adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). This Determination of Non-Significance is issued under WAC 197-11-340. Because other agencies of
jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on November 8, 2013.

The City of Renton initiated an effort to make a plan and identify actions to make the Benson Hill
community more inviting and livable, and direct its future growth and change. The plan addresses several
emerging issues and recommends strategies to: enhance community identity, improve pedestrian and
vehicle circulation, and to enrich the community with many small-scale improvements to parks,
recreational opportunities, police-resident relationships, human services, neighborhood clean-up, and
development regulations that encourage safe and quality buildings and landscapes. The plan was
developed in conjunction with reSidents, bUSinesses, and community stakeholders.
The plan identifies five goals and the implementation strategies that will accomplish the goals. The five
goals are:
1. Create a community focus in the heart of Benson Hill.
2. Build on the existing trail system to create a functional and beautiful pedestrian and bicycle route
network.
3. Improve access to and quality of parks, recreation, and natural areas in Benson Hill, especially for
youth.
4. Improve the sense of safety in Benson Hill.
5. Support a strong and vibrant Benson Hill community.

In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those
project impacts that are not adequately addressed under existing development standards and
environmental regulations.

project under the authority of the Renton Municipal Code. An environmental impact statement
(EIS) will not be required under RCW 43.21C. This decision was made after review of a
completed environmental checklist and other information on file at the City. This determination
does not constitute approval for construction; mitigation may be necessary and may be
imposed at the time of a site specific development proposal on the subject site. Copies of the
DNS, the SEPA checklist and other project documents are available at the Department of
Community and Economic Development, 1055 South Grady Way, Renton, WA 98057.

The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental
agencies to consider the environmental impacts of a proposal before making decisions. An
Environmental Impact Statement (EIS) must be prepared for all proposals with probable
significant adverse impacts on the quality of the environment. The purpose of this checklist is
to provide information to help you and the agency identify impacts from your proposal (and to
reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide
whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of
your proposal are significant, requiring preparation of an EIS. Answer the questions briefly,

narthern boundary runs generally along the Cedar River. The southern and eastern
boundaries generally follow the southeastern gart of the city limits. The western
boundary generally follows Benson Dr. 5 and 108 Ave Sf.
B. ENVIRONMENTAL ELEMENTS
1. EARTH

mountainous, other . Benson Hill's high point is near the center
of the study area, and the land slopes dawn ta the Cedar River to the north, Soos
Creek ta the east, and descends quickly at the Benson Road and Bensan Drive ta
the west.

Hills Creek. Wetlands exist northwest of the Sf Petrovitsky Road/116'h Avenue Sf
intersection and at the Benson Drive 5/Benson Road 5 intersection.
