The applicant is requesting Environmental (SEPA) Review and a
Shoreline Exemption in order to remove and replace an existing storm system which conveys
May Creek under NE 31st St. The replacement project would relieve severe flooding during
storm events. The existing 48-inch culvert would be replaced with a new 60-foot long bridge at
the same location. The project includes the removal of a rockery and gabion wall at each end
ofthe culvert. Work below the OHWM (Ordinary High Water Mark) is anticipated to occur
during the in-water work window from June to September of 2013. Approximately 700 cubic
yards of soil would be excavated and hauled off site and approximately 200 cubic yards of fill
will be brought to the site. Adjacent land use consists of single-family residences within the
Resource Conservation (RC) and Residential -1 du/ac (R-1) zones. The project site is located
within the 100-year floodplain.

Maintenance and Repair: Normal maintenance or repair of existing structures or
developments, including damage by accident, fire or elements:
a. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or
cessation from a lawfully established condition.
b. "Normal repair" means to restore a development to a state comparable to its original
condition, including but not limited to its size, shape, configuration, location and
external appearance, within a reasonable period after decay or partial destruction,
except where repair causes substantial adverse effects to the shoreline resource or
environment.
c. Replacement of a structure or development may be authorized as repair where such
replacement is the common method of repair for the type of structure or development
and the replacement structure or development is comparable to the original structure
or development including, but not limited to, its size, shape, configuration, location and
external appearance and the replacement does not cause substantial adverse effects to
shoreline resources or environment.

Exemption in order to remove and replace an existing storm system which conveys May Creek under NE 31st St.
The replacement project would relieve severe flooding during storm events. The existing 48-inch culvert would be
replaced with a new 60-foot long bridge at the same location. The project Includes the removal of a rockery and
gabion wall at each end of the culvert. Work below the OHWM (Ordinary High Water Mark) is anticipated to occur
during the in-water work window from June to September of 2013. Approximately 700 cubic yards of soil would
be excavated and hauled off site and approximately 200 cubic yards of fill will be brought to the site. Adjacent
land use consists of single-family residences within the Resource Conservation (RC) and Residential -1 du/ac {R-1)
zones. The project site Js located within the 100-year floodplain.
THE CITY OF RENTON ENVIRONMENTAL REVIEW COMMITIEE (ERC) HAS DETERMINED THAT THE PROPOSED

The following notes are supplemental information provided in conjunction with the
administrative land use action. Because these notes are provided as information only, they are
not subject to the appeal process for the land use actions.
Planning:
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through
Friday unless otherwise approved by the Development Services Division. The Development
Services Division reserves the right to rescind the approved extended haul hours at any
time if complaints are received.
2. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or
plant an appropriate ground cover over any portion of the site that is graded or cleared of
vegetation and where no further construction work will occur within ninety (90) days.
Alternative measures such as mulch, sodding, or plastic covering as specified in the current
King County Surface Water Management Design Manual as adopted by the City of Renton
may be proposed between the dates of November 1st and March 31st of each year. The
Development Services Division's approval of this work is required prior to final inspection
and approval of the permit.
3. Commercial, multi-family, new single-family and other nonresidential construction activities
shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00)
p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between
nine o'clock {9:00) a.m. and eight o'clock {8:00) p.m. No work shall be permitted on
Sundays.
4. The applicant shall erect and maintain six foot {6') high chain link temporary construction
fencing around the drip lines of all retained trees, or along the perimeter of a stand of
retained trees. Placards shall be placed on fencing every fifty feet {50') indicating the
words, "NO TRESPASSING -Protected Trees" or on each side of the fencing if less than fifty
feet {50'). Site access to individually protected trees or groups of trees shall be fenced and
signed. Individual trees shall be fenced on four (4) sides. In addition, the applicant shall
provide supervision whenever equipment or trucks are moving near trees.
Fire:
1. Bridge shall be capable of a minimum of 30-ton weight limits.
Technical Services:
It should be noted that at least a portion of the proposed bridge site does not fall within the
City's right of way. Therefore, an easement would be required to be retained or the proposal
would be required to be revised in order to be fully contained within the right-of-way.

