a change of use from a 6,500 square foot retail storefront of the Cascade Village Shopping Center, to
allow the Khalsa Gurmat Center non-profit religious institution to locate in the space on weekends for
teaching and assembly. Cascade Village is a 593,653 square foot (13.6 acres) site within the Commercial
Arterial (CA) zone with multiple single-story buildings. The subject site address is 16940 116th Ave SE for
the subject storefront location in Building B (at PID 2823059009). Access to the storefront is from 116th
Ave SE and SE 168th St. The applicant previously received City of Renton approvals for a Temporary Use
Permit and Building Occupancy for interior tenant improvements and limited use. The shopping center
where the subject use would locate has an existing mix of restaurants, on-site services, retail, vacant
storefronts, and religious institution uses. No exterior building work or changes to existing landscaping,
parking, or other improvements are proposed. Tenants would use the existing vehicle parking area near
the building.

PROJECT DESCRIPTION: The applicant is requesting a temporary use permit for a
community center associated with a religious institution to locate in an existing 6,500 sf
storefront of the Cascade Village Shopping Center. The location of the activity would be in
Building 8 where a retail-pharmacy store was previously located within the the Commercial
Arterial zone. Interior improvements are proposed to provide for education and assembly space
on weekends. The applicant is a group of church members that want to provide a non-for-profit
community center space for study, teaching, discussions, and meetings on weekends. Parking is
provided through the existing surface parking lot at the shopping center next to the space to be
used. Access to the parking area and storefront space is provided through driveways along 116'h
Ave SE and SE 168'h St. The applicant applied for a building permit to allow for renovation of the

interior space and has been working with the Renton Building Official. Environmental review
(SEPA) is not required.
The following Tier 2 Temporary Use Permit is hereby approved for Khalsa Garmat Center and
subject to the following conditions:
CONDITIONS OF APPROVAL:
1) The applicant shall conform to the requirements of the Plan Review Comments attached
to this permit, including but not limited to providing water and sewer certificates of
availability, and receiving required fire permits.
2) The applicant shall apply far Conditional Use Permit, to allow the use to be reviewed for
more permanent occupancy of the space, within 90 days of this permit issuance date. If
the Conditional Use Permit is not approved, then the temporary use permit shall be
terminated and activities must cease.
3} The applicant shall apply far separate sign permits for any temporary ar permanent
signage associated with the use.
4) The applicant has applied for a City of Renton Business License which is currently in the
review process. This temporary permit allows for the use to function in the space while
the business license is being reviewed. If the license application is not approved, and is
denied, the use of the space and proposed activities shall cease.
5) The applicant shall apply for and receive a Building Permit for use of the space as
proposed.
6} Commercial, multi-family, new single family and other nonresidential construction
activities shall be restricted to the hours between seven o'clock (7:00} a.m. and eight
o'clock (8:00} p.m., Monday through Friday. Work on Saturdays shall be restricted to the
hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be
permitted on Sundays.

material evidence not readily discoverable prior to the original decision is found or if he finds
there was misrepresentation of fact. After review of the reconsideration request, if the
approval body finds sufficient evidence to amend the original decision, there will be no further
extension of the appeal period. Any person wishing to take further action must file a formal
appeal within the 14-day appeal time frame.
EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of the
permit, unless the Community & Economic Development Administrator or designee establishes
a shorter time frame.
EXTENSIONS: An applicant can request that a permit be valid beyond the one year expiration,
for up to five years at the time of application or prior to permit expiration. Extension requests
do not require additional fees and shall be requested in writing prior to permit expiration to the
Department of Community & Economic Development AdministratoL
APPEALS: Appeals must be filed in writing, together with the required fee to the City of
Renton Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057 by 5:00
p.m. on February 3, 2015. RMC 4-8-110 governs appeals to the Hearing Examiner and
additional information regarding the appeal process may be obtained from the City Clerk's

