Introduction Overview Sound Transit is a regional transit authority that operates under chapters 81.104 and 81.112 Revised Code of Washington (RCW) for the Pierce, King, and Snohomish Counties region. Sound Transit is authorized to construct and operate high-capacity system of transpiration infrastructure and services to meet the regional public transportation needs. In 2016, the voters approved the Sound Transit 3 Plan (“ST3”) to connect 16 cities with light rail, 30 cities with Stride Bus Rapid Transit (BRT) and Sound Transit Express bus service, and 12 cities with commuter rail. The high-capacity transit constructed by Sound Transit, including this proposal for a BRT transit center in the City of Renton (City), is an essential public facility as identified in RCW 36.70A.200 and Washington Administrative Code (WAC) 365-196-550. Sound Transit is proposing the Interstate 405 (I-405) BRT system which will provide BRT service within the I-405 corridor for 37 miles between Lynnwood and Burien (Figure 1-1). As part of the BRT, Sound Transit is proposing the construction of the South Renton Transit Center (SRTC). The SRTC will include a transit center with stops for Sound Transit and King County Metro (KCM) routes and with layover for KCM; bus operator facilities; a parking lot for transit center users; bicycle racks and lockers; and non-motorized access from Rainier Avenue S, S Grady Way, and Lake Avenue S. Additional work included in this project includes roadway improvements on Rainier Avenue S, S Grady Way, and Lake Avenue S to facilitate bus and pedestrian ingress and egress to the site; landscaping on the site; utility connections; and construction of a stormwater conveyance and treatment system. Sound Transit is applying for a conditional use permit (CUP), master site plan review, lot line adjustment (LLA), and a site plan review for the proposed SRTC. Per Renton Municipal Code (RMC) 4-2-060, a transit center requires a CUP when proposed to be located within the site zoning designation Commercial Arterial (CA). ST3 initially included a parking garage at this location, but Sound Transit Board Resolution 2021-05 (commonly known as Realignment) indefinitely delayed the parking garage in response to budget shortfalls. At the request of City staff, a master site plan and LLA are included in this application submittal to identify where a parking garage or transit-oriented development (TOD) site could theoretically be located. Currently, Sound Transit staff does not have the authority to apply for a parking garage entitlement or to surplus land for TOD. Additional information regarding Realignment is in Attachment XX. Per RMC 4-9-200(B)(2)(a), a site plan review is also required for this project. This document has been prepared as part of this CUP, master site plan review, LLA, and site plan review application submittal addressing the CUP decision criteria in RMC Section 4-9-030. Environmental review was completed by Sound Transit as its own lead agency completed environmental review and issued a State Environmental Policy Act Determination of Non-Significance on September 30, 2020. Project Description 2.1 SRTC Site Facilities and Circulation The SRTC will be located on an 8.3-acre site, comprised of four existing parcels, on the north side of I-405 and in the northeast corner of the intersection of S Grady Way and Rainier Avenue S (State Route [SR] 167) (Figure 2-1). The four existing parcel boundaries will be modified via LLA to plan for the potential future parking garage and TOD sites in the location of the proposed SRTC surface parking. Figure 2-1. I-405 BRT Project Facilities at the SRTC will include the following:  Two new transit center islands and a bus loop area along the northern portion of the site, extending from Rainier Avenue S on the west side to Lake Avenue S on the east side with 9 -inch curbs. The smaller transit center island near Rainier Avenue S will be approximately 166 feet long and have one bus bay (Bus Bay 1). The larger transit center island, just east of the smaller transit center island, will have seven 61-foot active bus bays (Bus Bays 2 through 8), for a total of eight active bus bays on the site. I-405 BRT buses will use Bus Bay 1 on the smaller island and Bus Bay 8, the southwest bay on the larger island. The remaining six active bays will provide space for other bus transit service operated by KCM. – At Bus Bay 1, on the smaller transit island, the I-405 BRT station will include a transit shelter canopy. On the larger transit island, two shelter canopies will be provided for a length of approximately 60 feet and 180 feet, covering the majority of Bus Bays 2, 3, 6, 7, and 8. The top of each shelter will be between 12 and 15 feet high The tallest structure of the bus shelters will be approximately 23 feet tall. Shelters Urban Design Regulations Review Packet 2-2 will be approximately 23 feet high. Seattle City Light (SCL) transmission lines along the eastern side of the SRTC site preclude the ability to extend canopies over Bus Bays 4 and 5. Instead of a canopy, a smaller 17 -foot by 6-foot shelter , approximately 7.5 feet high, will be located at Bus Bay 4. – At both Bus Bay 1 and 8, the I- 405 BRT station elements will also include a Stride-branded pylon along with ticket vending machines and validators, security cameras, public address speakers, and real-time bus information signs (variable message signs). Typically, each pylon structure will include a variable message sign screen for real-time bus information and will be internally illuminated to be identifiable in the evening and during hours of less light.  South of the transit center islands and bus loop area, 13 bus layover spaces will be provided in the center of the site. An approximately 29-foot-high charging gantry will be provided over 12 of 13 layover spots to charge electric KCM buses.  The southwest corner of the site will be a 158-stall surface parking lot for transit center users.  South of the transit center islands between the layover spaces and the parking lot will be the core facility building for storage, telecommunications and electrical equipment, and operator comfort stations. A decorative fence will be provided to delineate publicly accessible areas and the core facility building used by Sound Transit and KCM staff. A security building will be located to the north of the core facility building. The core facility building will be an L-shaped building measuring 113 feet long on its longest side, 51 feet long on the shorter side, and 16 feet wide. The security building will be 18 feet by 23 feet.  Pedestrian access to the transit center site will be from the existing and reconstructed sidewalks along Rainier Avenue S and S Grady Way. The S Grady Way existing sidewalk will be converted into a shared-use path. A new sidewalk will be constructed along the frontage of Lake Avenue S on the eastern side of the transit center. Pedestrian walkways will also be constructed within the transit center site from Rainier Avenue S, Lake Avenue S, S Grady Way, and along the east and north sides of the parking lot, which will include access to the proposed buildings. A second shared-use path will be constructed along the north property line. A cycle track will be constructed along Lake Avenue S to connect this new shared-use path with an existing cycle track on Shattuck Avenue S. Crosswalks will be provided between the sidewalks and walkways to the transit center islands.  Luminaires will provide lighting throughout the site with 15- or 25-foot mounting heights. Luminaires to be provided within public right-of-way at 16.5- or 35.5-foot mounting heights per City standards. 