The applicant is requesting Environmental (SEPA) Review and a Shoreline
Exemption in order to remove and replace an existing storm system which

The project would involve the removal and replacement of an existing 48-inch culvert, which conveys May
Creek, with a new bridge at the same location. The site is located just west of the residence at 2224 NE
31 51 St. The proposal would occur within the City's right-of-way. Adjacent land use consists of single-
family residences within the Resource Conservation (RC) and Residential -1 du/ac (R-1) zones. The
existing culvert is in poor condition and poses a flooding risk, potential debris build up, and is a fish
passage barrier. The project aims to relieve the severe flooding which has occurred at this location during
storm events; most notably in 2007 and 2009.
The project is located in Reach D of May Creek and regulated by the Shoreline Master Program. An
exemption from the Shoreline Management Substantial Development Permit is being requested as the
proposal is considered normal maintenance and/or repair of an existing structure. The project site is also
located within the 100-year floodplain.
The project would involve the removal of rockery and gabion walls at the each end of the existing culvert.
The culvert would be removed by cutting along the length to split it open. The installation of sheet wall
abutments would occur 7-10 feet landward of the OHWM. There would be a temporary stream bypass
constructed until the new 60-foot long bridge was complete.
Activities done below the OHWM include placement of the temporary bypass structure, sandbags, removal
of the existing culvert, and restoration of the stream bed. The embankments would be excavated for the
new abutments (approximately 650 cubic yards) and the existing rock wall at both ends (50 cubic yards) of
the culvert and the existing gabion wall on the south end would also be removed.
The channel within the footprint of the culvert and rock wall would be widened to 20 feet to stimulate
natural channel through the bridge opening. Approximately two boulders, approximately 100 cubic yards
would be placed against the abutments and topped with 18-inches of stream bed cobbles (totaling 200
cubic yards).
Surrounding shrubs and other invasive vegetation would be removed. No trees are proposed to be
removed as part of the proposal. All disturbed areas would be re-vegetated and restored after project
completion. The project is expected to commence in June 2013 and all work to be done within the OHWM
be completed in September of 2013. Construction activities would take place during the hours of 7:00 am
and 5:00 pm Monday through Friday.
On June 6, 2013, the City received comments from the Muckleshoot Indian Tribe Fisheries Division (Exhibit
8). These comments include a request for analysis of the floodplain elevation and a copy of the re-planting
plan. Their comments appeared to be in support ofthe proposal.

C. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions ta determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development. Staff reviewers have identified that the proposal
is likely to have the following probable impacts:
1. Earth
Impacts: The site is generally flat with a slight slope down to May Creek. The steepest slope on site
is at the southwestern bank at approximately 25-40%. According to the National Resource
Conservation Service a majority ofthe soils have been identified as Puyallup fine sandy loam.
The embankments would be excavated for the new abutments (approximately 650 cubic yards) and
the existing rock wall at both ends {50 cubic yards) of the culvert and the existing gab ion wall on
the south end would also be removed. The channel within the footprint of the culvert and rock wall
would be widened to 20 feet to stimulate natural channel through the bridge opening.
Two boulders would be placed against the abutments and topped with 18-inches of stream bed
cobbles (totaling 200 cubic yards).
Following construction approximately 16-percent of the project site would be covered with
impervious surface matching existing conditions on site. Standard erosion control excavation would
be employed including filter fabric fences, covering soil stockpiles, and mulch.
Mitigation Measures: No additional mitigation is required.
Nexus: Not applicable.
2. Water
Impacts: The project is located in Reach D of May Creek and regulated by the Shoreline Master
Program. An exemption from the Shoreline Management Substantial Development Permit is being
requested as the proposal is considered normal maintenance and/or repair of an existing structure
{Exhibit 5). Additionally, the site is located within 100-year floodplain {FEMA Zone -AE).
Due to the project's location the applicant submitted a Stream Study prepared by Widener and
Associates, dated May 2, 2013 (Exhibit 4). The study was prepared pursuant to the requirements of

