This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 10.01.2023, at approximately 1714 hours, I was dispatched to a two-vehicle, unknown-if-injury, blocking collision in the area of 3500 Maple Valley Highway., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #355, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 3r22. At the time of this incident, it was clear, dry and sunny. The temperature was approximately 63 degrees. Prior to my arrival, dispatch updated the notes in the call with the following: `VEHS BOTH PULLED OFF TO LOC, NOT BLKING TRAFFIC...RP NO LONGER HAS VISUAL.' I arrived on scene at approximately 1721 hours and met with all involved parties as they were rolling the tire from Unit 01 back to the vehicles. Unit 01 was identified as a light grey in color BMW 335 bearing WA/CHM6283. Unit 01 had no front right tire, as the tire `blew' and was separated from the vehicle. Further, the front airbag deployed. 1 updated dispatch and asked for the next tow firm, Gene Meyers towing was dispatched. Unit 01's driver was identified by his WADL as BALAM CHUC, ERIC ALBERTO (DOB: 12.04.2001). Balam Chuc matched the photo on his WADL and when asked what happened leading up to the collision, he said he was driving westbound on Maple Valley Highway, occupying the left lane of travel. He continued westbound when his front right tire `popped' and separated from his vehicle, striking the driver's side rear '/ panel of Unit 02, which was occupying the right lane of travel, driving westbound. A WACIC/NCIC/DOL query on Balam Chuc was clear and valid. Balam Chuc had a scratch and some bruising on his left thumb from the airbag deployment. I asked if he wanted aid started and he stated he did not, he lives close to the area and would go home to ice. Unit 02 was identified as a black in color Audi A4 bearing WA/BWG1075. Unit 02 had moderate damage to the driver's side rear '/ panel, but it was operable. Unit 02's driver was identified by his WADL as ORTIZ CERVANTES, RODRIGO (DOB: 08.21.1979). Ortiz Cervantes was traveling westbound in the 3500 block of Maple Valley Highway, occupying the right lane of travel when he states Unit 01's front passenger tire `blew' and flew off the vehicle, striking his vehicle in the rear driver's side '/ panel. A WACIC/NCIC/DOL query on Ortiz Cervantes revealed he was clear and valid. Unit 01's driver BALAM CHUC, ERIC ALBERTO (DOB: 12.04.2001)is the causing party in this collision by operating a vehicle with defective tires, in violation of RCW 46.37.425. NO CITATIONS were issued, Balam Chuc was given a written warning (W23069708). Unit 01 was towed privately by Gene Meyers.
