DESCRIPTION: Applicant proposes to install a cellular on wheels ("COW")
temporary facility for Sprint Wireless, on a portion of property
owned by Village Chapel, located at 17418 108th Ave SE. The
COW would replace an existing roof antenna structure, currently
located in a nearby shopping center. This antenna is being
removed as the existing building is being demolished for
redevelopment of the shopping center. The temporary facility
would allow for uninterrupted wireless service until Sprint
relocates to a permanent site in the vicinity. The site is 90,606 s.f.
(2.08 acre) of which a 75' x 90' (6,750 s.f.) lease area in the
southeast corner of the site would be use for the COW. The COW
would consist of a new 40-foot high pneumatic telescoping mast
tower secured to a trailer platform, with 2 wireless antennas
located near the top of the tower. Anchored guy wires would be
used to secure the tower. A 6'-high chain link fence with green
vinyl privacy slats would surround the lease area. The fence,
trailer, and mast tower would be removed upon the removal of the
temporary facility. The applicant requests approval for a 2-year
period. ·
The Temporary Use Permit is hereby approved.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the
decision be reopened by the approval body. The approval body may modify his decision if
material evidence not redily discoverable prior to the original decision is found or if he finds
there was misrepresentation or fact. After review of the Reconsideration request, if the
approval body finds sufficient evidence to amend the original decision, there will be no
furtherextension of the appeal period. Any person wishing to take further action must file a
formal appeal within the 14-day appeal time frame.
APPEALS: Appeals of the permt issuance must be filed in writing on or before 5:00 p.m. on
July 05, 2013. Appeals must be filed in writing together with the required fee with Hearing
Examiner c/o City Clerk, City of Renton, 1055 S Grady Wy, Renton, WA, 98057. Appeals to the
Examiner are governed by City of Renton Municipal Code Section 4-8-110. Additional
information regarding the appeal process may be obtained from the Renton City Clerk's
Office, 425-430-6510.
EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of
the permit, unless the Community & Economic Development Administrator or designee
establishes a shorter time frame or an applicant can request that a permit be valid beyond
the one year expiration, for up to five years at the time of application or prior to permit
expiration.
EXTENSIONS: Extension requests do not require additional fees and shall be requested in
writing prior to permit expiration to the Department of Community & Economic Development
Administrator.

PROJECT NAME/NUMBER: Sprint Temporary Cellular on Wheels/ LUAB-000700, TP
PROJECT DESCRIPTION: Applicant proposes to install a cellular on wheels ("COW") temporary
facilitles for Sprint Wireless, on a portion of property owned by Village Chapel, located at 17418 108th Ave SE. The COW
would replace an existing roof antenna structure, currently located in a nearby shopping center. This antenna is being
removed as the existing building is being demolished for redevelopment of the shopping center. The temporary facility
would allow for uninterrupted wireless service until Sprint relocates to a permanent site In the vicinity. The site Is
90,606 of which a 75' x 90' (6,750 s.f.) !ease area in the southeast corner of the site would be use for the COW. The
COW would consist of a new 40-foot high pneumatic telescoping mast tower, secured to a trailer platform, with a 2
wireless antennas located near the top of the tower. Anchored guy wires would be used to secure the tower. A 6'-high
chain link fence with green vinyl privacy slats would surround the lease area. The fence, trailer, and mast tower would
be removed upon the removal of the temporary facility.

Government
Life Community Church seeks to be led by the Holy Spirit in all its decisions. The senior
pastor, the administrators, and the partnership, all have a role in leadership. The senior pastor's
office is responsible for developing and communicating the vision and overseeing the day to day
ministry of the church, as described in Article 5. The overseers are to protect the church through
counsel, prayer, and if required, the discipline of the senior pastor, as described in Article 7. The
administrators influence the spiritual tone, strength and direction of the church and are to serve
the church as described in Article 8. The trustees are to serve the church by assuring compliance
with church corporation management policies and by approving the major financial
commitments for the church as described in Article 9.

