EE37456 CASE# 24-57 OF COLLISION 01/02/24 17:03 OF CbLLI510N NARRATIVE 24-57 On 01/02/2023 at approximately 1707 hours, I was dispatched to a motor vehicle versus pedestrian injury collision at the intersection of NE 12th St/Harrington Ave NE, within the city limits of Renton, County of King, Washington. While en route, dispatch advised that one pedestrian was struck by a single vehicle and that both parties were still on scene on NE 12th St. Upon arrival, Renton Regional Fire Authority was already treating the injured pedestrian, later identified by WADL photo as Donnetta J Jamerson. Jamerson complained of pain in one of her leg's due to contact from Unit#1. I contacted the driver of the only involved vehicle, who was uninjured, and positively identified her via WADL photo as Eileen J Moriarty. Her vehicle, a gray 2016 Kia Sorento (WA Lic# BBD0799), had a dent on the driver's side of the front hood as a result of this incident. Moriarty stated the following: She was the sole occupant of the vehicle and was going to her mother's house. She was traveling eastbound on NE 12th St when she reached the intersection at Harrington Ave NE and stopped at the stop sign. After she deemed the intersection to be clear, she proceeded and struck Jamerson. She stopped her vehicle just east of the intersection. She claims that she never saw Jamerson, as it was dark out, and Jamerson was wearing all dark clothing. I recontacted Jamerson, who was in an ambulance and headed to the hospital as a result of the collision. Jamerson relayed the following: She was walking southbound on Harrington Ave NE on the west side walk. She reached the intersection at NE 12th St, and prepared to cross at the crosswalk when she noticed a vehicle traveling eastbound towards her on NE 12th St, later identified as the vehicle Moriarty was driving. She emphasized that she goes for walks often, and when she reaches an intersection, she makes it a point to make eye contact with the driver of any vehicles before crossing the street. In this instance she was adamant that she did make eye contact with Moriarty. After doing so, she began to cross, and was then struck by Moriarty. Based on the above statements, I determined Moriarty was the predominant factor for the cause of collision based on the failure to yield the right of way to a pedestrian, which is a violation of RCW 46.61.235 -Stop for pedestrians in crosswalks. Per RCW 46.61.235, the operator of a motor vehicle shall stop and remain stopped to allow a pedestrian to cross the roadway upon which the vehicle is traveling. As a result of the infraction, I issued Moriarty a citation for RCW 46.61.235.1 (refer to citation #4A0071513) This ended my involvement in this incident.