Description of the space:
The space is approx 6500 sq ft and located in existing Cascade Building B. The previous tenant used to be
a large Pharmacy {Bartells). The building has a sprinkler system, is ADA accessible and its own
restrooms. It also has fire doors and exit signs marked.
Proposed improvements to the space:
1. Laying a new carpet flooring in limited area
2. Installing office grade modular wall partitions {6"9" tall -see image attached with no electrical
works)
3. Providing loose furniture -chairs and tables
4. Painting the wall
5. NO new construction is proposed
Proposed Use of the space:
1. This space is to be used as church community center where church community members can
meet on appointment for limited time on a weekend
2. The space will be open only for limited hours during the weekend with appointment.
3. It may not be operational during the weekdays as most the community volunteers have full-time
jobs
4. No profit making business is to be conducted at this space
5. It is to run and administered by community members who work on pro-bono basis for
betterment of the community such as lawyers, software engineers, teachers, technology
officers, doctors etc. These members will meet with the community talk about various subjects -
profession, social, religion, legal, language, history etc
6. The place will be divided in small modular spaces to have desk and chairs
7. Visiting experts of various technical fields may visit and talk to the community members for

parking space in front of the building is more than adequate to serve its needs. No additional parking is
required or added. This development operated over the weekend or on public holidays and does not
impact the traffic during the weekend.
The location of the development is discreet and away from the public streets, hence poses no possibility
of crowding. The parking lot is below high tension lines; hence there is no possibility of future
development. There no noise pollution or any safety hazard. No landscaping and building elevation

Construction proposed: None
Description of the space:
The space is approx 6500 sq ft and located in existing Cascade Building B. The previous tenant used to be
a large Pharmacy {Bartells). The building has a sprinkler system, is ADA accessible and its own
restrooms. It also has fire doors and exit signs marked.
Proposed improvements to the space:
1. Laying a new carpet flooring in limited area
2. Installing office grade modular wall partitions {6"9" tall -see image attached with no electrical
works)
3. Providing loose furniture -chairs and tables
4. Painting the wall
5. NO new construction is proposed
Proposed Use of the space:
1. This space is to be used as church community center where church community members can
meet on appointment for limited time on a weekend
2. The space will be open only for limited hours during the weekend with appointment.
3. It may not be operational during the weekdays as most the community volunteers have full-time
jobs
4. No profit making business is to be conducted at this space
5. It is to run and administered by community members who work on pro-bono basis for
betterment of the community such as lawyers, software engineers, teachers, technology
officers, doctors etc. These members will meet with the community talk about various subjects -
profession, social, religion, legal, language, history etc
6. The place will be divided in small modular spaces to have desk and chairs
7. Visiting experts of various technical fields may visit and talk to the community members for

The applicant is requesting Hearing Examiner Conditional Use Permit
review for a change of use from a 6,500 square foot retail storefront of the
Cascade Village Shopping Center, to allow the Khalsa Gurmat Center non-
profit religious institution to locate in the space on weekends for teaching
and assembly. Cascade Village is a 593,653 square foot (13.6 acres) site
within the Commercial Arterial (CA) zone with multiple single-story
buildings. The subject site address is 16940 116th Ave SE for the subject

storefront is from 116th Ave SE and SE 168th St. The applicant previously

I H. FINDINGS OF FACT:
1. The applicant, Khalsa Gurmat Center, is requesting a Hearing Examiner Conditional Use Permit
approval for interior remodeling at an existing commercial building within a larger multi-
building shopping center to allow a non-profit religious institution to use the space for
teaching and assembly.

