PART ONE: PROJECT DESCRIPTION / BACKGROUND
The applicant, Shuttle Express, is requesting Environmental 'SEPA' Review in order to develop a 1.01 acre
portion ofthe 3.25 acre subject site with a porous asphalt parking lot and associated drainage and
landscaping improvements. The parking lot would be sited to the south of the existing 25,300 square foot
Shuttle Express building which is located within the central portion of the site. The proposal would expand
the existing parking area by 36 parking stalls for employee use. A new 14-foot wide curb cut is also
proposed in order to allow egress from the expanded parking area to SW 16th St. In addition, the
applicant is proposing to construct frontage improvements along SW 16th Street and is requesting a
waiver for street improvements along Raymond Ave SW. The subject property is located at 800 SW 16th
St. The project site totals 3.25 acres in area and is located within the Medium Industrial (1M) zone.
There are no critical areas located on site. A Class 4 stream is located on the northern border of the
property however the construction would not occur within 100 feet ofthe stream. While the parcel
contains a 100-year floodplain it is not located within the project limits. The elevation of the lOO-year
floodplain is approximately 16 feet while the elevation of the proposed parking lot is between 19 and 22
feet.
The applicant is proposing the excavation of 937 cubic yards of soil and is proposing to bring in
approximately 558 cubic yards of fill. The proposal exceeds the SEPA threshold of 500 cubic yards of
grading. Currently, 20% of the site is covered with impervious surfaces. Approximately 58% of the project
site would be covered with impervious surfaces following construction. The applicant is proposing the
removal of two existing trees which are proposed to be mitigated with the planting of 27 trees.
The proposed dates for construction would occur during November and December of 2013.
No public comments were received.
I PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.

The Proposol was circulated and reviewed by various City Departments ond Divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development. Staff reviewers have identified that the proposal
is likely to have the fallowing probable impacts:
1. Earth
Impacts: The subject site is relatively flat with the steepest slope on site at approximately 10%.
The applicant provided a Geotechnical Engineering Report prepared by National Geotechnical
Associates, Inc., dated June 21, 2013 (Exhibit 4). The subsurface conditions within the site were
explored in June of 2013 by excavating four test pits. Underlying 0.2 feet of topsoil and grass
approximately 3.8-4.8 feet of medium dense to dense, brown-gray fine sand with silt was
encountered and is considered fill. Underlying the fill is loose/soft, brown-gray silty sand with
varying amounts of gravel and organics. Groundwater seepage was observed at approximately
11.0 and 7.5 feet below the ground surface.
Excavation and fill would be needed for construction of the proposed parking lot, required
landscaping berm, and drainage layout. The applicant is proposing approximately 937 cubic yards
of cut and is proposing approximately 558 cubic yards of fill. Currently, approximately 20% of the
project site is covered with impervious surfaces. About 58% of the project site would be covered
with impervious surfaces following project construction.
There are no significant impacts anticipated.
Mitigation Measures: No additional mitigation is required.
Nexus: Not applicable.
2. Air
Impacts: It is not anticipated that the project would Significantly impact air quality. Any new
impacts would be primarily from construction. Air impacts from construction would be temporary
and would be limited in duration. The applicant has indicated that construction vehicle emission
would be controlled through the use of factory-installed mufflers and spark arrestors, reducing the
amount of noxious emissions and noise and helping to control airborne dispersal. Furthermore,
the Temporary Erosion and Sediment Control Plan (TESCP) would further reduce airborne
particulates related to dust by controlled watering ofthe grounds during construction.
Mitigation Measures: No further mitigation recommended.
Nexus: Not applicable.
3. Water
a. Storm Water
Impacts: The existing conveyance system captures sheet flow from the existing grass area.
Stormwater from the developed site would infiltrate through the porous asphalt. Overflow for the
permeable pavement facility would be a catch basin conveyance system designed to capture and
convey all stormwater to the City's system in 5W 16th St.
A preliminary drainage plan and drainage report has been submitted with the site plan application,
prepared by Davido Consulting Group, Inc., dated August 2, 2013 (Exhibit 5). The report addresses

compliance with the 2009 King County Surface Water Manual and the 2009 City of Renton
Amendments to the KC5WM, Chapters 1 and 2.
The project proposes the use of permeable pavement for flow control. Permeable pavement can
be used to comply with the flow control BMP requirement; and/or to reduce the size of the
required flow control facility. However, permeable pavement is not included in the surface water
design manual as a flow control facility. Therefore, if compliance with the 0.1 cfs exemption cannot
be achieved; then a flow control facility in accordance with Chapter S of the manual would be
required. Additional information regarding flow control can be provided and would be reviewed
during the construction permit stage.
Proposed pollution generating impervious surface (PGIS) will be greater than 5,000 square feet,
therefore water quality treatment is required. The soils beneath the pavement are designed to
provide water quality treatment. If the soils beneath the pavement do not comply with the criteria
in the manual, then water quality treatment would be required prior to infiltration. Additional
information regarding water quality can be provided and would be reviewed during the
construction permit stage.
Mitigation Measures: No additional mitigation is required.

