EE12046 CASE# 23-11946 OF COLLISION 10/19/23 09:27 OF CbLLI510N NARRATIVE 23-11946 On 10/19/2023 at approximately 0933 hours, I was dispatched to a vehicle collision with reports of injury at the intersection of Sunset Boulevard North and Houser Way Bypass, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised of a 3-vehicle collision that occurred at the above location with an off-duty Firefighter on scene after having witnessed the incident. Per Dispatch, one of the involved vehicles pulled out of a nearby parking lot and collided into a truck. Upon my arrival, several Renton Police Officers, and Renton Regional Fire Authority (RRFA) were on scene evaluating the involved parties. I located the three-involved vehicles still blocking two of the three northbound lanes of Sunset Blvd N. RRFA evaluated all involved parties at the scene where they were released. While there, I collected each involved party's information and independent involvement leading up to the collision. The driver of Unit#1 stated he was the sole occupant of his vehicle and was attempting to exit a private property parking lot located in the 400 block of Sunset Blvd N and on the east side of the roadway. The driver of Unit#1 stated that he was intending to make a right turn out of the parking lot and that he was intending to proceed northbound onto Houser Way Bypass to return to work from his break. The driver of Unit#1 stated that he checked and believed all northbound traffic on Sunset Blvd N was clear for Unit#1 to proceed out into the roadway. As Unit#1 proceeded out into the roadway, he turned across all three lanes of travel and into lane 3 of 3 where his vehicle was met by another vehicle, Unit#2. The driver of Unit#1 stated that he was unable to avoid the collision after having pulled out into the roadway and that Unit#2 struck the front driver's side of Unit#1 subsequently causing significant damage because of the collision. Due to the initial impact, Unit#1 ricocheted off of Unit#2 and collided with a third vehicle, Unit#3, causing additional damage to the front of Unit#1. The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling northbound in about the 400 block of Sunset Blvd N in lane 3 of 3. The driver of Unit#2 stated he was intending to continue north when he suddenly noticed Unit#1 turn out into traffic and into the lane of travel Unit#2 was occupying. The driver of Unit#2 stated he was unable to avoid the collision and ultimately collided with Unit#1 in the roadway. Unit#2 suffered significant damage to the passenger side because of the collision. Due to the initial impact, Unit#2 ricocheted off of Unit#1 and collided into a light at the above-mentioned intersection. The driver of Unit#3 said she was the sole occupant of her vehicle and was traveling northbound in about the 400 block of Sunset Blvd N in lane 2 of 3. The driver of Unit#3 stated she was intending to continue north when she felt contact by another vehicle that she said had turned behind her. The driver of Unit#3 stated she could not avoid the collision as she was struck from behind, specifically on the rear driver's side quarter panel, fender, and rear door. Unit#3 suffered moderate damage because of the collision. Based on the above statements, I believe that the driver of Unit#1 (Steele) was the predominant factor for the cause of collision as Steele is required to comply with RCW 46.61.190(2) which states that every driver of a vehicle approaching the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. Unit#2 was already underway in the roadway and had right of way. PAGE 3 OF 6 REPORT NO. EE12046 CASE# 23-11946 OF COLLISION 10/19/23 09:27 OF CbLLI510N NARRATIVE Steele also violated RCW 46.61.290(1) as the driver of a vehicle intending to turn shall do so as follows: (1) Right turns. Both the approach for a right turn and a right turn shall be made as close as practicable to the right-hand curb or edge of the roadway. Steele made a turn into the furthest lane of travel (lane 3 of 3) as opposed to the nearest edge of the roadway as indicated by law. Steel was also in violation of 46.16A.030 by having expired vehicle registration which per a DOL records check, expired on 03/22/2023. 1 cited Steel via mail for Failure to Stop at Intersection, Improper method of turning causing a collision, and expired registration greater than two months. The driver of Unit#2 stated that he believes to have dash camera footage of the incident and will attempt to retrieve the footage and provide it to me via email. I will upload all available footage, upon receipt. Both Unit#1 and Unit#2 had to be impounded due to extensive damage. Unit#3 was able to be driven away without further incident.