2. The applicant received a Temporary Use Permit (LUA14-001625, TUP) January 20, 2015 to
allow temporary operation and a building permit for interior improvements (81400649).
Additionally, the space was brought up to fire and building code standards through the
building permit. A condition of the temporary use permit is for the applicant to receive
approval for the change of use from the previous retail pharmacy use through a required
Hearing Examiner Conditional Use approval.
3. The applicant has indicated that weekday activity will likely not occur as all activities by the
religious institution and members are limited to weekends (Exhibit 10).
4. The City ordinances governing the development of land up to and including adopted Ordinance
No. 5749.
5. The subject site is located at 16940 1161h Ave SE. The site is surrounded by the Cascade
Baseball Field, single and multi-family residences, and commercial businesses (Exhibit 3).
6. The property is located within the Commercial Corridor Comprehensive Plan land use
designation and the Commercial Arterial {CA) zoning classification {Exhibits 2).
7. The shopping center site currently contains multiple commercial buildings with a Bonneville
electric utility easement and associated parking for tenants and visitors. The subject proposal
is within Building 'B' of the shopping center in the southeast portion of the site where there
are multiple storefronts with a mix of uses including religious institution and on-site services.
The storefront area within Building 'B' to be used through the subject proposal is
approximately 6,500 square feet in size of the approximate 19,141 square feet of Building 'B'
(Exhibit 11).
8. The proposed religious institution, is requesting to use an existing leasable space in an existing
established shopping center. When a lease changes in an existing shopping center the City
does not require the entire shopping center to be upgraded to current standards. The subject
request has been evaluated with the same permits as an outright permitted use within a
shopping center, as it relates to development standards, design standards, parking,
landscaping standards etc, as demonstrated in finding of fact 15. below.
9. Vehicular access to the existing building storefront is gained from 116th Ave SE and SE 168th St
{Exhibit 3).
10. The site is not located within critical areas.
11. The subject project is exempt from SEPA Environmental Review.
12. No agency comments were received.
13. No public comments were received.
14. Representatives from various city departments have reviewed the application materials to
identify and address issues raised by the proposed development. These comments are
contained in the official file, and the essence of the comments have been incorporated into the
appropriate sections of this report and the Departmental Recommendation at the end of this
report.

15. The applicant requests Conditional Use Permit approval. The following table contains project
elements intended to comply with the decision criteria for Conditional Use Permit as outlined
in RMC 4-9-030.D.
A. CONDITIONAL USE PERMIT CRITERIA:
1. CONSISTENCY WITH PLANS AND REGULATIONS:
a. COMPREHENSIVE PLAN COMPLIANCE AND CONSISTENCY:
The site is designated Commercial Corridor (CC) on the Comprehensive Plan Land Use Map. The
purpose of CC is to evolve from "strip commercial" linear business districts to business areas
characterized by enhanced site planning incorporating efficient parking lot design, coordinated
access, amenities, and boulevard treatment. The proposal is consistent with the following
Comprehensive Plan Land Use Element policies, if all conditions of approval are met, unless
noted otherwise:
Objective LU-AAA. Create opportunities for intensive office uses in portions of
,/ Commercial Corridor designations including a wide range of business, financial, and
professional services supported by service and commercial/retail activities.
Policy LU-252. Increased demand for commercial uses should be accommodated
,/ primarily through redevelopment and intensification of existing business area
designations rather than expansion of those areas.
,/ Policy LU-262. Support the redevelopment of commercial business districts located
along principal arterials in the City.
b. ZONING COMPLIANCE AND CONISTENCY:
The subject site is classified Commercial Arterial (CA) on the City of Renton Zoning Map. The
Commercial Arterial zone implements the Commercial Corridor Land Use designation, where the
purpose of the zone is to evolve from "strip commercial" linear business districts to business
areas characterized by enhanced site planning and pedestrian orientation, incorporating
efficient parking lot design, coordinated access, amenities and boulevard treatment with greater
densities. The CA zone provides for a wide variety of retail sales, services, and other commercial
activities along high-volume traffic corridors where residential uses may be integrated into the
zone through mixed-use buildings.
STAFF COMMENTS: The project is an interior remodel/tenant improvement where the
requirements of the zone are Nat Applicable (N/A) as noted in the table below. Many sections of
RMC are not applicable as there are no exterior improvements or additional square footage
proposed to the building. Furthermore, this request is simply to occupy a former retail space in
an existing shopping center with a religious institution. As the request is for only one "store
front," upgrades to the entire development would be onerous and upgrades to ane storefront
would not be practical, from an engineering and architectural stand point. See additional
comments above in finding of fact 8.
Lot Dimensions: Per RMC 4-2-120A the minimum lot size, in the CA zone, is 5,000 square
feet.
STAFF COMMENTS: NIA
Setbacks: Per RMC 4-2-120A the CA zoning classification requires a minimum front yard, and

