Principal Arterial Improvement requirements (North property line):
From the July 27, 2017 Preapplication Meeting notes for 601 Monster Rd SW PRE17-
000418 meeting notes, under Transportation, 1. Monster Rd SW (Principal Arterial) –
Transportation section has recommended to keep the location of the existing south curb
on line on this street. Frontage improvements include 0.5 feet wide curb 8 feet wide
planter, 5 feet wide sidewalk, and 1 feet clear width back of walk.
Collector Street Improvement requirements (East property line):
From the same preapplication meeting notes under Transportation, 1 Monster Rd SW
(collector street) … it notes that the roadway half section will be 1-11 foot wide travel
lane and 1-5 foot wide bike lane. Frontage improvements include 0.5 feet wide curb 8
feet wide planter, 5 feet wide sidewalk, and 1 feet clear width back of sidewalk.
Street Modification Allowed:
From the above noted Preapplication Meeting notes, under Transportation, 1. Monster Rd
SW (collector street) … “A street modification request may be submitted by the
developer to provide the Transportation section recommended street section instead of
the code required ROW and street sections.”

STREET MODIFICATION REQUEST
PROPOSAL AT NORTH PROPERTY LINE
Proposed Principal Arterial Modification (North property line):
The proposed roadway would keep the transportation section request that no change in
the existing south curb location would be done. No change would be done to the existing
8 feet sidewalk (repair any sections that are damaged). This would be followed by a 5.5
feet wide planter followed by the 1 feet clear width before the edge of the ROW. Overall
this would maintain the same requested half ROW width of 14.5 feet.
Principal Arterial Justification
This same street section/frontage improvement continues to the west past this site and all
the way to the Black River Bridge. To the east, toward the intersection, the existing
sidewalk and landscape section is contained within COR ROW. An adjustment in the
sidewalk alignment and reduction in width would not be consistent with the adjoining
improvements. The other benefit of this arrangement would be the 5.5 feet of planter
being adjacent to and contiguous with the proposed project onsite landscape areas. These
adjacent planted would be maintained and irrigated with the rest of the landscape areas of
this site.
PROPOSAL AT EAST PROPERTY LINE
Proposed Collector Street Modification (East property line):
The proposed roadway half section will be 1-11 foot wide travel lane and 1-5 foot wide
bike lane. Frontage improvements include 0.5 feet wide curb, 5 feet wide sidewalk, and 8
feet wide planter and 1 feet clear width to the road ROW.
Collector Street Justification:
This same street section/frontage improvement is across the street and going south from
this project. This section continues south on one side of the street or both sides for about
1,000 feet. The second impact that would be reduced by using this revised frontage
improvement section is eliminating an exceptionally high retaining wall. The grade
difference long this stretch of roadway is extensive. At the south end of this project the
parking lot grade is around elevation 40, while the road is about elevation 54. On the
north end it is less; parking lot is around 34 and the street elevation is 38. Using the
current frontage improvement section where the sidewalk remains one foot from the
ROW, a retaining wall would have a height of at least 15 feet on one end and around 5
feet at the other. There will be a wall along this section of roadway but the height could
be reduced or eliminated by using the suggested road section.
