property. Terry Flatley noted that the species, Leyland Cypress, attains
a large size and can grow to over 100 feet tall with a mature spread of
25 feet. Based on aerial and street view photos (See Exhibit 2) showing
trees prior to removal, as well as staff observations from inspection of
the remaining trees, city staff agree that the trees prevented the flow
of sunlight into the backyard and were not consistent with the
surrounding neighborhood. Terry Flatley recommended that large
deciduous shade trees be planted at this site as a more appropriate

The land clearing and tree removal will not create or contribute to landslides,
accelerated soil creep, settlement and subsidence or hazards associated with strong
ground motion and soil liquefaction.
The land clearing and tree removal will not create or contribute to flooding, erosion,
or increased turbidity, siltation or other form of pollution in a watercourse.
Land clearing and tree removal will be conducted to maintain or provide visual
screening and buffering between land uses of differing intensity and consistent with
applicable landscaping and setback provisions of the Renton Municipal Code.
Land clearing and tree removal shall be conducted in a way so as to expose the
smallest practical area of soil to erosion for the least possible time, consistent with
an approved build-out schedule and including any necessary erosion control
measures.
Land clearing and tree removal shall be consistent with subsection D 2 of this Section,
Restrictions for Critical Areas -General, and RMC 4-3-050 -Critical Areas
Regulations.
Retained trees will not create or contribute to hazardous conditions as the result of
blowdown, insect or pest infestation, disease, or other problems that may be created
as a result of selectively removing trees and other vegetation from the lot.
Land clearing and tree removal shall be conducted to maximize the preservation of
any tree(s) in good health that is an outstanding specimen because of its size, form,
shape, age, color, rarity, or other distinction as a community landmark.
DECISION: The 4511 NE 21st Place RVMP Routine Vegetation Management Permit is Approved.

together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Rentor
WA 98057. Appeals to the Examiner are governed by RMC 4-8-110 and more information regarding
the appeal process may be obtained from the Renton City Clerk's Office, 425-430-6510.

Reconsideration: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not
readily discoverable prior to the original decision is found or if he finds there was misrepresentation
of fact. After review of the reconsideration request, if the approval body finds sufficient evidence to
amend the original decision, there will be no further extension ofthe appeal period. Any person
wishing to take further action must file a formal appeal within the 14-day appeal time frame.
Expiration: The Routine Vegetation Management Permit shall be valid for one year from the date of
issuance. An extension may be granted by the Planning Division for a period of one year upon
application by the property owner or manager. Application for such an extension must be made at
least thirty (30) days in advance of the expiration of the original permit and shall include a statement
of justification for the extension.

Project Narrative
The project being proposed is for a Routine Vegetation Maintenance Plan for the single family
residence at 4511 NE 21st PL, Renton WA. The area is 9066 Sq FT. in area and the work
performed will be the removal of 12 Leyland Cypress trees. (25 were already partially removed
and will be completely removed as part ofthis project -Code Compliance Code16-0006). The
existing zoning is designated R-6. The site is currently being used as a single family residence.
There are no special site features and the project is not of a land disturbing nature. Total
estimated cost of the project is $5600 including the planting of new trees. There are 12 Leland
Cypress trees that will be removed. These trees need to be removed for several reasons:
1. A City of Renton Arborist has determined that the majority of trees planted on the site
were improperly planted. Email is attached to the permit package.
2. Almost all of the remaining trees have been delimbed and are now in questionable health.
They are tall trees and if unhealthy could be blown over or fall under the weight of ice.
3. The tree roots are beginning to cause damage to the fence around the property and the ,
property owners are concerned the roots may damage the sidewalk and house
foundation.
The sizes and locations of the trees are attached.

Hello Edjan,
See attached submittal requirements for RVMP, Master applications form (one of the requirements), city
approved tree list, and Waiver Form. Compare the waiver form to the submittal list and check off the things that
are waived. Some things are modified, see comments. Please also submit a description of your work and why
you want to remove the trees.
Some of these submittal requirements (like master app, project description, and construction mitigation) I will
not be able to complete for you; you will need to fill it out to the best of your ability. The master app needs to
by signed and notarized by the property owners.

See Terry's recommendations below, Additional planting may be required vn the south property line. His
comments did not address the additional proposed removal.
Terry's Recommendation:
We recommend that deciduous shade trees be planted at this site as a more appropriate tree selection than
conifers or evergreen trees. Shade trees will help to reduce cooling of the house during the summer and allow
winter sunlight into the house, reducing heating costs. We further recommend planting only two such trees
regardless of caliper and that they be species that attain a large-mature size, for example bigleaf maple. One
tree should be planted on or near the west side of the house and one planted on the south side of the house
keeping in mind the canopy spread will be at least 40 feet in diameter, depending upon the selection of species.

Construction Mitigation Description
The Proposed dates for the work are 12/12/206 thru 1/1512016
The work will take place Monday thru Friday between 7:30AM and 5:30 PM
The trees removed will be transported from the property using Bremerton Ave NE to NE 19th ST,
then via Duvall Ave NE to Coal Creek Parkway SE to 1405.
The work will take place during daytime hours to reduce the impact the noise may have on
neighbors. Only full truckloads of the trees removed will be transported to reduce the amount of
traffic. We anticipate one load per day maximum.
