Dear Mr. Brewis:
On December 18, 2013, the Development Services Director approved your request to
waive the installation of curb, gutter, sidewalk, planter strips and storm drainage
improvements fronting the Brewis Short Plat along North 36'h Street. Right-of-way
dedication of 6 feet to accommodate future road widening is still a requirement of the
short plat.
The waiver request appears to meet review criteria for a partial waiver outlined in
Renton Municipal Code (RM() 4-9-250(. Due to the absence of similar improvements in
the vicinity, the waiver is hereby granted as requested for North 36'h Street.
You have 14 days from the date of this letter to appeal the administrative determination
in accordance with City code. Appeals are to be filed in writing, with the City Clerk and
require a filing fee in the amount of $250.00. Appeals must be filed with the City Clerk
before Thursday, January 2, 2014 at 5:00 p.m.

DESCRIPTION: The applicant ls requesting approval of a 2-lot short plat on an 11,100 square foot (0.25 acre) parcel in the Residential -8 dwelling units
per acre (R-8) zone. Proposed Lot 1 would have 6,011 square feet and Proposed Lot 2 would have 5,089 square feet. Proposed Lot 2
has an existing 3,599 square foot single-family house which will remain. There are no critical areas on the relatively flat project site.
Access for Proposed Lot 1 would be via a new driveway from NE 36th Street and access for Proposed Lot 2 will remain via an existing
driveway from NE 36th Street. The project density is 8.3 dwelling units per net acre which is within the R-8 zone density when using the
Code density rounding provision.

WATER Water service is provided by the City of Renton. There is an 8-inch ductile iron water main in N. 36th Street.
SEWER Sewer service will be provided by the City of Renton. Sewer service is provided by the City of Renton. There is an
8-inch sewer main in N. 36th Street.
STORM There is no drainage conveyance fronting the site in N. 36th Street.
STREETS There are no street frontage improvements in N. 36th Street.
CODE REQUIREMENTS
WATER
1. Separate water meter shall be provided to the new lot.
2. System development fees for water are based on the size of the new domestic water meter that will serve the new home on
the new lot. Fee for %-inch or 1-inch water meter install is $2,523.00. Credit will be given for the existing home.
3. Fee for a -%-inch meter installed by the City is $2,688.00. Fee for a 1-inch meter installed by the City is $2,870.00.
4. All new construction must have a fire hydrant capable of delivering a minimum of 1,000 gpm and must be located within 300
feet of the structures. A minimum of one new hydrant will be required to be installed.
SEWER
1. A separate side sewer stub shall be provided to each new lot. Side sewers shall be a minimum 2% slope.
2. System development charge (SOC) for sewer is based on the size of the domestic meter size. Sewer fees for a%" meter or
1-inch meter is $1,812.00 per new single-family lot. This is payable at the time the utility construction permit is issued. Credit will
be given to the existing home connected to sewer.
SURFACE WATER
1. Surface water system development fee is $1,120.00 per new lot. Fees are payable prior to issuance of the construction
permit. Credit will be given if there is an existing home.
2. A drainage narrative has been provided. Since this is a two lot short plat, with one new existing home to remain, this site is
subject to Appendix C, Small ~ite Drainage Review.
TRANSPORTATION /STREET
1. Existing right-of-way width in N. 36th Street feet fronting the site is 40 feet. N. 36th Street is classified as a residential access
street. To meet the City's complete street standards, street improvements including a pavement width of 26 feet, curb, gutter, an
8-foot planter strip, 5-foot sidewalk, and storm drainage improvements are required to be constructed in the right of way fronting
the site per City code 4-6-060. To build this street section, approximately six feet of right-of-way will be required to be dedicated
to the City. Street section in N. 36th Street will be a 52-foot right-of-way. Applicant has submitted an application to the City
requesting a waiver of the street frontage improvements as outlined in City code 4-9-250C5d.
2. The current transportation impact fee rate is $717.75 per single family house. The impact fee for this type of land use will
increase on January 1, 2014, to $1,430.72 per single family house. The transportation impact fee that is current at the time of
building permit application will be levied. Payment of the transportation impact fee is due at the time of issuance of the building
permit.
3. Street lighting is not required for a 2 lot short plat.
4. The maximum width of single. loaded garage driveway shall not exceed nine feet (9') and double-loaded garage driveway
shall not exceed sixteen feet (16').
GENERAL COMMENTS
1. Separate permits and fees for side sewer connection, water meter and storm connection will be required.
2. All construction utility permits for drainage and street improvements will require separate plan submittals. All utility plans shall

Dear Mr. Brewis:
On December 18, 2013, the Development Services Director approved your request to
waive the installation of curb, gutter, sidewalk, planter strips and storm drainage
improvements fronting the Brewis Sh;rt Plat along North 35th Street. Right-of-way
dedication of 6 feet to accommodate future road widening is still a requirement of the
short plat.
The waiver request appears to meet review criteria for a partial waiver outlined in
Renton Municipal Code (RMC) 4-9-250(. Due to the absence of similar improvements in
the vicinity, the waiver is hereby granted as requested for North 35th Street.
You have 14 days from the date of this letter to appeal the administrative determination
in accordance with City code. Appeals are to be filed in writing, with the City Clerk and
require a filing fee in the amount of $250.00. Appeals must be filed with the City Clerk
before Thursday, January 2, 2014 at 5:00 p.m.

