43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of
jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days.

The applicants for the proposed Maertins Annexation have requested that the City prezone the subject
site in advance of annexation, pursuant to RCW 3sA.14.330, so zoning will be in place at the time the
subject site comes into the City. The site is located at the northeastern portion of the City. It is bordered
to the south parcel lines located near Southeast Renton Issaquah Road, by Northeast 16th Street to the
north, and parcel lines to the east and west. Annexation is considered exempt from SEPA. However, the
prezoning ofthe subject area does require SEPA review.
The City is proposing to prezone the area with Residential Four Dwelling Units per Net Acre (R-4). The
zoning corresponds with the designation in Renton's Comprehensive Plan, Residential Low Density (RLD)
designation. The proposed prezone is considered a non-project action under SEPA.
Currently, one single family house exists in this area. At full build out it is estimated there will be 13
additional homes. Since this prezone is a non-project proposal, development of additional housing units
will be subject to additional project specific review at the time of development.
The existing King County Comprehensive Plan designation of the area is Urban Residential Medium 4-12
dwelling units per gross acre, with R-4 zoning. There are three zones that implement Renton's Residential
Low Density designation: Resource Conservation (1 dwelling unit per net 10 acres), R-l (1 dwelling unit per
net acre), and R-4 (4 dwelling units per net acre). The Renton proposed R-4 zoning most closely
approximates the County's zoning when comparing King County and Renton zoning and is consistent with
the Comprehensive Plan designation.
The City's Comprehensive Plan policies (LU 151 and LU-ls3) call for land within the RLD designation to be
zoned R-4 where there are not significant environmental constraints. Land that has significant
environmental constraints is identified as land where:
• a significant percentage of the gross area is critical areas,
• developable areas are separated by pervasive critical areas,
• sensitive areas are located where if developed development would be non-contiguous, or
• variances or modifications would be required to develop at the allowed density on the land
remaining after application of the required buffers.
None of these conditions apply to the area being considered in this zoning recommendation, therefore the
area is most appropriately zoned R-4.
I PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible
Officials:
Issue a DNS with a 14-day Appeal Period.

The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to consider
the environmental impacts of a proposal before making decisions. An Environmental Impact Statement (EIS) must
be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The
purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal
(and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS
is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal. Governmental
agencies use this checklist to determine whether the environmental impacts of your proposal are significant,
requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give
the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should
be able to answer the questions from your own observations or project plans without the need to hire experts. If
you really do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does
not apply". Complete answers to the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations.
Answer these questions if you can. If you have problems, the governmental agencies can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on
different parcels of land. Attach any additional information that will help describe your proposal or its
environmental effects. The agency to which you submit this checklist may ask you to explain your answers or
provide additional information reasonably related to determining if there may be significant adverse impact.

The site is currently being considered for annexation using the 60% Direct Petition method. Under RCW

43.21.C222 annexations are specifically exempted from SEPA. RCW 3S.A.14.330-340 provides for zoning
annexation areas.

The proposed Maertins Annexation is generally located at the northeastern portion of the City limits
in the East Renton Plateau area. It is bordered to the south parcel lines located near Southeast
Renton Issaquah Road, by Northeast 16'h Street to the north, and parcel lines to the east and west.
The area is bordered by existing City limits at its northern and western boundary. It is located in the
Southeastern portion of Section 3, Township 23 N, Range S.

zoning proposal. There may be some displacement of existing vegetation to clear undeveloped lots for

None at this non-project level. Development of additional dwelling units must comply with City of Renton