4. Vegetation
Impacts: There is existing landscaping around the perimeter ofthe site. Vegetation at the site
primarily comprises of lawn and of 10 trees. Approximately 17,000 square feet of lawn would be
removed and replaced with the permeable pavement parking lot and concrete sidewalk. An
additional 5,000 square feet of grass would be cleared and reseeded. One large European birch
tree and another smaller evergreen tree are proposed for removal.
A conceptual landscape plan was submitted with the project application (Exhibit 3). The planting
plan includes new vegetation on the perimeter of the site and within the proposed parking area.
The proposed landscaping plan includes a total of 27 new trees, shrubs, and groundcover in the
amount of 2,855 square feet. The planting plan consists of: Autumn brilliance serviceberry, incense
cedar, Autumn gold maidenhair, and scarlet oak trees. Shrubbery includes: arctic fire dogwood,
Mount Vernon English laurel, pink drift at rose, thunderbird evergreen huckleberry, and David's
viburnum. The applicant is also proposing a variety of groundcover. The proposed landscaping
would be used to provide a transition between the parking area and the public right of way. The
vegetation proposed would enhance screening of the new parking lot from the street and
properties to the south. The landscaping softens the appearance of the entire development and
generally enhances the appearance of the project.
A final planting plan would be required to be provided to, and approved by the Current Planning
Project Manager, prior to construction permit approval.
Mitigation Measures: No additional mitigation is required.

5. Transportation
Impacts: The site has two public street frontages, SW 16'h St (Collector Arterial) and Raymond Ave
SW. Access is currently provided from a single curb cut along 5W 16'h 5t and three curb cuts along
Raymond Ave 5W. The applicant is proposing an additional exit only driveway onto 5W 16th St.

Street improvements along SW 16th St include 0.5-foot wide curb, 8-foot wide landscaped planter,

required in the amount that all required frontage improvements are within the public right of way
and is to be determined during final engineering review.
Street improvements along Raymond Avenue include 0.5-foot wide curb, 8-foot wide landscaped

requested a waiver of frontage improvements along Raymond Ave SW. This request has been
given preliminary approval by both Transportation Department and the Plan Review Division as
Raymond Ave SW is a dead end street_

Recommendations: I have completed a preliminary review for the above-referenced parking lot expansion proposal at BOO SW
16th Street. The following comments are based on the application submittal made to the City of Renton by the applicant.
EXISTING CONDITIONS
WATER: The site is located in the City of Renton water service area.
SEWER: The site is located in the city of Renton sewer service area.
STORM: There is storm drainage in Nile Avenue NE.
STREET: Nile Avenue NE fronting the site is a residential street.
CODE REQUIREMENTS
Water
1. The proposed project does not have any water utility impacts. The proposed project elements and the frontage
improvements should not impact the existing water lines.
Sanitary Sewer
1. The proposed project does not have any sewer utility impacts. The proposed project elements and the frontage
improvements should not impact the existing sewer lines.
Stormwater
1. A drainage report prepared by Davido Consulting Group, Inc., was submitted for the proposed project. The drainage report
follows the 2009 King County Surface Water Manual and City Amendments. Based on the City's flow control map, this site falls
within the Peak Rate Flow Control Standard (Existing Conditions). The project is subject to full drainage review.
The project proposes the use of permeable pavement for flow control. Permeable pavement can be used to comply with the
flow control BMP requirement; and/or to reduce the size of the required flow control facility. But, permeable pavement is not
included in chapter of the surface water design manual as a flow control facility. Therefore, if compliance with the 0.1 cfs
exemption cannot be achieved; then a flow control facility in accordance with chapter 5 will be required. Additional information
regarding flow control can be provided and will be reviewed during the construction permit stage.

Drainage plans and a final drainage report based on the City adopted 2009 Surface Water Design Manual Amendment and the
2009 King County Surface Water Drainage is required to be submitted with the Construction permit. The final drainage report
must include information of all the core requirements and the special requirements, especially the requirements for flow control,
water quality, and stormwater BMPs.

This memo presents the our updated pervious pavement section recommendations and geotechnical
engineering review of the plans for the Shuttle Express Parking Lot project located at 800 SW 16 th Street
in Renton, Washington.
We have previously prepared a geotechnical engineering letter for the project site titled "Geotechnical
Engineering Evaluation -Shuttle Express Parking Lot and infiltration -Renton, Washington," dated June
21,2013. in this letter, we provided recommendations for the pervious pavement sections. Specifically,
we recommended that the pervious pavement section for light traffic areas consist of a minimum of 6-
inches of pervious pavement surfacing underlain by at least 12-inches of clean crushed rock. Since our
letter was submitted, we have had conversations with the civil and structural engineers regarding the
proposed pervious pavement sections for both light and heavy traffic areas of the proposed parking lot.
These conversations resulted in updated pervious pavement sections of 4-inches of pervious pavement
underlain by a minimum of 6-inches of clean crushed rock for the light traffic are~~1~liD

