EE10849 CASE# 23-11641 OF COLLISION10/11/23 11:18 NARRATIVE 23-11641 On 10/11/2023 at approximately 1121 hours, I was dispatched to a non-injury and non-blocking vehicle collision at the intersection of NE Sunset Boulevard and Anacortes Ave NE, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, I confirmed there were no complaints of injury from the involved parties. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 said he was the sole occupant of his friend/coworker's vehicle and was traveling westbound on NE Sunset Blvd approaching the intersection of Anacortes Ave NE in lane 1 of 2. The driver of Unit#1 stated he was intending to continue straight through the intersection, but he noticed that just prior to reaching the intersection, Unit#1 turned into his lane of travel. The driver of Unit#1 stated that he attempted to avoid the collision by swerving into lane 2 of 2 but ultimately collided into the driver's side of Unit#2 causing moderate damage to the front passenger side quarter panel and fender of Unit#2. The driver of Unit#2 said she was traveling southbound on Anacortes Ave NE and had reached the intersection of NE Sunset Blvd. The driver of Unit#2 stated that she was intending to make a right turn at the intersection to proceed westbound onto NE Sunset Blvd. The driver of Unit#2 stated that although the traffic light was red for her direction of travel, she believed traffic was clear. The driver of Unit#2 stated that she began to turn out into the roadway. The driver of Unit#2 stated that Unit#1 then suddenly appeared and that both Unit#1 and Unit#2 collided in the roadway causing moderate damage to the driver's side of Unit#2. A DOL WACIC check revealed that the driver of Unit#1 (Moreno Rios) was listed as No Valid Operator's License. Moreno Rios had provided me a Honduras Passport for identification purposes but confirmed he had not yet obtained a driver's license. Based on the above statements, 1 determined that the Driver of Unit#1 (Moreno Rios) was a contributing factor for the cause of collision as Moreno Rios violator RCW 46.20.015 as he was not properly licensed to be on the roadway and operate a motor vehicle. The driver of Unit#2 (MORIARTY) was also a contributing factor for the cause of collision as MORIARTY violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersecting roadway shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. I issued Moreno Rios a citation via mail for NVOL with ID and Operating a Motor Vehicle without Insurance. Both Unit#1 and Unit#2 were able to be driven away without further incident.