the Renton Municipal Code for both the Shoreline Master Program and the Critical Areas
Regulations.
The study states that the Creek provides a migratory corridor for salmon id species and habitat for
other resident species. This reach of the stream provides an outlet for floodwaters from upstream
reaches and carries associated sediment out to Lake Washington. There would be no net loss of
ecological function as a result ofthe project as it would replace an existing culvert with a new
bridge that improves stream flow. The proposal also includes the provision of a more natural
streambed and channel within the bridge footprint which should enhance the aquatic habitat.
According to a May Creek -Design Summary, prepared by Ed McCarthy, impacts to the floodplain
are not anticipated since the project would not result in a net rise (Exhibit 7). There would not be
an increase in runoff or flows therefore, flood compensation is not required. The proposed bridge
is designed to provide a vertical clearance of 3 feet above the FEMA base flood elevation. The
proposed bridge, would have a base flood elevation of 110.78-feet at the same location. The bridge
bottom would be approximately 0.8-feet above the top of the existing culvert.
Mitigation Measures: No additional mitigation is required.
Nexus: Not applicable.
3. Plants
Impacts: Vegetation at the site primarily comprises of invasive species such as Himalayan
blackberry, reed canary grass, and Japanese knotweed. Shrubs in the vicinity of the culvert consist
of salmon berry, sword fern, fringe cup, foam flower, and bluebells. Surrounding shrubs and other
invasive vegetation would be removed. No trees are proposed to be removed. A total of
approximately 750 square feet of invasive vegetation would be removed. A 20-foot section of a
hedge on the northeast corner of the crossing would also be removed. Per code all disturbed areas
would be re-vegetated and restored after project completion. Replanting of disturbed areas would
consists of hydroseeding and mulching and planting of approximately 5-6 trees including western
red cedar and western hemlock as space allows (Exhibit 6). A final planting plan would be required
to be provided to, and approved by the Current Planning Project Manager, prior to construction
permit approval.
Mitigation Measures: No additional mitigation is required.
Nexus: Not applicable.
4. Transportation
Impacts: The proposal would mitigate impacts to access for six homes due to severe flooding which
has occurred at this location during storm events; most notably in 2007 and 2009. During
construction one lane traffic would be maintained as often as possible. When bridge closures are
required, the City and affected neighbors would be notified 10 days prior to specific closure dates.
The road would not be closed for more than two weeks. There is a connecting access road from a
private residence to 1141h Ave SE to the north which could be used by local residents as necessary.
The applicant would be required to submit, and have approved by the Development Services
Division, a Final Construction Mitigation Description.
Mitigation Measures: No additional mitigation is required.

Environmental Determination Appeal Process: Appeals of the environmental determination must be
filed in writing together with the required fee to: Hearing Examiner, City of Renton, 1055 South Grady
Way, Renton, WA 98057, on or before 5:00 p.m. on July 12, 2013. RMC 4-8-110 governs appeals to the
Hearing Examiner and additional information regarding the appeal process may be obtained from the City
Clerk's Office, Renton City Hall -7'h Floor, (425) 430-6510.
ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative
land use action. Because these notes are provided as information only, they are not subject to the
appeal process for the land use actions.
Planning:
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise
approved by the Development Services Division. The Development Services Division reserves the right to rescind the
approved extended haul hours at any time if complaints are received.
2. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground
cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will
occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the
current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed
between the dates of November 1st and March 31st of each year. The Development Services Division's approval of
this work is required prior to final inspection and approval of the permit.
3. Commercial, multi-family, new single-family and other nonresidential construction activities shall be restricted to the
hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on Saturdays
shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be
permitted on Sundays.
4. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around the drip
lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be placed on fencing
every fifty feet (50') indicating the words, "NO TRESPASSING -Protected Trees" or on each side of the fencing if less
than fifty feet (50'). Site access to individually protected trees or groups of trees shall be fenced and signed. Individual
trees shall be fenced on four (4) sides. In addition, the applicant shall provide supervision whenever equipment or
trucks are moving near trees.
Fire:
1. Bridge shall be capable of a minimum of 30-ton weight limits.
Technical Services:
1. It should be noted that at least a portion of the proposed bridge site does not fall within the City's right of way.
Therefore, an easement would be required to be retained or the proposal would be required to be revised in order to
be fully contained within the right-of-way.

