ED91182 CASE# 23-9531 OF COLLISION 08/18/23 22:42 OF CbLLI510N NARRATIVE 23-9531 At about 2245 hours on 08/18/2023 1 was dispatched to an injury accident at the intersection of Benson DR S and Benson RD S, in the city of Renton, King County, Washington. Dispatch advised me that there was one caller to stated she was hit and hung up before providing any further information. Unit 1: 2019 Honda Accord (LIC/CES9666) (VIN/1 HGCV21735KA026569) Driver: Ricky Chen (DOB 07/13/2005) via WADOL. Unit 2: 2016 Nissan Altima (LIC/CGW2161) (VIN/1N4AL3AP6GC192676) Driver: Ulukilupetea A Hefa (DOB 09/16/1994) via WADOL Passenger: Joseph Hefa (DOB 12/22/2006) verbally identified Upon my arrival I located the first vehicle, unit 2 which was facing the wrong way on Benson DR S in the north bound lane. The other vehicle, unit 1 had pulled off the roadway on Benson RD S. The driver of unit 2 was still inside the vehicle upon my arrival and was unable to exit the vehicle. The driver was conscious and did not have any obvious major injuries. The driver was able to communicate but was dazed and in pain. An officer stayed with the driver of unit 1 and monitored her until the fire department arrived. I then contacted the driver of unit 1. The following is a summary of what unit 1 told me happened. The driver of unit one said he was traveling south bound on Benson DR S approaching the intersection of Benson DR S and Benson RD S. As he approached the intersection, he moved into the left-hand turn lane set up to go east on Benson RD S. The driver of unit 1 said he had a green light and started his left and turn. Unit one said he did not see unit 2 approaching the intersection traveling north bound on Benson DR S as he started the turn and by the time, he saw them he did not have time to stop. Unit 1 struck unit 2 on the driver's side of the vehicle with his front driver's side bumper. The following is a summary of what the driver and passenger of unit 2 said happened. Unit 2 said they were traveling north bound on Benson DR S approaching the intersection. Unit 2 said they also had the green light and proceeded through the intersection where the were hit from the driver's side by unit 1, casing the vehicle to spin around coming to a rest facing south bound on Benson DR S. It is important to not that the left hand turn at that intersection to go east onto Benson RD S does not have a green arrow on the traffic light. The light is only a regular green light meaning any vehicles trying to turn left from that direction at that intersection would have to yield to oncoming traffic. Unit 1 suffered damage to the front driver's side corner of the vehicle as well as airbag deployment from the front only. Unit 2 suffered severe damage to the entire driver's side of the vehicle. The door was so damaged the fire department had to pry the doors open to extract the driver. Both vehicles were towed by Gene Meyers Towing due to the damage. The driver of unit 2 was eventually removed from the vehicle and evaluated by the fire department. The fire department decided to transport her to the hospital for further evaluated but advised us that the driver was in stable condition and had no serious injuries that they could detect at that time. The driver of unit 2 was transported to Valley Medical Center. The driver of unit 1 was also evaluated for airbag deployment but stated to have no pain or injury and was cleared by the fire department. In addition, there was one witness to the accident identified only as Joanne Lu. Lu was able to provide us with dash cam footage of the accident. The footage was not accessible on scene, but Lu was sent an Axon citizen link and later uploaded the footage. This incident was captured by my body worn video camera. This report is a summary of the events that occurred and is not an exact sequencing of events. Statements have been summarized and paraphrased. This concludes my involvement with this case.