1. Project Description/Background
The proposed project site is 11,100 square feet (0.25 acre) in size. The applicant is requesting
approval of a 2-lot short plat for the eventual development of a single-family house on
proposed Lot 1. This parcel was created at its current size by the Fran's Plan Lot Line
Adjustment, LUAll-098, LLA. Subsequently, the applicant applied for a building permit for a
single-family house on the eastern portion of the parcel (Proposed Lot 2). That house was
constructed and meets the R-8 development standards and the residential design standards
for the R-8 zone. Six feet of right-of-way dedication along North 361h Street is required; the
applicant is requesting a waiver of street improvements (curb, gutter, sidewalk, and planter
strip) because none currently exist on either side of North 36'h Street.
After right-of-way dedication, Proposed Lot 2 of this short plat would have an area of 5,440
square feet with the existing single-family house to remain. Proposed Lot 1 would have an
area of 5,000 square feet for the future development of a single-family house.
The net density of the proposed project is 8.3 du/ac. This net density is calculated after
deducting 660 square feet of right-of-way dedication. RMC 4-11-040 states that calculations
for minimum and maximum density that result in a fraction that is 0.50 or greater shall be
rounded up to the nearest whole number; those density calculations resulting in a fraction less
than 0.50 shall be rounded down to the nearest whole number; therefore, this short plat falls
within the appropriate R-8 density range.

identify and address issues raised by the proposed development. These comments are

5. Consistency with Short Plat Criteria
Approval of a plat is based upon several factors. The following short plat criteria have been
established to assist decision-makers in the review of the plat:

1. CONFORMANCE WITH THE COMPREHENSIVE PLAN: The site has the Comprehensive Land
Use designation of Residential Single Family (RSF). Land designated RSF is intended to be used for
high quality detached, single-family residential development organized into neighborhoods at
urban densities. It is intended that larger subdivisions, infill development, and rehabilitation of
existing housing be carefully designed to enhance and improve the quality of single family living
environments. The proposal is consistent with the following Comprehensive Plan Land Use and
Community Design Element policies, if all conditions of approval are met, unless noted otherwise:
,I Policy LU-158. Net development densities should fall within a range of 4.0 to 8.0
dwelling units per acre in Residential Single Family neighborhoods.
,I Policy CD-14. Infill development, defined as new short plats of nine or fewer lots, should
be encouraged in order to add variety, updated housing stock, and new vitality to
neighborhoods.
,I Policy CD-15. Infill development should be reflective of the exiting character of
established neighborhoods even when designed using different architectural styles,
and/or responding to more urban setbacks, height, or lot requirements. Infill
development should draw on elements of existing development such as placement of
structures, vegetation, and location of entries and walkways, to reflect the site planning
and scale of existing areas.

2. COMPLIANCE WITH THE UNDERLYING ZONING DESIGNATION: Objectives and policies of the
Comprehensive Land Use Plan RSF designation are implemented by Residential 8 zoning (R-8).
RMC 4-2-llOA provides development standards for development within the R-8 zoning
classification. The proposal is consistent with the following development standards if all
conditions of approval are met, unless noted otherwise:
,/ Density: The minimum density allowed in the R-8 zone is 4 du/ac and the maximum
density permitted is 8.0 du/ac. Net density is calculated after the deduction of critical
areas, areas intended for public rights-of-way, and private access easements.
Calculations for minimum and maximum density that result in in a fraction that is 0.50 or
greater shall be rounded up to the nearest whole number; those density calculations
resulting in a fraction less than 0.50 shall be rounded down to the nearest whole
number. Accessory dwelling units shall be included in density calculations. The
proposed density is 8.3 du/ac.

