EE20502 CASE# 23-11513 OF COLLISION 10/07/23 15:50 OF CbLLI510N NARRATIVE 23-11513 Unless otherwise noted, the following occurred in the City of Renton, County of King, WA. On 10/7/2023 at approximately 1604 hours, while working as a commissioned police officer for the City of Renton, I added myself to non-blocking and non-injury collision. The incident took place at NE 9th St/Harrington Ave NE. My involvement in this case was captured on my department-issued Axon body camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. While enroute dispatch advised there the two vehicles had pulled over to the side of the road. When I arrived, I contacted the driver of the Toyota Camry (WALIC/ BTS0095), identified by WA DOL photo as Jorge C Martinez (DOB 10/11/1981). There was a clear language barrier so his friend, identified by WA DOL photo as Elfego De Leon Morales (DOB 12/27/1979), translated for him. Jorge said he was going east on NE 9th St and had stopped at the stop sign at Harrington Ave NE where he was going to turn left on Harrington Ave to go to a Mexican restaurant. When Jorge proceeded to turn left through the intersection, he said the driver of the Subaru who was headed south on Harrington Ave NE, did not stop at the stop sign and continued through the intersection where he struck his vehicle on the driver side. Jorge had one passenger, identified by WA DOL photo as Osvaldo C Ramirez (DOB 9/3/1989), sitting in the front right seat of the vehicle at the time of the incident. I looked at the damage to the Toyota Camry and observed the front left wheel well had a significant dent and scratch that covered most of the drive door as well. The wheel appeared to be bent inward. Jorge complained of pain on his elbow but refused medical treatment. Jorge's car was pulled off to the side of the road and was not blocking traffic and Jorge refused to have his car towed. Jorge provided me with is WA drivers license, vehicle registration, but could not provide proof of insurance. I contacted the driver of the Subaru Legacy (WALIC/ACC5559), identified by WA DOL photo as Mark A Labellarte (DOB 11/9/1988). Mark said he was going south on Harrington Ave NE and had stopped completely at the stop sign at Harrington Ave NE and NE 9th St. He said he was continuing south on Harrington Ave and when he proceeded through the intersection, the Toyota Camry pulled out in front of him where he struck the driver side with the front of his Subaru. Mark said he was coming from a complete stop and estimated he was going 3-5 miles per hour when he struck the Toyota. I looked at the damage to Mark's vehicle. I observed small dents to the front bumper as well as scratches. The front right of the bumper appeared to have a small crack in it. Mark provided me with his WA drivers license, vehicle registration, and proof of insurance. I provided both drivers with my business card and the case number. I advised Jorge, using google translator, that I would be sending him a citation in the mail for not having proof of insurance upon request.
