nd St/ Shattuck Ave S, in the City of Renton, King County, Washington. I was responding to a call of a non-injury blocking collision. While en route, dispatch advised the following: two vehicles involved, blocking S 2nd on the north side of Safeway. In this report, Unit 1 refers to a blue 2003 Toyota Highlander (WA/ABF5479) driven by Keith A. Campbell (DOB 09/14/1963, WA DL). Unit 2 refers to a white 2023 BMW X5 (WA/CEU1658) driven by Hyo S. Cho (DOB 12/02/1964, WA DL). At approximately 0931 hours, I arrived and observed Unit 2 blocking the far left lane of S 2nd St at the Safeway driveway. S 2nd St has four lanes, all of them westbound. Unit 1 was in the Safeway parking lot, partially up on the curb that formed a boundary between the parking lot and a dirt patch. Unit 1 had damage on the driver side rear passenger door. Unit 2 was damaged on the front passenger side quarterpanel area. Unit 2 was drivable, so I had Cho move it into the Safeway parking lot. I interviewed the drivers. Campbell reported the following: He was driving westbound in the far left lane and turned left into the Safeway lot. During his turn, Unit 2 somehow collided with him. Cho reported the following: She was driving westbound in the far left lane. Unit 1 was in the lane to her right. As they approached the Safeway driveway, Unit 1 abruptly turned left from the second lane, across her lane, into the Safeway driveway. When Unit 1 turned, it collided with Unit 2. The evidence on the vehicles matched Cho's account. If Unit 1 turned from the second lane across the first lane, colliding with Unit 2, the damage would be on Unit 1's driver side and the front passenger side of Unit 2. This is exactly the damage 1 observed. If Campbell really was in the far left lane, as he told me, the only way for the damage that exists to have occurred is if Unit 2 was driving down the sidewalk-a far less plausible situation. I asked Campbell again about his lane position and explained my conclusion. He said it was "possible" he turned from the second lane. Based on the foregoing investigation, I established probable cause that Campbell committed a prohibited left turn, by failing to turn left from the extreme left-hand lane. 1 authored Campbell a SECTOR citation (cite # 3A0081183). I confirmed his mailing address and advised the cite would be sent in the mail. He said he understood. I provided both parties a SECTOR exchange of information form. Cho requested a tow truck. Bankers towing responded and towed the car. This concludes my involvement in this case.
