NARRATIVE
23-13453
On 11/22/2023 at approximately 1245 hours, I was dispatched to a non-injury and blocking vehicle
collision at the intersection of Talbot Road S and S Renton Village PL, within the City Limits of
Renton, County of King, State of Washington. Dispatch advised that the collision involved two
vehicles and that they had relocated onto the shoulder of the roadway awaiting Police arrival.
Upon arrival, I confirmed there were no complaints of injury requiring immediate medical response at
the time of report. There, I collected each involved party's driving documents and their independent
recollection of the incident.
The driver of Unit#1 said he was the sole occupant of his vehicle and was proceeding northbound on
Talbot Rd S approaching the intersection of S Renton Village PL in lane 3 of 3 (left-turn lane). The
driver of Unit#1 stated he was intending to make a left turn to proceed westbound onto S Renton
Village PI. The driver of Unit#1 stated that upon approaching the controlled intersection, which the
driver of Unit#1 alleges that the traffic light was flashing yellow, he looked for oncoming traffic and
saw as traffic appeared to have stopped in lanes 2 and 3 of 3. The driver of Unit#1 began to make a
westbound (left) turn from the northbound lanes of Talbot Rd S onto S Renton Village PL. The driver
of Unit#1 said that upon reaching the intersection to make the left turn, Unit#2 had abruptly changes
lanes and entered the intersection. Both Unit#1 and Unit#2 collided in the intersection causing
significant damage to the front passenger side of Unit#1.
The driver of Unit#2 said he was the sole occupant of his vehicle and was traveling southbound on
Talbot Rd S approaching the intersection of S Renton Village PL in lane 2 of 3. The driver of Unit#1
stated he was intending to continue south on Talbot Rd S and through the controlled intersection. The
driver of Unit#1 stated that he was traveling directly behind an uninvolved vehicle. The driver of Unit
#2 stated that the controlled intersection of Talbot Rd S/Renton Village PI had turned from green to
yellow and that traffic had begun to stop, including the uninvolved vehicle directly in front of Unit#2.
The driver of Unit#2 stated that he was trying to make a delivery (as part of his job) and therefore
proceeded to make a lane change from lane 2 of 3 into lane 1 of 3, and around the uninvolved vehicle
to "make the light". The driver of Unit#2 stated that upon entering the intersection, Unit#2 was met
by Unit#1 in the intersection causing significant damage to the front driver's side of Unit#1.
Based on the above statements, I determined that the driver of Unit#1 (Brown) was a contributing
factor to the collision as Brown did not grant the right of way to Unit#2 traveling in the roadway which
had the right of way and was already underway. The driver of Unit#1 was turning left and traversing
across traffic and must not do so until it is clear of hazard/traffic. The driver of Unit#1 (Brown)
violated RCW 46.61.185.1 by being the driver of a vehicle intending to turn to the left within an
intersection and shall yield the right-of-way to any vehicle approaching from the opposite direction
which is within the intersection or so close thereto as to constitute an immediate hazard.
Based on the above statements, I also determined that the driver of Unit#2 (Dyer) was a contributing
factor to the collision. Dyer specifically told me that he proceeded around a vehicle in traffic that was
yielding to the very same controlled intersection that Dyer was approaching. The driver of Unit#2
(Dyer) violated RCW 46.61.055.2(a) as any vehicle operator facing a steady circular yellow or yellow
arrow signal are thereby warned that the related green movement is being terminated or that a red
indication will be exhibited immediately thereafter when vehicular traffic shall not enter the
intersection. Vehicle operators shall stop for pedestrians who or personal delivery devices that are
lawfully within the intersection control area as required by RCW 46.61.235(1).
Both Unit#1 and Unit#2 had to be impounded due to extensive damage. An exchange of information
