The property, known as Quendall Terminals, is 21.46 acres and is zoned Commercial/Office/Residential (COR) and located within the Urban Shoreline designation. The site contains approximately 0.81 acres of wetlands and 1,583 linear feet of shoreline along Lake Washington. The proposed tree removal will be located within the wetland buffer and within 200 feet of the ordinary high water mark. The applicant's arborist, Daniel Maple, stated (See Exhibit 2) that "trees 1 and 2 are co -dominate with decay and poor taper. Tree 1 has a heavy lean at the home and limbs are touching/over roof." Risk ratings are Moderate for these trees. The arborist also states that "Tree 4 has decay in crown, trunk and root crown Risk is Low/Moderate" and "tree 5 appears to be in good health but condition of roots is unknown." Tree 3 is identified as a low risk tree. Daniel Maple recommends, at a minimum, removing trees 1,2,3, and 4 before the next significant weather event. Our city arborist, Terry Flatley, agreed with the arborist report following inspection. Based on the arborist report comments, city staff recommend approval of removal for trees 1, 2, 3, and 4 because they present a risk to life safety, subject to a condition that the trees be retained as large woody debris on site. Proposed land use # lua09-151,e15,ecf Methodology: level 2 risk assessment (Photos attached) Observations: on 10/05115 1 visited the site ant[ noted 5 trees as follows: . 1) Cottonwood "Populas trichocarpa" Diameterco-dominate 15.4" 13.5" Height 65' spread 40' a seam was noted at co -dominate attachment 30" long, with minor visible decay. One trunk leans heavily at home to south, Poor taper. Risk Moderate. 2) Cottonwood "Papulas trichocarpa" Diameter 4 stems co -dominate 11" 10" 8" 6" Height 65' Spread 32' Decay at attachment and root crown, Tree is in decline with missing bark and decay in trunk. poor taper. Risk Moderate 3) Cottonwood "Populas trichocarpa" Diameter 11.2" Height 55' Spread 27' Lean to north, Risk Low 4) Willow "Salix" Diameter 6" & 9.3" Height 25' decay in trunk and root crown. Risk Low/Moderate 5) Cottonwood "Populas trichocarpa" Diameter 21.3" Height 72' Spread 36'. A hole was dug 8' from trunk (unknown depth) and hole is still 3.5' deep with some kind utilities visible. A like tree to north has recently failed Risk Mod. Conclusion: Cottonwoods are a less than desirable species in close proximity to homes in a residential setting. (See attached). Trees S and 2 are co -dominate with decay and poor taper. Tree 1 has a heavy lean at the home and limbs are touching/over roof. Risk ratings are Moderate. Tree 4 has decay in crown, trunk and root crown Risk Is Low/Moderate. Tree 5 appears in good health but condition of the roots is unknown. Damage to roots is possible given the hole that is close to the root crown and the failure of a like tree that is close. Risk is moderate and maybe higher. Recommendations: The best long term management plan wouid be to remove the trees and replace with a species better suited for this urban environment. Robert and Sherry Cline share that property line with Mr. Cugini. Due to the following, the Cline's feel threatened by these trees and have been working with the property owner, Mr. Cugini, to have the trees downed: 1. The trees are two to three feet North of the property line and overhang the Cline property/home. 2. The trees have been inspected by a professional, licensed, bonded, insured Arborist, Mr. Daniel Maple, and by the City of Renton Forester/Arborist, Mr. Terry Flatley. Both Arborists have determined the trees are dangerous and should be removed. 3. The trees are often exposed to extremely high wind conditions. 4. Last year a large tree standing approximately six feet East in this line of trees, blew down. It is our intent to have the trees downed by Mr. Maple and left where they lie — so as not to disturb the land any more than necessary at this time. Robert and Sherry Cline share that property line with Mr. Cugini. Due to the following, the Cline's feel threatened by these trees and have been working with the property owner, Mr. Cugini, to have the trees downed: 1. The trees are two to three feet North of the property line and overhang the Cline property/home. 2. The trees have been inspected by a professional, licensed, bonded, insured Arborist, Mr. Daniel Maple, and by the City of Renton Forester/Arborist, Mr. Terry Flatley. Both Arborists have determined the trees are dangerous and should be removed. 3. The trees are often exposed to extremely high wind conditions. 4. Last year a large tree standing approximately six feet East in this line of trees, blew down. It is our intent to have the trees downed by Mr. Maple and left where they lie — so as not to disturb the land any more than necessary at this time. Proposed land use # Iua09-151,e15,ecf Methodology: level 2 risk assessment (Photos attached) Observations: On 10/05/151 visited the site and noted 5 trees as follows: 1) Cottonwood "Popular trichocarpa" Diameter co -dominate 15.4" 13.5" Height 65' spread 40' a seam was noted at co -dominate attachment 30" long, with minor visible decay. One trunk leans heavily at home to south. Poor taper. Risk Moderate. 