Section I. The Office of the Senior Pastor.
Paragraph I.The Dual Role.
Because Life Community Church has two (2) complimentary branches; the
spiritual body of believers and the legal corporation, it is the senior pastor that
administratively bridges the gap between the two (2) branches. The senior pastor is
primarily responsible for the spiritual life of the church, therefore, he must be in a
position corporately to insure that financial strength is directed toward the ministries of
his choice.

Section 2. The Office of The President and Chief Executive Officer (CEO).
Paragraph 1. The Senior Pastor Shall Serve as the President and CEO of the
Corporation.
The president and CEO are herein after, in most instances, referred to as the
president. The corporation finds its headship under the Lord Jesus Christ and in its
president. If possible, he shall preside at all meetings of the trustees and shall see that all
orders and resolutions of the trustees are put into effect. He shall execute in the name of
the corporation all deeds, bonds, mortgages, contracts, and other documents authorized
by the trustees. He shall be an ex-officio member of all standing committees, and shall
have the general powers and duties of supervision and management usually vested in the
office of the president of a corporation.
Paragraph 2. The President's Role with Trustees.
With the exception of those circumstances discussed in Article 14, herein below,
the president is the non-voting chairman of the trustees. He calls meetings and determines
the agenda in consultation with the trustees. The president shall make selections to the
trustees from the church membership at a rate not to exceed one (I) new appointment
every four (4) months in accordance with Article 9. The president may also dismiss
trustee members, but at a rate that does not exceed one ( 1) dismissal every four ( 4)
months in accordance with Article 9, Sect.ion 4, Paragraph 2.
Paragraph 3. The President's and CEO's Role in Administration.
The president is the senior administrator of the church. He 1s ultimately
responsible for all day-to-day administrative decisions of the church.
Paragraph 4. The President's Role with Staff.
The president hires, directs and dismisses staff. As the senior pastor, his call is
confirmed to the church through the congregation, and those hired through him are to
assist him in fulfilling this calling. The President / Senior Pastor shall select seven (7)
members of the pastoral staff to serve on the Confirmation Committee which shall have a
role with regard to the confirmation of a new Senior Pastor. In the event that there are
not seven (7) members of the pastoral staff, the Confirmation Committee shall consist of
as many pastoral members less than seven (7) as are appointed by the President.

PROJECT NARRATIVE
PROJECT DESCRIPTION:
Sprint currently operates an existing wireless facility located at 10660 SE 176'h Street, Renton,
Washington, on the rooftop of an existing retail building. The building is scheduled for demolition in
July, 2013 to make way for a redevelopment, and Sprint must relocate its facility to continue to provide
wireless coverage to this area of Renton. The proposed project is a cellular on wheels ("COW") for
Sprint's temporary coverage, to be located at the Village Chapel property, utilized by the Life
Community Church, at 17418-108'h Avenue SE, Renton, WA 98055. Sprint proposes to locate a COW in
a75' x 90' area in the SE corner of the property, with the guy wires and COW fenced. The COW mast
with the antennas will have a height of forty (40) feet above grade.
FENCING AROUND THE TEMPOARY FACILITY:
The temporary fence will be installed around the COW and the guy wires. The fence will be six (6) feet in
height, and contain green privacy slats. The fence will be removed when the COW is removed from the
property.
TEMPORARY POWER POLE:
A temporary fourteen (14) foot power pole is proposed in the south portion of the property to provide
power and Telco to the COW, with the power/Telco conduit routed underground from the temporary
power pole to the COW. The temporary power pole will be removed when the COW is removed from
the property.
REQUEST FOR A (2) YEAR DURATION FOR THE TEMPOARY USE PERMIT:
To allow for sufficient time to locate a permanent facility for Sprint's system, Sprint is requesting a
temporary use permit for (2) years.