side yard along-a-street setback of 10 feet which may be reduced to zero feet during the site
plan development review process, provided blank walls are not located within the reduced
setback. There is a maximum front yard setback of 15 feet. The CA zone has no rear or side
yard setback except 15 feet if lot abuts or is adjacent to a residential zone.
STAFF COMMENTS: N/A
Lot Coverage: The maximum lot coverage in the CA zone is 65% of total area or 75% if
parking is provided within the building or within an on-site parking garage.
STAFF COMMENTS: N/A
Building Height: Per RMC 4-2-120A building height is restricted to 50 feet, except 60 feet
with residential use, and above these allowances a conditional use permit would be require.
STAFF COMMENTS: N/A
Building Standards: Per RMC 4-2-120A the allowed lot coverage is 65 percent for proposals
within the CA classification.
STAFF COMMENTS: N/A
Landscaping: Per RMC 4-4-070 ten feet of on-site landscaping is required along all public
street frontages, with the exception of areas for required walkways and driveways or those
projects with reduced setbacks.
STAFF COMMENTS: N/A
Screening: RMC 4-4-095 has standard requirements for surface mounted equipment to be
screened from public view and standards for roof-top equipment that should be similarly
screened from view. Shielding shall consist of roof wells, clerestories, parapets, walls or
enclosures as determined by the Administrator to meet the intent of the requirement.
STAFF COMMENTS: NIA
Refuse and Recyclables: Office, educational, and institutional developments require a
minimum of 2 square feet per every 1,000 square feet of building gross floor area for
recyclable deposit areas and minimum of 4 square feet per 1,000 square feet of building
gross floor area for refuse deposit area.
STAFF COMMENTS: N/ A This section is only applicable to new developments. There are
existing refuse and recycling facilities associated with the existing shopping center.
Parking: Outside the Center Downtown Zone, for a change of use, the change of all or a
portion of a building/structure or land use to a use requiring more parking than the previous
use.
STAFF COMMENTS: N/A The site is a shopping center that has expansive surface parking
areas underneath overhead electric lines. Shopping center uses per RMC 4-4-0BOF.10.d,
including any type of business occupying a shopping center, require the same amount af
parking. Therefore the proposed use does not require more parking than the previous use and
parking standards are not applicable. Additionally, the applicant has indicated that the
storefront would be active a limited number of days during the week, mainly on the
weekends, and usually by appointment (Exhibit 10).

Vehicular Access: For the CA zone, per RMC 4-2-120, a connection shall be provided for site-
to-site vehicle access ways, where topographically feasible, to allow traffic flow between
abutting CA parcels without the need to use a street. Access may comprise the aisle between
rows of parking stalls but is not allowed between a building and a public street.
STAFF COMMENTS: N/A Vehicular access to the site would not be changes os a result of this
proposal. All existing vehicular access would be maintained.
Signs: The applicant did not submit a signage package and therefore could not be reviewed
at this time. The applicant would be required to comply with the signage requirements
outlined in RMC 4-4-100 at the time of sign application, if new signage is proposed.
Critical Areas: The site is not located within any City of Renton regulated Critical Areas.
c. DESIGN REGULATION COMPLIANCE AND CONSISTENCY:
The site is located within Design District 'D'. To ensure that buildings are located in relation to
streets and other buildings so that the Vision of the City of Renton can be realized for a high-
density urban environment; so that businesses enjoy visibility from public rights-of-way; and to
encourage pedestrian activity throughout the district.
Pursuant to RMC 4-3-lOOA.2 In order to provide flexibility, guidelines are stated for each
element, the guidelines and the intent statement provide direction for those who seek to meet
the required element in a manner that is different from the standards. Pursuant to subsection
a., the determination as to the satisfaction of the requirement through the use of the guidelines
and the intent statement is to be made by the Community and Economic Development
Administrator. In this case, the associated request has been elevated to the Hearing Examiner
for a decision.
STAFF COMMENTS: The proposal is interior tenant improvements to an existing building. Per
RMC 4-3-100.C "Exemptions," the interior remodels of existing buildings or structures are exempt
provided the alterations do not modify the building fm;ade. Also see staff comment above under
b. Zoning Compliance and Consistency.
2. Appropriate Location: The proposed location shall not result in the detrimental
overconcentration of a particular use within the City or within the immediate area of the
proposed use. The proposed location shall be suited for the proposed use.
STAFF COMMENTS: The building where the proposed tenant improvements and religious
institution use will be made for the education space has been used previously as a retail and
pharmacy store. The building and associated parking provide sufficient space for the proposed
use to be located at the site. There is a mix of businesses located in the multiple buildings at the
shopping center including retail sales, on-site services, religious institutions, and restaurants. The
proposed location within the existing single-story building is suited for the proposed use and
would not result in a detrimental overconcentration of a particular use within the City or within
the immediate area.
3. Effect on Adjacent Properties: The proposed use at the proposed location shall not result in
substantial or undue adverse effects on adjacent property.
STAFF COMMENTS: The building where the proposed tenant improvements for the religious
institution will be made for the education space has been used previously as a retail and

