EE20384 CASE# 23-12882 OF COLLISION 11/08/23 13:34 OF CbLLI510N NARRATIVE CC On 11/8/2023 at about 1336 hours within the city limits of Renton/King/WA I responded to a 2 car hit and run at the west entrance to Safeway about the 500 block of Union Ave NE. While enroute Dispatch advised the RP/Victim driver was waiting in front of Petco for contact near her car, a maroon Toyota Avalon. I arrived and contacted the victim/driver of unit 2-Stocks. Unit 2 told me she was waiting to pull out of the parking lot when a car making a right turn drove into the side of her car. Unit 2 told me she actually knew the driver and knew where she lived. She said unit 1 turned right into the parking lot and seemed to be going a little too fast. Unit 2 said she braced for impact and was not able to move her car to avoid being hit by unit 1. She did not complain of injury, but her car had significant damage to the driver side. It was easy to see unit 2 vehicle position in the driveway apron as most of the driver side window was smashed out from impact and remained. It showed unit 2 was positioned to the far right of the driveway which would be expected. She told me after she was hit she backed up and turned around only to watch unit 1 flee through the parking lot a high speed. Unit 2/Stocks told me it was obvious that unit 1 had no intention of stopping to exchange information. Unit 2 lost sight of unit 1. Stocks was able to provide an almost immediate residence location but not the actual address for unit 1. Stocks described the car as a gray Saturn SUV that would have front end damage on it. Stocks told me she knows unit 1 from their kids going to the same school. She was familiar with unit 1 and that why she said this was probably a DUI hit and run from past experience with unit 1. Stocks also had knowledge unit 1 had a DUI previously. Other Renton Unit responded to unit 1 residence and located her. I transported Stocks to 375 Union Ave Ne #7. While enroute Stocks described unit 1 driver and when we arrived Stocks immediately 100% identified unit 1 driver. I contacted unit 1 driver ID'd by her matching picture WADL as Federico, Nickisha Marie 12/09/1984. 1 asked Federico what happened and unsolicited she told me she did a hit and run. She told me that she thought unit 2 might of hit her. I asked her how if unit 2 was stopped and she was turning right into the parking lot. Federico said yes that she hit unit 2 and left the area. Based on my training and experience Federico was obviously impaired by at least ETOH. She had an obvious odor of intoxicants from her breath, even while standing a distance from her outside. Federico did not seemed to concerned for unit 2 wellbeing or vehicle, only that she was scared and left the area. Federico was unable to provide valid proof of insurance. She said she did not have insurance for her ca r. A quick inspection of her vehicle revealed front end damage consistent with the collision and what unit 2 described. I told Federico I was charging her with hit and run attended. I told her I was not booking her in consideration of work and childcare, but she would receive notice at her address on how to respond to the courts. Federico did commit hit and run attended by striking an attended vehicle and fleeing the area without meeting the requirements of RCW 46.52.020. 1 cited Federico ref RCW 46.52.020 via the Renton Prosecutors office. I also cited Federico for RCW 46.30.020 No Insurance 2 car crash. I certify (declare) under penalty of perjury under the laws of the State of Washington that the foregoing is true and correct.
