2018 800 SW 16th Street Parking Lot Expansion

2013 Shuttle Express Parking Lot Project DNS Determination (LUA13-001322)
While located in the same general location, the 2018 proposal calls for expansion of the existing parking
field on the western portion of the parcel on S.W. 16th Street; whereas the 2013 proposal directed the scope
of its effort to the remaining portions of the site located towards the northeast corner of the parcel and an
additional parcel located on the eastern side of the intersection of S.W. 16th Street and Raymond Avenue
S.W .
Another significant difference between the two project proposals lies in the nature and extent of impervious
or pervious surfaces proposed. The 2013 proposal called for impervious paving in excess of the 5,000
square foot threshold for water quality treatment; the 2018 proposal calls for the use of pervious pav ing in
the parking area while limiting impervious paving to the drive aisles , primarily to assist in addressing flow
control issues. Analysis of the drainage report submitted in support of this project will indicate whether the
design complies with provisions of the current King County and Renton codes.
The existing office building will remain occupied and parking facilities for employees provided in the 2013
proposal will remain in place. The 2018 proposal will restrict its impacts to a previously landscaped area
on the west end of the site where pervious pavement will be utilized; allowing for the proposed parking
expansion.
It should also be noted that the 2013 SEPA decision included a waiver of frontage improvements along
Raymond Avenue S.W. Consequently those improvements are not accommodated in this project ’s scope
of work. An e-mail received earlier this year from Chip Vincent, confirms the applicability of the 2013 SEPA
decision, as well as the need for Site Plan Review of the 2018 proposal. This e -mail is attached for your