pharmacy store. As proposed, the use of the existing space inside the Building B of the Cascade
Village shopping center would not result in substantial ar undue adverse effects on odjocent
property, as it is anticipated that the Khalsa Gurmot Center would hove less of on impact than
the previous retail and pharmacy use.
4. Compatibility: The proposed use shall be compatible with the scale and character of the
neighborhood.
STAFF COMMENTS: The proposed religious institution would be compatible with the scale and
character of the neighborhood where there are a mix of uses nearby, including multi-family
residences and commercial businesses as well as the church and on-site services in the same
building as the subject proposal. The applicant has not proposed any changes to the exterior of
the building and therefore the existing structure would remain at the same scale and character
as it exists today.
5. Parking: Adequate parking is, or will be made, available.
STAFF COMMENTS: Adequate parking is available on-site.
6. Traffic: The use shall ensure safe movement for vehicles and pedestrians and shall mitigate
potential effects on the surrounding area.
STAFF COMMENTS: No new curb cuts are proposed as port of the tenant improvements and the
existing pedestrian connection to the building entries will be kept. Based on past experience, the
existing site can figuration provides for safe movement of vehicles and pedestrians.
7. Noise, Light and Glare: Potential noise, light, and glare impacts from the proposed use shall
be evaluated and mitigated.
STAFF COMMENTS: There are no proposed changes to the existing building and therefore no
anticipated impacts related to light and glare. The addition of a religious institution is not
anticipated to add any increase in noise at the subject site compared to today, as there is
existing commercial activity at the site now, with varied hours of operation for each storefront
located in the shopping center. Any potential increase in noise is not anticipated to be any
greater than the previous retail and pharmacy store.
8. Landscaping: Landscaping shall be provided in all areas not occupied by buildings, paving, or
critical areas. Additional landscaping may be required to buffer adjacent properties from
potentially adverse effects of the proposed use.
STAFF COMMENTS: All existing mature landscaping will remain on site.
I s. CONCLUSIONS:
1. The change of use proposal for Khalsa Gurmat Center religious institution complies with the
Conditional Use Permit Review Criteria, as demonstrated above.
2. The proposal is compliant and consistent with the plans, policies, zone, regulations and
approvals.
3. Staff does not anticipate any adverse impacts on surrounding properties.

7. The proposed location would not result in the detrimental overconcentration of a particular
use within the City or within the immediate area of the proposed use. The proposed location
is suited for the proposed use.
8. The existing use would not result in a substantial or undue adverse effect on adjacent
properties.
9. Adequate parking for the proposed use is provided.
10. The proposed site plan ensures safe movement for vehicles and pedestrians and has mitigated
potential effects on the surrounding area.
11. The proposed development would not generate any long term harmful or unhealthy
conditions.
T. RECOMMENDATIONS:

PROJECT DESCRIPTION: The applicant is requesting a temporary use permit for a
community center associated with a religious institution to locate in an existing 6,500 sf
storefront of the Cascade Village Shopping Center. The location of the activity would be in
Building B where a retail-pharmacy store was previously located within the the Commercial
Arterial zone. Interior improvements are proposed to provide for education and assembly space
on weekends. The applicant is a group of church members that want to provide a non-for-profit
community center space for study, teaching, discussions, and meetings on weekends. Parking is
provided through the existing surface parking lot at the shopping center next to the space to be
used. Access to the parking area and storefront space is provided through driveways along 116'h
Ave SE and SE 1681h St. The applicant applied for a building permit to allow for renovation of the
City of Renton Department of Community & Economic Development Administrative Temporary Use Permit

