Dear Mr. Greene:
The City of Renton has completed the initial review of your proposed lot line adjustment. The
following changes will be necessary in order for the City to approve your proposal:
1. RMC 4-7-170 states that, "each lot must have access to a public street or road. Access
may be by private access consistent with RMC 4-6-060J."
2. Please change the name on both sheets of the Lot Line Adjustment Pians to "Interstate
Management & Con Inc. & Arrowwood Mini -Storage LLC Lot Line Adjustment".
Please change all mentions of address to show "11410 SE Petrovitsky Rd", and please
update the "SITE ADDRESSES" section on sheet one to say Lot 1 and Lot 2, rather than
Parcel A and Parcel B, to improve consistency.
4. Please include gross and net square footage of EXISTING and REVISED lots (net reflects
deduction of those portions of the lot narrower than 80% of the minimum lot width).
5. Please label and identify the wetlands and stream by category and type.
6. A permanent and irrevocable Native Growth Protection Easement shall be recorded on
the property titles of the parcels containing the critical area and/or its buffer created as
a condition of a Lot Line Adjustment. Such protective easement shall be held by the
Renton City Hall . 1055 South Grady Way . Renton, Washington 98057 . rentonwa.gov
current and future property owners, shall run with the land, and shall prohibit
development, alteration, or disturbance within the easement except for purposes of
habitat enhancement as part of an enhancement project which has received prior
written approval from the City, and from any other agency with jurisdiction over such
activity.

8. See redlines on the Density Worksheet.
9. Need a refreshed title report for both properties.
10. Show where the legal access is for Lot 1.
11. Need to show the ordinary high water mark for the stream.
12. Note the City of Renton land use action number and land record number, LUA14 001611
and LND 30 0387, respectively, on the final submittal. The type size used for the land
record number should be smaller than that used for the land use action number.
13. Show two ties to the City of Renton Survey Control Network; the geometry will be
checked by the city when the ties have been provided. Make a specific statement to that
effect if the intent is to make a tie by reference.
14. Provide sufficient information to determine how the boundary was established.
15. Include a statement of equipment and procedures used, per WAC32 130 100.
16. Note the date the existing city monuments were visited, per WAC 332 130 150, and
what was found.
17. Note discrepancies between bearings and distances of record and those measured or
calculated, if any.
18. On the final submittal, remove all references pertaining to utilities facilities, trees,
concrete, gravel, decks and other items not directly impacting the lot line adjustment.
These items are provided only for preliminary approval.
19. Do note encroachments.
20. Remove from the "LEGEND" block all tree items, utilities facilities and mailbox
references, but do include in said "LEGEND" block the symbols and their details that are
used in the survey drawing.

copies of the revised lot line adjustment to me at the sixth floor counter of City Hall. The
revised plans will be routed for final review and you will be notified when it is appropriate to

1.0 PURPOSE
This report is the result of a wetland and stream delineation on two tax parcels
totaling 4.8 -acres located in the City of Renton, Washington. The delineation was
conducted as part of a proposed lot -line adjustment.
The purpose of this report is to describe and classify the wetland and stream
delineated on the property. Information in this report is intended to satisfy the
general reporting requirements of RMC 4-8-120D for wetland and stream
assessments.
2.0 GENERAL PROPERTY DESCRIPTION AND LAND USE
The site consists of Tax Parcels 292305-9157 and -9025 located at 11410 SE
Petrovitsky Road in the City of Renton, Washington. It is found within the SE'/ of
Section 29, Township 23 North, Range 5 East, W.M.
The southern portion of the site is currently developed with a single-family residence,
a small temple structure, and associated parking. The remainder of the property is
undeveloped and primarily forested. An upper reach of Soos Creek drains from
west to east through the central portion of the site.
3.0 METHODOLOGY
On June 23, 2014 an initial wetland and stream reconnaissance and delineation was
conducted on the subject property utilizing the methodology outlined in the May
2010 Regional Supplement to the Corps of Engineers Wetland Delineation Manual:
Western Mountains, Valleys, and Coast Region (Version 2.0). Additional field
investigations were conducted on July 3, 2014 and November 25, 2014.
4.0 RESULTS
Soos Creek drains from west to east through a wetland (Wetland A) located in the
central portion of the property. The portion of the creek on the site conveys
seasonal flows through a well-defined incised channel that appears to have been
historically ditched. Wetland boundaries were delineated and subsequently
surveyed by Greene Land Surveying (see survey drawing).
Wetland A consists of a terrace located adjacent both sides of the creek. The on-
site portion of the wetland is part of a larger wetland system that extends off-site to
the west. Vegetation within the wetland and riparian corridor on the site included a
deciduous canopy of black cottonwood (Populus trichocarpa), Pacific willow (Salix
lasiandra), and Scouler willow (Salix scouleriana). Understory vegetation included