We understand that the gravel layer was sized based on the anticipated runoff generated from the parking
lot area and the infiltration rate provided in our previous letter. We have been provided with Plan Sheets
COl through COS titled "Shuttle Express -Renton Parking Lot," dated August 2, 2013, We have reviewed
geotechnical aspects of the provided plans and found the plans to be in general accordance with our recent
conversations and our previous geotechnical letter. In our opinion the updated pervious pavement sections
for the light and heavy traffic areas should be feasible provided our recommendations in our previous letter
and in this memo are followed during construction.
We recommend that NGA be retained to provide monitoring and consultation services during construction
to confirm that the conditions encountered are consistent with those indicated by the explorations, to
provide recommendations for design changes should the conditions revealed during the work differ from
those anticipated, and to evaluate whether earthwork activities comply with contract plans and
specifications.
We trust this memorandum should satisfY your needs at this time. Please contact us if you have any

A Master Application has been filed and accepted with the Department of Community & Economic Development
(CEO) -Planning Division of the City of Renton. The following briefly describes the application and the necessary
Public Approvals.

PROJECT DESCRIPTION: The applicant, Shuttle Express, is requesting Environmental Review in order to
develop 15,000 square foot portion of the subject site with a porous asphalt parking lot. The parking lot would be sited
to the south of the existing 25,300 square foot Shuttle Express building. The proposal would expand the existinl!: parking
area by 36 parking stalls for employee use. A new curb cut is also proposed in order to allow egress from the expanded
parking area to SW 16th Street. In addition, the applicant is proposing to construct frontage improvements along SW
16th Street. The subject property is located at 800 SW 16th Street. The project site totals 3.25 acres in area and is
located within the Medium Industrial (1M) zone. There are no critical areas located on site.
PROJECT LOCATION: 800 SW 16th Street
OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that
significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the
RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued.
Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no
comment period following the issuance of the Threshold Determination of Non-Significance {DNS). A 14-day appeal
period will follow the issuance of the DNS.

General: We have completed a preliminary review of the pre-application for the above-
referenced development proposal. The following comments on development and
permitting issues are based on the pre-application submittals made to the City of
Renton by the applicant and the codes in effect on the date of review. The applicant is
cautioned that information contained in this summary may be subject to modification
and/or concurrence by official deCiSion-makers (e.g., Hearing Examiner, Community &
Economic Development Administrator, Public Works Administrator, Planning Director,
Development Services Director, and City Council). Review comments may also need to
be revised based on site planning and other design changes required by City staff or
made by the applicant. The applicant is encouraged to review all applicable sections of
the Renton Municipal Code. The Development Regulations are available for purchase
for $50.00 plus tax, from the Finance Division on the first floor of City Hall or online at
www.rentonwa.gov
Project Proposal: The subject property is located at 800 SW 16th Street. The project site
totals 3.25 acres in area and is located within the Medium Industrial (1M) zone. The
pre-application packet indicates that the proposal is to expand the existing parking area
by converting a 16,500 s.f. area of lawn to surface parking for employee use. A new
curb cut would be added to allow exit onto SW 16th Street, and it appears that exiting
from the new parking lot would be via and existing internal driveway that is accessed via
SW 16th Street. In addition, the applicant intends to construct a new concrete sidewalk
and curbs.
Current Use: The property currently contains an existing 25,300 square foot building
utilized by Shuttle Express, of which approximately 5,000 square feet is used for
warehouse and storage. A large parking lot for vehicle storage/staging and a 1,000
gallon propane tank currently are located at the subject site.
Zoning: The property is located within the Employment Area Valley (EAV) land use
deSignation and the Medium Industrial (1M) zoning designation. Express Transportation
Services are outright permitted uses within the 1M zone.