interior space and has been working with the Renton Building Official. Environmental review
(SEPA) is not required.
The following Tier 2 Temporary Use Permit is hereby approved for Khalsa Garmat Center and
subject to the following conditions:
CONDITIONS OF APPROVAL:
1) The applicant shall conform ta the requirements of the Plan Review Comments attached
to this permit, including but not limited to providing water and sewer certificates of
availability, and receiving required fire permits.
2) The applicant shall apply for Conditional Use Permit, ta allow the use to be reviewed far
more permanent occupancy of the space, within 90 days of this permit issuance date. If
the Conditional Use Permit is not approved, then the temporary use permit shall be
terminated and activities must cease.
3) The applicant shall apply for separate sign permits far any temporary or permanent
signage associated with the use.
4) The applicant has applied for a City of Renton Business License which is currently in the
review process. This temporary permit a/laws far the use ta function in the space while
the business license is being reviewed. If the license application is not approved, and is
denied, the use af the space and proposed activities shall cease.
5) The applicant shall apply for and receive a Building Permit for use of the space as
proposed.
6} Commercial, multi-family, new single family and other nonresidential construction
activities shall be restricted to the hours between seven o'clock (7:00} a.m. and eight
o'clock (8:00} p.m., Monday through Friday. Work on Saturdays shall be restricted to the
hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. Na work shall be
permitted an Sundays.

there was misrepresentation of fact. After review of the reconsideration request, if the
approval body finds sufficient evidence to amend the original decision, there will be no further
extension of the appeal period. Any person wishing to take further action must file a formal
appeal within the 14-day appeal time frame.
EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of the
permit, unless the Community & Economic Development Administrator or designee establishes
a shorter time frame.
EXTENSIONS: An applicant can request that a permit be valid beyond the one year expiration,
for up to five years at the time of application or prior to permit expiration. Extension requests
do not require additional fees and shall be requested in writing prior to permit expiration to the
Department of Community & Economic Development Administrator.
APPEALS: Appeals must be filed in writing, together with the required fee to the City of
Renton Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057 by 5:00
p.m. on February 3, 2015. RMC 4-8-110 governs appeals to the Hearing Examiner and
additional information regarding the appeal process may be obtained from the City Clerk's
Office, (425) 430-6510.

parking space in front of the building is more than adequate to serve its needs. No additional parking is
required or added. This development operated over the weekend or on public holidays and does not
impact the traffic during the weekend.
The location of the development is discreet and away from the public streets, hence poses no possibility
of crowding. The parking lot is below high tension lines; hence there is no possibility of future
development. There no noise pollution or any safety hazard. No landscaping and building elevation

Description of the space:
The space is approx 6500 sq ft and located in existing Cascade Building B. The previous tenant used to be
a large Pharmacy (Bartells). The building has a sprinkler system, is ADA accessible and its own
restrooms. It also has fire doors and exit signs marked.
Proposed improvements to the space:
l. Laying a new carpet flooring in limited area
2. Installing office grade modular wall partitions (6"9" tall -see image attached with no electrical
works)
3. Providing loose furniture -chairs and tables
4. Painting the wall
5. NO new construction is proposed
Proposed Use of the space:
l. This space is to be used as church community center where church community members can
meet on appointment for limited time on a weekend
2. The space will be open only for limited hours during the weekend with appointment.
3. It may not be operational during the weekdays as most the community volunteers have full-time
jobs
4. No profit making business is to be conducted at this space
5. It is to run and administered by community members who work on pro-bona basis for
betterment of the community such as lawyers, software engineers, teachers, technology
officers, doctors etc. These members will meet with the community talk about various subjects -
profession, social, religion, legal, language, history etc
6. The place will be divided in small modular spaces to have desk and chairs
7. Visiting experts of various technical fields may visit and talk to the community members for

General: We have completed a preliminary review of the pre-application for the above-
referenced development proposal. The following comments on development and
permitting issues are based on the pre-application submittals made to the City of
Renton by the applicant and the codes in effect on the date of review. The applicant is
cautioned that information contained in this summary may be subject to modification
and/or concurrence by official decision-makers (e.g., Hearing Examiner, Community &
Economic Development Administrator, Public Works Administrator, Planning Director,
Development Services Director, and City Council). Review comments may also need to
be revised based on site planning and other design changes required by City staff or
made by the applicant. The applicant is encouraged to review all applicable sections of
the Renton Municipal Code. The Development Regulations are available for purchase
for $100.00 plus tax, from the Finance Division on the first floor of City Hall or online at
www.rentonwa.gov
Project Proposal: The subject property is located at 17060 116'h Avenue SE, known as
Cascade Village shopping center, with the specific space to be leased in the southern
most building. The project space has an eastern facing storefront in a multi-storefront
commercial building on a flat lot. The subject storefront is approximately 6,500 square
feet where the previous tenant was a retail-pharmacy. The applicant is a group of
church members that want to provide a non-for-profit community center space for
study, teaching, discussions and meetings on the weekends. The submitted narrative
states that no cooking, events, congregation, or entertainment are proposed. Parking is
provided in the large surface parking lot to the east. Access to the space is through
driveways along 1161h Ave SE and SE 1681h St at the west and north of the shopping
center.
Current Use: The space is vacant. A Bartells Drugs retail and pharmacy facility was
previously located in the space.

