ED97753 CASE# 23-10069 OF COLLISION08/31/23 14:30 NARRATIVE 23-10069 On 08/31/2023 at approximately 1433 hours, I was dispatched to an unknown-if-injury and blocking four-vehicle collision in the 18100 block of 108th Ave SE, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, I located all of the involved parties. Officer M. Leverton confirmed there was a complaint of injury from the driver of Unit#2, specifically back and neck pain. Officer Leverton requested the Renton Regional Fire Authority (RRFA) respond to the scene for further evaluation. RRFA later responded and transported the driver of Unit#2 via ambulance to Valley Medical Center. While on scene, I collected each involved party's information and involvement leading up to the collision. The driver of Unit#1 stated that she was the sole occupant of her vehicle and was traveling southbound in about the 18100 block of 108th Ave SE and was approaching the intersection of SE 181 st Street. The driver of Unit#1 stated that she had pulled into the center-turn-lane to yield to traffic for an upcoming left-turn. The driver of Unit#1 stated she was intending turn eastbound onto SE 181 st ST following the turn. The driver of Unit#1 stated that northbound traffic in lane 2 of 2 of 108th Ave SE had created an opening for Unit#1 to proceed out into the intersection. While Unit#1 proceeded out into the intersection, the driver of Unit#1 stated she could not see northbound traffic in lane 1 of 2 on 108th Ave SE. Once Unit#1 reached lane 1 of 2, she saw Unit#2 occupying that lane. The driver of Unit#1 stated she tried to avoid the collision but was unable to and that Unit#2 struck the rear passenger side bumper and quarter panel of Unit#1 subsequently causing moderate damage to Unit#1. As a result of the initial impact, Unit#1 was spun and redirected into Unit#3 which was stopped at the stop sign on SE 181 st ST causing additional damage to Unit#1. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling northbound in about the 18100 block of 108th Ave SE in lane 1 of 2. The driver of Unit#2 stated he was intending to continue north through the uncontrolled intersection. The driver of Unit#2 stated while approaching the intersection of SE 181 st ST which Unit#1 was trying to turn across, he continued going straight ahead, not realizing Unit#1's intent. The driver of Unit#2 stated Unit#1 turned in front of his vehicle unexpectedly. The driver of Unit#2 stated he was unable to avoid the collision and struck Unit#1 causing significant damage to the front of Unit#2. As a result of the initial impact, Unit#2 was redirected into Unit#4 which was stopped in traffic on 108th Ace SE causing additional damage to Unit#2. The driver of Unit#3 stated she was the sole occupant of her vehicle and was traveling westbound in about the 10800 block of SE 181st ST. While stopped at the intersection, the driver of Unit#3 observed the collision occur between Unit#1 and Unit#2. The driver of Unit#3 stated that Unit#1 spun into her vehicle following the collision causing moderate damage to the front driver's side headlight and quarter panel. The driver of Unit#4 stated he was the sole occupant of his vehicle and was traveling northbound in about the 18100 block of 108th Ave SE. While stopped for queued traffic, the driver of Unit#4 felt contact from Unit#2. The driver of Unit#4 stated that Unit#2 contacted his vehicle causing minor damage to the rear passenger side quarter panel and fender. Based on the above statements, I determined that the Driver of Unit#1 (RIVERO TORRES) was the predominant factor for the collision due to not granting the right of way during a left-turn causing a collision. The driver of Unit#1 violated RCW 46.61.185.1 by not granting the right of way to Unit#2 traveling in the roadway which had the right of way and was already underway. PAGE 3 OF 6 TIME REPORT NO. The driver of Unit#2 was able to move his vehicle off of the roadway and requested that the vehicle remain there while he made arrangements for a private tow.