Dear Mr. Ong:
I have completed the hydraulic analysis for the lower reach of May Creek in support of a
culvert replacement at NE 31" Street in Renton, Washington (Figure 1). An existing 84-
inch diameter CMP culvert currently conveys flows in May Creek under NE 31 '1 Street.
The culvert is in poor condition and poses a flooding risk, potential debris build location,
and fish passage barrier. Under the current project, a bridge is being designed to replace
the existing culvert as part of the 2009 FEMA disaster repair program.
Methodology
The hydraulic model HEC-RAS (Version 4.1) was used to evaluate the hydraulic losses
through the proposed replacement structure (U.S. Army Corps of Engineers, 2002; U.S.
Army Corps of Engineers, 1993). The replacement structure will be a bridge with a 60-
foot span. The base flood elevation immediately downstream from the bridge was based
on the FIRM, which is documented to be at an elevation of 110.37 feet NAVO 88. The
hydraulics of the proposed bridge design were simulated for the 100-year flow.
Model Results
Predicted Flow Rates
HEC-RAS results for the project are provided in Attachment A. The 100-year flow for
May Creek at the project location was estimated to be 846 cubic feet per second.
Channel Hydraulics
The 100-year water surface elevation at the upstream face of the proposed bridge was
calculated to be 110. 78 feet NA VD 88 with a 0.41 foot drop in the hydraulic grade line
through the bridge (Attachment A).
Our analysis confirms that the bridge design will provide a vertical clearance of 3 feet
above the FEMA base flood elevation and will meet the state and federal requirements

for this project. The proposed bridge design is intended to provide improved fish habitat
and to allow the I 00-year base flood to pass through the structure along with any large
woody debris.

We have reviewed the Notice of Application materials for the Renton's proposed NE 31" Street Culvert replacement and
have some questions:
1.The checklist notes that there will be no net rise of the 100 year floodplain elevation. ls there an analysis to
demonstrate this statement? Exhibit A pages 2 and 3 show a portion of the sheet pile foundation and stream bed
boulders being within the 100 year floodplain. It is our understanding the City's requirements are for a zero rise in the
floodplain elevation; it is not clear that the design is meeting this requirement.
2. We are pleased to see that the invasive plants will be removed as part of this project and native plants planted. Can we
get a copy of the planting plan for the project? It wasn't included in our NOA packet.

Brief Description of Project
The project proposes to remove and replace the existing 48-inch culvert with a new bridge at the same location.
The project wilr involve the removal of the rockery and gabion walls at each end of the culvert, removal of the
culvert, installation of sheet pile wall abutments 7-10 feet landward of the OHWM, a temporary stream bypass,
and construction of the new bridge. This work is needed as the culvert has evidence of being washed out due to
severe flooding events which has damaged the roadway, including settlement of the asphalt above the culvert
and exposure of piping.

Project Narrative (Item #5)
This narrative has been prepared to satisfy item 115 of the environmental review package.
Project Name: NE 31'' Street Culvert Replacement
Site Size: -0.4 acre
Location: The culvert is located just west of 2224 NE 31'' Street and conveys May Creek under
NE 31'' Street. It is in north Renton within Township 24N, Range SE, and Section 32.
Other Permits Required: Other permits that will be acquired for this project includes this SEPA
review and an HPA.
Fair Market Value: The estimated value of the project is approximately $575,000.
Site use: The site is currently a narrow crossing of May Creek that provides access to a few
residencies. The proposed use will remain the same as the current use.
Project Area Setting:
The project site is located in an area designated as low density residential and zoned as
resource conservation (RC) and residential-1 (R-1). NE 31" Street is a 2 lane local access road
that provides access for six residencies. It is within an otherwise undeveloped forested area.
Soil type in the vicinity consist of Puyallup fine sandy loam, according to the web soil survey
provided by the National Resource Conservation Service. May Creek at the project location has
rockery and gab ion walls on both ends of the culvert. Areas directly adjacent to the nearby
property may be lined with riprap but other areas have a natural shoreline. There are two
woody debris piles in the project vicinity in which a couple of wooden beams were observed as
well as tree trunks.
Project Description:
This project proposes to remove the existing 48-inch culvert and replace it with a new bridge at
the same location. The project aims to relieve the severe flooding that has occurred at this
location during storm events. The existing culvert has evidence of being washed out during
these flood events (most notable were the major floods in 2007 and 2009) which has also
caused damages to the roadway. Complete failure of this culvert would deny access to six
homes and emergency access through the area.
The project will involve the removal of rockery and gabion walls at each end of the culvert,
installation of sheet pile wall abutments 7-10 feet landward of the ordinary high water mark
(OHWM), a temporary stream bypass, and construction of the new 60-foot long bridge. Work is
anticipated to occur during the in-water work window from June 2013 through September 2013
for activities that will be done below the OHWM, such as the placement of the temporary
bypass structure, sandbags, removal of the existing culvert, and restoration of the streambed.