,/ Setbacks: The minimum front yard setback in the R-8 zone is 15 feet; the minimum side
yard setback is 5 feet, and, 15 feet if along a public street; the minimum rear yard is 20
feet.
The existing house on Proposed Lot 2 meets these setback requirements. The existing
house has front yard setback of 15 feet, side yard setbacks of 5 feet, and a rear yard
setback of 39.8 feet. Setbacks for Proposed Lot 1 would be verified at the time of
building permit review.
,/ Building Standards: The R-8 zone permits one single-family residential structure per lot.
Accessory structures are permitted at a maximum of two per lot with a maximum size of
720 square feet each, or a maximum of one per lot with a maximum size of 1,000 square
feet. Accessory structures are permitted only when associated with a primary structure
located on the same parcel.
The maximum building height in the R-8 zone is 30 feet. The maximum building
coverage for lots greater than 5,000 square feet is 35% or 2,500 square feet, whichever
is greater. The maximum impervious surface coverage is 75%.
The existing house on Proposed Lot 2 conforms to these standards. Building standards
for Proposed Lot 1 would be verified at the time of building permit review.
,/ Landscaping: Landscaping is required for all subdivisions, including short plats. A
detailed landscape plan must be approved prior to issuance of street or utility
construction perm its.
Ten feet of onsite landscaping is required along all public street frontages, with the

exception of areas for required walkways and driveways. Two trees are required within
the front yard setback of each lot if street trees are not provided.
The applicant has requested a waiver of street improvements. Onsite landscaping has
already been provided on Proposed Lot 2 and consists of a lawn and two Sunset Maple
trees. Onsite landscaping will include a sodded lawn and two Sunset Maple trees in
the front yard setback area of Proposed Lot 1.
,I' Tree Retention: Existing trees shall be retained where feasible. RMC 4-4-130 requires
the retention of 30% of significant trees. If the required number of trees cannot be
retained, they must be replaced according to RMC 4-4-130H.
There are no significant trees on the proposed project site.
,I' Parking: Off-street parking for two vehicles per residential unit is required.
The existing house on Proposed Lot 2 conforms to this standard. Off-street parking
would be verified for Proposed Lot 1 at the time of building permit review.
3. DESIGN STANDARDS: Residential Design and Open Space Standards (RMC 4-2-115) are
applicable in the R-8 zone. The Standards implement policies established in the Land Use and
Community Design Elements of the Comprehensive Plan. Compliance with Site Design Standards
must be demonstrated prior to approval of the subdivision. Compliance with Residential Design
Standards would be verified prior to issuance of building permits. The proposal is consistent with
the following design standards, unless noted otherwise:
N/A Lot Configuration: This standard applies to subdivisions of four or more street-fronting
lots. The proposed project is a 2-lot subdivision.
,I' Garages: The existing house on Proposed Lot 2 was constructed in conformance to
RMC 4-2-115, Residential Design Standards. Conformance for Proposed Lot 2 would be
verified at the time of building permit review.

4. COMPLIANCE WITH SUBDIVISION REGULATIONS: RMC 4-7 Provides review criteria for
proposed subdivisions. The proposed project is consistent with the following subdivision
regulations if all conditions of approval are complied with:
.;-Access: Each lot must have access to a street or road.
Proposed Lot 2 fronts on North 361
h Street and is accessed via an existing driveway
from North 361h Street. Proposed Lot 1 fronts on North 361h Street and would take
access via a new driveway from North 361h Street.
.;-Streets: The existing right-of-way width in North 36 1h Street fronting the site is 40 feet .
North 36 1h Street is classified as a residential access street. To meet the City's complete
standards, street improvements including a pavement width of 26 feet, curb, gutter, and
8-foot planter strip, 5-foot sidewalk and drainage improvements are required to be
constructed in the right-of-way fronting the site per RMC 4-6-060. In order to build the
street section, approximately 6-feet of right-of-way will be required to be dedicated to
the City. The street section in North 36 1h Street will be a S2-foot right-of-way with one-
half of the required right-of-way width resulting from the dedication.
The applicant has requested a waiver of street frontage improvements. Because there
are no street frontage improvements in North 361
h Street this appears to be a
reasonable request. Staff recommends that as a condition of approval that the
applicant be required to either provide the required street frontage improvements or
obtain an approved waiver or deferral from the City of such improvements prior to
issuance of construction permits. Regardless, right-of-way dedication will be required .
.;-Blocks: Blocks shall be deep enough to allow two tiers of lots.
No new blocks would be created as a result of the proposed short plat.
s . AVAILABILITY AND IMPACT ON PUBLIC SERVICES:
.;-Police: The Renton Police Department has commented that the proposed project
would have minor impacts with an estimated two calls for service annually .
.;-Fire: Sufficient resources exist to furnish fire and emergency services to the proposed
development subject to the applicant providing Code required improvements and Fire
Impact Fees.
Fire Impact Fees are assessed at the time of building permit application and are
payable at the time of building permit issuance. The 2013 Fire Impact Fee is $479.28
for each new single-family house. This fee will remain in effect through 2016.

