EE05641 CASE# 23-11246 OF COLLISION10/01/23 13:31 NARRATIVE On 10/01/2023 at approximately 1332 hours I was working uniform marked patrol as 1 R15 when I was dispatched to a motor vehicle versus bicyclist collision at the intersection of Oaksdale Ave SW/SW Grady Way within the city limits of Renton, King County, Washington. When I arrived I saw the bicyclist lying in the northbound lane of Oaksdale Ave SW just north of the intersection at SW Grady Way. The bicycle laid on the sidewalk on the northeast corner of the intersection. The involved vehicle was stopped in the northbound lane of Oaksdale Ave SW just north of the intersection at SW Grady Way. Yuemei Chen was identified as the driver of Vehicle 1 (2023 Tesla Y with Washington license plate CHP7396). The bicyclist was identified as Kenny D. Venzant, and he was pedaling a Radrunner motorized bicycle at the time of the collision. Yuemei spoke Chinese, and I called the Language Line on my department issued cellphone to assist with interpreting. Operator 419024 from the Language Line assisted with interpreting our conversation. Yuemei explained that she was traveling northbound on Oaksdale Ave SW as she neared the intersection at SW Grady Way. Yuemei admitted that the traffic light for northbound traffic had changed from green to yellow in color. Yuemei continued northbound through the intersection, but she did not see the bicyclist until it was too late and they collided. Yuemei was not injured, and her vehicle had damage to the front driver side area; however, it was able to be driven from the scene. Yuemei and her husband gave me permission to view and photograph the recorded footage from their Tesla's installed camera. The footage showed Yuemei headed northbound on Oaksdale Ave SW. As I watched the footage I saw Yuemei's traffic light (for northbound traffic) turn from green to solid yellow in color. I also saw Kenny pedaling his bicycle eastbound across the marked crosswalk on SW Grady at Oaksdale Ave SW. Kenny continued traveling east bound as Yuemei drove northbound. The video stopped just before they collided, but I did see Kenny in the middle of the intersection while Yuemei's traffic light was solid yellow in color. I also noticed that Kenny was not wearing a bicycle helmet at the time of the collision. Kenny was wearing a mix of light and dark colored clothing while pedaling his dark colored bicycle across the street. A witness (Laronda J. Cannon) was traveling westbound on SW Grady and was about 100 feet east of Oaksdale Ave SW when she saw the collision. Laronda was in motion and stated her traffic light (for westbound traffic) was green in color when the collision occurred. Laronda also stated that she saw Vehicle 1 make a left hand turn (headed north) from SW Grady Way onto Oaksdale Ave SW. After reviewing camera footage from Yuemei's vehicle, it appeared that Laronda was incorrect with her information regarding Yuemei's direction of travel at the time of the incident. Kenny was conscious and alert when officers and the fire department arrived. Kenny complained of back pain, shoulder pain, and he had a small laceration to the back side of his head. Renton Fire Department E314 and Puget Sound Fire Department E352 both responded to the scene. Kenny was transported to the hospital for further evaluation. Kenny's bicycle had significant damage and was submitted to the Renton PD evidence unit for safekeeping. Officer M. Traino took photographs of the scene and uploaded those photos to Axon.