Prior to construction, appropriate erosion and sediment control measures will be implemented
to prevent increased turbidity to the creek. Fish screen will be installed as well as a temporary
sandbag wall to direct water through the temporary bypass located through the existing
culvert.
No trees will be removed though surrounding shrubs and other invasive vegetation will be
removed. Three trees will need to be trimmed to accommodate construction equipment and
provide a safe work environment.
New sheet pile walls will be installed and then the existing roadway will be removed. The
embankments will be excavated for the new abutments (approximately 650 CY) and the
existing rock wall at both ends (50 CY) of the culvert and the existing gabion wall on the south
end will be removed. The channel within the footprint of the culvert and rock wall will be
widened to 20 feet to simulate the natural channel through the bridge opening. The new bridge
will provide 3 feet of clearance from the 100-year flood surface elevation. 1 and 2 man boulders
(100 CY) will be placed against the abutments and topped with 18 inches of stream bed cobbles
(total of 200 CY). The cobble will be placed throughout the bridge footprint. In addition, a
couple of 36-inch habitat boulders will be placed on the upstream sides on the southwest bank,
above the OHWM. The culvert will be removed by cutting along the length to split it open. All
disturbed areas will be re-vegetated and restored after project completion.
Construction Mitigation Description (Item #7)
This narrative is provided to satisfy item #7 of the City ofRenton's environmental review
package and will address the proposed construction timing and any mitigation measures.
Proposed construction dates:
June I, 2013 -September 30, 2013
Hours and days of operation:
Construction will be conducted during normal business hours during the week days.
Proposed hauling/transportation route:
The hauling/transportation route will follow NE 31st Street, Jones Ave NE, NE 43,a Pl, 11 O'h Ave
NE, NE 44th Street, and out to 1-405.
Measures to be implemented:
Prior to construction, appropriate temporary erosion and sediment control (TESC) best
management practices (BMPs) and other mitigation measures will be installed/implemented.
These will be maintained throughout construction. The measures include:
Flagging the clearing limits with stakes and tape
Silt fencing
Providing extra straw mulch, silt fence, plastic sheeting, and oil absorbent material onsite
at all times and used as needed
Removing any accumulated sediment behind the cofferdams as needed and containing
and disposing of at an approved location
Spraying water if needed to reduce dust
Notifying affected residences prior to temporary bridge closure, which will last for no
more than two weeks. One lane traffic will be maintained whenever it is feasible. Some
construction activities will require daytime roadway closure.
Operating during normal business hours to reduce noise impacts to nearby residences
Securing the staging areas to contain all construction materials, fuel, etc.
Restoring of disturbed areas with seeding and plantings
Any special hours proposed:
No special hours are proposed. All construction and hauling will be done during normal business
hours.
Preliminaty traffic control plan:
One lane traffic will be maintained as often as possible. The excavation to remain open overnight
will be covered with road plate and the precast barrier will be reset each night to maintain traffic
and roadside safety. When bridge closures are required, the City and affected neighbors will be
notified IO days prior to specific closure dates. The road shall not be closed for more than two
weeks. The contractor will submit an overall bridge closure schedule at the beginning of the
project for City approval. During the road closure, access will be provided via the private
driveway that connects to NE 33'd Street, agreed upon by the property owner.

