EE01709 CASE# 23-10555 OF COLLISION 09/13/23 08:46 OF CbLLI510N NARRATIVE BLK/1 LT UNIT 2 NB LN 1 mom lied/driver CC On 9/13/2023 at about 0846 hours within the city limits of Renton/King/WA I responded to a 2 car blocking crash about the 3350 block of Oakesdale Ave SW. I contacted unit 2 "Driver-Maceda-Avila, Gabriela L 04041980" ID'd by her matching picture WADL. She provided a very twisted story and could not accurately describe lane travel, direction or how the crash happened. She eventually told me she was northbound in lane 1 when unit 1 cut her off and they crashed. Damages to either vehicle did not align based on her odd description. She told me she was enroute to the Planet Fitness Gym in Kent but driving northbound. She did not complain of injury and damages required a tow truck. Unit 1 driver did not speak English and will need an interpreter for Vietnamese. Unit 1 had a friend arrive who assisted in translation. He did not provide ID, but told me unit 1 was southbound on Oakesdale making a left turn across unit 2 path where they collided. He did not complain of injury and damages did require a tow truck. I collected both drives documents and returned to my vehicle to complete a PTCR. When I was working on the report, unit 1 translater told me that Gabriela Maceda was not the actual driver of the car during the crash. He described the driver as maybe a younger person and maybe male, but could not provide anything else as the actual driver was not seen until later. I contacted Gabriela Maceda and confronted her with this new information provided that she was not really the driver and ask who was. She told me her daughter had gone to the gym and while driving home had this crash. Gabriela told me her daughter was concealed inside a truck parked 75-100 feet away front the crash. She told me she was willing to take blame for the crash to help her daughter as she was having a hard time in general with life. Gabriela's boyfriend also on scene went back to the truck and walked her daughter, the actual driver of unit 2 back to my vehicle. I asked this person for her name and ID. She told me she had no form of ID on her, not even a school ASB card. She verbally provided the name of Maceda, Ruby C 07182005. Unit 1 driver pointed and nodded to confirm Ruby was the driver. A WACIC/DOL check via Dispatch revealed no record found for Ruby. Ruby confirmed she did not have a license or ID in this state or any other. Her mom confirmed this was her daughter, Ruby, with the correct birthday. She also confirmed Ruby was driving the car. Ruby also confirmed she was driving, without a license as she was hurt from the crash. I had Renton Fire responded. They treated and released Ruby on scene for an arm injury. heard Ruby telling Renton Fire about driving and crashing and her arm pain directly related to the crash. Ruby C Maceda 07-18-2005 did committed ref RCW 46.20.005 Driving with NO valid Operators license with no form of ID first degree (NVOL 1st) and did commit ref RCW 46.52 020.2 Hit and Run/property, by leaving the scene of the crash and concealing herself out of view from unit 1 and police and failing to meet the requirements of the above RCW. I cited Ruby via the Renton City Prosecutors office. Gabriela did commit ref RCW 9A.76.175 Making a false statement to law enforcement by actually providing a vague description of her actions as the driver of a crash, providing WADL as the driver of the crash and later revealing she was not the driver. She also committed ref RCW 9A.76.020 Obstructing a law enforcement officer willfully delaying/obstructing my investigation of this crash had PAGE 3 OF 5 REPORT NO. Gabriela knowingly provided a false statement and obstructed my investigation because she thought her daughter was having enough trouble with other life issues and didnt want her unlicensed daughter driving a car without permission who had a crash to be bothered. Gabriel helped her boyfriend who appeared to have arrived on scene in separate vehicles to conceal Ruby and did not reveal the truth until later.
