EE12044 CASE# 23-11816 OF COLLISION 10/16/23 16:13 OF CbLLI510N NARRATIVE 23-11816 On 10/16/2023 at approximately 1620 hours, I was dispatched to a blocking vehicle collision in the 500 block of Monroe Ave NE, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, 1 located both vehicles still blocking both northbound lanes of Monroe Ave NE. I observed airbag deployment on both of the involved vehicles, moderate mechanism, and both involved parties complaining of minor pain. I requested that Renton Regional Fire Authority (RRFA) respond to the scene. RRFA later responded and evaluated all involved parties at the scene. While there, I collected each involved party's information and independent involvement leading up to the collision. The driver of Unit#1 stated she and two other passengers in her vehicle were attempting to exit a private property parking lot located in the 500 block of Monroe Ave NE and on the east side of the roadway. The driver of Unit#1 stated that she was intending to make a left-turn out of the parking lot and that she was intending to proceed southbound onto Monroe Ave NE following the turn. The driver of Unit#1 stated that she checked and believed all traffic on Monroe Ave NE was clear for Unit#1 to proceed out into the roadway. As Unit#1 proceeded out into the roadway, her vehicle was met by another vehicle, Unit#2. The driver of Unit#1 claimed to have seen Unit#2 prior to turning out into traffic but claimed that Unit#2 was originally in lane 1 of 2 and had abruptly changed lanes into lane 2 of 2 during Unit#1's turn. The driver of Unit#1 stated that she was unable to avoid the collision after having pulled out into the roadway and that Unit#2 struck the front driver's side of Unit#1 subsequently causing significant damage because of the collision. The driver of Unit#2 said she was the sole occupant of her vehicle and was traveling northbound in about the 500 block of Monroe Ave NE in lane 1 of 2. The driver of Unit#2 stated she was intending to continue north when she observed the uninvolved vehicle in front of her making a right turn. The driver of Unit#2 changed lanes, ultimately going around the uninvolved vehicle, and continued going straight ahead. The driver of Unit#2 stated she suddenly noticed Unit#1 turn out into traffic and into the lane of travel Unit#2 was occupying. The driver of Unit#2 stated she was unable to avoid the collision and ultimately collided in the roadway. Unit#2 suffered moderate damage to the passenger side because of the collision. Based on the above statements, I believe that the driver of Unit#1 (Aguilar-Stratton) was the predominant factor for the cause of collision as Aguilar-Stratton is required to comply with RCW 46.61.190(2) which states that every driver of a vehicle approaching the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. Unit#2 was already underway in the roadway and had right of way. Both Unit#1 and Unit#2 had to be impounded due to extensive damage. An exchange of information was provided to all involved parties.