11. Give brief, complete description of your proposal, including the proposed uses and
the size of the project and site.
This project proposes to remove and replace an existing 48 inch CMP with a 60-foot
bridge at the same location on NE 31'1 Street. This will include the removal of existing
rockery and gab ion walls on both ends of the culvert and widening of the channel at the
crossing to simulate the natural stream through the bridge opening. Use of the site will
not change beyond existing, which is to provide access to the residencies in the area.
The project site is approximately 0.4 acres including staging areas.
12. Location of the proposal. Give sufficient information for a person to understand the
precise location of your proposed project, including a street address, if any, and
section, township, and range if known. If a proposal would occur over a range of
area, provide the range or boundaries of the site(s). Provide a legal description, site
plan, vicinity map, and topographic map, if reasonably available. While you should
submit any plans required by the agency, you are not required to duplicate maps or
detailed plans submitted with any permit applications related to this checklist.
The project is located on NE 31 '1 Street at the eastern most crossing of May Creek. The
nearest address to the site is 2224 NE 31" Street, Renton, WA 98056. It is within Section
32 of Range 5 East and Township 24 North. See attached map. To arrive at this site, take
the NE 44th St exit off of 1-405 and head east to on NE 44th Street. NE 44th Street curves
to the south and becomes 1101h Ave SE. Turn right onto Jones Ave NE which becomes
NE 31 51 Street. The crossing is near the dead end of this road.
B. ENVIRONMENTAL ELEMENTS
1. EARTH
a. General description of the site (circle one); flat. rolling, hilly, steep slopes,
mountainous, other.
The general terrain of the immediate area is flat with gentle slopes down to the
stream. Some portions of the stream banks are steep. The road is 4 feet above
the stream.
b. What is the steepest slope on the site (approximate percent slope?)
The steepest slope on the site is at the southwestern bank. According to the City
of Renton mapping application, this area has slopes of 25% -40%.
c. What general types of soils are found on the site (for example, clay, sand,
gravel, peat, muck)? If you know the classification of agricultural soils, specify
them and note any prime farmland.
According to the web soil survey compiled by the National Resource
Conservation Service, the majority of soils in the vicinity are identified as
Puyallup fine sandy loam.
d. Are there surface indications or history of unstable soils in the immediate
vicinity? If so, describe.
The project site does not have a history of unstable soils though the surrounding
hillsides of May Creek Canyon have erosion potential.

e. Describe the purpose, type, and approximate quantities of any filling or
grading proposed. Indicate source of fill.
Excavation of the road embankment will remove approximately 650 CY.
Approximately 50 CY of rockery wall and 23 linear feet of gabion wall will be
removed from the culvert inlet/outlet. Once the culvert is removed, 50 CY each
of 1 and 2 man boulders and 200 CY of streambed cobbles will be placed within
the footprint of the bridge. In addition, two 36-inch habitat boulders will be
placed to improve habitat complexity. Native streambed cobbles and boulders
will be reused for streambed restoration, if appropriate. The rest of the
streambed material will be imported from an approved location.
f. Could erosion occur as a result of clearing, construction, or use? If so,
generally describe.
As the project involves clearing and grading, there is potential for the project to
result in erosion.
g. About what percent of the site will be covered with impervious surfaces after
project construction (for exam pie, asphalt or buildings)?
About 16% of the project site will be covered with impervious surfaces. This will
be similar to existing since the road will be located in the same alignment as
existing and will have the same dimensions as existing.
h. Proposed measures to reduce or control erosion, or other impacts to the earth,
if any:
Appropriate BMPs as identified in the TESC plans will be implemented prior to
any ground disturbing activities to reduce erosion impacts. These may include
covering of exposed areas with plastic or straw mulch as appropriate, limiting
the amount of earthwork at a given time, marking clearing limits, among others.