,/ Schools: The Renton School District has verified that existing schools would have the
capacity to accommodate the anticipated increase in enrollment from the proposed
project. The subject project is subject to Renton School District Impact Fees.
Students would attend Kennydale Elementary, McKnight Middle (or a new middle
school in 2016/2017), and Hazen High Schools.
School Impact Fees are assessed per new single-family house at the time of building
permit application and are payable at the time of building permit issuance. The
current Renton School District Impact Fee is $6,395.00 per new single-family house.
School Impact Fees may increase on an annual basis.
,/ Parks: The Renton Municipal Code requires a parks impact fee for all new residential
development.
Park Impact Fees are assessed at the time of building permit application and are
payable at building permit issuance. The fee is assessed per new single-family house
at the rate in place at the time of building permit application. The 2013 Park Impact
Fee is $530. 76. This fee will increase to $963.01 in 2014 and will increase annually
thereafter.
,/ Stormwater: There is no drainage conveyance system in North 36'h Street. The
applicant has provided a drainage narrative. This project is subject to Small Site
Drainage Review. A surface water development charge, which is currently $1,120.00,
is required for each new house. Surface water development fees are payable prior to
the issuance of construction permits.
,/ Water Service: Water service would be provided by the City of Renton. Water system
development fees for water are based on the size of the new domestic water meters
that will serve each home.
,/ Sanitary Sewer Service: Sewer service would be provided by the City of Renton.
Sanitary Sewer Development Fees are based on the size of the new domestic water
meters to serve each new house on each new lot.
,/ Transportation: Transportation Impact Fees are assessed at the time of building
permit application and are payable at building permit issuance. The fee is assessed at
the rate in place at the time of building permit application. The current
Transportation Impact Fee is $717.7S per new single-family house. This fee will
increase to $1,430.72 in 2014 and will increase annually thereafter.
H. FINDINGS:
Having reviewed the written record in the matter, the City now enters the following:
1. Request: The project proponent has requested approval of a short plat subdivision of an
11,100 square foot (0.25 acre) property in the Kennydale neighborhood into two lots for
development of a single-family residential structure on Proposed Lot 1. An existing house on
Proposed Lot 2 would remain. The project would have a net density of 8.3 du/ac. The
applicant is also requesting a waiver of street improvements (curb, gutter, sidewalk, and
planter strip) along North 36th Street.

2. Application: The application satisfies all of the requirements for a short plat application
submittal for the property identified by the King County assessor as parcel number 334270-
0466. Public notice of the application was given and no comments were received.
3. Comprehensive Plan: The subject property has a Comprehensive Plan land use designation of
Residential Single Family (RSF). The proposed project furthers the objectives and policies of
the RSF section of the Land Use Element of the Comprehensive Plan. The objectives and
policies of the Community Design Element are also supported by the project as proposed.
4. 2oning: The Comprehensive Plan objectives and policies of the RSF land use designation are
implemented by the standards and regulations of the R-8 zone, The project site is.zoned
Residential -8 dwelling units per acre.
5. Subdivision Regulations: The short plat, as proposed, satisfies the requirements of RMC 4-7
Subdivision Regulations.
6. Existing Land Uses: Single-family residential structures and R-8 zoning surround the subject
property on all sides.
7. Setbacks: Minimum setback requirements are met for Proposed Lot 2 and adequate area
exists on Proposed Lot 1 for the provision of required setbacks.
8. Density: The proposed project has a net density of 8.3 du/ac which would be within the R-8
zone density range when using the Code density rounding provision as per RMC 4-11-040.
9. System Development Charges: Surface Water, Water System, and Sanitary Sewer
Development Charges are required.
10. Public Utilities: Impacts to public services are assessed on a per single-family dwelling basis at
the rate in place at the time of building permit application.
11. Public Right-of-Way Dedication: Six feet of right-of-way dedication is required along North
36'h Street.
12. Street Frontage Improvements: Street improvements including curb, gutter, sidewalk, and
planter strip are required to be constructed or an approved waiver or deferral of such
improvements is needed.
I. CONCLUSIONS:
1. The proposal complies with the Residential Single Family (RSF) designation of the
Comprehensive Plan.
2. The proposal complies with the zoning and development standards established with the
Residential -8 dwelling units per acre (R-8) zoning designation provided the applicant
complies with City Code and conditions of approval.
3. The proposed Brewis Short Plat complies with the subdivision regulations as established by
City Code and state law provided all advisory notes and conditions are complied with.
4. Six feet of right-of-way dedication is proposed along North 35th Street.

