This document describes the existing trip generation, planned expansion of the parking lot, and estimate of future traffic activity with the proposed expansion. Project Site Description The existing site includes a 25,300 square foot (SF) office building that is partially occupied by Shuttle Express, and a parking lot that is utilized by the existing Shuttle Express operation and an overflow parking lot for Renton Toyota to store vehicles. Vehicular access to the existing site is currently provided at two locations; one via a driveway on SW 16th Street and the other via Raymond Ave SW as shown in the exhibit below. The proposed project includes expanding the existing parking lot to accommodate additional Renton Toyota vehicles as an overflow. There will be no changes to the existing Shuttle Express operations with the proposed project. Renton Toyota Overflow Parking Lot Expansion Trip Generation Memo TENW March 14, 2018 Page 2 With the proposed project, vehicular access will be provided at three locations; the two existing access points will remain, and the project proposes a new driveway curb cut on SW 16th Street, west of the existing access. A preliminary site plan concept is included as Attachment A. The next section describes the process used to estimate trip generation of the proposed expansion. Existing Trip Generation Existing traffic counts were collected at the site to identify the PM peak period (4:00 – 6:00 PM) trip generation of the existing Renton Toyota operation at 800 SW 16th Street. Traffic counts were not collected at the existing Shuttle Express operation since that would remain unchanged with the proposed Toyota overflow expansion. Traffic counts were collected during the following time periods to establish a 3-day average of the existing Toyota overflow parking operation: · Tuesday, March 6, 2018 between 4:00 PM and 6:00 PM · Wednesday, March 7, 2018 between 4:00 PM and 6:00 PM · Thursday, March 8, 2018 between 4:00 PM and 6:00 PM A 3-day average of the Renton Toyota peak hour trip generation at the existing site is summarized below in Table 1. Future Trip Generation Future trip generation estimates associated with the proposed overflow parking lot expansion were based on counts collected at the existing site, and a comparison of the sizes of the existing and future parking areas with the proposed expansion. The existing Renton Toyota operation at 800 SW 16th Street uses approximately 38,775 SF of parking area to store their vehicles. With the proposed parking lot expansion (approximately 39,500 SF of new parking area), the total future parking area is approximately 78,150 SF. Based on the existing counts and the proposed parking lot expansion, the estimated weekday PM peak hour trip generation associated with the proposed project is 6 trips (3 existing trips X 78,150/38,775). Renton Toyota Overflow Parking Lot Expansion Trip Generation Memo TENW March 14, 2018 Page 3 Per City of Renton Traffic Impact Analysis Guidelines, a traffic impact analysis (TIA) is required when estimated vehicular traffic generated from a proposed development exceeds 20 vehicles per hour during the PM peak period. Based on the information presented in this memo, a TIA is not expected to be required for the proposed parking lot expansion at 800 SW 16th Street.