2) Cottonwood "Papulas trichocarpa" Diameter 4 stems co -dominate 11" 10" 8" 6" Height 65' Spread 32' Decay at attachment and root crown. Tree is in decline with missing bark and decay in trunk. Poor taper. Risk Moderate 3) Cottonwood "Populas trichocarpa" Diameter 11.2" Height 55' Spread 27' Lean to north. Risk Low 4) Willow "Salix" Diameter 6" & 9.3" Height 25' decay in trunk and root crown. Risk Low/Moderate 5) Cottonwood "Popular trichocarpa" Diameter 21.3" Height 72' Spread 36'. A hole was dug 8' from trunk (unknown depth) and hole is still 3.5' deep with some kind utilities visible. A like tree to north has recently failed Risk Mod. Conclusion: Cottonwoods are a less than desirable species in close proximity to homes in a residential setting. (See attached). Trees 1 and 2 are co -dominate with decay and poor taper. Tree 1 has a heavy lean at the home and limbs are touching/over roof. Risk ratings are Moderate. Tree 4 has decay in crown, trunk and root crown Risk Is Low/Moderate. Tree 5 appears in good health but condition of the roots is unknown. Damage to roots is possible given the hole that is close to the root crown and the failure of a like tree that is close. Risk is moderate and maybe higher. Recommendations: The best long term management plan would be to remove the trees and replace with a species better suited for this urban environment. At a minimum I would recommend removing trees 1, 2, 3 and 4 before the next significant weather event. Common Defects: Cottonwood trees typically develop wide spreading crowns with large dead or rotten branches. open wounds and poorly healed branch stubs provide entrance courts for wood decay fungi. Visible Indicators of extensive decay may be present on the lower bole, particularly conks of Ganoderma applanatum. General Failure defective limbs should be removed to eliminate this hazard. alder cottonwood stands usually contain many defective trees. Careful inspection of trees for conks or mushrooms of wood decay fungi is important. Increment cores of the stem and lower bole may be necessary to determine the amount of rot from wood decay fungi. Ve know as professional arborists that Black Cottonwoods are notoriously weak and unstable trees. During a harsh winter, trees can sustain internal damage that only manifests after leaves and new growth are set in the ,spring. Storms (even mild ones) that occur after leaf set are often responsible for major branch failures. !In urban areas, cottonwood is well known for its overwhelming size, urine -like scent and extremely brittle 'wood. They are notorious for shedding large branches that can destroy homes and cars. A limited visual assessment typically focuses on identifying trees with an imminent and/or probable likelihood of failure. Level 1 assessments do not always meet the criteria for a "Risk Assessment" if they do not include analysis and evaluation of individual trees. A constraint of limited visual inspections is that some conditions may not be visible from a one-sided inspection of a tree, nor are all conditions visible on a year-round basis. Also, a Level 1 risk assessment may not be adequate to make a risk mitigation recommendation. The assessor may use the Level 1 inspection to determine which trees require further inspection at the basic or advanced levels after which an appropriate mitigation can be recommended. Level 2: Basic Assessment A level 2 or basic assessment is a detailed visual inspection of a tree and surrounding site, and a synthesis of the information collected. 1, The crown of the tree Is examined for current vigor. inspecting the crown (foliage, buds and branches) for color, density, form, and annual shoot growth, limb dieback and disease. Branches are inspected for cracks and other defects, as well as needs for remedial pruning. 2. The bole or main stem of the tree is inspected for decay, which includes cavities, wounds, fruiting bodies of decay (conks or mushrooms), seams, insects, bleeding, callus development, broken or dead tops, structural defects and unnatural leans. Structural defects include crooks, forks with V-shaped crotches, multiple attachments, and excessive sweep. 3. The root collar and roots are inspected for the presence of decay, insects and/or damage, as well as if they have been injured, undermined or exposed, or original grade has been changed. Basic is the standard assessment that is performed by arborists in response to a client's request for tree risk assessment. Inspection tools include: binoculars, hypsometer, magnifying glass, mallet, trowel, shovel, & probe may be used. Drilling for root and trunk decay may be included for an additional fee. Level 3: Advanced Assessment Advanced assessments are performed to provide detailed information about specific tree parts, defects, targets, or site conditions. There are many wetlands on the project site as such you may need to talk with the property owners to make a determination as to their location as it relates to the wetland buffers. If the trees are located in a wetland buffer and/or within 200 feet of the OHWM of the lake you will need a free permit from the City.
