On 06/12/2024 at approximately 1617 hours, I was dispatched to an injury and blocking vehicle
collision in the 1900 block of NE Sunset Boulevard (JEO Aberdeen Ave NE overpass), within the City
Limits of Renton, County of King, State of Washington.
While en route, Dispatch advised that there was a two-vehicle collision involving one vehicle that had
been previously seen recklessly driving through the area. Several Officers arrived on scene and
determined the collision to be head-on with heavy mechanism, airbag deployment on both vehicles,
and moderate complaint of injuries.
Renton Regional Fire Authority had been requested and responded for evaluation. Three of the four
involved parties were later transported to the hospital by ambulance. While on scene, Officer H. Hsu
and I collected the involved party's necessary driving documents and independent recollection of
involvement leading up to the collision.
The driver of Unit#1 was identified by pictured International Driver's License with a home country of
"Romania" listed. Unit#1 was occupied by two adults. The driver of Unit#1 did not speak English or
at least did not communicate with me about what occurred. The passenger however did communicate
in English and stated that prior to the collision, someone had pointed a gun at them in the parking lot
of a "blue" gas station somewhere "up the road". The passenger could not state which gas station it
was nor knew the location of said gas station. The passenger stated that they did not call 911
regarding the incident but instead drove away. Officer Hsu provided the passenger with his business
card to properly report the aforementioned incident.
Per witnesses, it was determined that Unit#1 was traveling at a high rate of speed westbound in the
1900 block of NE Sunset Blvd while down the hill towards N Southport Dr/1-405 on/off ramps. While
westbound on NE Sunset Blvd, Unit#1 was described as trying to pass moving vehicles in the
oncoming lane of travel. Due to a construction lane closure in lane 1 of 2 and moving traffic in lane 2
of 2 for westbound NE Sunset Blvd, Unit#1 was seen swerving into the oncoming lane of travel until
it eventually made contact with a vehicle that was headed eastbound on NE Sunset Blvd in lane 2 of
2. Both vehicles collided in the roadway causing Unit#1 to rotate clockwise until it struck a berm and
came to a rest on the south side of the roadway. The driver of Unit#1 was transported to Valley
Medical Center (VMC) for further evaluation while the passenger later self-transported for an arm
injury.
Per Officer Hsu, the driver and adult passenger of Unit#2 were traveling eastbound in the 1900 block
of NE Sunset Blvd in lane 2 of 2 (JEO Aberdeen Ave NE). The driver of Unit#2 stated they were
intending to continue eastbound when they were met by Unit#1 which had come into the oncoming
lane of travel (westbound in the eastbound lanes). The driver of Unit#2 was unable to avoid the
collision and both vehicles collided in the roadway. Due to the impact, Unit#2 rotated clockwise and
came to a rest in the middle of the roadway. Both occupants were transported to Valley Medical
Center (VMC) for further evaluation.
Two independent witnesses, identified as Alexis Hlavaty and Tyler Dobbs who were later contacted
by phone, both described Unit#1 driving at a high rate of speed (between 60 and 80 mph), weaving
in and out of traffic, traveling long distances in the center-turn-lane, running over traffic island dividers
in the roadway, and continuing through controlled intersections with steady red lights displayed.
Hlavaty specifically said that she saw Unit#1 attempting to pass her vehicle in the oncoming lane of
travel just moments prior to Unit#1 striking Unit#2 in the oncoming lane. Hlavaty pointed out the
driver of Unit#1 to Officers which was Dogaru. Dobbs mentioned that prior to the collision, he

believed another vehicle might have been "chasing" Unit#1 and believed it may have been a road
rage situation. Regardless, Dobbs believed that Unit#1 was going to cause a collision based on the
observed driving and described it as extremely dangerous.
Based on the above statements, I determined that the Driver of Unit#1 (Dogaru) was the
predominant factor for the cause of collision as Dogaru was in violation of RCW 46.61.500 as he
operated a motor vehicle with willful and wanton disregard for the safety of persons or property by
recklessly weaving in and out of traffic at a high rate of speed and passing other commuting traffic.
I cited Dogaru via complaint for Reckless Driving. See criminal citation 4AO344195 for further details.
Per a DOL records check, Unit#1 had expired registration and an expired insurance card therefore
the driver of Unit#1 (Dogaru) has been cited via mail for Operating a Motor Vehicle without insurance
due to the expired card and for expired vehicle registration less than two (2) months. Texas DOL
showed "APR 2024" as the date of expiration. See infraction #4A0344196 for further details.
Both Unit#1 and Unit#2 had to be impounded due to extensive damage. An exchange of information
was provided to all involved parties.