Zoning/Density Requirements: The subject property is zoned Commercial Arterial (CA)
and is located within the Urban Design District 'D'. The CA zone allows both service and
social organizations and religious institutions only with an approved Hearing Examiner
Conditional Use Permit.
Typically Development Standards and District 'D' design standards are not applicable
unless there are additions or alterations to the existing structure. However, through
the conditional use permit modifications may be required to bring the project closer
to compliance with the zoning regulations.
Conditional Use Permit Decision Criteria: RMC 4-9-230G requires the Hearing Examiner
to consider the following factors ion making a decision on Conditional use permits:
1. Consistency with Plans and Regulations: The proposed use shall be
compatible with the general goals, objectives, policies and standards of the
Comprehensive Plan, the zoning regulations and any other plans, programs,
maps or ordinances of the City of Renton.
2. Appropriate Location: The proposed location shall not result in the
detrimental overconcentration of a particular use within the City or within the
immediate area of the proposed use. The proposed location shall be suited for
the proposed use.
3. Effect on Adjacent Properties: The proposed use at the proposed location
shall not result in substantial or undue adverse effects on adjacent property.
4. Compatibility: The proposed use shall be compatible with the scale and
character of the neighborhood.
S. Parking: Adequate parking is, or will be made, available.
6. Traffic: The use shall ensure safe movement for vehicles and pedestrians
and shall mitigate potential effects on the surrounding area.
7. Noise, Light and Glare: Potential noise, light and glare impacts from the
proposed use shall be evaluated and mitigated.
8. Landscaping: Landscaping shall be provided in all areas not occupied by
buildings, paving, or critical areas. Additional landscaping may be required to
buffer adjacent properties from potentially adverse effects of the proposed
use.
Development Standards: The project would be subject to RMC 4-2-120A, "Development
Standards for Commercial Zoning Designations" effective at the time of complete

application. A copy of these standards is included. Note: The subject use is within an
existing commercial structure.
Density -The minimum density permitted in the CA zoning designation is 10 units/net
acre and the maximum density is 60 units/net acre for buildings with mixed commercial
and residential use in the same building. Not applicable.
Minimum Lot Size, Width and Depth -There are no minimum requirements for lot
width or depth within the CA zone. The minimum lot size in the CA zone is 5,000 square
feet. The 593,653 sf shopping center lot complies with the standard. There are no
changes proposed to the existing property.
Lot Coverage -The CA zone allows a maximum building coverage of 65 percent, or 75
percent if parking is provided within a building or within an on-site parking garage.
Based on the application materials it appears no changes are proposed to the building
coverage and/or impervious surface coverage within the existing shopping center site .•
Setbacks -Setbacks are the distance between the building and the property line or any
private access easement. Setback requirements in the CA zone are as follows: 10 feet
minimum for the front yard but may be reduced to zero feet through the Site Plan
Review process provided blank walls are not located within the reduced setback; a 15
foot maximum front yard setback; and no rear or side yard setbacks unless the property
abuts a residential zoned property, where the setback along residentially zoned
properties is 15 feet.
Some abutting properties to the shopping center have different zoning designations.
Properties to the east and southeast are residential, specifically R-8 (Residential-SI
and RMF (Residential Multi-Family). Abutting properties along 116'h Ave SE share the
same CA zone designation. The proposal would not alter the footprint of the existing
building.
Gross Floor Area -There is no minimum requirement for gross floor area within the CA
zone.
Building Height -The maximum building height allowed in the CA zone is SO feet and 60
feet for mixed use structures with residential units. It appears the existing buildings
would meet the height requirements of the zone.
Screening-Screening must be provided for all surface-mounted and roof top utility and
mechanical equipment. If part of the remodel, the land use application will need to
include elevations and details for the proposed methods of screening if equipment.
Screening regulations are detailed in RMC 4-4-095.
Landscaping-All portions of the development area not covered by structures, required
parking, access, circulation or service areas, must be landscaped with native, drought-
resistant vegetative cover. Additional landscaping may be required if there are additions
to existing building, remodel of the structure that requires improvements equal to or
greater than 50 percent of the assessed property valuation, or conversion of vacant land
(ie parking to storage area). If the project requires landscape improvements,