red -osier dogwood (Cornus sericea), black twinberry (Lonicera involucrata),
hawthorne (Crataegus douglash), rose (Rosa sp.), crab apple (Malus fusca), and
spirea (Spires douglasii), as well as species such as Himalayan blackberry (Rubes
armeniacus), Indian plum (Oemleria cerasiformis) and sword fern (Polystichum
munitum) that are more commonly found in drier habitats. Groundcover was
dominated by reed canarygrass (Phalaris arundinacea) and slough sedge (Carex
obnupta).
Borings revealed disturbed hydric soil profiles that resulted in a transitional wetland
boundary. Hydrology within the wetland at the time of the delineation was necessarily
assumed based on the dominant hydrophytic plant community and presence of hydric
soils.
Attachment A contains data sheets prepared for a representative location in both
the upland and wetland. These data sheets document the vegetation, soils, and
hydrology information that aided in the wetland boundary determination.
Wetland A appears to meet the criteria for a Category 2 wetland and would require a
standard 50 -foot buffer. This classification is consistent with the previous wetland
classification as part of a pre -application submittal for the Shadowlane Apartment
Complex (PRE11-033). Soos Creek on the site is considered a Class 4 stream by
the City of Renton and requires a standard 35 -foot buffer, However, since the
stream is located entirely within the wetland, the wetland buffer is more restrictive.
5.0 WETLAND/STREAM FUNCTIONS AND VALUES
Wetlands, in general, provide many valuable ecological and social functions,
including stormwater storage, water quality protection, groundwater
recharge and discharge, and wildlife habitat. Wetland A on the site provides
many of these functions.
The wetland provides some stormwater storage areas that trap sediments
and other pollutants. The trapping of sediments and pollutants within the
wetland helps maintain water quality in downstream areas. The wetland
may also provide benefit to wildlife by releasing water slowly during the
summer months, thereby contributing to the base flow of the stream.
In addition to its hydrologic functions, the wetland also provides biological functions.
As a component of the riparian corridor, the wetland and stream provide habitat for a
variety of wildlife species. Another biologic function of the wetland is the transport of
nutrients (via Soos Creek) to downstream areas. Nutrients transported to
downstream areas provide biological support for fish and other aquatic wildlife.
Although privately owned, the on-site wetland does provide some limited
cultural wetland functions as part of the overall open space associated with
the Soos Creek riparian corridor. The wetland also contains some passive
recreational opportunities such as wildlife viewing.

6.0 HABITAT ASSESSMENT
As part of the wetland and stream study, the WA Department of Fish and Wildlife's
Priority Habitats and Species (PHS) database was reviewed. This database did not
indicate the presence of any threatened, endangered, sensitive, monitored, or
priority species on or adjacent to the property.
While the site does likely provide habitat for a variety of birds, small mammals,
reptiles, and amphibians typically found within suburban environments, no
threatened, endangered, sensitive, monitored, or priority species were identified on
or adjacent the site during the field investigations. .
As defined in RMC 4-11-030.C, Critical Habitat is an area associated with
threatened, endangered, sensitive, monitored, or priority species of plants or
wildlife and which, if altered, could reduce the likelihood that the species would
maintain and reproduce over the long term. Since no critical habitat has been
identified on the site, no Habitat Data Report is required.
7.0 PROPOSED PROJECT
The current project consists of a lot -line adjustment and no critical area impacts are
proposed.
