The applicant is requesting a Shoreline Exemption to remove 5 extremely

An exemption from a Shoreline Management Substantial Development Permit is hereby Approved on the
proposed project in accordance with RMC 4-9-190C 'Exemption from Permit System' subsection 4. Emergency
Construction: Emergency construction necessary to protect property from damage by the elements.
a. An "emergency" is an unanticipated and imminent threat to public health, safety, or the environment which
requires immediate action within a time too short to allow for full compliance with the Shoreline Master
Program.
b. Emergency construction does not include development of new permanent protective structures where nonE
previously existed. Where new protective structures are deemed to be the appropriate means to address the
emergency situation, upon abatement of the emergency situation, the new structure shall be removed or any
permit which would have been required, absent an emergency, pursuant to chapter 90.58 RCW, chapter 17-2,
WAC or the Shoreline Master Program shall be obtained .
c. All emergency construction shall be consistent with the policies of chapter 90.58 RCW and the Shoreline
Master Program.
d. In general, flooding or other seasonal events that can be anticipated and may occur but that are not
imminent are not an emergency. and for the following reasons:
The project meets the requirements of an emergency as the trees are classified as an Extreme Hazard
threatening public heath and safety.
The proposed development is Consistent or Inconsistent with:
Consistent Policies of the Sharline Management Act.
Not Applicable The guidelines of the Department of Ecology where no Master Program has been finall\
approved or adapted by the Department.
Consistent The City of Renton Shoreline Master Program.

Application Materials
1. Legal Description for Liberty Park Tree Maintenance Project
The trees in this project are located near the Commercial Waterway Number 21 of the Cedar River. The
King County Assessor's Map shows Parcel Numbers as 17230SUNKN and 172305HYDR and there is no
legal description other than NW Quarter-Section 17-Township 23 North-Range 5 East, that could be
determined.
In narrowing description for the project site, it can be additionally described using the above as well as
the following:
The project site is on the north (right) bank of the Cedar River and east of a bridge on Bronson Way
North, west of the Renton Main Library bridge, south of Liberty Park and north of the Cedar River
(17230SUNKN). Two trees in this project are more fully described as east of the Renton Main Library
bridge (along the north bank of the Cedar River), south of Liberty Park and north of the Cedar River
(17230SHYDR).
2. Project Narrative:
• Liberty Park Tree Maintenance Project
• Tree maintenance includes the removal of up to 5 cottonwood trees and pruning one maple
tree. 3 cottonwood trees and 1 maple tree are located on the west side of the Renton Main
Library referenced above as parcel 17230SUNKN and 2 cottonwood trees east of the library
referenced as parcel 17230SHYDR. Seattle Tree Preservation will be contracted to provide
tree maintenance services and will utilize a crane to remove tree sections as well as manual
climbing to remove sections. All tree debris except for the stumps will be moved off-site.
Tree stumps will remain intact and not removed or disturbed in any way. Replacement
plantings will occur following removal of the trees at a rate of one tree replaced for each
tree removed; this is due to limited planting space for the larger sized trees to be planted.
Cottonwood stump sprouts that may arise following removal will be allowed to grow.
• There are four cottonwood trees that are in poor condition structurally and in poor health.
These four trees have been nearly-to-completely girdled by beavers at the base of the
trunks with no response growth by the trees. Response growth is an indication of tree vigor
following wounding where callus tissues grow to attempt to cover the wound; this is not
happening on most of the trees following beaver damage. This has led to invasions by
fungal diseases in the trunk and roots and disease has advanced upward in the trees to
various extents. Evidence of this was seen in 2013 where one species of fungal fruiting body
(referred as a conk) was observed in numerous locations on the tree trunks (Laetiporus
gilbertsonii) as well as another species of fungus (Ganoderma applanatum). Generally, the
presence of conks signals infected wood that can destabilize trees by "eating" either the
lignin (strength cells) or cellulose (elastic cells), causing them to topple due to decayed roots
or snap where disease has spread to the interior of the trunk. Two of the trees have
significant lean towards the library and the library bridge. One cottonwood tree has a very