landscaping would be required along street frontages and within and around surface
parking areas that meet RMC 4-4-070. A landscape plan is not required as part of a
commercial interior remodel building permit unless the remodel valuation is 50
percent of the assessed property value or greater. If any new landscaping is proposed,
please provide a plan set of the new landscaping.
lighting -lighting standards apply to the addition or replacement of light fixtures
including surface parking lighting. A lighting plan would need to be submitted as part of
building permit application if lighting is changed. Standards are specified in RMC 4-4-
075.
Signs -A number of sign types are allowed, including temporary signs for events or
grand openings, permanent signs on the building, and signs near the street. All signs
require separate permits. Sign types that are allowed for the CA zone are described in
RMC 4-4-100.
Critical Areas: No critical areas appear to be located on the proposed project site.
Environmental Review: Environmental (SEPA) Review is not required.
Permit Requirements: The proposal would require approval of a Hearing Examiner
Conditional Use Permit and Environmental Review. Hearing Examiner Conditional Use
Permits with Environmental Review would be reviewed within an estimated time frame
of 12 weeks. The fee for the Conditional Use Permit application is $2,000.00 for 2014
and $2,500.00 for 2015 and the Environmental Review is $1,000.00 for both 2014 and
2015. Modification fees are $100.00 in 2014 and $150.00 in 2015. A 3 % Technology
Surcharge Fee is charged to each fee. Detailed information regarding the land use
application submittal is provided in the attached handouts.
Impact Mitigation Fees: In addition to the applicable building and construction fees, the
following impact fees would be required prior to the issuance of building permits:
• A Fire Mitigation fee may be required. See comments from Fire.
• A Transportation Mitigation Fee would be assessed per square foot based on the
type of use defined in the ITE Manual as determined by staff.
Expiration: Upon approval, the Conditional Use Permit is valid for two years with a
possible one year extension.

This memo is to request a preliminary review of the space leased at Cascade Shopping Mall located at:

Construction proposed: None
Description of the space:
The space is approx 6500 sq ft and located in existing Cascade Building B. The previous tenant used to be
a large Pharmacy (Bartells). The building has a sprinkler system, is ADA accessible and its own
restrooms. It also has fire doors and exit signs marked.
Proposed improvements to the space:
1. Laying a new carpet flooring in limited area
2. Installing office grade modular wall partitions (6"9" tall -see image attached with no electrical
works)
3. Providing loose furniture -chairs and tables
4. Painting the wall
5. NO new construction is proposed
Proposed Use of the space:
1. This space is to be used as church community center where church community members can
meet on appointment for limited time on a weekend
2. The space will be open only for limited hours during the weekend with appointment.
3. It may not be operational during the weekdays as most the community volunteers have full-time
jobs
4. No profit making business is to be conducted at this space
5. It is to run and administered by community members who work on pro-bono basis for
betterment of the community such as lawyers, software engineers, teachers, technology
officers, doctors etc. These members will meet with the community talk about various subjects-
profession, social, religion, legal, language, history etc
6. The place will be divided in small modular spaces to have desk and chairs

This development does not call for any changes to the existing building, its elevation or its utilities. The
parking space in front of the building is more than adequate to serve its needs. No additional parking is
required or added. This development operated over the weekend or on public holidays and does not
impact the traffic during the weekend.
The location of the development is discreet and away from the public streets, hence poses no possibility
of crowding. The parking lot is below high tension lines; hence there is no possibility of future
development. There no noise pollution or any safety hazard. No landscaping and building elevation
revisions are proposed. The development is housed in existing structure hence retaining its scale and
character maintaining its compatibility with rest of the building.