2.2 Roadway/Pedestrian Improvements To access the SRTC, I-405 BRT buses heading southbound on I-405 will use the exit onto Rainier Avenue S into an existing northbound, curbside business access and transit (BAT) lane. I-405 BRT buses will stay in the existing BAT lane across S Grady Way along Rainier Avenue S. I-405 BRT vehicles heading northbound on I-405 will access the SRTC using the existing exit onto Rainier Avenue S. To improve transit speed and reliability, northbound I-405 BRT vehicles will use a new short section of a 14-foot-wide bus-only lane on northbound Rainier Avenue S that will start at the existing southbound I-405 loop ramp and extend north approximately 200 feet to connect with the existing BAT lane. For this bus-only lane, the existing paved shoulder will be replaced with a full-depth pavement, including a short section of the adjacent I-405 on-ramp and off-ramp. The bus-only lane will be striped and painted for bus use only and existing conflicting pavement markings will be removed. Adjacent to the north end of the bus-only lane, an existing light standard and its foundation will be removed, and a new light standard and pole will be installed. Once across S Grady Way, I-405 BRT buses heading northbound will turn right into the transit center’s bus loop at a new signalized intersection of Rainier Avenue S and Hardie Avenue SW. This new intersection will also be the primary ingress and egress for all BRT buses using the transit center and most of the KCM buses. Within this Urban Design Regulations Review Packet 2-3 intersection, the existing raised, landscaped median on Rainier Avenue S will be removed to allow for turning movements, and crosswalks will be provided at each of the four roadway crossings. North of this intersection, the existing center median within Rainier Avenue S will be removed for a new southbound bus-only left -turn pocket for KCM buses turning left into the transit center; a small section of a center median may remain at the southern end of the bus-only left -turn pocket. At the connection to Rainier Avenue S, Hardie Avenue SW will be reconstructed to realign the southbound lane adjacent to the northbound lane. This shift will require removing the northern portion of an existing raised, landscaped island. In place of the existing southbound lane on Hardie Avenue SW, a landscaped curb return will be constructed that will connect with the remaining portion of the existing island. For general-purpose traffic, the southbound lane on Hardie Avenue SW will be right-turn only. A secondary bus access into the transit center’s bus loop will be provided from Lake Avenue S on the east side of the site. This secondary access will also provide connectivity to the bus bays and layover spaces at the existing South Renton Park-and-Ride located just east of the SRTC. Access from Lake Avenue S provides bus circulation and access from S Grady Way, Shattuck Avenue S, and S 7th Street. I-405 BRT buses leaving the SRTC will turn left onto Rainier Avenue S into an existing, southbound curbside BAT lane and then onto either northbound or southbound I -405 using existing on-ramps. Signal timing improvements will be made, including adding transit signal priority to the traffic signal at the intersection of S Grady Way and southbound Rainier Avenue S. In addition to the previously described changes to roadways, intersections, and access to the SRTC site, the project includes frontage improvements along the site’s entire length on S Grady Way and Lake Avenue S and in the northern portion of Rainier Avenue S. Within the right -of-way for S Grady Way, the frontage improvements include demolishing the existing sidewalk, adding a landscape strip at the back of the curb, and installing a cement concrete shared-use path at the back of the landscaping as part of a dedication to the City. This shared- use path and landscaping strip will continue north along Lake Avenue S, with an improved accessible curb ramp at the corner, up to the driveway to the parking lot . Additional landscaping will be provided to separate the walkways along S Grady Way and Lake Avenue S from the rest of the transit center. North of the bus loop driveways along Lake Avenue S, additional sidewalk and landscaping frontage improvements are proposed. Along Rainier Avenue S, beginning just south of the driveway into the parking lot , similar frontage improvements of a landscape strip behind the curb will be constructed. Refer to Section 2.3 for additional information on proposed landscaping. To increase the City’s connectivity of bicycle-friendly infrastructure, a cycle track will be constructed on the east- west portion of Lake Avenue S. This cycle track will provide protected bike lanes to connect the proposed shared- use path on the north property boundary, and th e SRTC as a whole, to the existing cycle track on Shattuck Avenue S. For construction of the bus-only lane along Rainier Avenue S, the contractor may stage equipment and materials in the area to the east of Rainier Avenue S, within the existing, unpaved right -of-way for I-405. For construction of the SRTC, the contractor will stage the necessary equipment and materials on the site. 2.3 Landscaping Within the project site, areas not required for the transit center facilities, site circulation, or that do not have limitations because of the utility easements will be landscaped. Along the northern site boundary, a landscaped strip approximately 8.5 feet wide will be provided and will consist of a mix of low-growing shrubs and deciduous/accent trees. The traffic median separating the layover drive aisle from Lake Avenue S and the Lake Avenue S parking lot entrance will be landscaped as well. The wider part of the median that includes the sidewalk on Lake Avenue S will be landscaped with a lawn and minimum 7-foot side strips of shrubs and ground cover. As the median thins and heads southwest to separate the parking lot entrance and bus layover drive aisle, shrubs and deciduous trees will be added at a width of approximately 10 feet. Similar to the landscaping along the north Urban Design Regulations Review Packet 2-4 edge of the site, perimeter landscaping, consisting of a mix of low-growing shrubs and deciduous/accent trees, will be installed along Rainier Avenue S and in the modified curb return of Hardie Avenue SW. At the corner of Rainier Avenue S and S Grady Way, a larger planted area will be located behind the existing sculpture and low concrete wall, which will remain; this landscaped area will also include some conifer trees, deciduous trees, and shrubs. Along S Grady Way, the perimeter landscaping will include the same spacing of deciduous/accent trees within alternating sections of grass lawn and low-growing shrubs. The area between the shared-use path along S Grady Way, and the rest of transit center (parking lot, core facility building, equipment yard, and Lake Avenue S parking lot entrance) will be extensively landscaped to soften the view of the transit center to pedestrians and motorists along S Grady Way. The centerpiece of this landscaping area will be three meandering, vegetated bioretention facilities compliant with the Washington State Department of Ecology (Ecology) Stormwater Management Manual for Western Washington (SWMMWW) (Ecology 2019). Two plaza pathways will cut between the bioretenti on facilities to provide pedestrian access from S Grady Way to the parking lot. Vegetation between walkways, bioretention facilities, structures, and other decorative features will be a combination of deciduous and conifers trees, a variety of shrubs, and ground cover in both the form of grass and groundcover shrubs. Decorative features will include lighting, seat walls, and decorative plaza pathways adjacent to the shared-use path. A conceptual landscaping plan is provided with this CUP, master site plan review, LLA, and site plan review submittal. Refer to Attachment 17. 2.4 Site Utilities In the southern portion of the site (adjacent to S Grady Way) there is an existing Puget Sound Energy (PSE) power line easement. In the eastern portion of the site (adjacent to Lake Avenue S) there is an existing SCL power line easement. Along the south boundary, the easement is approximately 100 feet wide. In the eastern portion of the site the easement is approximately 200 feet wide. Before the start of construction, Sound Transit will coordinate with SCL and utility providers as needed to ensure construction activities will not interfere with their facilities and service. Once constructed, the transit center facilities will not alter, affect, or interfere with the existing 240-kilovolt transmission lines across the site. The easement area under the transmission lines will primarily be green space (where existing pavement will be removed) or will consist of ground-level improvements, such as the driveway to the park-and-ride garage off of Lake Avenue S and S Grady Way and the eastern portion of the transit loop. The project will require water, sewer, electrical, and fiber service to the proposed buildings. A minimum of two fire hydrants will need to be installed onsite. Fiber and electrical service will also be required at the transit center islands, and electrical service will be required for site lighting. In addition, the project includes construction of a battery-electric bus equipment yard, which will be located in the area east of the hammerhead pullout area, outside of the PSE overhead power line easement. This equipment yard will provide charging equipment for KCM’s battery-electric buses so they can charge while in the layover area. The City has existing water and sewer mains in Rainier Avenue S to serve the site. Electrical and fiber optic lines are also located in Rainier Avenue S. Since the project site consisted of a previous auto sales and service use, there are existing water, sewer, and power lines that extend onto the site. These existing lines will have to be removed and new extensions will have to be constructed to serve the transit center facilities in their proposed locations. The City also has a water main in an easement across the site. This water main will have to be relocated and the easement vacated as part of construction. 