EE23156 CASE# 23-12963 OF COLLISION 11/10/23 15:04 OF CbLLI510N NARRATIVE 23-12963 On 11/10/2023 at approximately 1507 hours, I was traveling eastbound in about the 2200 block of Maple Valley Highway, within the City Limits of Renton, County of King, State of Washington, when was flagged down about a two-vehicle collision that had just occurred. Dispatch was already aware of the collision; therefore I confirmed non-injury upon contacting both the involved parties. While on scene, I collected each involved party's driving documents and independent involvement leading up to the collision. The driver of Unit#1 stated he was the sole occupant of his vehicle and was attempting to exit a private property parking lot, located at 2201 Maple Valley Highway, on the south side of the roadway. The driver of Unit#1 stated that he was intending to make a left turn out of the parking lot to proceed westbound onto Maple Valley Hwy following the turn. The driver of Unit#1 believed all eastbound traffic on Maple Valley Hwy was clear and therefore proceeded out into the roadway. As Unit#1 pulled out in the roadway, Unit#1 was met by another vehicle - Unit#2. The driver of Unit#1 stated that he was unable to avoid the collision after having pulled out into the roadway and that both vehicles collided causing significant damage to the front of Unit#1. The driver of Unit#2 said he and his adult passenger were traveling eastbound in about the 2200 block of Maple Valley Hwy in lane 1 of 2. The driver of Unit#2 stated he was intending to continue east. Upon reaching the location where Unit#1 was turning out from, Unit#2 observed Unit#1 and attempted to swerve to the left to avoid the collision but was ultimately unable to avoid the collision. Both vehicles collided in the roadway and Unit#2 suffered moderate damage to the passenger side of the vehicle. Based on the above statements, I believe that the driver of Unit#1 (Collier) was the predominant factor for the cause of collision as Collier is required to comply with RCW 46.61.190(2) which states that every driver of a vehicle approaching the point nearest the intersecting roadway where the driver has a view of approaching traffic of the intersecting roadway must stop before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. Unit#2 was already underway in the roadway and had right of way. I issued the driver of Unit#1 (Collier) a written warning via mail for Fail to Stop at Intersection causing a collision. Unit#1 had to be privately impounded due to extensive damage. Unit#2 was able to be driven away without further incident. An exchange of information was provided to all involved parties.
