The applicant is requesting a Shoreline Exemption for the maintenance of
existing levees along the Cedar River, which would be classified as
maintenance of an existing essential public facility. The project site is located
within the Shoreline High Intensity designation and is within Reach A of the
Cedar River. The Cedar River levees are part of the Cedar River Section 205
Flood Damage Reduction Project (Cedar River 205 Project) constructed in
cooperation with the United States Army Corps of Engineers (USACE). The
levees are located on the lower 1.25 miles of the Cedar River and extend from
Williams Avenue North to the mouth of the Cedar River at Lake Washington.
The Cedar River 205 Project protects portions of downtown Renton, the B0ein1
737 plant, and the Renton Airport from the 100-year flood. Following the
completion of the project, the City of Renton became of the local sponsor of
the project and entered into an agreement with the USACE for maintenance
and inspection of the flood protection facilities under PL84-99. On July 10,
2012 USACE sent a letter to the City indicating that the levee certification
letter would expire on August 31, 2013 because they would no longer be
certifying levees and would not be providing the National Flood Insurance
Program levee system evaluation to FEMA.
The Cedar River 205 Project levee system certification to FEMA levee
standards allows for FEMA accreditation of the levee system as providing
100-year level of flood protection. Accreditation enables the properties
protected by the levee system to remain mapped as protected areas instead of
being mapped in the FEMA 100-year floodplain, ensuring that the protected
properties would not need to conform to floodplain insurance and
development regulations.

engineering consultant services required to recertify the Cedar River 205
Project levees and floodwalls. Phase 1 work of this project mainly consists of
preliminary data collection and analysis, as well as preliminary hydraulic and
geotechnical assessments. It includes a top of levee survey and a site
reconnaissance in order to assess and inspect the levees and floodwalls.
Phase 2 work will include supplemental data collection (mainly consisting of
geotechnical borings) and the technical analysis required for certifying the
levees. A levee certification report is expected to be completed and submitted
to FEMA as part of the Phase 2 contract.
In order to facilitate the levee inspection efforts of the work in Phase 1, the
City of Renton will perform limited clearing of vegetation along the left bank of
the Cedar River from Logan Avenue North to the North Boeing Bridge. This
clearing will allow the inspection team to assess the stability of the
embankment, a component of the Levee Certification analysis. Areas of
vegetation removal generally consist of 10-foot wide strips at 200-foot
intervals, from the top of vegetation to the river water surface. Additionally, a
4-foot path behind the tloodwall would be cleared in order to provide
accessibility for the inspection.
Clearing the inspection path behind the floodwall is not only a routine
maintenance activity of an essential City of Renton Public works facility, but is
also a necessary component of agreement with the USACE that would
facilitate future inspections by USACE staff. Recent periodic and annual
inspections have flagged the density of the vegetation on the riverside of the
floodwalls as "unacceptable". A such, vegetation maintenance would ensure
that the Cedar River 205 Project would remain compliant with the terms of its
operation and maintenance manual and PL84-99 requirements.
The Phase 2 work plan -to be prepared at the conclusion of Phase 1 -will
include approximately 8 to 10 geotechnical borings that would be needed to
have a complete profile of existing soils along the Cedar River Levee
alignment. The borings would take place along the landward side of the
flood wall and levee on the left bank and near the trail (the top of the levee in
many locations along the right bank). All areas disturbed by drilling will be
restored to existing conditions. Restoration following drilling, surveying, and
any other land disturbing activity will be coordinated with City of Renton Parks
and Airport staff designated as design team members on the project.

An exemption from a Shoreline Management Substantial Development Permit is hereby Approved on the
proposed project in accordance with RMC 4.9.190C 'Exemption from Permit System' and for the following
reasons:
Normal maintenance or repair of existing structures or developments, including damage by accident, fire or
elements. "Normal maintenance" includes those usual acts to prevent a decline, lapse, or cessation from a
lawfully established condition. "Normal repair" means to restore a development to a state comparable to its
original condition, including but not limited to its size, shape, configuration, location and external
appearance, within a reasonable period after decay or partial destruction, except where repair causes
substantial adverse effects to shoreline resource or environment. Replacement of a structure or
development may be authorized as repair where such replacement is the common method of repair for the
type of structure or development and the replacement structure or development is comparable to the
original structure or development including but not limited to its size, shape, configuration, location and
external appearance and the replacement does not cause substantial adverse effects to shoreline resources
or environment.
The proposed development is:
Consistent with the policies of the Shoreline Management Act.
Not Applicable to the guidelines of the Department of Ecology where no Master Program has been finally
approved or adopted by the Department.
Consistent with the City of Renton Shoreline Master Program.

Therefore, a shoreline exemption permit is requested for this project under the category of "normal
maintenance and repair of existing structure or development".
The following is additional information about the proposed work:
• Anticipated Dates of work: Vegetation clearing will take place for approximately 3 weeks in
February and March 2016. Geotechnical borings will take place in the timeframe of June to
September 2016.
• There are no other permits required
• There are no hazardous areas, steep slopes or wetlands on the project site
• The project area is a medium and heavy industrial employment area and the proposed work will
not alter the use of the area
• Soil type in the area varies. Below the top surface (grass, concrete or asphalt), the soil consists
of a mix of sand and silt
• The total estimated cost of the vegetation clearing work is $51,435. The total estimated cost for
future geotechnical explorations is approximately $100,000
• There will be no excavation or filling activities except as required by City staff for restoration
along the trail
• No trees will be removed or impacted
• The nature of the existing shoreline is rip rap along the airport clear zone (downstream portion
of left bank) and a vegetation mix of blackberries and knotweeds elsewhere
• The closest area of work to the Ordinary High Water Mark is nil because the vegetation clearing
along the left bank will extend to the river water surface in the strips cleared for levee
embankment analysis.

SHORELINE TRACKING

The City of Renton is required by the Washington State Department of Ecology to track and evaluate the
effectiveness of the Shoreline Master Program at achieving no net loss of shoreline ecological functions with
respect to shoreline projects. The City will use shoreline development tracking information to prepare a Shoreline
Master Program report every eight years to comply with the Shoreline Management Act requirements.
SHORELINE STABILIZATION

There is riprap (hard) on the levee embankment 1700 LF
north of the floodwall along the airport clear zone in
the downstream-most portion of the Cedar River left Linear Feet of Soft
bank. Materials:

Examples of Types of Bulkheads: Hord (e.g. rocks, wood; Soft (e.g. sand, plants);
Combination-soft materials at the water with hard materials furtherer inland, or o
combination of hard and soft materials at the water.
SITE CONDITIONS
2. List the size (in square feet) and type of all structures (1'1 floor only) on your property (e.g.
2,000 sq. ft. house, 125 sq. ft. greenhouse).
The proposed work will take place on areas containing no buildings or structures. A few
geotechnical borings may take place on asphalt surfaces within the airport. Otherwise all
surveying, vegetation clearing and geotechnical boring will take place on grassy areas or the
river bank.
Note that the Cedar River 200-ft shoreline buffer where the project work will take place
includes aircraft hangars, the Renton Stadium and a Boeing building. It is assumed that
defining the areas of these buildings within the whole shoreline buffer is not a requirement
for the project work proposed.

Note the Cedar River 200-ft shoreline buffer where the project work will take place includes
a trail and several parking lots on the right bank and roads, parking lots and airport
runways/taxiways on the left bank. It is assumed that defining the areas of these impervious
surfaces within the whole shoreline buffer is not a requirement for the project work
proposed.