2.5 Storm Drainage Runoff from the project site is currently collected and conveyed to a storm system within Rainier Avenue S. This system crosses Rainier Avenue S north of S Grady Way and conveys flow to Springbrook Creek. Stormwater Urban Design Regulations Review Packet 2-5 management at the transit center site will comply with the City’s Surface Water Design Manual and Ecology’s SWMMWW (City of Renton 2022; Ecology 2019). For the bus-only lane within the Washington State Department of Transportation’s (WSDOT’s) limited access right-of-way for I-405, WSDOT’s Highway Runoff Manual will apply. On the transit center site and along Lake Avenue S, the project will construct a system of stormwater collection pipes and catch basins to collect stormwater and convey it to the detention system onsite, located north of S Grady Way and west of the driveway from S Grady Way. Along the site’s frontage along S Grady Way, a ditch will be constructed that will convey stormwater to the same detention system. The detention system will include a vegetated bioretention facilities that will detain and filter the stormwater before conveying it offsite to the City ’s existing piped storm drainage and conveyance systems. At the new intersection of Rainier Avenue S and Hardie Avenue SW, new segments of stormwater collection pipes and catch basins will be constructed, connecting to the existing storm drainage system in Rainier Avenue S. 2.6 Excavation and Backfill To construct the SRTC, approximately 12,906 cubic yards of soil will be removed, and 14,150 cubic yards of fill will be used as back fill (Attachment 34). The source of fill will be determined by the contractor. 2.7 Public Art Public art is proposed at the bus canopies and in the surface parking lot. The bus canopies will consist of art glass that also function as clerestory window elements. In partnership with King County 4Culture, the surface parking lot will consist of artwork specific to surface parking lot and translated in a durable and slip-resistant material for application onto the pavement. While the artwork is integrated into the design of the SRTC, the specific artwork design is not part of this land use permit application. The STart program will lead community engagement as the specific artwork design is developed, which will include consultation with the Renton Municipal Arts Commission for both the canopy and surface parking lot artwork and approval from the 4Cculture Public Art Advisory Committee for the surface parking lot artwork. To ensure that the proposed public art is integral to SRTC, Sound Transit requests that City staff and the Hearing Examiner consider conditioning CUP, master site plan review, LLA, and site plan review approval such that the final artwork design shared with the Renton Municipal Arts Commission and approved by the 4Culture Public Art Advisory Committee is transmitted to Community and Economic Development staff. Recognizing the subjective nature of artwork, Sound Transit requests that the final bus canopy artwork shared with the Renton Municipal Arts Commission and the surface parking lot artwork approved by 4Culture Public Art Advisory Committee is hereby deemed to satisfy any condition regarding public art. Urban Design Regulations Review Packet 3-1 3. Site Description 3.1 Zoning Designation and Current Site Use The SRTC project site, located at 750 Rainier Avenue S, is in a highly developed commercial area (northeast of the intersection of Rainier Avenue S [SR 167] and S Grady Way). Refer to the Neighborhood Detail Map in Figure 3-1. The SRTC site and the surrounding area is zoned CA. Refer to Figure 3-2 for site and surrounding zoning designations. The City’s Comprehensive Plan (City of Renton 2015) designates the area as “Commercial Mixed Use.” The SRTC site is still within the Urban Design District D and Airport Related Height and Use Restrictions Overlay Districts Urban Design District D Overlay requirements are discussed are the subject of this narrative. Sound Transit owns the four parcels that comprise the site (King County parcel numbers 192305 - 9035, 9063, 9068, 9074); the businesses that previously existed on the site have been relocated. In September 2021, the City approved a demolition permit, a critical areas exemption (for work within a Seismic Hazard Area), and a critical areas approval (for work within a Wellhead Protection Area) for the demolition and removal of the four buildings that were onsite. Demolition of these four buildings was completed on January 14, 2022, with the building foundations remaining. The roadway improvements along Rainier Avenue S (north of S Grady Way) and Hardie Avenue SW are proposed within the City’s public right-of-way. Roadway improvements along Rainier Avenue S, south of S Grady Way, and along Lake Avenue S are within WSDOT right-of-way or limited access right-of-way for I-405 and are not subject to the City’s jurisdiction. City Zoning Designations in the Project Area 3.2 Soil Type and Drainage Conditions The soils on the site are alluvium consisting of sand and gravel deposited by the Cedar River. Subsurface testing at the SRTC site found loose fill soils over alluvial soils primarily comprised of soft silts and loose sands. Recent geotechnical borings conducted at the site indicate that liquefiable soils are present; denser soils were encountered below soils that are subject to liquefaction. This site is in the Green River subwatershed within Water Resource Inventory Area 9: Duwamish – Green. Runoff from the site is currently collected and conveyed to a storm system within Rainier Avenue S. This system crosses Rainier Avenue S north of S Grady Way and conveys flow to Springbrook Creek. Runoff from S Grady Way is collected and conveyed south to Rolling Hills Creek through privately owned parcels south of S Grady Way. Rainier Avenue S has two drainage basins. North of S Grady Way, runoff from Rainier Avenue S is directed to Springbrook Creek, and south of S Grady Way, runoff is directed to Rolling Hills Creek. 3.3 Critical Areas The entire SRTC site and surrounding roadways are in a Seismic Hazard Area, as designated and mapped by the City (Figure 3-3). The entire site is also located in a Wellhead Protection Area Zone 2 critical area (Figure 3-4). Therefore, all of the proposed project improvements are located within these critical areas. The area south of Urban Design Regulations Review Packet 3-4 S Grady Way is also mapped within a Special Flood Hazard Area and Other Flood Area (Figure 3-5). Figure 3-5 also shows areas within the vicinity that are mapped by the City as steep slopes, which are primarily small sections of graded slopes adjacent to I-405. Within the area mapped as a Special Flood Hazard Area and Other Flood Area, the only associated project improvement is the bus-only, lane within WSDOT’s limited access right - of-way. No other critical areas or associated buffers are located in this area. Before any development or alteration of a property containing a critical area, RMC 4-3-050(C)(1) notes that the owner or designee must obtain a development permit, critical area approval, and/or letter of exemption. Therefore, it is anticipated that the project will require approval of a critical area permit as part of the land use approval. Evaluation of Compliance with the City’s Urban Design Regulations – RMC 4-3-100 RMC 4-3-100 provides site design and building location regulations for development on properties within the Urban Design Overlay. As previously noted, the project site is located within Urban Design District D. Tables 4-1 through 4-7 provide the evaluation of the project’s compliance with the applicable requirements of RMC 4-3- 100(E). Given the proposed use of the site, the SRTC will not be able to meet the standards of every subpart of RMC 4-3-100. Where this is the case, Sound Transit has incorporated the intent and guidelines stated in subparts of RMC 4-3-100 per RMC 4-3-100(A)(2). Compliance with intent and guidelines of RMC 4-3-100(E) is described in Table 4-8 through 4-9. Included with this narrative are a site plan (Appendix A), architectural elevations (Appendix B), and floor plans (Appendix C). 