Removal of an existing concrete patio, along the eastern fa~ade of the Super Supplements retail store. The striping of the five diagonal stalls immediately adjacent to the structure along with new landscaping to frame the new parking stalls. b. Striping of 8 diagonal parking stalls immediately abutting Rainier Ave S adjacent to the existing restaurant building. c. Removal of the five most southerly stalls abutting the eastern fa~ade of the restaurant building. d. Striping of the three new stalls south of the restaurant building. The proposal for the removal of the 90° head in parking stalls along the eastern fa~ade of the restaurant would provide sufficient area for 7 of the 8 proposed diagonal parking stalls along Rainier Ave S if striped with "no parking" signage. However, the most southerly stall proposed along the eastern boundary of the site would not have adequate area to back out irrespective of "no parking" signage. Therefore, staff recommends as a condition of approval that the applicant be required to submit a revised site plan depicting: "no parking" striping and signage in place ofthe removed 90° head in parking stalls depicted on Exhibit A and the removal of the southerly most diagonal stall along Rainier Ave S. The revised site plan shall be submitted to, and approved by, the Current Planning Project Manager prior to building permit approval. Per RMC 4-4-070, landscaping shall be dispersed throughout the parking area and shall include a mixture oftrees, shrubs, and groundcover. The submittal includes a depiction of new landscaping, along the eastern fa~ade of the Super Supplement retail building, consistent with existing landscaping. However, a landscape plan was not provided with the submittal. Additionally, there appears to be an opportunity to provide landscaping in the area formerly used for 90° head in parking stalls (approximately 12-feet in width). Therefore, staff recommends the applicant submit a detailed landscaping plan depicting the following: the approximate type and location of existing vegetation, proposed planting schedule, and an increase in the landscape island abutting the restaurant according to Exhibit 1. Landscaping may include hardscape such as rock outcroppings, fountains, or plant containers. The landscape plan shall be submitted to, and approved by, the Current Planning Project Manager prior to building permit approval. The adjustment does not change the boundaries of the originally approved plan. X DECISION The proposal satisfies 3 of the 3 criteria listed in RMC 4-9-200lif all conditions approval are complied with. Therefore, the Super Supplements Retail Parking Redesign Site Plan modification, Project Number LUA14-000385, MOD (as shown in Exhibit 1); is approved and subject to the following conditions of approval: 1. Prior to Building Permit approval, 3 full size copies and an 8 Y, x 11 inch reduction of a revised site plan shall be submitted to the Current Planning project manager. 2. Scope of Proposed Modification With the recent city-sponsored redesign and reconstruction of the Rainier Avenue Corridor -and the subsequent right-of-way dedications necessary to complete the desired streetscape, these improvements have resulted in a toss of pre-existing convenience parking for a portion of the project site. Current code does not provide for parking to be located between a building and the street. Given the site's constraints, redesign options to provide additional parking are limited and what options are feasible fail to provide adequate relief to the business most affected. Pierotti LLC is seeking to modify the application of current code and design standards to the parcel to allow for the restoration of the lost parking stalls and to provide additional parking onsite, per the attached plan. After discussion with managers from Planning and Public Works, including yourself, staff interpretation indicates the only method for restoring the pre-existing parking stalls lies through a modification process which would allow for this portion of the site to be restored to its previous condition prior to the implementation of Rainier Avenue improvements. Existing Use / Improvements Two (2) commercial structures are currently located onsite: 1) North/ Building 1 -+ Retail Store (Super Supplements), approximately 4,530 SF GFA 2) South/ Building 2-+ Food Service (Pho Thai Restaurant), approximately 2,992 SF GFA The parcel is approximately 46,528 square feet (1.068 acres) and is centrally located within a commercial retail corridor, surrounded by a compatible variety of commercial uses • retail shops, offices and service establishments. No substantive changes are proposed to any of the existing buildings and/or uses; aside from a reduction in the amount is sidewalk immediately in front of the east fa,;:ade of the retail store, which is being removed for the installation of additional diagonal parking spaces. Changes Proposed to the Site Parking Restoration Several years ago, Pierotti LLC was approached by the City of Renton regarding the need for right-of-way dedication; enabling the proposed Rainier Avenue Improvement Project to proceed. Consequently, land was dedicated by Pierotti LLC for right-of-way improvements to the Rainier Avenue Corridor-an action which saw as many as eleven (11) diagonal parking stalls be removed from the frontage immediately adjacent to the restaurant. In the intervening period, and particularly noticeable after the Rainier improvements were substantially completed, the restaurant's operators noticed a significant drop in business traceable to the loss of convenience parking immediately adjacent to the restaurant, Pierotti LLC now seeks to restore at least a portion of those parking stalls, to a similar location previously enjoyed by the restaurant's customers, in an effort to assist Pierotti LL C's tenants in maintaining a profitable business onsite. Additional Parking In a complementary effort, Pierotti LLC is also proposing the removal of an expanse of sidewalk along the retail store's east fac;:ade, to accommodate the installation of additional diagonal parking stalls intended to serve primarily retail store customers -thereby potentially allowing even more parking stalls to be used by the restaurant's customers in the parking area south of the retail store. A drive aisle has been added and a landscape planter proposed in conjunction with the additional parking being proposed in this area. Other Improvements Additional directional signage ("Do Not Enter") has been proposed for the entrance to the northern parking field, for vehicles entering from Seventh Street. The proposed configuration essentially dictates this entry function as a one-way parking access drive -primarily due to the existence of diagonal parking throughout this portion of the parking field. Pedestrian striping has been added from the retail store frontage, to provide direction and separation from the vehicle traffic lane. Directional arrows have also been provided where appropriate. A small parking field at the south end of the site is currently inaccessible from the remainder of the site; due to the dedication required for Rainier Avenue improvements. To better facilitate the use of this area for employee parking, the stalls will be restriped from diagonal to perpendicular; enabling more convenient ingress/egress from the stalls, to the driveway, and access onto Hardie Avenue.