Renton, WA 98057. Additional information regarding the appeal process may be obtained from the
City Clerk's Office, Renton City Hall -7th Floor, (425) 430-6510.
EXPIRATION: The administrative short plat decision will expire two (2) years from the date of decision.
A single one (1) year extension may be requested pursuant to RMC 4-7-070.M.
RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not
readily discoverable prior to the original decision is found or if he finds there was misrepresentation of
fact. After review of the reconsideration request, if the approval body finds sufficient evidence to
amend the original decision, there will be no further extension of the appeal period. Any person
wishing to take further action must file a formal appeal within the 14-day appeal time frame.
THE APPEARANCE OF FAIRNESS DOCTRINE: provides that no ex parte (private one-on-one)
communications may occur concerning the land use decision. The Doctrine applies not only to the
initial decision, but to Appeals to the Hearing Examiner as well. All communications after the
decision/approval date must be made in writing through the Hearing Examiner. All communications
are public record and this permits all interested parties to know the contents of the communication
and would allow them to openly rebut the evidence in writing. Any violation of this doctrine could
result in the invalidation of the appeal by the Court.
ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative
land use action. Because these notes are provided as information only, they are not subject to the
appeal process for the fond use actions.
Planning:
1. Construction activities shall be restricted to the hours of 7:00 am to 8:00 pm, Monday through
Friday. Work on Saturdays shall be between the hours of 9:00 am and 8:00 pm. No work shall be
permitted on Sundays.
2. RMC 4-4-030C.2 limits haul hours between the hours of 8:30 am and 3:30 pm, Monday through
Friday unless otherwise approved by the Department of Community and Economic Development.
Technical Services:
1. Surveyor should protect stamp with either signature or "PRELIMINARY" per 196-23-020(2).
2. Note the City of Renton land use action and land record numbers are LUAB-001067 and LND-20-
0589, respectively.
3. Note Lot addresses on the short plat. Lot 1 is 1410 N 36 1h Street and Lot 2 will remain 1414 N 361
h
Street.
4. The dedication of the right-of-way for short subdivisions requires a separate Deed of Dedication:
provide a space to the recording number of same on the short plat. The legal description exhibit
should be prepared, stamped, dated and signed by the applicant's surveyor. The surveyor should also
prepare the map exhibit. The dedication process requires an updated Plat Certificate dated within 45
days of approval of said dedication. Talk to the Project Manager if there are questions or further
information needed.

5. Remove the coordinates shown for the north monument on Park Avenue N or provide the correct
and relevant metadata for same.
I 6. Provide short plat and lot closure calculations.
7. Indicate what has been, or is to be, set at the corners of the proposed lots.
8. Note encroachments, including possibly the driveway along the western boundary.
9. Correct the recording number contained in the legal description.
10. The City of Renton Administrator, Department of Community and Economic Development, is the
only official who signs the final short plat. Provide an appropriate approval block and signature line.
Pertinent King County approval blocks also need to be noted on the drawing.
Water:
1. Separate water meters shall be provided to each lot.
2. System development fees for water are based on the size of the new domestic water meter that will
serve the new home on the new lot. The current fee for a %-inch or 1-inch water installation is
$2,523.00. Credit will be given for the existing home.
3. The fee for a %-inch meter installed by the City is $2,688.00; the fee for a 1-inch meter installed by
the City is $$2, 780.
4. All new construction must have a fire hydrant capable of delivering a minimum of 1,000 gallons per
minute and must be located within 300 feet of structures. A minimum of one new hydrant will be
required to be installed.
Sewer:
1. A separate side sewer stub shall be provided for each new lot. Side sewers shall be a minimum of
2% slope.
2. System development charge for sewer is based on the size of the domestic water meter. The sewer
fee for a %-inch meter is $$1,812.00 per new single-family lot. This fee is payable at the time of utility
construction permit issuance. Credit will be given for the existing home which is connected to the
sewer.
Surface Water:
1. The surface water development fee is $1,120.00 per new lot. The fees are payable prior to the
issuance of the construction permit. Credit will be given for the existing home.
2. A drainage narrative has been provided. Since this is a 2-lot short plat, with one existing home to
remain, this site is subject to Appendix C, Small Site Drainage Review.
Transportation/Streets:
1. The existing right-of-way width in North 36 1h Street fronting the site is 40 feet. North 35th Street is
classified as a residential access street. To meet the City's complete standards, street improvements
including a pavement width of 26 feet, curb, gutter, and 8-foot planter strip, 5-foot sidewalk and
drainage improvements are required to be constructed in the right-of-way fronting the site per RMC
4-6-060. In order to build the street section, approximately 6-feet of right-of-way will be required to

4. The maximum width of a single-loaded garage driveway shall not exceed 9 feet and a double-loaded
garage driveway shall not exceed 16 feet in width.
General Comments:
1. Separate permits and fees for side sewer connection, water meter, and storm connection will be
required.
2. All construction utility permits for drainage and street improvements will require separate plan
submittals. All utility plans shall conform to the Renton Drafting Standards. A licensed Civil Engineer
shall prepare the civil plans.
3. Rockeries or retaining walls greater than 4 feet in height will require a separate building permit.
Structural calculations and plans shall be submitted for review by a licensed engineer. Special
inspection is required.