4.1 RMC 4-3-100 Compliance Tables Table 4-1. Project Compliance with RMC 4-3-100(E)(1) – Site Design and Building Location Land Use Code Requirement Evaluation of Compliance with Land Use Code Building Location and Orientation Districts A, B, and D: All of the following are required: 1. The availability of natural light (both direct and reflected) and direct sun exposure to nearby buildings and open space (except parking areas) shall be considered when siting structures. Yes, the project complies with this requirement. All proposed buildings on the site are located centrally and only contain a single story (Appendix A). The canopies will be no taller than 23 feet (Appendix B). The only structures that will exceed 23 feet are some proposed luminaires. Onsite luminaires with 15- and 25-foot mounting heights are proposed. Within right-of- way, luminaires with 16.5- and 35.5-foot mounting heights are proposed per City standards. None of the proposed structures or buildings will be tall enough to cast a shadow on neighboring parcels. 2. Buildings shall be oriented to the street with clear connections to the sidewalk. No, the project will not comply with this requirement. The proposed buildings onsite will have sidewalk connections to provide pedestrian access for operators and maintenance staff, with connections to Rainier Avenue S, S Grady Way, and Lake Avenue S. These buildings are not for public use. The core facility building is strictly for telecom equipment, electrical equipment, storage, and bus operator use. There is also a security building proposed that needs to be centrally located to have the best view of the transit center islands, parking lot, and bus layover area. As such, they have been oriented to be in the center of the site to not impede pedestrian and bus access to the transit center and to be located close to the bus layover spots for convenient access from by bus operators. Refer to Table 4-8 for project compliance with the intent of this subpart. 3. The front entry of a building shall be oriented to the street or a landscaped pedestrian-only courtyard. No, the project will not comply with this requirement. As stated previously, the proposed buildings are not for public use. As, such they have been placed centrally on the site to no impede pedestrian and bus access to the transit center and to be located close to the bus layover spots for convenient access from by bus operators. Refer to Table 4-8 for project compliance with the intent of this subpart . Urban Design Regulations Review Packet 4-2 Land Use Code Requirement Evaluation of Compliance with Land Use Code Building Entries All Districts: All of the following are required: 1. The primary entrance of each building shall be: a. Located on the facade facing a street, shall be prominent, visible from the street, connected by a walkway to the public sidewalk, and include human- scale elements; and b. Made visibly prominent by incorporating architectural features such as a facade overhang, trellis, large entry doors, and/or ornamental lighting (illustration below). No, the project will not comply with this requirement. The purpose of the building entries section is “to make building entrances convenient to locate and easy to access and ensure that building entries further the pedestrian nature of the fronting sidewalk and the urban character of the district.” Because these buildings are not for public use, but rather bus operator layover facilities as well as site equipment and storage space, the buildings have been designated to be located centrally on the site with entrances easily accessible from the layover spots to make them “convenient to locate and easy to access” for the operators that will use them. Nevertheless, all buildings will be connected to the network of pedestrian walkways on the site that connect with Rainier Avenue S, S Grady Way, and Lake Avenue S. The proposed buildings have also been designed to match architecturally with the proposed bus shelters and provide human-scale elements. They include architectural features such as facade overhangs, facade articulation, and changes in building materials and colors (Appendix B). Refer to Table 4-8 for project compliance with the intent of this subpart. 5. Multiple buildings on the same site shall direct views to building entries by providing a continuous network of pedestrian paths and open spaces that incorporate landscaping. Yes, the project will comply with this requirement. Pedestrian walkways and landscaping are both proposed throughout the site. Access to the bus bays is emphasized by the pedestrian access, with access from Lake Avenue S and Rainier Avenue located at the northeast and southeast corners of the site respectively. Pedestrians on S Grady Way may access the site through two plaza pathways from the proposed shared-use path or at the southeast corner via a proposed walkway adjacent to Lake Avenue S, or they may walk north along the improved sidewalk on Rainier Avenue S to the aforementioned northwest entrance. The proposed buildings can then be accessed via Rainier Avenue S entrance or via the bus bays fo pedestrians coming from Lake Avenue S or S Grady Way. These are not public buildings; therefore, public pedestrian access was not prioritized. Refer to Appendix A for the Site Plan and Attachment 35 for the Pedestrian Circulation Exhibit. Transition to Surrounding Development Districts A, B, and D: At least one of the following design elements shall be used to promote a transition to surrounding uses: 1. Building proportions, including step -backs on upper levels in accordance with the surrounding planned and existing land use forms; or The project does not include any buildings with multiple levels, but the site meets this section by meeting subsection 3 of this section. 2. Building articulation to divide a larger architectural element into smaller increments; or The project does not include any such features, but the site meets this section by meeting subsection 3 of this section. 3. Roof lines, roof pitches, and roof shapes designed to reduce apparent bulk and transition with existing development. Yes, the project will meet this requirement. Both proposed buildings will incorporate a pitched roof. Refer to Appendix B. Additionally, the Administrator may require increased setbacks at the side or rear of a building in order to reduce the Yes, the project will comply with this requirement should the Administrator require increased setbacks. It is anticipated that Urban Design Regulations Review Packet 4-3 Land Use Code Requirement Evaluation of Compliance with Land Use Code bulk and scale of larger buildings and/or so that sunlight reaches adjacent and/or abutting yards. this will not be the case because the buildings are located centrally on the site and should not interfere with adjacent properties (Appendix A). Service Element Location and Design All Districts: All of the following are required: 1. Service elements shall be located and designed to minimize the impacts on the pedestrian environment and adjacent and/or abutting uses. Service elements shall be concentrated and located where they are accessible to service vehicles and convenient for tenant use. Yes, the project will comply with this requirement. The equipment yard will be the main service elements area which is located away from the bus bays and parking lot (Appendix A). Screening will be provided around all service areas per the requirements of RMC 4-4-090 and 4-4-095 (Attachment 38 ). The service elements area is not directly adjacent to pedestrian pathways (Attachment 35). 2. In addition to standard enclosure requirements, garbage, recycling collection, and utility areas shall be enclosed on all sides, include a roof and be screened around their perimeter by a wall or fence and have self-closing doors (illustration below). No, the project will comply with this element. The equipment yard will be fenced and covered with a canopy, but the generator pad and refuse and recycling area will not have roofs to allow service trucks to easily access both of these areas (Attachment 38 ). Refer to Table 4-8 for project compliance with the intent of this subpart. 3. Service enclosures shall be made of masonry, ornamental metal or wood, or some combination of the three (3). Yes, the project will comply with this requirement. The equipment yard, generator pad, and refuse storage area will use metal picket fencing and perforated metal as screening (Attachment 38 ). 