EE01705 CASE# 23-9758 OF COLLISION 08/24/23 13:56 OF CbLLI510N NARRATIVE 23-9758 On 08/24/2023 at approximately 1356 hours, I was dispatched to a injury and blocking vehicle collision at NE Sunset Blvd and Union Ave NE, within the City Limits of Renton, County of King, State of Washington. Upon arrival, Renton Fire was on scene triaging the involved parties due to an initial report of injuries being mentioned but later recanted. Renton Fire evaluated all involved parties and treated them at the scene where they were later released. There, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 was identified by WA instruction permit and stated he had an adult passenger inside of his vehicle. The driver of Unit#1 stated he was attempting to exit the private parking lot at Caf6 Sabah, specifically 377 feet East from Union Ave NE. The driver of Unit#1 stated he was intending to turn westbound (left) onto NE sunset Blvd. While approaching the intersection of NE Sunset Blvd, the driver of Unit#1 stated that he stopped at the intersection and looked for oncoming traffic. The driver of Unit#1 said he didn't notice Unit#2 traveling east on NE Sunset Blvd going East on NE Sunset Blvd. Upon Unit#1 turning out into the roadway, both Unit#1 and Unit#2 made contact causing significant damage to the front driver's side of Unit#1. The driver of Unit#2 was identified by pictured WADL and had an adult passenger inside of his vehicle. The driver of Unit#2 stated that he was traveling eastbound on NE Sunset Blvd in lane 2 of 2. The driver of Unit#2 stated he was going driving eastbound on NE Sunset Blvd when Unit#1 entered the roadway and into the same lane that Unit#2 was occupying. The driver of Unit#2 stated that he could not avoid the collision before Unit#1 collided with Unit#2 causing moderate damage to the front driver side and passenger side bumper of Unit#2. The driver of Unit#2 had provided video footage and was able to playback the footage for me of the events just prior to the collision. The footage revealed that Unit#1 entered the NE Sunset Blvd without yielding to oncoming vehicles causing the collison. The footage was uploaded to Axon Evidence under this case number for reference. Based on the above statements, 1 determined that the Driver of Unit#1 (Jumali) was the predominant factor for the cause of collision as Jumali did not grant the right of way to traffic already in the roadway and underway. Jumali violated RCW 46.61.190(2) as every driver of a vehicle approaching an intersection shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. A DOL records check revealed that the driver of Unit#1 did not have a driver's license but was listed as having an Instruction Permit only. This was consistent with the driver of Unit#1 providing me with a copy of his WA Permit. The driver of Unit#1 (Jumali) was in violation of RCW 46.20.055 as Jumali must have an approved instructor, or a licensed driver with at least five years of driving experience that occupies the seat beside the driver. Jumali did not have a passenger that met the age and/or driver experience requirement. Unit#1 and Unit#2 had to be impounded due to extensive damage. I cited the driver of Unit#1 via mail for Failing to Stop at an Intersection (RCW 46.61.190.2) and causing a collision. I also cited for RCW (46.20.055) as the driver of Unit#1 must have an approved instructor, or a licensed driver with at least five years of driving experience that occupies the seat beside the driver.
