ED99664 CASE# 23-10481 OF COLLISION 09/10/23 23:37 OF CbLLI510N NARRATIVE ASSIGNMENT/ARRIVAL On 09/10/2023 at approximately 2359 hours, I was dispatched to a two vehicle collision near the intersection of Benson Drive S and S 27th Place in the city of Renton, King County, Washington. I arrived at approximately 2359 hours. UNIT 1: HONDA CIVIC Upon arrival I observed a blue Honda Civic (WA/ CDK2920, Unit 1) stopped in the northbound number one (closest to center) lane of Benson Drive S, north of the intersection of S 27th Place. Unit 1 had moderate front end damage. Unit 1's front end was engaged with Unit 2's rear end. UNIT 2: CHEVROLET 3500 1 observed a white Chevrolet 3500 (WA/ D64296B) stopped in the northbound number one (closest to center) lane of Benson Drive S, north of the intersection of S 27th Place. Unit 2 had moderate rear end damage. Unit 2's rear end was engaged with Unit 1's front end. Unit 2's front driver axle was broken, caging the front wheel. I believe that damage was pre-existing to the collision. DRIVER 1: CATER, HALFRED T. I contacted Halfred T. Cater (DOB: 06/10/2000) standing near Unit 1. 1 identified Cater by his valid Washington Driver License. I identified Cater as the driver of Unit 1 by his admission. Cater was bleeding from the lips, had small lacerations to his left hand, and pain to his left knee from the collision. Cater was evaluated by the Renton Fire Authority and released. DRIVER 2: NGATCHA, JEAN J. I contacted Jean J. Ngatcha (DOB: 04/25/1980) standing near Unit 2. 1 identified Ngatcha by his valid Washington Driver License. I identified Ngatcha as the driver of Unit 2 by his admission. Ngatcha said he was not injured from the collision. STATEMENT: CATER, HALFRED T. I spoke with Cater about the incident. The following is a summary of our conversation: Cater drove Unit 1 north on Benson Drive S near S 27th Place in the northbound number one lane at approximately 25-30 miles per hour. Cater was not distracted by anything in or our of the vehicle. Cater saw a vehicle traveling in front of him swerve to the right, as if to avoid something in the road. Cater didn't see anything, but also swerved in case there was a hazard he did not notice. Cater saw Unit 2 stopped in the northbound number one lane in front of him. Cater did not remember seeing any hazard lights on Unit 2. Cater was unable to swerve and avoid a collision. Unit 1's front end collided with Unit 2's rear end. This concluded my conversation with Cater. STATEMENT: NGATCHA, JEAN J. I spoke with Ngatcha about the collision. The following is a summary of our conversation: Ngatcha drove Unit 2, which snapped a front driver axle while he drove north on Benson Drive S near S 27th Place. This disabled Unit 2. Ngatcha sat inside Unit 2 waiting for roadside assistance. Ngatcha activated Unit 2's hazard lights by depressing the button on top of the steering column. Ngatcha saw the front flashers activate, but never exited the vehicle to check on the rear flashers. Unit 1 suddenly collided with Unit 2's rear end. Ngatcha did not see Unit 1 prior to the collision. This concluded my conversation with Ngatcha. ADDITIONAL INFORMATION: UNIT 2 1 did not see any exterior lights on Unit 2 when I arrived. PHOTOGRAPHS Officer D. Adam took photographs of the collision. DISPOSITION I gave both driver an Exchange of Information form. This concluded my involvement in this case.