4. If the service area is adjacent to a street, pathway, or pedestrian-oriented space, a landscaped planting strip, minimum three feet (3') wide, shall be located on three (3) sides of such facility. Yes, the project will comply with this requirement. There are no service areas proposed adjacent to any public street, public pathway, or pedestrian-oriented space (Appendix A). Perimeter landscaping is also proposed to provide additional screening for the equipment yard and generator pad as they are located closer to a public street than the refuse and recycling area (Attachments 17 and 35). Gateways All of the following are required: 1. Developments located at district gateways shall be marked with visually prominent features (illustration below). Yes, the project will comply with this requirement. There is existing visually prominent artwork on the corner of Rainier Avenue S and S Grady Way that will be preserved. Sound Transit is also providing a scenic shared-use path with landscaping, plaza pathways, seat walls, lighting, and a meandering bioretention facility that will mimic a stream. All of this will be a noticeable improvement in an area that is currently not pedestrian-friendly. Refer to Attachment 17 for landscape plans, Attachment 35 for th e pedestrian circulation exhibit, Appendix A for the site plan, and Appendix B for the architectural elevations. 2. Gateway elements shall be oriented toward and scaled for both pedestrians and vehicles (illustration below). Yes, the project will comply with this requirement. Refer to above. 3. Visual prominence shall be distinguished by two (2) or more of the following: a. Public art; b. Special landscape treatment; c. Open space/plaza; Yes, the project will comply with this requirement. Landmark building form; e. Special paving, unique pedestrian-scale lighting, or bollards; f. Prominent architectural features (trellis, arbor, pergola, or gazebo); g. Neighborhood or district entry identification (commercial signs do not qualify). Table 4-2. Project Compliance with RMC 4-3-100(E)(2) – Parking and Vehicular Access Land Use Code Requirement Evaluation of Compliance with Land Use Code Surface Parking Districts A, B, and D: Both of the following are required: 1. Parking shall be located so that no surface parking is located between: a. A building and the front property line; and/or b. A building and the side property line (when on a corner lot). No, the project will not comply with this requirement. The SRTC is a corner lot located on both the corners of Rainier Avenue S and S Grady Way and Lake Avenue S and S Grady Way. Proposed buildings are not for public use, so they are located centrally. As such, the proposed surface parking lot will be located between the core facilities building and two front property lines along Rainier Avenue S and S Grady Way (Appendix A). Refer to Table 4-9 for project compliance with the intent of this subpart. 2. Parking shall be located so that it is screened from surrounding streets by buildings, landscaping, and/or gateway features as dictated by location. Yes, the project proposes landscaping between the proposed parking lot and Rainier Avenue S and S Grady Way (Attachment 17). Vehicular Access Districts A, B, and D: The following is required: 1. Access to parking lots and garages shall be from alleys, when available. If not available, access shall occur at side streets. Yes, the project will comply with this requirement. Access to the parking lot will be from a side street (Lake Avenue S) and through existing driveways on Rainier Avenue S. No new access routes will be created on arterials (Appendix A). 2. The number of driveways and curb cuts shall be minimized for vehicular access purposes, so that pedestrian circulation along the sidewalk is minimally impeded. Yes, the parking lot will use two existing curb cuts on Rainier Avenue S. There will be an additional driveway constructed for access to Lake Avenue S to allow exiting drivers to access S Grady Way in a more direct route. Without this entrance, drivers exiting the site would need to drive north on S Rainier Avenue to SW 7th Street and then make a U-turn to go back south on Rainier Avenue S to meet S Grady Way. The bus bay will be accessed at Rainier Avenue’s intersection with Hardie Avenue SW. Part of the project will include improving this intersection to be signaled, so pedestrians walking along the east side of Rainier Avenue S will get a signalized crosswalk to cross the bus access to the site. Pedestrians on the opposite side of the road will have improved safety with a signalized crosswalk to cross Hardie Avenue SW. Refer to Appendix A for a site plan. Project Compliance with RMC 4-3-100(E)(3) – Pedestrian Environment Land Use Code Requirement Evaluation of Compliance with Land Use Code Pedestrian Circulation Districts A, C, and D: All of the following are required: 1. A pedestrian circulation system of pathways that are clearly delineated and connect buildings, open space, and parking areas with the sidewalk system and abutting properties shall be provided. a. Pathways shall be located so that there are clear sight lines, to increase safety. b. Pathways shall be an all-weather or appropriate permeable walking surface material, unless the applicant can demonstrate that the proposed surface is appropriate for the anticipated number of users and complementary to the design of the development. Yes, the project will comply with this requirement. Pedestrian walkways are provided throughout the site to connect the bus bays, parking lot, site buildings, and the surrounding streets (Rainier Avenue S, Grady Avenue S, and Lake Avenue S). The north lot line is the only lot line not abutting a street. Direct access to this lot is not proposed, but the pedestrian entrance on Rainier Avenue S connects to the sidewalk at the northwest corner of the site, which provides convenient access from the abutting pro perty to the site. Pedestrian walkways will be clearly marked, will have marked crosswalks on the site, and will provide clear lines-of-site. Pedestrian walkways will be paved. Refer to Appendix A for a site plan and Attachment 35 for a pedestrian circulation exhibit. 2. Pathways within parking areas shall be provided and differentiated by material or texture (i.e., raised walkway, stamped concrete, or pavers) from abutting paving materials (illustration below). Permeable materials are encouraged. The pathways shall be perpendicular to the applicable building facade and no greater than one hundred fifty feet (150') apart. Yes, the project will comply with this requirement. The site proposes a walkway through the parking lot that includes pavement markings and curbs to differentiate it from the rest of the parking lot parking. There is also a proposed walkway to the east of the parking lot where the buildings are located. This walkway will be raised. Refer to Appendix A for a site plan and Attachment 35 for a pedestrian circulation exhibit. 3. Sidewalks and pathways along the facades of buildings shall be of sufficient width to accommodate anticipated numbers of users. Specifically: a. Sidewalks and pathways along the facades of mixed us and retail buildings one hundred (100) or more feet in width (measured along the facade) shall provide sidewalks at least twelve feet (12') in width. The pathway shall include an eight-foot (8') minimum unobstructed walking surface. b. Interior pathways shall be provided and shall vary in width to establish a hierarchy. The widths shall be based on the intended number of users; to be no smaller than five feet (5') and no greater than twelve feet (12'). Yes, the project will comply with this requirement. The walkways that connect to the proposed buildings have been sized to provide adequate space for any operator or other Sound Transit official that may need to access these buildings. The proposed buildings are not for public use. On the site, the minimum width for a walkway will be approximately 10 feet. The largest width of walkway is located centrally in the site to accommodate the greatest anticipated foot traffic from the parking lot and from Rainier Avenue S and directing people to and from the bus bays. Refer to Appendix A for a site plan and Attachment 35 for a pedestrian circulation exhibit. 