Development Standards: The project would be subject to RMC 4-2-130A, "Development
Standards for Industrial Zoning Designations" effective at the time of complete
application (noted as "1M standards" herein).
Minimum Lot Size. Width and Depth -There are no minimum requirements for lot
width or depth within the 1M Zone, however, there is a minimum lot size requirement of
35,000 square feet which is not applicable to the proposal.
Lot Coverage -There is no minimum lot coverage requirement within the 1M zone.
Setbacks -Setbacks are the distance between the building and the property line or any
private access easement. The required setbacks in the 1M zone are as follows: 15 feet
for a front yard and side yard along a street; zero for the rear yard; zero for the interior
side yards; and a 10-foot landscaped setback is required from the freeway. The
proposal appears to comply with the required setback requirements.
Landscaping -Except for critical areas, all portions ofthe development area not covered
by structures, required parking, access, circulation or service areas, must be landscaped
with native, drought-resistant vegetative cover. The development standards require
that all pervious areas within the property boundaries be landscaped. The minimum on-
site landscape width required along street frontages is 10 feet. Street trees are required
either between the curb and the sidewalk or where there is insufficient right-of-way
space street trees are required in the front yard subject to approval of the Department
of Community and Economic Development Administrator.
When an Industrial Zoned Lot or Use is Abutting a Residential or CommerCial Zone: A
fifteen-foot (15') wide partially sight-obscuring landscaped visual barrier, or ten-foot
(10') wide fully sight-obscuring landscaped visual barrier, is required along the common
property line. The subject site abuts a Commercial Office (CO) zone to the west and
would be required to provide landscaping along the west property line.
A minimum of ten feet (10') landscaped strip is required between the property line
along public rights-of-way and the fence. The landscaping shall be of size and variety so
as to provide an eighty percent (80%) opaque screen. It should be noted thot the
subject project received 0 Site Plan approval in 1998, City file number LUA98-156.
Pursuant to the past approval Z% of the site was required to be maintained as natural
landscaping suitable for wildlife habitat. Information shol/ be provided at of/icia/site
plan permit submittal verifying compliance with LUA98-156 approval requirements.
Please refer to landscape regulations (RMC 4-4-070) for additional general and specific
landscape requirements (enclosed). A conceptuol landscope plan and landscape
analysis meeting the requirements in RMC 4-8-1Z0D.1Z, shall be submitted at the time
of application for Site Plan Review.
Landscaping standards from Renton Municipal Code are attached as an exhibit at the
conclusion of this memo. Substantial landscaping would be required, and a minimum

buffer area between the back of sidewalk and the parking lot. Berming is encouraged to
help screen and reduce headlight sweep impacts.
Fences -The applicant shall provide details of any fences proposed as part of this
project, the location must be deSignated on the landscape plan. A fence detail should
also be included on the plan as well.
Parking -Express Transportation Services are not specifically identified within the
development code and parking standards. Therefore, staff would require some
additional information in order to calculate parking demand. We would apply parking
requirements based on the existing office use; therefore, please provide the area of net
office space. General office requires a minimum of 2.0 parking spaces per 1,000 s.f. of
net floor area and a maximum of 4.5 parking spaces per 1,000 s.f. of net floor area. In
addition, we would need to know how much area is used for fleet parking. The
proposed parking lot may require a modification from parking requirements if the
parking exceeds or is less than the required parking, or if bicycle parking requirements
cannot be met (see below). Modifications are subject to a $100 fee (plus 3% technology
fee).
In addition, RMC 4-4-080.F11 requires that bicycle parking be provided eqUivalent to
10% of the number of required parking spaces.
Note: It appears that there is the ability to provide additional parking within the
existing improved area by reconfiguring and restriping. Staff discussed with the
applicant that the City's position is to ollow only an expansion oJ the existing parking
toward SW lff1' Street (approximately one-halJ the distance between the existing
building and the property line, plus a new curb cut to sw uP Street. The curb cut will
also Jacilitate improved traffic flow if the parking spaces are reconfigured.
Access -Driveway widths are limited by the driveway standards, in RMC 4-40801. The
location of ingress and egress driveways shall be subject to approval of the Community
and Economic Development Department under curb cut permit procedures. There shall
be a minimum oHorty feet (40') between dr'lveway curb returns where there is more
than one driveway on property under unified ownership or control and used as one
premises. Driveways shall not exceed forty percent (40%) of the street frontage. The
width of any driveway shall not exceed fifty feet (50'). There shall not be more than two
(2) driveways for each three hundred thirty feet (330') of street frontage on property
under unified ownership or control. Staff was unable to verify compliance with
driveway spacing standards as the site plan was not presented in a usable scale.
Street Improvements -The project would require the construction of street
improvements, if the proposed work is valued at $50,000 or more. The applicant shows
that sidewalks would be constructed. RMC4-6-060F requires an 8-foot wide sidewalk
for an Industrial Collector street, and an 8-foot wide planting street abutting the street.
If the street is classified as Industrial Access, then the sidewalk can be 6-foot wide, and
the planning strip is required to be 8-feet wide.

