EE32801 CASE# 23-14445 OF COLLISION 12/16/23 16:10 OF CbLLI510N NARRATIVE 23-14445 On 12/16/2023 at approximately 1610 hours, I, Officer Lantagne, responded to a blocking, injury collision which occurred in the intersection of NE Sunset BLVD and NE 10th ST, which is located in the City of Renton, County of King, and the State of Washington. I responded in my fully marked police vehicle, wearing my patrol uniform. I arrived on scene and observed Unit#1, a 2004 Honda Accord with license plates CHT4861 issued out of Washington State, and Unit#2, a 2014 Jeep Compass with license plates CFH8146. The driver of Unit#1 had an apparent injury to his right leg and only spoke Spanish. The Renton Fire Department responded and evaluated the driver of Unit#1, positively identified as Ever L. Escoto Estrada using his Honduras Passport. Escoto Estrada did not have a driver's license or insurance. Escoto Estrada was later transported to Valley Medical Center. I contacted the driver of Unit#2, Nathan J. Silva (DOB 02/15/1992), who told me the following: Silva was waiting at a red light facing southbound on NE 10th ST at the intersection of NE Sunset BLVD. Silva's light turned green and he started to drive his vehicle through the intersection. As Silva's vehicle was in the intersection, Unit#1 which was traveling eastbound on NE Sunset BLVD struck the right front of Silva's vehicle. Silva did not have insurance. Silva believed Escoto Estrada was possibly under the influence of alcohol or drugs. I did not observe any evidence or indicators Escoto Estrada was under the influence of drugs or alcohol. I observed the damage to the vehicles and other physical evidence was consistent with the statements Silva. Unit#1 had significant crumple damage to the entire front end which was pushed into the engine bay. Unit#2 had significant damage to the right front bumper and fender. The entire front passenger wheel assembly was broken off of the hub. The collision diagram is an accurate illustration of the events leading up to the collision. I provided an exchange of information to Silva and Escoto Estrada. I issued Escoto Estrada infractions for failing to obey a traffic control device, driving without a valid driver's license, and for operating a motor vehicle without insurance. I, Officer P.