4. Mid-block connections between buildings shall be provided. Yes, the project will comply with this requirement. The site will provide pedestrian access through the site including the buildings and bus bays. Refer to Appendix A for a site plan and Attachment 35 for a pedestrian circulation exhibit. Pedestrian Circulation All Districts: 5. Permeable pavement pedestrian circulation features shall be used where feasible, consistent with the Surface Water Design Manual. Permeable pavement is not feasible because of shallow groundwater depths at the site, which is only 5 feet deep in some areas of the site. Pedestrian Amenities Districts C and D: All of the following are required: Urban Design Regulations Review Packet 4-6 Land Use Code Requirement Evaluation of Compliance with Land Use Code 1. Architectural elements that incorporate plants, particularly at building entrances, in publicly accessible spaces and at facades along streets, shall be provided. Yes, the project will comply with this requirement. Landscaping will be provided along frontage walkways. The shared-use path will include landscaping, plaza pathways, seat walls, lighting, and a meandering bioretention facility that will mimic a stream (Attachments 17 and 35 ). 2. Amenities such as outdoor group seating, benches, transit shelters, fountains, and public art shall be provided. a. Site furniture shall be made of durable, vandal- and weather-resistant materials that do not retain rainwater and can be reasonably maintained over an extended period of time. b. Site furniture and amenities shall not impede or block pedestrian access to public spaces or building entrances. Yes, the project will comply with this requirement. The site proposes canopy shelters with artwork over the bus bays and benches for transit riders to use while waiting for buses (Appendix B). Specific benches have not been selected yet, but Sound Transit is only looking at weather- and vandal- resistant benches. Benches will not impede with pedestrian flow along the bus bay islands or the crosswalks that direct pedestrians to the parking lot or site entrance/exits (Appendix C). While not a fountain, the meandering bioretention facility adjacent to the shared-use path along S Grady Way will mimic a stream. 3. Pedestrian overhead weather protection in the form of awnings, marquees, canopies, or building overhangs shall be provided. These elements shall be a minimum of four and one-half feet (4-1/2') wide along at least seventy five percent (75%) of the length of the building facade facing the street, a maximum height of fifteen feet (15') above the ground elevation, and no lower than eight feet (8') above ground level. Not applicable, the project proposes no buildings that face a public street. Table 4-4. Project Compliance with RMC 4-3-100(E)(4) – Recreation Areas and Common Open Space Land Use Code Requirement Evaluation of Compliance with Land Use Code Recreation Areas and Common Open Space All Districts: All of the following is required: 1. Public plazas shall be provided at intersections identified in the Commercial Arterial Zone Public Plaza Locations Map and as listed below. Yes, the project will comply with this requirement. The corner of S Grady Way and Rainier Avenue S is listed as a public plaz location in subsection (4)(e)(ii) in this table. A plaza currently exists within public right -of-way at this corner abutting the site. The project will not impede on the existing plaza. 2. The plaza shall measure no less than one thousand (1,000) square feet with a minimum dimension of twenty feet (20') on one side abutting the sidewalk. Yes, the project will comply with this requirement. The existing plaza covers approximately 3,500 square feet, and its widest dimension from the sidewalk to its edge is approximately 32 feet. The project will not shrink any of this area. 3. The public plaza must be landscaped consistent with RMC 4-4-070, including at minimum street trees, decorative paving, pedestrian-scaled lighting, and seating. Vegetated low impact development facilities may be used in the plaza where feasible and designed consistent with the Surface Water Design Manual. Such facilities shall count towards no more than fifty percent (50%) of the plaza requirement. Yes, the project will comply with this requirement. The project proposes to retain all trees within the existing plaza. Groundcover will be replaced on the plaza. The existing decorative paving, pedestrian-scaled lighting, and seating will remain intact. It will transition into the scenic shared-use path along S Grady Way that will include the site’s most significant landscaping (Attachments 17 and 35 ). 4. Public plazas are to be provided at the following intersections: 5. Grady Area: Intersections with Grady Way at: ii. Rainier Avenue S.; Yes, the project will comply with this requirement. Refer to previous responses on preservation and improvements to the corner of S Grady Way and Rainier Avenue S. Urban Design Regulations Review Packet 4-7 Table 4-5. Project Compliance with RMC 4-3-100(E)(5) – Building Architectural Design Land Use Code Requirement Evaluation of Compliance with Land Use Code Building Character and Massing Districts A and D: Both of the following are required: 1. All building facades shall include modulation or articulation at intervals of no more than forty feet (40'). Yes, the project will comply with this requirement. The core facilities building has facade articulation intervals no more than 30 feet in length (Appendix B). Ground Level Details All Districts: All of the following are required: 1. Human-scaled elements such as a lighting fixture, trellis, or other landscape feature shall be provided along the facade’s ground floor. Yes, the project will meet this requirement. A vegetated greenwall and planters area proposed for the core facilities building (Appendix B). 4. Window coverings, such as blinds and curtains, must be functional, they may not be affixed so that they cannot be open and/or closed. Yes, the project will comply with this requirement. Currently, no blinds or window shades are included in the project design. Should these features be added, they will be functional. Ground Level Details All Districts: All of the following are prohibited 1. Tinted and dark glass, highly reflective (mirror-type) glass and film. Yes, the project will comply with this requirement. No tinted or highly reflective glass is proposed for site buildings (Appendix B). 2. Untreated blank walls visible from public streets, sidewalks, or interior pedestrian pathways. a. A wall (including building facades and retaining walls) is considered a blank wall if: i. It is a ground floor wall or portion of a ground floor wall over six feet (6') in height, has a horizontal length greater than fifteen feet (15'), and does not include a window, door, building modulation or other architectural detailing; or ii. Any portion of a ground floor wall has a surface area of four hundred (400) square feet or greater and does not include a window, door, building modulation or other architectural detailing. b. If blank walls are required or unavoidable, they shall be treated. The treatment shall be proportional to the wall and use one or more of the following (illustration below): i. A planting bed at least five feet (5') in width abutting the blank wall that contains trees, shrubs, evergreen ground cover, or vines; ii. Trellis or other vine supports with evergreen climbing vines; iii. Architectural detailing such as reveals, contrasting materials, or other special detailing that meets the intent of this standard; iv. Artwork, such as bas-relief sculpture, mural, or similar; or v. Seating area with special paving and seasonal planting. Yes, the project will comply with this requirement. No blank walls are proposed (Appendix B). Urban Design Regulations Review Packet 4-8 Land Use Code Requirement Evaluation of Compliance with Land Use Code Ground Level Details: Districts B, C, and D 1. Any facade visible to the public shall be comprised of at least fifty percent (50%) transparent windows and/or doors for at least the portion of the ground floor facade that is between four feet (4') and eight feet (8') above ground (as measured on the true elevation). No, the site will not meet this requirement. The core facilities building includes driver comfort stations such as bathrooms and a lactation room. It is not appropriate for there to be 50% transparency on the walls of these spaces. Furthermore, the rest of the building will be used for electrical equipment, telecom equipment, and other storage. Sound Transit does not want to encourage theft by having large windows to these spaces. Refer to Table 4-10 for project compliance with the intent of this subpart. Building Roof Lines Districts A, C, and D: The following is required: At least one of the following elements shall be used to create varied and interesting roof profiles (illustration below): 1. Extended parapets; Yes, the project will meet this requirement. Only one of the elements in this section is needed to comply with this section. The project incorporates sloped roofs, projected cornices, and no roof-mounted equipment per subsection 4 of this section. 