Critical Areas
The City of Renton's Critical Areas maps indicate the presence of Seismic hazards and
lOO-year flood plain on the subject site.
The seismic hazard is related to potential liquefaction of soils during an earthquake
event. A geotechnical analysis may be requ"'red for the site. If required, the analysis
needs to assess soil conditions and detail construction measures to assure bUilding
stability.
The subject site contains a Flood Hazard Area; pursuant to the FEMA Flood Insurance
Rate Maps (FIRM) the subject site contains a Special Flood Zone which is classified as a
IOO-year flood plain. Based on the project proposal no development is proposed
within the flood plain. However, if development is proposed in the flood plain, the
applicant should address the issues raised in the Final Biological Opinion And Magnuson-
Stevens Fishery Conservation and Management Act Essential Fish Habitat Consultation
and propose mitigation for any anticipated impacts as it would relate to the referenced
publication, in the SEPA review for the project. The SEPA checklist should be provided
to the National Marine Fisheries Service (NMFS) and the Federal Emergency
Management Agency (FEMA) for their review and comment.
Environmental Review
The proposed project would be subject to Washington State Environmental Policy Act
(SEPA) review if the proposal adds or restripes more than 20 parking stalls. Therefore,
an environmental checklist is a submittal requirement. An environmental
determination will be made by the Renton Environmental Review Committee. This
determination is subject to appeal by either the project proponent, by a citizen of the
community, or another entity having standing for an appeal.
Permit Requirements
The proposal would require Administrative Site Plan and Environmental (SEPA) Review.
The purpose of the Site Plan process is the detailed arrangement of project elements so
as to be compatible with the physical characteristics of a site and with the surrounding
area. An additional purpose of Site Plan is to ensure quality development consistent
with City goals and policies. General review criteria include the following:
Q. Compliance and Consistency: Conformance with plans, policies, regulations
and approvals, including the Comprehensive Plan, applicable land use regulotions, ond
opplicable deSign regulotions.
b. Off-Site Impacts: Mitigation of impacts to surrounding properties and uses,
including:
i. Structures: Restricting overscale structures and overcancentration of
development on a porticular portion of the site;

ii. Circulation: Providing desirable transitions and linkages between uses,
streets, walkways and adjacent properties;
iii. Loading and Storage Areas: Locating, designing and screening storage
areas, utilities, roof tap equipment, loading areas, and refuse and recye/ables
to minimize views fram surrounding properties;
iv. Views: Recognizing the public benefit and desirability of maintaining visual
accessibility to attractive natural features;
v. Landscaping: Using landscaping to provide transitions between
development and surrounding properties to reduce noise and glare, maintain
privacy, and generally enhance the appearance of the project; and
vi. Lighting: Designing and/or placing exterior lighting and glazing in order to
avoid excessive brightness or glare to adjacent properties and streets.
c. On-Site Impacts: Mitigation of impacts to the site, including;
i. Structure Placement: Provisions for privacy and noise reduction by building
placement, spacing and orientation;
ii. Structure Scale: Consideration of the scale of proposed structtJres in
relation to natural characteristics, views and vistas, site amenities, sunlight,
prevailing winds, and pedestrian and vehicle needs;
iii. Natural Features: Protection of the natural landscape by retaining existing
vegetation and soils, using topography to reduce undue cutting and filling,
and limiting impervious surfaces; and
iv. Landscaping: Use of landscaping to soften the appearance of parking
areas, to provide shade and privacy where needed, to define and enhance
open spaces, and generally to enhance the appearance of the project.
Landscaping also includes the design and protection of planting areas so that
they are less susceptible to damage from vehicles or pedestrian movements.
d. Access and Circulation: Safe and efficient access and circulation for all users,
including;
i. Location and Consolidation: Providing access points on side streets or
frontage streets rather than directly onto arterial streets and consolidation of
ingress and egress points on the site and, when feasible, with adjacent
properties;

ii. Internal Circulation: Promoting safety and efficiency of the internal
circulation system, including the location, design and dimensions of vehicular
and pedestrian access paints, drives, parking, turnarounds, walkways,
bikeways, and emergency access ways;
iii. Loading and Delivery: Separating loading and delivery areas from parking
and pedestrian areas;
iv. Transit and Bicycles: Providing tronsit, carpools and bicycle facilities and
access; and
v. Pedestrians: Providing safe and attractive pedestrian connectians between
parking areas, bUildings, public sidewalks and adjacent praperties.
e, Open Space: Incorporating apen spaces to serve as distinctive project facal
points and to provide odequate areas for passive and active recreation by the
occupants/users of the site.
f, Views and Public Access: When possible, providing view corridors to
shorelines and Mt. Rainier, and incorporating public access to shorelines.
g. Natural Systems: Arranging project elements to protect existing natural
systems where applicable.
h. Services and Infrastructure: Moking available public services and facilities to
accommodate the proposed use.
i. Phasing: Including a detailed sequencing plan with development phases and
estimated time fromes, for phased projects.
All applications can be reviewed concurrently in an estimated time frame of 6-8 weeks
once a complete application is accepted. The Site Plan Review application fee is $1,000.
The application fee for SEPA Review (Environmental Checklist) is $1,000. Please note
that each of these land use permits has an additional 3% Technology Surcharge Fee,
which results in a $2,060 fee for the combined permits and Technology Fee. If
modifications from street or parking regulations are needed, then each modification is
an additional $103 ($100 + 3% Technology Fee). Detailed information regarding the
land use application submittal is provided in the attached handouts.
In addition to the required land use permits, separate construction, building and sign
permits (if needed) would be required. The review of these permits may occur
concurrently with the review of the land use permits, but cannot be issued prior to the
completion of any appeal periods.
Impact Mitigation Fees: In addition to the applicable building and construction fees,
impact fees would be required prior to the issuance of building permits. Please refer to
the attached handout for applicable impact fees.