STORM There is no drainage conveyance fronting the site in N. 36th Street.
STREETS There are no street frontage improvements in N. 36th Street.
CODE REQUIREMENTS
WATER
1. Separate water meter shall be provided to the new lot.
2. System development fees for water are based on the size of the new domestic water meter that will serve the new home on
the new lot. Fee for %-inch or 1-inch water meter install is $2,523.00. Credit will be given for the existing home.
3. Fee for a o/.-inch meter installed by the City is $2,688.00. Fee for a 1-inch meter installed by the City is $2,870.00.
4. All new construction must have a fire hydrant capable of delivering a minimum of 1,000 gpm and must be located within 300
feet of the structures. A minimum of one new hydrant will be required to be installed.
SEWER
1. A separate side sewer stub shall be provided to each new lot. Side sewers shall be a minimum 2% slope.
2. System development charge (SDC) for sewer is based on the size of the domestic meter size. Sewer fees for a %." meter or

1. Existing right-of-way width in N. 36th Street feet fronting the site is 40 feet. N. 36th Street is classified as a residential access
street. To meet the City's complete street standards, street improvements including a pavement width of 26 feet, curb, gutter, an
8-foot planter strip, 5-foot sidewalk, and storm drainage improvements are required to be constructed in the right of way fronting
the site per City code 4-6-060. To build this street section, approximately six feet of right-of-way will be required to be dedicated
to the City. Street section in N. 36th Street will be a 52-foot right-of-way. Applicant has submitted an application to the City
requesting a waiver of the street frontage improvements as outlined in City code 4-9-250C5d.
2. The current transportation impact fee rate is $717 .75 per single family house. The impact fee for this type of land use will
increase on January 1, 2014, to $1,430.72 per single family house. The transportation impact fee that is current at the time of
building permit application will be levied. Payment of the transportation impact fee is due at the time of issuance of the building
permit.
3. Street lighting is not required for a 2 lot short plat.
4. The maximum width of single loaded garage driveway shall not exceed nine feet (9') and double-loaded garage driveway
shall not exceed sixteen feet (16').
GENERAL COMMENTS
1. Separate permits and fees for side sewer connection, water meter and storm connection will be required.
2. All construction utility permits for drainage and street improvements will require separate plan submittals. All utility plans shall
conform to the Renton Drafting Standards. A licensed Civil Engineer shall prepare the civil plans.
3. Rockeries or retaining walls greater than 4 feet in height will be require a separate building permit. Structural calculations and
plans shall be submitted for review by a licensed engineer. Special Inspection is required.
4. A tree removal and tree retention/protection plan shall be included with the civil plan submittal.

the dedicated parcel. The legal description exhibit should be prepared, stamped, dated and signed by the applicant's surveyor.
The surveyor should also prepare the map exhibit. The dedication process requires an updated Plat Certificate dated within 45
days of approval of said dedication. Talk to the Project Manager if there are questions or further information is needed.
Remove the coordinates shown for the north monument on Park Ave Nor provide the correct and relevant metadata for same.

from NE 36th Street. The project density is 8.3 dwelling units per net acre which is within the R-8 zone density when
using the Code density rounding provision.

I have completed a preliminary review for the above-referenced proposal. The following comments are
based on the pre-application submittal made to the City of Renton by the applicant.
Water
1. Water service is provided by the City of Renton. There is an 8-inch ductile iron water main in N.36'"
Street.
2. System development fee for water is based on the size of the new domestic water meter that will
serve the new home on each new lot. Fee for %-inch or 1-inch water meter install is $2,523.00.
3. Fee for a %-inch meter installed by the City is $2,668.00. Fee for a 1-inch meter installed by the City is
$2,870.00.
Sanitary Sewer
1. Sewer service is provided by the City of Renton. There is an 8-inch sewer main in N. 34th Street.
2. System development fee for sewer is based on the size of the new domestic water to serve the new
home on each new lot. Sewer fee for a %-inch or 1-inch meter install is $1,812.00.
Storm Drainage
1. There is no drainage conveyance system in N. 36 1h Street.
2. A drainage report complying with the 2009 King County Surface Water Manual will be required.
Based on the City's flow control map, this site falls within the Flow Control Duration Standard, Forested

