EE57692 CASE# 24-2614 OF COLLISION 03/09/24 19:01 OF CbLLI510N NARRATIVE RPD CASE#: 24-2614 RECORDED ON AXON *This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 03.09.2024, at approximately 1902 hours, I was dispatched to a two-vehicle, unknown-if-injury, blocking collision in the intersection of SW Grady Way and Oakesdale ve SW., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #304, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 6r10 (OIC/Officer in Charge). At the time of this incident, it was overcast, the roadways were wet, and it was dark with the streetlights illuminated. The temperature was approximately 49 degrees. I arrived on scene at approximately 1906 hours and observed a significant collision blocking both eastbound lanes on SW Grady Way. I updated dispatch and asked for additional officers as well as two tow firms for impound. Unit 01 was identified as a black in color Toyota Corolla bearing WA/CKT2002. Unit 01 had significant front-end damage as well as front airbag deployment and was inoperable. Dispatch was updated and Bankers towing was notified. Unit 01's driver was identified by his WADL as TESFAZGI, BEREKETAB SOLOMON (DOB: 03.07.1991). Tesfazgi matched the photo on his WADL and when asked what happened leading up to the collision, he said he was driving northbound on Oakesdale Ave SW and as he approached the intersection with SW Grady Way, he was in the left turn lane and told me his traffic signal light was red in color. Tesfazgi said he did not stop for the red traffic signal light, and instead passed through the intersection and attempted to turn left, westbound onto SW Grady Way, when he struck Unit 02, who was traveling eastbound on SW Grady Way, in the passenger side body of the vehicle. A WACIC/NCIC/DOL query on Tesfazgi was clear and valid. Unit 02 was identified as a gray in color Jeep Renegade SUV bearing WA/BZZ6838. Unit 02 had significant damage to the passenger side body of the vehicle, a combination of side airbag deployments and was inoperable. Dispatch was updated and Bankers sent a second tow for impound. It should be noted the WACIC return on this vehicle has it listed as a "Compass" but it is a Renegade. Unit 02's driver was identified by his WADL as ALASI, JOANNAH PULOTU (DOB: 11.30.2003). Alasi stated she was traveling eastbound on SW Grady Way and as she approached the intersection with Oakesdale Ave SW, she had a solid green traffic signal light and as she proceeded through the intersection, Unit 01 failed to stop at the solid red light and struck her vehicle on the passenger side. A WACIC/NCIC/DOL query on Alasi revealed she was clear and valid. Alasi could not provide proof of insurance as she stated it was her brother's vehicle and she did not know if or where the insurance card was located. Unit 01's driver, TESFAZGI, BEREKETAB SOLOMON (DOB: 03.07.1991) is the causing party in this collision by failing to obey a traffic signal legend, in violation of RCW 46.61.055. 1 issued Tesfazgi SECTOR citation#: 4A0014455, for the above listed violation. The infraction will be mailed via the courts. RCW 46.61.055 Traffic control signal legend. Whenever traffic is controlled by traffic control signals exhibiting different colored lights, or colored lighted arrows, successively one at a time or in combination, only the colors green, red and yellow PAGE 3 OF 5 REPORT NO. EE57692 CASE# 24-2614 OF COLLISION 03/09/24 19:01 OF CbLLI510N NARRATIVE shall be used, except for special pedestrian signals carrying a word or legend, and said lights shall indicate and apply to drivers of vehicles, pedestrians, and personal delivery devices, as follows: (c) Vehicle operators facing a steady red arrow indication may not enter the intersection control area to make the movement indicated by such arrow, and unless entering the intersection control area to make such other movement as is permitted by other indications shown at the same time, shall stop at a clearly marked stop line, but if none, before entering a crosswalk on the near side of the intersection control area, or if none, then before entering the intersection control area and shall remain standing until an indication to make the movement indicated by such arrow is shown. However, the vehicle operators facing a steady red arrow indication may, after stopping proceed to make a right turn from a one-way or two-way street into a two-way street or into a one-way street carrying traffic in the direction of the right turn; or a left turn from a one-way street or two-way street into a one-way street carrying traffic in the direction of the left turn; unless a sign posted by competent authority prohibits such movement. Vehicle operators planning to make such turns shall remain stopped to allow other vehicles lawfully within or approaching the intersection control area to complete their movements. Vehicle operators planning to make such turns shall also remain stopped for pedestrians who or personal delivery devices that are lawfully within the intersection control area as required by RCW 46.61.235(1). Both vehicles were impounded privately by Bankers towing. Although involved parties stated they were sore and scratched, no one was transported to a medical facility.
