SUMMARY OF REQUEST:
The applicant received a site plan modification approval on May 23, 2013 for the following
revisions:
1) An increased landscape buffer located to the south of the parking lot. The applicant
has revised the parking lot layout in order to eliminate a total of 6 parking stalls.
2) New vegetation is incorporated into existing landscape areas.
3} Establish car and van ADA parking stalls.
4) Construct infrastructure to support emergency (Code Blue) call stations.
S) Construct infrastructure to support five electric vehicle charging stations.
At that time the applicant was also proposing compact stalls which exceed the 30% allowance
noted in RMC 4-4-080. However, this request was not included in the analysis and the approval
provided on May 23, 2013.
Therefore, the following is an amended analysis and approval to include the request to exceed
the number of compact parking stalls allowed on site. Currently parking stalls on site range
from 7-feet and 6 inches to a little over 9 feet in width with varying lengths and aisle
dimensions.

The applicant is proposing the following parking stall dimensions with uniform aisle dimensions
(Exhibit 1):

Approximately 260 of the 319 parking stalls on site would be considered compact stalls
exceeding the 30% allowance per RMC 4-4-080. However, the uniformity of the stalls and aisle
dimensions along with the minimum width of 9-feet is moving towards conformance with the
current parking code. Therefore, staff is supportive of the increase in the number of compact
parking stalls on site beyond what the code allows.
Analysis of Request
The following table contains an analysis of the criteria outlined in RMC 4-9-2001:

DECISION
The proposal satisfies 3 of the 3 criteria listed in RMC 4-9-2001. Therefore, the Renton Technical
College Site Plan modification, Project Number LUAB-000409, MOD (as shown in Exhibit 1), is
approved and subject to the following conditions of approval:
1. Prior to Building Permit approval, 3 full size copies and an 8 Y, x 11 inch reduction of a
revised site plan shall be submitted to the Current Planning project manager.

electric charging stations.
• Placement of emergency calling stations.

Site Plan Approval
Dear Ms. Timmons;

Renton Technical College formally requests a variance from the City of Renton parking lot
layout standards for their existing parking lot located at the SE corner of the Campus (please
refer to the attached plan).
The College is specifically requesting that the required landscaped islands be omitted so that
the College can continue to operate the parking lot as a designated "King County Department
of Emergency Management Designated Disaster Relief Site" (see attached memorandum of
understanding).
The College understands the importance of landscaping for the community and the campus and
has modified the parking lot layout to include:
1. An increased landscaped buffer located to the south of the parking lot. Please note the
total landscaped area, existing landscaped islands, new landscaped islands, and the
increased landscaped buffer exceeds the City of Renton landscaping requirements for
this lot.
2. New landscaping is incorporated into existing non-paved areas located to the north of
the parking lot. This new landscaping will enhance the overall aesthetics of the campus
for those on campus and those entering the campus.
3. The project also includes the following community amenities:
a. Establishing car and van ADA stalls. (A total of 8)
b. Furnishing the infrastructure for emergency call stations ("Code Blue") stations
c. Electric charging stations for use by students, staff and the community. (A total of 5,
one of which is also ADA accessible)
The college plans to include this project, parking lot resurfacing, as part of a larger overall
lighting upgrade project. Construction is planned for the summer of 2013. The parking lot will
have 319 total parking spaces and a total of 11,673 square feet of landscaping associated with
the new parking lot.
The City of Renton Zoning Code requests that we address the following as part of the Site Plan
Approval Request:

1. Meets the policies and objectives of the Comprehensive Plan Use Element and
Community Design element with the minimum of adjustments.
The propose site plan will provide uniform parking and uniform aisle widths as well as
establish ADA parking and electric car charging stations. There will be landscaped
items on both the north and south ends of the parking lot and the landscape buffer on
the south end of the lot will be increased. New drought-tolerate landscaping will be
installed along the north and south ends of the parking lot as well as in the landscaped
islands. Note that the buffer to the east of the project is very well screened by a copse of
dense trees planted in the City's right-of-way.
2. Meets the objectives for safety, function, environmental protection and maintainability.
There will be no adverse affects on the safety, function, environmental protection and
maintainability. Safety will be improved with new exterior lighting that is associated
with this project as well as implementation of the "Code Blue" security system. The
function of the lot will improve as the stall and aisle widths will be now be uniform.
3. Will not be injurious to neighboring properties
The proposed layout will not be injurious to neighboring properties. The landscaping
around the project site will be improved so that the neighboring properties are much
better screened from the parking lots. The new lighting fixtures will have much
improved lighting cut-off so the light spillage will be eliminated from the parking lot
area. The landscaping at the perimeters of the lot will improve the aesthetics of the lot
as well as the first-impressions by the community of the College.
4. Conforms to the intent and purpose of the code
The intent of the code is maintained. The code requirement for the area of landscaping
is maintained (slightly increased) and the code requirement for planting density is
maintained (slightly increased).
5. Is justified and required for the situation intended
The parking lot in question is used by the College as a designated "King County
Department of Emergency Management Designated Disaster Relief Site" and is also
used for instructional purposes (motorcycle safety). The proposed plan provides for
both the area and density of landscaped areas and preserves the open space required for
disaster staging and for the motorcycle safety instruction.