2. AIR
a. What types of emissions to the air would result from the proposal (i.e., dust,
automobile, odors, industrial wood smoke) during construction and when the
project is completed? If any, generally describe and give approximate
quantities if known.
Increased emissions from construction equipment and vehicles would be
present during construction. Dust may also be generated during construction.
No additional vehicular emissions would be created as a result of this project
since the road will be constructed to have the same capacity as existing. It is a
residential access road with no outlet.
b. Are there any off-site sources of emission or odor that may affect your
proposal? If so, generally describe.
This project is located within a low density residential community and there is
no off-site sources of emission or odor that may affect the proposal.
c. Proposed measures to reduce or control emissions or other impacts to air, if
any:
None. Significant emissions increases are not expected during construction. If
necessary, dust may be controlled by watering and sweeping.
3. WATER
a. Surface Water:
1) Is there any surface water body on or in the immediate vicinity of the site
(including year-round and seasonal streams, saltwater, lakes, ponds,
wetlands)? If yes, describe type and provide names. If appropriate, state what
stream or river it flows into.
This project will be conducted within and over May Creek which flows into the
southeast corner of Lake Washington. May Creek at the project location is
classified as designated shoreline per the City of Renton shoreline master plan.
2) Will the project require any work over, in, or adjacent to (within 200 feet) the
described waters? If yes, please describe and attach available plans.
Yes, work within the stream will involve the placement of sandbags and a
temporary bypass pipe, removal of rockery walls and gabion walls from the
culvert/road embankment, removal of the culvert, and the placement of
streambed cobbles, gravels, and habitat boulders within the footprint of the
new bridge. Pipe piles and the sheet pile wall for the bridge will be installed 7-10
feet landward of the OHWM.
3) Estimate the amount of fill and dredge material that would be placed in or
removed from surface water or wetlands and indicate the area of the site that
would be affected. Indicate the source of fill material.
A total of 650 CY will be removed from the embankments. 50 CY each of 1 and 2
man boulders will be placed adjacent to the abutments. These will be covered

channel to direct the stream through the work area.

The project will involve a temporary stream bypass which will direct the stream
through the existing culvert. The stream will not be diverted to another route.
Dewatering may be necessary within the excavated area. Any dewatering water
will be released to a sediment bag or an approved vegetated strip for
infiltration.

Yes, May Creek has a FEMA designated 100-year floodplain. This is labeled in the
plans. Impacts to the floodplain are not anticipated since the project will not
result in a net rise. It will not result in increased runoff or flows and flood
compensation is not required. The new bridge will provide three feet of
clearance from the 100-year flood elevation.
6) Does the proposal involve any discharges of waste materials to surface
waters? If so, describe the type of waste and anticipated volume of discharge.

Appropriate BMPs will be installed prior to construction to reduce or control
surface, ground, and runoff water impacts. These BMPs include storm drain inlet
protection, silt fence, covering exposed areas during rain events, securing the

staging and disturbed areas after project completion.

Invasive vegetation on site includes Japanese knotweed, reed canary grass, and
blackberry. A 20-foot section of hedge on the northeast corner of the crossing

No trees will be removed as part of this project. Branches of 3 trees will be

native vegetation such as willows, red cedar, salmonberry, and sword fern.

This project will result in improved aquatic habitat since it will remove the
enclosed pipe and rockery walls from the stream. It will provide a more natural
streambed at the crossing by widening the channel to be similar to the
surrounding areas and will provide improved substrate. Disturbed areas will be
seeded and replanted with native vegetation that will provide overhanging
cover.

All construction will occur during the day during normal business hours.

The site is used as public road. Adjacent properties are single family residences.

Existing structures include the 48-inch CMP, rockery and gabion walls, barriers,
sign, mailboxes, and overhead power lines.

The existing culvert will be removed. Structures such as mailboxes and the
existing concrete barrier will be salvaged and reused.

The area is zoned as residential-1 (R-1) and Resource Conservation (RC).

The comprehensive plan designation is residential low density.

At the project location, May Creek has a shoreline designation and is classified
as a class 1 stream.

