Request that the court mail the infraction Video: Officer Sagiao sent Martineau, Arthur J a citizen request for video Narrative: On 08.31.2023 at 1849 hours, I arrived at a non-blocking collision which occurred at 1842 hours in the 1900 block of S Puget Drive. Both vehicles had moved into the parking lot for the business at 1900 S Puget Drive. This address is within the city limits of Renton, County of King, WA. South Puget Drive runs southeast to northwest. When I arrived on the south side of the building, both parties were on location. I advised everyone involved that our contact was audio and visually recorded. Arthur Martineau's vehicle was on the north side of the building, and I asked him to move the vehicle to the south side. I spoke with Aryonna A Rivers-Joseph DOB/02.05.2005. Rivers-Joseph was driving a black 2024 Kia Seltos WA/A6575233 registered to Dakisha Lottie. I asked her for her license, registration, and insurance. Rivers-Joseph told me that she didn't a license. Rivers-Joseph told me that she had a learner's permit, but it was expired. Rivers-Joseph handed me a WA learner's permit and her photo Renton High School ID. Rivers-Joseph's DOL status shows expired, not licensed but eligible. Rivers-Joseph told me that she was in the curb lane on S Puget drive coming down the hill (or headed northwest). Rivers-Joseph told me that she was changing lanes and didn't see the other vehicle until it hit her. Rivers-Joseph provided registration paperwork and had to call her mom for proof of insurance. Rivers-Joseph's mom showed up at 1900 S Puget Drive. Lottie planned to call her insurance company for her own tow. Rivers-Joseph had 3 passengers. Matila T Gyan DOB/01.25.2008 was seated in the rear passenger seat. Gyan complained of hip and head pain. Makenajoy M Karuri DOB/02.25.2005 was in the front passenger seat and complained of head pain. Nahlia M Bates DOB/01.09.2008 was in the driver's side rear seat and complained of head pain. Renton Fire treated and released all patients. Officer Sagiao spoke with Arthur Martineau. Martineau was driving a red 2021 Ford Mustang Mach-e WA/ BYG9816 registered to him. Martineau was headed down S Puget driver or northwest. Martineau was identified by photo WADL and has a valid DOL status. Martineau provided proof of insurance and a registration. Martineau told Officer Sagiao that he was in the center lane. The black Kia driven by Rivers-Joseph slowed as if it was going to pull into the parking lot at 1900 S Puget Drive. Instead, Martineau felt that the vehicle tried to make a U-turn in front of his vehicle. Martineau had no complaint of pain. Martineau has a dash cam. Officer Sagiao sent him an Axon citizen invite for the video. Witness Maynun A Sheikh DOB/01.01.2003 was driving behind Martineau's vehicle. Sheikh told Officer Sagiao that it appeared as though the black Kia tried to make a U-turn in front of Martineaus red Ford. Based on this information, I issued Sector infraction #3A0004541 issued to Rivers-Joseph, Aryonna A DOB/20050205 for improper lane change and no valid operator's license with ID.