2. Feature elements projecting above parapets; Yes, the project will meet this requirement. Only one of the elements in this section is needed to comply with this section. The project incorporates sloped roofs, projected cornices, and no roof-mounted equipment per subsection 4 of this section. 3. Projected cornices; Yes, the project will meet this requirement. The buildings will have projected cornices (Appendix B). 4. Pitched or sloped roofs. Yes, the project will meet this requirement. Each building and the proposed bus shelters will have sloped roofs (Appendix B). 5. Roof-mounted mechanical equipment shall not be visible to pedestrians. Yes, the project will meet this requirement. No roof-mounted equipment is proposed for the buildings (Appendix B). Building Materials All Districts: All of the following are required: 1. All sides of buildings visible from a street, pathway, parking area, or open space shall be finished with the same building materials, detailing, and color scheme. A different treatment may be used if the materials are of the same quality. Yes, the project will comply with this. The proposed buildings and bus shelters will use the same building materials and architectural style (Appendix B). 2. All buildings shall use material variations such as colors, brick or metal banding, patterns or textural changes. Yes, the project will comply with this requirement. Buildings will incorporate a material change using concrete masonry unit (CMU) blocks, metal paneling, translucent glass, metal mesh, metal overhangs, metal picket fencing, and green walls. Two shades of CMU blocks will be used as well as black and brown metal. The green wall will be vegetated. Refer to Appendix B for architectural elevations, sheet BT120-AEE821. 3. Materials, individually or in combination, shall have texture, pattern, and be detailed on all visible facades. Yes, the project will comply with this requirement. The materials and colors stated above will provide texture and pattern to the buildings (Appendix B). Urban Design Regulations Review Packet 4-9 Land Use Code Requirement Evaluation of Compliance with Land Use Code 4. Materials shall be durable, high quality, and consistent with more traditional urban development, such as brick, integrally colored concrete masonry, pre-finished metal, stone, steel, glass and cast-in-place concrete. Yes, the project will comply with this requirement. The materials stated previously will be commercial grade (Appendix B). 5. If concrete is used, walls shall be enhanced by techniques such as texturing, reveals, and/or coloring with a concrete coating or admixture. Yes, the project will comply with this requirement. As stated above, CMU blocks will use multiple colors to create patterns (Appendix B). 6. If concrete block walls are used, they shall be enhanced with integral color, textured blocks and colored mortar, decorative bond pattern and/or shall incorporate other masonry materials. Project Compliance with RMC 4-3-100(E)(6) – Signage Land Use Code Requirement Evaluation of Compliance with Land Use Code In addition to the City’s standard sign regulations, developments within Urban Design Districts C and D are also subject to the additional sign restrictions found in RMC 4-4- 100G, urban design sign area regulations. Modifications to the standard requirements found in RMC 4-4-100G are possible for those proposals that can comply with the Design District intent and guidelines, as determined by the Administrator; for proposals unable to meet the intent and guidelines a variance is required. Yes, the project will comply with this requirement. Signage on the site will comply with the requirements of RMC 4-4-100G (code narrative). Signage provided on the site will also comply with Sound Transit and KCM signage design requirements to be consistent with Sound Transit and KCM facilities throughout King, Pierce, and Snohomish Counties. Table 4-7. Project Compliance with RMC 4-3-100(E)(6) – Lighting Land Use Code Requirement Evaluation of Compliance with Land Use Code Lighting Districts A, C, and D: All of the following are required: 1. Pedestrian-scale lighting shall be provided at primary and secondary building entrances. Examples include sconces on building facades, awnings with down-lighting and decorative street lighting. Yes, the project will comply with this requirement. Wall sconces are proposed by entrances to the proposed core facilities building and security building (Appendix B). 2. Accent lighting shall also be provided on building facades (such as sconces) and/or to illuminate other key elements of the site such as gateways, specimen trees, other significant landscaping, water features, and/or artwork. Yes, the project will comply with this requirement. Wall sconces are proposed on the core facilities and security buildings by main entrances (Appendix B). 3. Downlighting shall be used in all cases to assure safe pedestrian and vehicular movement, unless alternative pedestrian-scale lighting has been approved administratively or is specifically listed as exempt from provisions located in RMC 4-4-075, Lighting, Exterior On- Site (i.e., signage, governmental flags, temporary holiday or decorative lighting, right -of-way lighting, etc.). Yes, the project will comply with this requirement. All proposed luminaires will direct light downward. Urban Design Regulations Review Packet 4-10 4.2 RMC 4-3-100 Intend and Guideline s Tables Because of the proposed use of the site, it is not practicable for the site to comply with the Building Location and Orientation, Building Entries, and Service Element Location and Design requirements of RMC 4-3-100(E)(1), the Surface Parking requirements of RMC 4-3-100(E)(2), and the Ground Level Details requirements of RMC 4-3- 100(E)(5). Consistent with RMC 4-3-100(A)(2), such that “the guidelines and the intent statement provide direction for those who seek to meet the required element in a manner that is different from the standards,” Tables 4-8 provides the evaluation of the project’s compliance with the intent and guidelines of RMC 4-3- 100(E)(1), Table 4-9 provides the evaluation of the projects compliance with the intent and guidelines of RMC 4- 3-100(E)(2), and Table 4-10 provides the evaluation of the project’s compliance with the intent and guidelines of RMC 4-3-100(E)(5). Table 4-8. Project Compliance with Intent and Guidelines of RMC 4-3-100(E)(1) – Site Design and Building Location Land Use Code Intent/Guideline Evaluation of Compliance with Land Use Code Building Location and Orientation Intent : To ensure visibility of businesses and to establish active, lively uses along sidewalks and pedestrian pathways. To organize buildings for pedestrian use and so that natural light is available to other structures and open space. To ensure an appropriate transition between buildings, parking areas, and other land uses; and increase privacy for residential uses. Yes, the project will comply with this intent. Site constraints and proposed conditions make locating site buildings along the site frontages not practicable for the site. Because the core facilities and security buildings are not public buildings, locating them on the site frontage would not help activate pedestrian-oriented space and may have the opposite effect. The buildings will be used by security personnel, KCM bus operators, and maintenance staff, so the most logical location for them is central with line -of-site to the bus bays and bus layover area. The PSE overhead utility easement along S Grad Way also precludes any building construction along that frontage. Currently the site frontage does not provide a pedestrian- friendly environment to promote lively uses along the site frontage. A transit center, with proposed pedestrian amenities, will help transition the surrounding area to the vision the City has for this area. The site will not include businesses but is oriented to promote easy pedestrian access to and from bus canopies from Rainier Avenue S, Lake Avenue S, and S Grady Way. Street frontage will be greatly improved by perimeter landscaping proposed and the proposed shared-use path along S Grady Way with landscaping, plaza pathways, seat walls, lighting, and a meandering bioretention facility that will mimic a stream. In addition, a shared-use path is proposed for the north property line that will provide a pedestr ian connection between Lake Avenue S and Rainier Avenue S that currently does not exist. To reduce visual impact of the proposed parking lot , a more generous sidewalk along northern half of