large canker in the major branch node located 40 or 50 feet up in the tree. The canker is
just below the junction where large major branches join. One of the large branches, about
24 inches in diameter, hangs over the library building. To make it worse, this 10-foot long
canker on the tree trunk seems to be associated with an area at the branch junction that
appears to be hollow. Combined with beaver damage, root (root rot) and trunk (butt rot,
heart rot) diseases, cankers and leaning, these trees pose an extreme risk to property and
people within 150 feet of the surrounding area and require immediate removal. Targets
include buildings (library, recreation building, picnic shelter, restroom), 2 bridges, a portion
of the park (playground, picnic and seating areas, athletic field), streets (Bronson Way
North), and two parking lots. Occupancy rates of these areas are high to very high.
According to the International. Society of Arboriculture, Tree Risk Assessment Manual. the
risk rating for these trees is "Extreme," the highest risk rating because the likelihood of
failure and impact combined with severe consequences to people and property yields the
rating due to above factors of condition and health of the trees.
• The contract for this work is currently going through the Renton City Council approval
process. Following September 22, 2014, it is expected that the work will begin on this
contract and be completed by December 31, 2014.
• No other permits are required for this project. No woody debris will remain within the
floodplain due to limited space and will be disposed of by the contractor. Tree stumps will
remain intact at the site.
• The site use will not change and will remain as part of the Cedar River floodplain and bank.
• There are no special site features other than those described above.
• Soil type is listed by the Natural Resources Conservation Service as Urban Land (Ur). Urban
land is soil that has been modified by disturbance of the natural layers with additions of
materials several feet thick (rip-rap) with soils of gravelly sandy loam to gravelly loam in
texture. Erosion hazard for this classification is listed slight to moderate. This project will
have no impact on soils due to other remaining tree cover and thick herbaceous and scrub-
shrub ground covers below. Tree stumps will remain intact on the site. Drainage will not be
impeded.
• The value of this project is approximately $96,000 for the tree removal and pruning services
contract.
• No excavations or filling will occur. Tree stumps will remain in their existing locations.
• There are five trees to be removed:
i. On parcel 172305UNKN -46 inch diameter, 49 inch diameter and 58 inch diameter
black cottonwood trees (Populus trichocarpa).
ii. On parcel 172305HYDR -18 inch and 60 inch black cottonwood trees.
iii. One 36 inch diameter bigleaf maple tree (Acer macrocarpa) on parcel 172305UNKN
will be pruned to provide clearance over the library building.
All tree stumps will remain in their existing positions.

• The Ordinary High Water Mark is within zero to 20 feet of the trees.
• The bank has been engineered in this location. There are various amounts of high bank, rip
rap bank, and bulkhead. The trees in this area have reproduced naturally from seed
approximately 75 years ago and longer. The trees to be removed provide nominal shade
because they are located along the north bank; trees along the south bank provide most of
the shade for this section of the river, and are out of the project area.
• There is no construction or development occurring in this project and the bank will remain
in its natural existing condition.

• The value of this project is approximately $96,000 for the tree removal and pruning services
contract.
• No excavations or filling will occur. Tree stumps will remain in their existing locations.
• There are five trees to be removed:
i. On parcel 17230SUNKN -46 inch diameter, 49 inch diameter and 58 inch diameter
black cottonwood trees (Populus trichocarpa).
ii. On parcel 17230SHYDR -18 inch and 60 inch black cottonwood trees.
iii. One 36 inch diameter bigleaf maple tree (Acer macrocarpa) on parcel 172305UNKN
will be pruned to provide clearance over the library building.
All tree stumps will remain in their existing positions.

• The Ordinary High Water Mark is within zero to 20 feet of the trees.
• The bank has been engineered in this location. There are various amounts of high bank, rip
rap bank, and bulkhead. The trees in this area have reproduced naturally from seed
approximately 75 years ago and longer. The trees to be removed provide nominal shade
because they are located along the north bank; trees along the south bank provide most of
the shade for this section of the river, and are out of the project area.
• There is no construction or development occurring in this project and the bank will remain
in its natural existing condition.
