EE06439 CASE# 23-11294 OF COLLISION 10/02/23 19:41 OF CbLLI510N NARRATIVE 23-11294 Axon: Axon body cam and car video available Video: Request for video made to AAA Washington, Renton location (425) 390 7217 Narrative: On 10.02.2023 at 1950 hours, I arrived on a blocking non-injury collision which occurred at 1941 hours in the intersection of SW 7 ST at Hardie AVE SW. This address is within the city limits of Renton, County of King, WA. When I arrived, I advised all the occupants of both vehicles that our contact was recorded, pointing at my camera. Both vehicles were on SW 7 ST facing east at the intersection with Hardie AVE SW. There was a Silver 2008 Toyota Corolla WA CFE7905 blocking the crosswalk on the west side of the intersection on SW 7th ST. The car was in between the left turn lane and the center thru lane. Just west of that car was a silver 2009 Lincoln Town car WA/CEB2908. Both vehicles were clearly drivable. I asked both drivers for their licenses and directed them both to the strip mall at 20 SW 7 ST. Nguse is the legal and registered owner of the 2008 Toyota Corolla. Nguse ga was driving her car and provided her photo WADL that identified her as Tsega M Nguse DOB/01.01.1980. Her DOL status is valid. Nguse had a passenger the front seat identified by her photo WADL as Senait E Stifanos DOB/07.15.1987. Neither woman was injured. Nguse's brother (Desale Ghebreab 206 604 9289) and translated the language Tigrinya for us. He told me that Nguse said the light turned yellow and Initially, I thought he said, "passing," but in a later conversation I understood this to be "backing" and the collision occurred. Nguse provided proof of insurance but didn't have a registration with her. I showed Nguse the bumper on her car. She could not find any damage. While I was speaking with Nguse, a AAA tow truck pulled up driven by Frankie Lawson. Lawson was behind (west) of the Lincoln Town car and told me that the Toyota Corolla was in between the left and through lanes and backed into the Lincoln Town car. Lawson was unable to stay at the collision due to a call for service but returned afterward. Lawson believes there may be video on his truck and provided contact information. I have sent him an email to forward to the people who can look for the video. I spoke to Robert E Sulkosky DOB/05.16.1970. He was identified by photo WADL and his DOL status is valid. Sulkosky provided proof of insurance and registration. Sulkosky is the registered owner of his car. He was uninjured. Sulkosky told me that the Toyota stopped between the left turn lane and the center thru lane and backed up into him when the light changed, causing a collision. Due to the language barrier, he had a difficulty exchanging information. Damage to his car is on the driver's side front fender. Based on the statements of both involved drivers and the witness, I believe that Nguse was not safely backing. (The driver of a vehicle shall not back the same unless such movement can be made with safety and without interfering with other traffic.) This caused a collision with Sulkosky. Via a phone conversation with Desale Ghebreab, I explained she would need to contact her insurance and advise them she had been in a collision. I also told him that I would be mailing her a ticket for improper backing. Sector infraction #3A0004545 issued to Nguse for improper backing with a request that it be mailed by the Renton Municipal Court.