Rainier Avenue S is provided as well. In addition, signage will be provided to direct pedestrians to the transit center bus bays on Rainier Avenue S. Buildings will not be higher than one story and canopies have different roof heights on each side to allow for natural light throughout site. No residential use is proposed at the project site. Urban Design Regulations Review Packet 4-11 Land Use Code Intent/Guideline Evaluation of Compliance with Land Use Code Guidelines: Developments shall enhance the mutual relationship of buildings with each other, as well as with the roads, open space, and pedestrian amenities while working to create a pedestrian-oriented environment. Lots shall be configured to encourage variety and so that natural light is available to buildings and open space. The privacy of individuals in residential uses shall be provided for. Yes, the project will comply with these guidelines. As the site will be a transit center, buildings will not be a focal point of the site, but rather the bus bays. The core facilities and security buildings will use similar architectural style to the bus bay canopies. The charging gantry will also have an architectural design in the form of a perforated metal wrap with a pattern along the side of the horizontal truss that faces Grady Way. As stated previously, the environment will transit- and pedestrian-oriented, with bus bays being the focal point for pedestrian access. The aforementioned landscaping, walkways, and signage are all designed to enhance the pedestrian experience at the site and in the area. No tall buildings are proposed, and the canopy is designed to ensure natural light. No residential uses are proposed at the site. Building Entries Intent : To make building entrances convenient to locate and easy to access, and ensure that building entries further the pedestrian nature of the fronting sidewalk and the urban character of the district. Yes, the project will comply with this intent. Entry to buildings is for bus operators and maintenance staff only and not for public use. The entrance for the security building is convenient for a central site viewing of bus bays and parking lot for security staff. Instead of street-facing public buildings, the site has been designed to create site entry points to areas for public congregation. The main congregation site will be the bus bays to the north of the site that will have direct pedestrian access from Rainier Avenue S and Lake Avenue S. Signage will provide clear direction for pedestrians to the site. In addition, aforementioned frontage improvements on S Grady Way will also further the pedestrian nature of the site frontage compared to current conditions. The plaza pathways provided from the proposed shared-use path along S Grady Way will give transit users several options for accessing the bus bays from S Grady Way. A proposed transit facility will enhance the urban character of the neighborhood, which is currently mostly accessible by motorized vehicle. Guidelines: Primary entries shall face the street, serve as a focal point, and allow space for social interaction. All entries shall include features that make them easily identifiable while reflecting the architectural character of the building. The primary entry shall be the most visually prominent entry. Pedestrian access to the building from the sidewalk, parking lots, and/or other areas shall be provided and shall enhance the overall quality of the pedestrian experience on the site. Yes, the project will comply with these guidelines. The proposed core facilities building, and security building are not for public use and thus will not be located along the street. If they were to be located along the street, they would detract from the pedestrian experience. Instead, sidewalks and site walkways have been provided with entry points from all three streets that the site abuts. The aforementioned landscaping, bioretention facility, shared-use paths, walkways, and signage have all been designed to enhance the pedestrian experience while also drawing pedestrians to the focal points of the site, which are the bus bays and the shared-use path and landscaping along S Grady Way. The canopies over the bus bays will be the most prominent site feature and will include lighting as well as art to make them prominent. Service Element Location and Design Guidelines: Service elements shall be concentrated and located so that impacts to pedestrians and other abutting uses are minimized. From most pedestrian-accessible areas of the site, the service areas will not be visible, and the aforementioned screening and landscaping will soften the view from areas where they may be visible. Guidelines: Service elements shall be concentrated and located so that impacts to pedestrians and other abutting uses are minimized. The impacts of service elements shall be mitigated with landscaping and an enclosure with fencing that is made of quality materials. Service areas not adjacent to streets, pathways, or pedestrian-oriented spaces are encouraged to implement vegetative screening in addition to or as part of service enclosures. Yes, the project will comply with these guidelines. As stated previously, the service areas will be located centrally away from the pedestrian-oriented areas, will be screened with durable metal, and will also have landscaping enhancing the screening to minimize any viewshed impacts for pedestrians traveling along the abutting streets or those using the transit center. Project Compliance with Intent and Guidelines of RMC 4-3-100(E)(2) – Parking and Vehicular Access Land Use Code Requirement Evaluation of Compliance with Land Use Code Surface Parking Intent : To maintain active pedestrian environments along streets by placing parking lots primarily in back of buildings. Yes, the project will comply with this intent. Because of the presence of a PSE easement with transmission poles along S Grady Way, buildings cannot be constructed along this frontage. To activate the pedestrian environment, frontage landscaping with a wide range of evergreen and deciduous trees and shrubs is proposed along S Grady Way between the site and the proposed shared-use path (Attachment 17 ). In addition to the landscaping, the meandering bioretention facility and proposed plaza pathways will further improve the pedestrian experience along the site frontage. The addition of a shared-use path along the north property line will provide an active pedestrian environment between Rainier Avenue S and Lake Avenue S that currently does not exist. Currently sidewalks are present along Rainier Avenue S, but onsite landscaping is lacking. The proposed perimeter landscaping along Rainer Avenue S is designed will help activate the pedestrian environment by creating a beautiful place to walk through with a variety of plant forms, colors , and textures. The proposed plants along Rainier Avenue S will also provide some physical separation from motorized vehicle traffic, while maintaining a mature height to allow for safety and clear sight lines throughout. The proposed trees will provide a large canopy cover providing shade and protection from the elements. The landscape architecture team chose American Urban Design Regulations Review Packet 4-13 Land Use Code Requirement Evaluation of Compliance with Land Use Code Tilia (Tilia americana ‘Redmond’) for street trees along Rainier Avenue S, as this is a large grand tree that provides a sense of place and presence along that corridor. As stated previously, the proposed buildings onsite are not public facilities and are better suited to be located adjacent to the bus layover area for easy access by bus operators. As they are not public buildings, they would not activate the pedestrian environment of any frontage even if they were located there. Guidelines: Surface parking shall be located and designed so as to reduce the visual impact of the parking area and associated vehicles. Large areas of surface parking shall also be designed to accommodate future infill development. Yes, the project will comply with this guideline. As stated previously, the proposed landscaping along both S Grady Way and Rainier Avenue S will reduce the visual impact of surface parking lot to motorists and non -motorized users of these streets. Because the site abuts three streets, placing a building between a street and the parking lot would only reduce visual impact to one street. The proposed landscaping will do that for all streets. The buildings will not meet the ground -level transparency standards but have other proposed features human-scale features to meet the intent and guidelines of the code.