Erosion/Sedimentation Control Notes
THE CONTRACTOR IS RESPONSIBLE FOR THE REPAIR OF ANY SILTATION OR EROSION DAMAGES TO ADJOINING
SURFACES OR DRAINAGE FACILITIES RESULTING FROM THE LAND ALTERING ACTIVITES IN THIS DRAWING SET.
PROTECT PUBLIC STREETS AND ADJACENT PAVING FROM TRACKED SOIL OR PAVING MATERIALS. CLEAN UP
ANY MATERIAL TRACKED FROM WORK AREA IMMEDIATELY.

UPGRADING OF THESE [SC FACILITIES IS THE RESPONSIBILITY OF THE CONTRACTOR UNTIL ALL CONSTRUCTION
IS ACCEPTED BY RENTON TECHNICAL COLLEGE.
4. THE BOUNDARIES OF THE CLEARING LIMITS SHOWN ON THIS PLAN SHALL BE CLEARLY FLAGGED IN THE FIELD
PRIOR TO CONSTRUCTION. DURING THE CONSTRUCTION PERIOD, NO DISTURBANCE BEYOND THE FLAGGED CLEARING
LIMITS SHALL BE PERMITTED. THE FLAGGING SHALL BE MAINTAINED BY THE APPLICANT/CONTRACTOR FOR THE
DURATION OF CONSTRUCTION.
5. THE ESC FACILITIES SHOWN ON THIS PLAN l,UST BE CONSTRUCTED IN CONJUNCTION WITH ALL CLEARING AND

7. THE ESC FACILITIES SHALL BE INSPECTED DAILY BY THE APPLICANT/CONTRACTOR AND MAINTAIMED AS NECESSARY
TO ENSURE THEIR CONTINUED FUNCTIONING. NEEDED REPAIRS TO TESC MEASURES SHALL BE I.IADE IMMEDIATELY.
8. ANY AREA NEEDING ESC MEASURE, NOT REQUIRING IMMEDIATE ATTENTION, SHALL BE ADDRESSED WITHIN FIFTEEN
( 15) DAYS.
9. THE ESC FACILITIES ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED A MINIMUM OF ONCE A MONTH
OR WITHIN THE 48 HOURS FOLLOWING A STORM EVENT.
10. AT NO TIME SHALL MORE THAN ONE FOOT OF SEDIMENT BE ALLOWED TO ACCUMULATE WITHIN A CATCH BASIN.
ALL CATCH BASINS AND CONVEYANCE LINES SHALL BE CLEANED PRIOR TO PAVING. THE CLEANING OPERATION
SHALL NOT FLUSH SEDIMENT LADEN WATER INTO THE DOWNSTREAM SYSTEM.
11. DURING THE TIME PERIOD OF NOVEMBER 1 THROUGH MARCH 31, ALL PROJECT DISTURBED AREAS GREATER THAN
5,000 SQUARE FEET THAr ARE TO BE LEFT UNWORKED FOR MORE THAN 12 HOURS SHALL BE COVERED BY ONE
OF THE FOLLOWING COVER MEASURES: MULCH, SODDING OR PLASTIC COVERING.
12 WHERE SEEDING FOR TEMPORARY EROSION CONTROL IS REQUIRED, FAST GERMINATING GRASSES SHALL BE APPLIED
AT AN APPROPRIATE RATE (E.G. ANNUAL OR PERENNIAL RYE APPLIED AT APPROXIMATELY 80 POUNDS PER ACRE).
13. WHERE STRAW MULCH FOR TEMPORARY EROSION CONTROL IS REQUIRED, IT SHALL BE APPLIED AT A MINll,UM