Conditions. Small project drainage review is required for any single-family residential project that will
result in 2,000 square feet or more of new impervious surface, replaced impervious surface, or new plus
replaced impervious surface, or 7,000 square feet of land disturbing activity. If the project exceeds one
of these thresholds, a drainage plan and drainage report will be required with the site plan application.
3. A geotechnical report for the site is required. Information on the water table and soil permeability
with recommendations of appropriate flow control BMP options with typical designs for the site from
the geotechnical engineer shall be submitted with the application.
4. Surface water system development fee is $1,120.00 for each new lot.
Transportation/Street
1. Existing right-of-way width in N. 36th Street fronting the site is 40 feet. N. 36'h Street is classified as a
residential access street. To meet the City's complete street standards, street improvements including a
pavement width of 26 feet, curb, gutter, an 8-foot planter strip, 5-foot sidewalk, and storm drainage
improvements are required to be constructed in the right of way fronting the site per City code 4-6-060.
To build this street section, approximately six feet of right-of-way will be required to be dedicated to the
City. Street section in N. 35th Street will be a 52-foot right-of-way.
Applicant may submit an application to the City requesting a waiver of the street frontage
improvements as outlined in City code 4-9-2SOC5d.
2. Current traffic impact fee is $717.75 per new single-family lot. These fees are payable prior to building
permit issuance.
4. Street lighting is not required for a two lot short plat.
5. The maximum width of single loaded garage driveway shall not exceed nine feet (9') and double-
loaded garage driveway shall not exceed sixteen feet (16').
General Comments
1. All construction utility permits for drainage and street improvements will require separate plan
submittals. All utility plans shall conform to the Renton Drafting Standards. Plans shall be prepared by a
licensed Civil Engineer.
2. Separate permit and fees will be required for the water meter installation, side sewer connection and
storm water connection.
3. Water service, sewer stub and a drainage flow control bmp is required to be provided to the new lot
prior to recording of the short plat.

General: We have completed a preliminary review of the pre-application for the above-
referenced development proposal. The following comments on development and
permitting issues are based on the pre-application submittals made to the City of
Renton by the applicant and the codes in effect on the date of review. The applicant is
cautioned that information contained in this summary may be subject to modification
and/or concurrence by official decision-makers (e.g., Hearing Examiner, Community &
Economic Development Administrator, Public Works Administrator, Planning Director,
Development Services Director, and City Council}. Review comments may also need to
be revised based on site planning and other design changes required by City staff or
made by the applicant. The applicant is encouraged to review all applicable sections of
the Renton Municipal Code. The Development Regulations are available for purchase
for $100.00 plus tax, from the Finance Division on the first floor of City Hall or on line at
www.rentonwa.gov
Project Proposal: The subject property is located at 1414 North 36'h Street (APN
3342700466). The project site is a flat lot. The property is zoned Residential -8
dwelling units per acre and is 11,100 square feet (0.25 acre} in size. The applicant is
proposing a 2-lot short plat. Proposed Lot 1 would be 6,011 square feet and Proposed
Lot 2 would be 5, 089 square feet. The site currently has a 3,599 square foot single-
family house and attached garage under construction which would be located on
Proposed Lot 2. Vehicular access for each lot would be via new driveways from North
361h Street.
Current Use: A 3,599 square foot single-family residence with a detached garage is
currently being constructed on Proposed Lot 2.
Zoning/Density Requirements: The subject property is zoned Residential-8 dwelling
units per acre (R-8). The minimum density in the R-8 zone is 4.0 dwelling units per net
acre (du/ac) and the maximum density is 8.0 du/ac.
Note: Private access easements, critical areas and public right-of-way dedications are
deducted from the total area to determine net density. Based on the gross area, the