Introduction
This stream study is being prepared as part of the environmental review for the NE 31st Street
Culvert Replacement Project in accordance with the Renton Municipal Code (RMC) 4-8-120D.
The City of Renton Public Works Department is proposing to replace an existing culvert
conveying May Creek under NE 31st Street with a 60-foot bridge at the same location. The
project will improve creek flows at the crossing in order to reduce the frequent flooding that
occurs in the area.
This narrative was prepared by a biologist from Widener & Associates, in accordance with RMC
4-8-120: qualified professional, and as defined in RMC 4-11-170. Site plans for this stream study
were drawn by Civi!Tech Engineering.
Project Area Setting and Stream Classification
The NE 31st Street Culvert replacement project is located on May Creek, bordering 2224 NE 31"
Street in northern Renton. This project is located within the lower reaches of May Creek,
described in King County studies as the May Creek Canyon (King County 200 I). See attached
project map. Within this reach, May Creek has a shoreline classification according to Figure 4-3-
050Q4 of the City of Renton Municipal Code. The creek has habitat features such as woody
debris and varying stretches ofriffles and pools.
NE 31" Street is a narrow local access road that serves six residencies. It becomes a one lane
crossing at the culvert location. This area is zoned as Residential-I (R-1) and Resource
Conservation (RC) and is within a forested corridor with only a few developed parcels. The
forested corridor is situated between areas of high density residential neighborhoods.
Existing Vegetation at the Site
Vegetation at the site primarily comprises of invasive species such as Himalayan blackberry
(Rubus arrneniacus), reed canary grass (Phalaris arundinacea), Japanese knotweed (Fallopia
japonica), and other roadside grasses. Shrubs and herbaceous vegetation in the vicinity of the
culvert consist of salmonberry (Rubus spectabilis), sword fem (Polystichum munitum), fringe
cup (Tellima grandiflora}, foam flower (Tiarel/a spp}, and bluebells (Hyacinthoides hispanica).
Red alder (A/nus rubnw), big leaf(Acer macrophyllum) and vine maple (Acer circinatum) are
scattered along the stream banks. There are no conifers in the immediate vicinity except for three
western red cedars (Thuja plicata) approximately 100 feet to the north of the crossing. There are
also ornamental trees and hedges within the adjacent property. The grasses, salmonberry, and
blackberry, make up most of the overhanging vegetation and the alders provide significant
amounts of shade to the stream. Approximately 700 square feet of invasive vegetation and the

adjacent hedgerow will be removed as part of this project. Trees will be trimmed back as
necessary but none will be removed. Disturbed areas will be replanted.
Ecological Functions Provided by the Stream
Within the project area the stream provides a migratory corridor and spawning habitat for
salmonid species and habitat for other resident species. Hydraulically, the lower stream provides
an outlet for floodwaters from upstream reaches and carries associated sediment out to Lake
Washington. Lower May Creek is susceptible to higher rates of erosion and sedimentation due to
increased flows coming from the mid reaches within May Valley, where flooding problems are
common. The primary function of May Valley is to store floodwaters but due to increased
development, stormwater runoff, and filling of natural detention systems, capacity of the valley
has been significantly reduced (King County 2001). Riparian areas in the project vicinity provide
shade and overhanging cover for the stream. Limited riparian vegetation ( consisting of invasive
vegetation and noxious weeds) will be removed for the culvert replacement.
There will be no net loss of ecological functions of this stream as a result of this project since it
will replace an enclosed pipe with a bridge and therefore enhance the aquatic habitat. This will
improve stream flows and provide a more natural stream bed and channel within the bridge
footprint. Stream habitat will be improved with the removal of rockery walls and the placement
of streambed cobbles and habitat boulders. The riparian areas will be improved with the removal
of invasive weedy vegetation and the planting of native species such as willows, western red
cedar, salmonberry, and sword fem.
Fish and Wildlife Presence
This creek is documented to be utilized by many fish species including Chinook salmon,
steelhead trout, cutthroat trout, Coho salmon, and Sockeye (WDFW 20 I 3 a, b ). Within this
reach, spawning is documented for Coho, Chinook, and Sockeye. No Endanger Species Act or
Priority Habitats and Species listed terrestrial species are documented in the area. The
surrounding area provides habitat for urbanized species such as song birds, squirrels, raccoons
and deer.
Tree Protection
No trees will be removed as part of this project. Trees directly adjacent to the culvert and
overhanging the road will need to be trimmed back. Trees will be protected by marking the
planned clearing limits prior to construction. Trees immediately adjacent to the project area will
be marked for preservation per the approved plans.