The State Environmental Policy Act (SEPA). chapter 43.21C RCW. requires all governmental agencies to consider
the environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be

The proposed project involves the construction of an approximately 15,000 SF porous asphalt parking lot (36 total stalls) for
bus and employee parking. The project will also include site drainage, grading, landscaping. and frontage improvements on
SW 16" Street. The total project site is approximately 1.0 I acres and is a small portion of a 3.25 acre parcel.

proposed parking lot from a IOO·year storm. [n the rare case of an overflow. or if the porous asphalt gets clogged
and cannot infiltrate storm water, a catch basin conveyance system has been designed_ Four catch basins will collect
any water that cannot infiltrate through the permeable pavement and will convey storm water to the City of
Renton's storm system via an existing catch basin in SW 16 th Street.

Waste materials will not enter surface waters as there are no surface waters within the immediate vicinity of the project site.

1. PROJECT NARRATIVE
1.1 Project name, size and location of site
The name of the proposed project is the Shuttle Express Parking Lot. The project site is
approximately 44,000 SF and is a small portion large parcel that totals 141,425 SF. The site is
located at 800 SW 16th Street in Renton, Washington.
1.2 Land use permits required for proposed project
Land use permits required for this project include Site Plan Review and SEPA Review
(Environmental Checklist).
1.3 Zoning designation of the site and adjacent properties
The project is located within the Medium Industrial (1M) zoning designation. The adjacent
property to the west is located in Commercial Zone. Bordering the project to the north is
Interstate 405, to the east is Raymond Avenue SW, and the south is SW 16th Street.
1.4 Current use of the site and any existing improvements
The property contains an existing 25,300 SF building for the Shuttle Express business, of which
approximately 5,000 SF is used for warehouse and storage. To the north, east, and west of the
building is large parking areas for the Shuttle Express buses, employees, and customers. This
project proposes to add an approximately 15,000 SF parking lot to the south of the existing
building.
1.5 Special site features (i.e. wetlands, water bodies, steep slopes)
There are no wetlands or steep slopes located on the project site. A small creek borders the site to
the north. However, all development from the proposed project will be occurring in the south
portion of the site and will have no effect on the stream.
1.6 Statement addressing soil type and drainage conditions
Nelson Geotechnical Associates, Inc. (NGA) completed a geotechnical investigation of the
onsite soils and completed a summary of the results of the investigation on June 21, 2013. NGA
dug four test pits and found that topsoil and grass was underlain by approximately 3.8 to 4.8 feet
of medium dense to dense, brown gray fine sand with silt, trace gravel and varying amounts of
organics which is thought to be undocumented fill. Below the fill layer is a loose/soft, iron-oxide
stained, native alluvium soils layer. NGA also conducted two infiltration tests of the onsite soils.
They recommended using an infiltration rate of 0.5 inches per hour for storm water modeling.
Lastly, NGA concluded that the site is not suited for infiltration trenches due to indications of
shallow groundwater, but that the use of pervious pavement is feasible.
1.7 Proposed use ofthe property and scope of the proposed development
The proposed use of the property will continue to be for the Shuttle Express business. The
proposed development will include an approximately 15,000 SF porous asphalt parking lot to the
south of the existing building. The project will also include drainage for the improvem~ CJ V
grading, and landscaping. Frontage improvements to SW 16th Street, which includes a lhlill1;~1!-ED

A 6-foot wide sidewalk and 8-foot wide landscape strip that spans approximately 370 feet

frontage improvements. The majority of the sidewalk will be on the current property, but that
land will be dedicated to the right-of-way. Furthermore, a 14-foot wide egress connecting the
parking lot to SW 16th Street is proposed in the right-of-way. Total proposed impervious surface
in the right-of-way (new right-of-way once the ROW dedication has taken place) is
approximately 2,300 SF.
1.11 Total estimated construction cost and estimated fair market value of the proposal
The total estimated construction cost is $142,350.00.

This letter documents our explorations and provides our opinions and recommendations for the proposed
parking lot construction and storrnwater infiltration at the existing Shuttle Express office building located
at 800 SW 16'" Street in Renton, Washington, as shown on the vicinity map in Figure I.
INTRODUCTION
The planned improvements will consist of constructing an approximately 16,000 square foot parking lot
within the southern portion of the property along SW 16th Street, along with associated underground
utilities, and a storrnwater management system on the property. The site is currently occupied by a multi-
level office building within the central portion of the property with associated parking areas on the north,
east and west sides of the building. The existing and proposed site layouts are shown on the Schematic
Site Plan in Figure 2. For our use in preparing this letter, you have provided us with an aerial image of
the property showing the proposed location of the parking lot area.