proposed project would have a density of 8.0 du/ac. Plan Review staff have indicated
that 6 feet of dedication is required along North 36th Street. This would deduct
approximately 660 s.f. from the gross site area, resulting in a density of 8.34 du/acre,
which is within the density permitted for the R-8 Zone {as permitted via rounding). A
Density Worksheet would be required with a formal short plat application submittal.
The Density Worksheet must demonstrate that the proposed project is within the R-8
zone density range.
Development Standards: The project would be subject to RMC 4-2-llOA, "Development
Standards for Single Family Zoning Designations" effective at the time of complete
application.
Minimum Lot Size, Width and Depth -The minimum lot size permitted in Zone R-8 is
5,000 square feet for parcels less than one acre. Minimum lot width is 50 feet for
interior lots and 60 feet for corner lots; minimum lot depth is 65 feet. As proposed, the
project would meet the minimum lot size, width, and depth requirements.
Building Standards -The R-8 zone allows a maximum building coverage of 35% of the lot
area or 2,500 square feet, whichever is greater for lots over 5,000 square feet in size.
The maximum impervious coverage in the R-8 zone is 75%. Building height is restricted
to 30 feet. Detached accessory structures must remain below a height of 15 feet and
one-story. Accessory structures are also included in building lot coverage calculations.
Compliance with the maximum building coverage and maximum impervious coverage
requirements for Proposed Lot 2 must be provided with the formal short plat
application. Compliance with building standards for Proposed Lot 1 will be
determined at the time of building permit review for any new structures.
Setbacks -Setbacks are the minimum required distance between the building footprint
and the property line. The required setbacks in Zone R-8 are:
Front yard -15 feet for the primary structure.
Rear yard -20 feet.
Side yards -5-feet, except 15-feet for side yards along a street or access easement.
As indicated on the submitted site plan, the single-family house under construction on
Proposed Lot 2 would meet the required setbacks. There appears to be adequate area
on Proposed Lot 1 to meet the setback requirements. Setbacks will be verified at the
time of building permit review.
Residential Design and Open Space Standards: The Residential Design and Open Space
Standards contained in RMC 4-2-115 would be applicable to any new residential
structures. A handout indicating the applicable guidelines and standards is enclosed.
Access/Parking: Access to each lot would be via new driveways from North 36'h Street.
The maximum driveway width at the property line is 16 feet. Two off street parking
spaces are required for each lot. Street standards require that there be curb, gutter, a
5-foot wide sidewalk and an 8-foot wide landscape strip. However, there are no other

street improvements on this block, and the applicant may submit a written request to
waive these requirements.
Landscaping: Except for critical areas, all portions of a development area not covered
by structures, required parking, access, circulation or service areas, must be landscaped
with native, drought-resistant, vegetative cover. Development standards require that all
pervious areas within the property boundaries be landscaped. The minimum on-site
landscape width required along street frontages is 10 feet. In addition, if there is no
landscape strip within the right-of-way, then two ornamental trees are required in the
front yard setback area of each lot. These trees would need to be planted prior to the
final inspection of the building permit. The existing home would also need to have the
trees planted.
Please refer to landscape regulations (RMC 4-4-070) for further general and specific
landscape requirements. A conceptual landscape plan would be required at the time of
formal Short Plat application.
Significant Tree Retention: If significant trees (greater than 6-inch caliper) are proposed
to be removed, a tree inventory and a tree retention plan along with a tree retention
worksheet shall be provided with the formal land use application. The tree retention
plan must show preservation of at least 30 percent of significant trees, and indicate how
proposed building footprints would be sited to accommodate preservation of significant
trees that would be retained. If staff determines that the trees cannot be retained, they
may be replaced with minimum 2 inch caliper trees at a ratio of six to one.
Critical Areas: No critical areas are located on the project site.
Environmental Review: Short plats are exempt from Environmental {SEPA) Review
unless critical areas are found to exist on the subject property. No critical areas have
been identified on the project site.
Permit Requirements: The project would require approval of an administrative short
plat. Administrative short plat requests are reviewed within an estimated time frame of
six to eight weeks, from the time that the application is accepted as complete. The fee
for a short plat application is $1,442.00 ($1,400.00 plus 3% Technology Surcharge Fee).
Detailed information regarding the land use application submittal is provided in the
attached handouts.
Fees: In addition to the applicable building and construction fees, impact fees would be
required. Such fees would apply to all projects and would be calculated at the time of
building permit application and payable prior to building permit issuance. The fees for
2013 are as follows:
• Transportation Impact Fee -$717.75 per new single-family house;
• Park Impact Fee -$530.76 per new single-family house; and
• Fire Impact Fee -$479.28 per new single-family house.

which is currently $6,392.00 per new home, would be payable prior to building permit
issuance.

There are no special features to the lot. It is almost flat, it
drains very well and has very good soil for a foundation. I built a
home on the east side of the lot earlier this year.
The two lots will be 5000 sq feet and 6100 sq feet
The access will be from N 35th street
All off site improvement are in the street in front. The power
company has stubbed the power to both lots.
The market value of each home will be $475000 to $500000.
The construction costs will be about$ 400000 each.
There will be no import or export of dirt.
There are no trees on the lot. There are two large bushes on
the west side.
There will not be a job shack
The future sidewalk area will be dedicated to the city
There are no streams or wetland anywhere near the project
There will be no views blocked
This is a Very easy lot to build on, the soil is very good ,a flat
building location, low volume street traffic. My daughter lives
next door. I have built about 75 homes in lower Kennydale and
this is one of the easiest lots I have worked on. There is lots of
vegetation on the north side to filter any runoff if needed in a
hard rain.
