The applicant is requesting approval of an Administrative Special Fence Permit to
allow for a 6-foot tall wood fence that is already constructed. The southern portion
of the fence, along NE 1st Street, is within the side yard on along a street setback on
the subject property of 102 Hoquiam Ave NE. The fence is made of vertical cedar
planks with treated cedar posts, and post end caps. The fence is not located within
the front yard or within the clear vision area of this corner lot. However, it exceeds
the 4-foot height limit allowed in a side yard along a street within the Residential - 4
dwelling units per acre (R-4) zone per Renton Municipal Code section, 4-4-040D.2c.
Currently, the fence, as is, creates a blank wall along a public roadway and does not
meet the evaluation criteria for granting a special fence permit, per Renton
Municipal Code section, 4-4-050C. However, the City supports granting the Special
Fence Permit subject to conditions of approval.

1 The 6-foot high subject fence shall be relocated to be set back a minimum of 5 feet from the property
line along NE 1st Street, or the fence shall be reduced in height to not exceed 48-inches (4 feet) in
height.
2 The applicant shall install landscaping the area between the relocated fence and the sidewalk for the
entire length of the fence (54.4 feet) that parallels NE 1st Street. Landscaping should include narrow
trees, ornamental shrubs, and ground cover in order to provide buffering between the fence and the
sidewalk.
The applicant shall provide the Planning Division Project Manager, with a proposed landscape plan
within 30 days of the approval ofthe Special Fence Permit. landscaping must be installed within 30
days of the approval of the landscape Plan. Contact the Planning Division Project Manager, Nikki Snow

inspection, or to help assist with any other questions.

ADVISORY NOTE: The applicant should contact the Utility Notification Center, by dialing 800-424-5555,
to determine the location of underground utilities (telephone, streetlights, cable,
eleactric), which may be located behind the sidewalk.
Appeals of permit issuance must be filed in writing on or before S:OO p.m. on October 24, 2013, together with
the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057. Appeals to the
Examiner are governed by RMC 4-8-110 and more information regarding the appeal process may be obtained from
the Renton City Clerk's Office, 425-430-6510.
Reconsideration: Within 14 days of the decision date, any party may request that the decision be reopened by the
approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the
original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration
request, if the approval body finds sufficient evidence to amed the original decision, there will be no further
extension ofthe appeal period. Any person wishing to take further action must file a formal appeal within the
14-day appeal time frame.

I am submitting this request for application of a Special Fence Permit. This request is being made
because on October 09,2012, I requested for an Architectural Change of my property through my HOA
and this request was approved, Notice of Decision #5850054. I made this request because of my
occupation as a Federal Law Enforcement Officer and for family privacy/safety reasons and had the
perimeter fence built securing the rear of my property, plea se see diagram. On August 09, 2013 I
received a Warning of Violation regarding the fence.
This request for a Special Fence Permit is being made because my fence is eligible for a special permit.
am justifying this request because my fence meets certain criterion's outlined in #2 of the submittal
requirements form. These requirements are: though the fence is over 4 feet tali , it does not exceed 6
feet in height. The fence is made of quality fence material, Cedar wood fencing, and is similar in design
and material to other fences in the surrounding neighborhood. Lastly, th e orientation of the finished
face of the fence toward the street does not affect the "Clear v ision area" for visibility and safety
purposes.