SCOPE
The purpose of this study is to explore and characterize the subsurface conditions in specific areas of the
site and to provide opinions and recommendations for the proposed parking lot and the potential for
stormwater infiltration. Specifically, our scope of services includes the following:
1. Review existing soils and geologic maps of the area.
2. Explore the site subsurface soil and groundwater conditions with backhoe-excavated test
pits. Backhoe to be subcontracted by NGA.
3. Perform on-site infiltration testing.
4. Perform laboratory analysis on representative soil samples, as needed.
5. Provide recommendations for storrnwater infiltration per 2009 King County Surface
Water Design Manual and City of Renton Ammendments.
6. Provide recommendations for pavement subgrade preparation and pavement sections.
7. Provide recommendations for site drainage and erosion control.
8. Provide recommendations for infiltration system installation.
9. Document the results of our explorations, flndings, conclusions, and recommendations in
a written geotechnical engineering report.
SITE CONDITIONS
Surface Conditions
The site is a relatively level, rectangular shaped lot covering approximately 3.25 acres. The site is
bounded to the north by Interstate 405, to the east and west by commercial properties and to the south by
SW 16'h Street. An existing multi-level office building is located within the central portion of the site
with asphalt parking and driveway areas along the north, east and west sides of the building. The
proposed parking lot expansion is to be located within a grass lawn area to the south of the office building
along SW 16'" Street. We did not observe surface water on the site during our visit on June 3, 2013.
Subsurface Conditions
Geology: The site is mapped on the Geologic Map of the Renton Quadrangle. King County. Washington,
by D.R. Mullineaux (1965). The site is mapped as Alluvium (Qaw). The alluvium deposits are described
as sand silt and clay deposits. Qur explorations generally encountered undocumented fill soils underlain
by silty sand to silt deposits generally consistent with the description of alluvium at depth.

Explorations: The subsurface conditions within the site were explored on June 3, 2013 by excavating
four test pits with a backhoe. The approximate locations of our explorations are shown on the Schematic
Site Plan in Figure 2, A geologist from Nelson Geotechnical Associates, Inc, (NGA) was present during
the explorations; collected samples of the soils encountered, and maintained logs of the explorations, The
soils were visually classified in general accordance with the Unified Soil Classification System, presented
as Figure 3, The logs of the explorations are presented as Figure 4,
Each of the test pits exposed a surficial layer of topsoil and grass to a depth ofO,2 feet below the existing
ground surface, Underlying the topsoil and grass in all of our test pits we encountered approximately 3.8
to 4,8 feet of medium dense to dense, brown gray fme sand with silt, trace gravel and varying amounts of
organics which we interpreted as undocumented fill. Below the fill in all of our test pits, we encountered
loose/soft, iron-oxide stained, brown gray to gray silty sand and sandy silt with varying amounts of gravel
and organics underlain by soft to very soft, blue gray to gray sand, silt with abundant orgaincs that we
interpreted as native alluvium soils mapped for the area, All of our test pits were terminated within the
native alluvium soils at depths in the range of 8,5 to 12,0 feet below the existing ground surface.
Hydrologic Conditions
Groundwater seepage was observed at approximately 11.0 and 7.5 feet below the ground surface in Test
Pit I and 3, respectively. In addition, zones of iron oxide staining and saturated soil conditions were
encountered within all of the test pits between approximately 4,0 to 12,0 feet. In our opinion, the
groundwater seepage, iron oxide staining and saturated soil conditions are indicative of the high
groundwater table associated with the nearby river.
SEISMIC HAZARD
The site is shown on the Liquefaction Susceptibility ofthe Renton Quadrangle, Washington by Stephen p,
Palmer, Henry W, Schasse, Dave K. Norman, et. al. (WSDNR, 1994) to have a high liquefaction
potential. Liquefaction is the temporary loss of the shear strength of a loose soil deposit (usually
submerged clean fine to medium sand) due to a rise in pore water pressures during a seismic event. When
subjected to prolonged cyclic dynamic loads, the pore pressures within a saturated sand deposit increase,
approaching the total overburden pressure. At that time, a "quick" condition develops causing the soil to
temporarily lose its load carrying ability. Depending on the depth to the liquefiable soils and actual loads,
surface settlements can result from liquefaction,

The majority of the site soils at depth within our explorations consisted oflow permeability silts and silty
sand. We did not encounter saturated clean sand layers within our explorations. However, clean sand
layers under groundwater table may exist at depth underlying the site. Based on the soils encountered
within our explorations, we expect the liquefaction potential for the upper site soils to be low. However,
there may be some potential of liquefaction of soil layers at depth below the site, but in our opinion we
would anticipate the impact to the site would be minimal.
ON-SITE INFILTRATION TESTING
We conducted two on-site infiltration tests in the proposed parking lot area. The infiltration tests were
performed within the upper granular fill and underlying native silty sand soils within the parking lot area.
For the infiltration tests, we installed a six-inch diameter vertical tube into the native silty sand soils in
Test Pit 2 at a depth of 5.0 feet below the adjacent ground surface and in the upper granular fill soils in
Test Pit 4 at a depth of approximately 4.0 feet below the adjacent ground surface. Approximately two
inches of pea gravel was placed over the soil in the bottom of the tube to limit disturbance of the soil
when water was added to the apparatus. We filled the tube with water and allowed the water to pre-soak
the underlying soils before the actual infiltration testing. After the presoak, we conducted timed
infiltration tests. The infiltration test results are shown below in Table 1. We have not applied a factor of
safety to the in-place infiltration test results shown in the table.

