NARRATIVE
23-8738
On 07/31/2023 at approximately 1707 hours, I was dispatched to a vehicle collision with reports of
injury near Echo Mountain Apartments located at 2223 Benson Road South, within the City Limits of
Renton, County of King, State of Washington.
While en route, Officer T. Cumming had arrived on scene and requested Renton Regional Fire
Authority (RRFA) response due to complaints of injury as well as airbag deployment.
Upon my arrival, 1 confirmed that both of the involved parties were complaining of injury. Both the
driver and passenger of Unit#1 did complain of arm pain while the driver of Unit#2 experienced a
panic attack and complained of an injury to her leg. RRFA later responded and evaluated the
involved parties. All parties were treated at the scene and released by RRFA. While on scene, 1 was
able to collect each involved party's information and independent summary of the events leading up
to the collision.
The driver of Unit#1 said he and his adult passenger were attempting to exit from the driveway to
Echo Mountain Apts and had approached the intersecting roadway of Benson Rd S. The driver of
Unit#1 stated that he was intending to make a left turn at the intersection to proceed northbound onto
Benson Road South. The driver of Unit#1 stated that he stopped at the intersection to yield to
approaching traffic. The driver of Unit#1 stated that he noticed an uninvolved vehicle turning into the
same driveway he was trying to exit from and therefore believed traffic was clear. The driver of Unit
#1 stated that he began to turn out into the roadway. The driver of Unit#1 stated that Unit#2 then
suddenly appeared and that he braced for the impact as both Unit#1 and Unit#2 collided in the
roadway causing significant damage to the driver's side of Unit#1.
The driver of Unit#2 said she was the sole occupant of her vehicle and was traveling southbound on
Benson Rd S approaching the intersecting driveway to Echo Mountain Apartments where Unit#1 was
located. The driver of Unit#2 stated she was intending to continue straight through the uncontrolled
intersection for her direction of travel. The driver of Unit#2 stated that upon reaching the intersecting
driveway, Unit#1 failed to yield to her vehicle at the intersection and collided into the driver's side
doors of Unit#1 causing significant damage to the front of Unit#2.
Based on the above statements, 1 determined that the Driver of Unit#1 (Gregg) was the predominant
factor for the cause of collision as Gregg did not grant the right of way to traffic already in the roadway
and underway. Gregg violated RCW 46.61.190(2) as every driver of a vehicle approaching an
intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting
roadway before entering the roadway, and after having stopped shall yield the right-of-way to any
vehicle in the intersection or approaching on another roadway so closely as to constitute an
immediate hazard during the time when such driver is moving across or within the intersection or
junction of roadways.
I issued Gregg a written warning in-person for Failing to Stop/Yield at an intersection causing a
collision and for Operating a Motor Vehicle without Proof of Insurance.
Both Unit#1 and Unit#2 had to be towed due to extensive damage. An exchange of information was
provided to all involved parties.