CONCLUSIONS AND RECOMMENDATIONS
As stated in the 2009 King County Surface Water Design Manual, a minimum requirement of three feet
of permeable soil below the bottom of the infiltration facility, and at least three feet of separation from the
bottom of the infiltration facility and the maximum wet-season water table needs to exist. In our opinion,
based on the soil and groundwater conditions encountered in our test pits, the site conditions do not meet
these minimum requirements for infiltration.

It is our opinion that the site subsurface soils are poorly suited for traditional stormwater infiltration
trenches. The subsurface soils generally have a high silt content and indications of shallow groundwater
within these soils were observed in all of Our explorations.
It is also our opinion that the use of pervious pavement surfacing to allow runoff from the parking lot to
infiltrate into the granular fill layer found within the site is feasible. Specific recommendations for
pervious pavement design have been provided in the Pervious Pavemeut Design subsection of this letter.
Pervious pavement requires on-going maintenance in order to prolong the life span of the pavement.
Specific recommendations for maximizing the life span of the proposed pervious pavement are included
in the Pavement Maintenance subsection of this letter. We should emphasize that on-going maintenance
of the pavement is essential for the long-term success of this approach. All recommendations for
pavement subgrade preparation and maintenance as presented in this letter should be followed for the
parking lot. We are providing a preliminary pavement design; however, this design should be verified by
the civil engineer, bascd on actual anticipated loads and expected performance and life span of the
pavement, and should also be checked against the recommendations of the pavement supplier.
Pervious Pavement Design
We recommend that the pervious pavement section for the parking lot be a minimum of 6 inches thick
and underlain by a minimum of 12 inches of clean crushed rock. This pavement section is preliminary
and assumes only light traffic would be imposed on the pavement. Permanent design should be the
subject to specific analysis prepared by the civil or traffic engineer and approval by the supplier.
Based on the low permeability soils encountered throughout the site at depth, we recommend that the
pervious pavement section be underlain by a minimum of 12 inches of 3/4-inch clean crushed gravel with
a minimum void ratio of 15 to 20 percent. The gravel should contain no more than 3 percent fines by
weight in order to readily infiltrate into the underlying soils. The gravel layer should help facilitate
infiltration, but will also aid in providing storage for infiltrating water. This layer should only be lightly
compacted. The subgrade below the crushed rock should be stripped of grass and topsoil material to
expose the granular fill soils prior to placing the crushed rock. These soils should generally be
encountered approximately one foot below the existing ground surface. The subgrade below the gravel
layer should be scarified to a depth of six inches and graded level. The exposed subgrade should not be
heavily compacted or contaminated with silt, as these conditions may reduce the infiltration capability of

this material. Also, construction traffic on the exposed sub grade should be avoided. We should be
retained to observe sub grade preparation prior to placing the crushed rock layer.
Based on our observations and on-site infiltration testing along with the varying nature of the underlying
soils throughout the site, we recommend that a design infiltration rate of 0.5 inches per hour be used for
the granular fill material encountered near the ground surface. Additional recommendations and
information regarding pervious pavements are discussed on Pages 97 through III in the Low Impact
Design Technical Guidance Manual for Puget Sound, (Puget Sound Action Team & Washington State
University, May 2005).
The existing underlying fill and crushed rock surface should be proof-rolled with a heavy, rubber-tired
piece of equipment, to identify soft or yielding areas that require repair, however, the clean gravel layer
should only be lightly compacted. We should be retained to observe the proof-rolling, as well as the
placement of the gravel layer, prior to placement of pervious pavement. After installation, pervious
pavements should be thoroughly swept and pressure-washed periodically to minimize siltation potential
as discussed in the following section.
Pavement Maintenance
Typical methods for maintaining paved parking areas should be applied to pervious pavement. These
methods include power sweeping, blowing, vacuuming, and high-pressure washing. Keeping debris from
accumulating on top of and within the pervious pavement is important to maintaining the design
infiltration capacity of the system. Should the pavement become partially clogged with debris,
permeability could possibly be re-established with the use of vacuuming or pressure washing.
Stormwater from sources outside the pavement should never be directed onto the pervious pavement or
subgrade. Fines and organic material from off-site sources could potentially promote clogging of the
pavement section. Following the recommendations provided in this letter should help reduce the
migration of silt and debris into the pavement section.

This letter was prepared for Peer Frank, LLC and their agents, for their use in planning and budgeting the
above-referenced project only. Our services included an evaluation of the infiltration capability of the site
soils at specific locations, and should not be considered as an in-depth geotechnical study. This letter
may be used for bidding and estimating purposes, but our letter, conclusions, and interpretations should
